Evaluating the Supply Plan of Public Rental Housing under the Lee Myung-bak Government -focused on housing needs of tenants in private rental housing- (보금자리 임대주택 공급목표의 타당성 평가 -민간주택 임차가구의 주거소요 분석을 중심으로-)

  • The purpose of this study is to evaluate the supply plan of public rental housing under the Lee Myung-bak government. According to the supply plan, the government will supply public rental housings by 80,000 unit every year from 2009 to 2018, and achieve 12% as stock ratio in 2018. To evaluate the supply plan, this study analyzed housing needs of tenants in private rental housing by using the raw data of Korea Welfare Panel Survey(2008). The results are as follows: (1) It is difficult for the supply plan to meet the housing needs of tenants in private rental housing. (2) The link between supply plan and stock ratio target is weak. (3) To meet the housing needs, it is necessary to supply public rental housings by 107,000 unit every year for 10 years, and, in this case, the stock ratio will be 10% in 2018. In conclusion, this study proposed that the supply plan of public rental housing should be redesigned.

  • The purpose of this study is to evaluate the supply plan of public rental housing under the Lee Myung-bak government.   • Child policy has focused on needy children with special emphasis on residual services but youth policy has implemented to promote capabilities of general adolescents by various activities. The fragmented implementation of child-youth policy by several ministries resulted in possible redundancy of target groups and insufficient service delivery system. Thus, the Ministry of Health, Welfare, and Family Affairs has pushed forward to integrate service delivery systems in child-youth policy after the former Ministry of Health and Welfare and the Government Youth Commission were integrated as part of a government reorganization plan. The purpose of this study is to review limitations of Lee Myung-bak government's plan to integrate child-youth policy and to make important suggestions for effective integration. Lee Myung-bak government's plan seeks to help children and adolescents prepare for the future and move forward with dreams and hope. However, this plan has fatal problems of overemphasizing the efficiency of finance without expansion of budget for children and adolescents. To achieve well-being tailored to one's life cycle, the full-scale expansion of budget is indispensible through the induction of the special fund or the special tax for children and adolescents. Fortunately, Lee Myung-bak government recognized child-youth policy as the social investment that would heighten national competitiveness in the long term, but there was insufficient child-youth policy infrastructure for new implementation. Therefore, Lee Myung-bak government needs a new design for integrated and universal child-youth policy that should take into account national human resource development plan and its economic development policy. The public responsibility for children and adolescents should be strengthened and, in addition, the network function in service delivery system should be complemented.

Leisure Policies of Lee Myung-Bak Government and Directions of the Policies for the Future (이명박 정부의 여가정책 개선방향)

  • The purpose of this study was to explore leisure policies of Lee Myung-Bak government and to extract directions of the polices for the future. A report from task force team for undertaking the 17th presidency and 100 policies of the government were analyzed. As a result, three problems were extracted: lack of awareness for the needs of leisure policy; lack of policies for development of creative leisure culture and contents; none of any base project for leisure policy development. Three policy directions were extracted from the three problems: change of awareness of the leisure; building up creative leisure culture development atmosphere; making up base for leisure policy development. The time is changing steadily forward leisure life. Therefore, this government need to drive forward more advanced leisure policy than now.

The Green Growth Policy of the Lee Myung-bak Government: Policy Integration Perspectives for System Transition

  • S&T policy has been traditionally regarded as a sector policy; however, it is now evolving into an infrastructure innovation policy that forms the foundation of diverse types of policies. Simultaneously, environmental and energy policies formerly considered as sector policies are now being expanded and integrated into a higher level policy for sustainable development. With these changes underway, the importance of policy integration has increased. Efforts are being made to minimize contradictions between environmental, social, and innovation policies that emphasize proactive linkage among policies or place the highest priority on environmental policy following the theory of Environmental Policy Integration (EPI). Confronted with these policy changes, the Lee Myung-bak government announced "Low-Carbon Green Growth" in 2008 as national agenda for development that focus attention on environmental and energy issues. Economic policy and environmental policy have been traditionally seen in a conflicting relationship with different paths of policy development. However, the administration of President Lee is now emphasizing the synergy effects between the environment and economic growth with the concept of green growth. The green growth policy of the Korean government has great significance as it has built a momentum for incorporating social goals such as environmental values or sustainable development into economic growth-oriented policies; however, there remain many challenges due to the legacy of the development period that has dominated Korean society. The Korean government says it reflects "EPI" or "environmentalism" in policy goals; however, in reality it prioritizes development over the environment.

Comparative Analysis of Health Administration and Policy through Inaugural Address of Minister of Health and Welfare (역대 정권별 보건복지부 장관의 취임사를 통한 보건행정 및 정책 비교분석)

  • Objectives: The purpose of this study is to comprehensively compare the trends of health administration and health policy in the field of health care using the semantic network analysis in the inaugural address of the Ministry of Health and Welfare of each regime in Korea. Methods: This study used a language network analysis method that uses Korean Key Words In Context (KrKwic) program and NetMiner program in sequence. The analysis was conducted by Minister Hwa-joong Kim during the Moo-hyun Roh government, Minister Jae-hee Jeon during the Myung-bak Lee government, Minister Young Jin of Geun-hye Park government and Government Jae-in Moon's inaugural address of Neung-Hoo Park Minister, respectively. Results: The key words differentiated by each regime are that the Moo-hyun Roh Government's Minister Hwa-joong Kim had high connection centrality values in the words 'balanced development', 'comprehensive' and 'reform'. Minister Jae-Hee Jeon of Myung-bak Lee Government had high connection centrality values in the words 'poverty' and 'return'. In the case of Minister Young Jin of Geun-hye Park Government had high connection centrality values in the words 'demand', 'Customized' and 'Life cycle'. In the case of Minister Neung-Hoo Park of Jae In Moon Government had high connection centrality values in the words 'Welfare state', 'Embracing' and 'Soundness'. Conclusions: If the role of health administration in the health care field and the health care policies are constantly changed according to the policies of each regime, it is inconsistent and it is difficult to approach from the long term perspective for public health promotion. In the future, health policy should be developed and implemented with a long-term perspective and consistency based on the consensus and participation of the people with less influence on the change and direction of each government's policies.

Dynamic Analysis on the Policy Agenda Setting Process of the CO2 Emissions Trading (탄소배출권 거래제도 의제형성과정의 역동성 분석)

  • The main purpose of this study is to find what steps are needed for a system for CO2 emissions trading to be formulated as government policy, using System Thinking approach. First, this paper analyzed Korean newspapers to consider the social issue regarding CO2 emissions trading. There were more articles related to international issues than domestic ones before 2008. This trend, however, became reversed from January 2008, which means that consideration of CO2 emissions trading has been discussed as a domestic social issue from 2008. Second, it analyzed speeches by former president Roh Moo-Hyun and current president Lee Myung-bak. In particularly, President Lee Myung-bak declared "Low Carbon and Green Growth" as a new growth engine and a Korea's vision of the future national development. Third, it examined which government agencies, including departments and committees, are pursuing policies regarding climate change, global warming, and CO2 emissions trading. Most policy has originated in the Ministry of Environment, although policy alternatives have been proposed in other agencies including the Ministry of Knowledge Economy. The study concludes that the political consideration has played a major role in the policy agenda-setting process of the CO2 emissions trading in Korea.

Politics of State-led Microcredit under the Lee Myung-bak Administration: State Autonomy, Capacity, and Outcomes

  • In the 2000s, financial exclusion of low-income people emerged as a major social problem in South Korea. Microcredit business was first introduced by NGOs to help the poor overcome poverty while the Korean government soon chose to initiate microcredit policies to assist financially marginalized low-income people as a key policy measure to alleviate social inequality and revitalize economy. Unlike the initial expectation that state intervention in microcredit industry would be more effective, the outcome has been much less impressive. This paper aims to examine the poor performance of state-led microcredit in South Korea during the period of Lee Myung-bak administration by employing the concepts of state autonomy and capacity. It finds that the state autonomy, a key characteristic of a developmental state, was high in the sense that the funds had been raised in the face of strong resistance from private financial institutions. Lack of state capacity such as low technocratic expertise and politicization of microcredit policy, however, turned out to be a major stumbling block to the state-led microcredit in South Korea. This study shows that although the Korean government still has strong willingness to intervene in the financial market even in the face of interest groups' opposition, the eventual success of state action largely depends on its capacity to effectively implement financial policies.

Government Public Relations Practitioners' Perceptions toward Media Relations and False Reports: A comparative Study between the Noh Moo Hyun and Lee Myung Bak Governments (정부 홍보담당자들의 언론 관계와 오보에 대한 인식 조사: 노무현 정부와 이명박 정부 홍보담당자 비교 연구)

  • This study investigated the general perception of government public relations practitioners in the Noh Moo Hyun and Lee Myung Bak administrations toward media relations and false reports. It examined whether these government public relations practitioners' perceptions are different according to changing government public relations circumstances. This study also investigated how the perceptions of public relations practitioners toward media relations in two different governments affect the overall perception toward false reports. The results showed that the two groups had different perspectives toward media relations, false reports and the causes of false reports. Moreover, the perspectives toward media relations influenced their opinions about false reports. However, they had similar opinions about the way of preventing false reports.

A Meta-analysis of the Articles in Journals Related to TV Outsourcing Production Policy: Focused on the Treatise Published in Lee Myung-bak and Park Geun-hye Governments (방송 외주제작 정책 관련 학술논문의 메타 분석 : 이명박·박근혜 정부에서 발간된 논문을 중심으로)

  • This paper studied a meta-analysis of 45 papers published during the administration of Lee Myung-bak and Park Geun-hye governments in order to renew academic interest in the TV outsourcing production policy. The meta-analysis was made up of classifications of three items(issued year, journal, academic field) and six items(topic, aim, question, subject, methodology, results). According to the results, the articles(30, 66.7% and 15, 33.3%) published during Lee & Park's regimes adapted the promotional topics for TV outsourcing production policy. The reasons for the papers(18, 40.0%) on management economy, industry, and advertising related to outsourcing production policy are because the two governments focused on research projects that matched the regime stance rather than the autonomy and diversity of broadcasting, media, contents, and the visual.
