A Study on Legal and Institutional Improvement Measures for the Effective Implementation of SMS -Focusing on Aircraft Accident Investigation-

  • Even with the most advanced aviation technology benefits, aircraft accidents are constantly occurring while air passenger transportation volume is expected to double in the next 15 years. Since it is not possible to secure aviation safety only by the post aircraft accident safety action of accident investigations, it has been recognized and consensus has been formed that proactive and predictive prevention measures are necessary. In this sense, the aviation safety management system (SMS) was introduced in 2008 and has been carried out in earnest since 2011. SMS is a proactive and predictive aircraft accident preventive measure, which is a mechanism to eliminate the fundamental risk factors by approaching organizational factors beyond technological factors and human factors related to aviation safety. The methodology is to collect hazards in all the sites required for aircraft operations, to build a database, to analyze the risks, and through managing risks, to keep the risks acceptable or below. Therefore, the improper implementation of SMS indicates that the aircraft accident prevention is insufficient and it is to be directly connected with the aircraft accident. Reports of duty performance related hazards including their own errors are essential and most important in SMS. Under the policy of just culture for voluntary reporting, the guarantee of information providers' anonymity, non-punishment and non-blame should be basically secured, but to this end, under-reporting is stagnant due to lack of trust in their own organizations. It is necessary for the accountable executive(CEO) and senior management to take a leading role to foster the safety culture initiating from just culture with the safety consciousness, balancing between safety and profit for the organization. Though a Ministry of Land, Infrastructure and Transport's order, "Guidance on SMS Implementation" states the training required for the accountable executive(CEO) and senior management, it is not legally binding. Thus it is suggested that the SMS training completion certificates of accountable executive(CEO) and senior management be included in SMS approval application form that is legally required by "Korea Aviation Safety Program" in addition to other required documents such as a copy of SMS manual. Also, SMS related items are missing in the aircraft accident investigation, so that organizational factors in association with safety culture and risk management are not being investigated. This hinders from preventing future accidents, as the root cause cannot be identified. The Aircraft Accident Investigation Manuals issued by ICAO contain the SMS investigation wheres it is not included in the final report form of Annex 13 to the Convention on International Civil Aviation. In addition, the US National Transportation Safety Board(NTSB) that has been a substantial example of the aircraft accident investigation for the other accident investigation agencies worldwide does not appear to expand the scope of investigation activities further to SMS. For these reasons, it is believed that investigation agencies conducting their investigations under Annex 13 do not include SMS in the investigation items, and the aircraft accident investigators are hardly exposed to SMS investigation methods or techniques. In this respect, it is necessary to include the SMS investigation in the organization and management information of the final report format of Annex 13. In Korea as well, in the same manner, SMS item should be added to the final report format of the Operating Regulation of the Aircraft and Railway Accident Investigation Board. If such legal and institutional improvement methods are complemented, SMS will serve the purpose of aircraft accident prevention effectively and contribute to the improvement of aviation safety in the future.

Fin failure diagnosis for non-linear supersonic air vehicle based on inertial sensors

  • In this paper, a new model-based Fault Detection and Diagnosis (FDD) method for an agile supersonic flight vehicle is presented. A nonlinear model, controlled by a classical closed loop controller and proportional navigation guidance in interception scenario, describes the behavior of the vehicle. The proposed FDD method employs the Inertial Navigation System (INS) data and nonlinear dynamic model of the vehicle to inform fins damage to the controller before leading to an undesired performance or mission failure. Broken, burnt, unactuated or not opened control surfaces cause a drastic change in aerodynamic coefficients and consequently in the dynamic model. Therefore, in addition to the changes in the control forces and moments, system dynamics will change too, leading to the failure detection process being encountered with difficulty. To this purpose, an equivalent aerodynamic model is proposed to express the dynamics of the vehicle, and the health of each fin is monitored by the value of a parameter which is estimated using an adaptive robust filter. The proposed method detects and isolates fins damages in a few seconds with good accuracy.

A Study on Improvement Measures for Increasing Cancellation Rates at Ulleung Airport (울릉공항 결항률 증가조건에 따른 개선방안 연구)

  • Improving transportation accessibility on islands is closely related to regional development. Currently, the government is constructing Ulleung Airport as part of the 6th Airport Mid- to Long-term Development Plan. Similar to the case of Jeju Airport in 2016, severe congestion occurs at passenger terminals upon flight resumption after cancellations at airports on islands. Therefore, considering the cancellation rate at island airports is important. This study investigates the conditions leading to increased cancellation rates at Ulleung Airport, with the research results predicting frequent cancellations during the winter season. The research methodology involved examining airport construction plans, aircraft performance, airport de-icing capabilities, and also included consideration of weather conditions. Ulleung Island is a representative snowfall area, and sufficient snow removal capacity must be secured. However, the current plan's snow removal capacity is insufficient, leading to anticipated high cancellation rates. Therefore, measures to mitigate passenger inconvenience caused by increased cancellations and methods to reduce the cancellation rate are explored. With Ulleung Airport scheduled to open in 2027, there is ample time to implement supplementary measures to reduce the cancellation rate and minimize passenger inconvenience.

A Study on the Legislation for the Commercial and Civil Unmanned Aircraft System Operation (국내 상업용 민간 무인항공기 운용을 위한 법제화 고찰)

  • Nowadays, major advanced countries in aviation technology are putting their effort to develop commercial and civil Unmanned Aircraft System(UAS) due to its highly promising market demand in the future. The market scale of commercial and civil UAS is expected to increase up to approximately 8.8 billon U.S. dollars by the year 2020. The usage of commercial and civil UAS covers various areas such as remote sensing, relaying communications, pollution monitoring, fire detection, aerial reconnaissance and photography, coastline monitoring, traffic monitoring and control, disaster control, search and rescue, etc. With the introduction of UAS, changes need to be made on current Air Traffic Management Systems which are focused mainly manned aircrafts to support the operation of UAS. Accordingly, the legislation for the UAS operation should be followed. Currently, ICAO's Unmanned Aircraft System Study Group(UASSG) is leading the standardization process of legislation for UAS operation internationally. However, some advanced countries such as United States, United Kingdom, Australia have adopted its own legislation. Among these countries, United States is most forth going with President Obama signing a bill to integrate UAS into U.S. national airspace by 2015. In case of Korea, legislation for the unmanned aircraft system is just in the beginning stage. There are no regulations regarding the operation of unmanned aircraft in Korea's domestic aviation law except some clauses regarding definition and permission of the unmanned aircraft flight. However, the unmanned aircrafts are currently being used in military and under development for commercial use. In addition, the Ministry of Land, Infrastructure and Transport has a ambitious plan to develop commercial and civil UAS as Korea's most competitive area in aircraft production and export. Thus, Korea is in need of the legislation for the UAS operation domestically. In this regards, I personally think that Korea's domestic legislation for UAS operation will be enacted focusing on following 12 areas : (1)use of airspace, (2)licenses of personnel, (3)certification of airworthiness, (4)definition, (5)classification, (6)equipments and documents, (7)communication, (8)rules of air, (9)training, (10)security, (11)insurance, (12)others. Im parallel with enacting domestic legislation, korea should contribute to the development of international standards for UAS operation by actively participating ICAO's UASSG.

  • The aircraft manufacturing industry is a profitable business and has the potential to be an important export business. Our trade deficit needs to be improved in aircraft manufacturing part. Our national aircraft industry, which has been recognized for its quality in many domestic and international Air Shows, has developed the T/A-50 aircraft from the origins of the KT-1. With the ongoing development of the next generation fighter planes and helicopters, business for the next generation domestic air cargo has bright prospects. Judging by the history of the overseas air force dispatch during the Vietnam, Gulf, and Iraqi wars whose main mission was air transportation, there will be many opportunities to show the excellence of Korean air cargo in the future. The purpose of this study is to discover the optimal scale of air cargo development using the AHP method. The authors evaluated the scale of air cargo in size and capacity based on the following 5 standards used Korean developing airliner: usability, economics, technology, safety, and environmental friendliness. Then, the authors modified specific standards suitable for air cargo based on literature review Decision-making groups were chosen for suitability of expert staff in charge because they could represent for leading opinions in this specialized area especially as in practical aspects. The participants of the evaluation were pilots, transportation officers and management staff in the KAI who have experienced over 5years.

Comparison of Development and Marketing Strategies of Airbus and Boeing (에어버스와 보잉사의 대형민간항공기 개발 및 마케팅 전략 비교 연구)

  • For the next two decades the civil aviation industry is expected to grow. Both Airbus and Boeing predict a delivery of almost 20,000 new Large Civil Aircraft (LCA). LCA is defined as a large civil jet aircraft with 100 seats or more. Airbus offers the Superjumbo, A380 (>555 seats), while Boeing presents the Dreamliner, B787 (200 – 300 seats). Their philosophies are very different. In the wake of B787, Airbus intends to offer a new aircraft, A350, as the competitor against B787, with the same engines developed for B787. The U.S. government pushed by Boeing, on the day of October 6, 2004, filed a suit against Airbus for wrongful subsidy to the World Trade Organization (WTO). A brief overview is given on the LCA development status in the world commercial aircraft market. Since there have been little changes in engine and avionics manufacturers in the LCA industry, the airframe area only is the object of this study. An analysis is carried out to find out the differences in development and marketing strategies of two major LCA manufacturers, Airbus and Boeing. The authors predict that Boeing will recapture its No. 1 position soon, while the leading edge in technology may be slipped away from Boeing.

A study for multi thermal cycle effect on mechanical property change in carbon epoxy composite (탄소섬유 복합재료의 열사이클에 의한 물성치 변화에 관한 연구)

  • Composite materials have been increasingly used in automotive and aircraft industries, naturally leading to active researches on the materials. The carbon-epoxy composite is selected to study its thermal characteristics. During multiple thermal cycles composed of repeated cooling and heating variations of elastic constants are investigated to understand thermal effects on the carbon-epoxy composite. In this investigation longitudinal resonance method and flexural resonance method was used to characterize. The values of $E_1$ show small amount of increases depending on number of cycles of the thermal fatigue processes whereas values of $G_13$ do not indicate noticeable changes. Also, in cases of $E_2$ and $G_23$ their values decrease to a certain extend in initial stages after applications of thermal fatigue processes. However, the number of cycles of the applied thermal fatigue processes does not seem to affect their values.

  • It is challenging to build the integrated information system for a large scale cooperative R & D project. To develop the aircraft program which especially has several leading agencies and is supported by many demestic/foreign participating companies, the common data flow in harmony is the core factor to achieve a development goal. For this, the development are carried out maintaining the existing management systems of agencies and companies. As a first step, the standard for the common data information and the classification category of technical data are defined. Second, the work flow standards are also set. Based on the foundation, the efficient technical data management system are built including the function of storage, inquiry, revision, link, approval, submission, etc.

  • Polyurethane casting wing fairings included in F-5E/F 15% spar kit are to be installed on aircraft wing surfaces and used for compensating the changes of the aerodynamic configuration by the leading edge extension fairings. These fairing are mandatory items in repairing wing areas and was imported from foreign supplier with long term delivery and high cost. Accordingly, local manufacturing is necessary to get rid of above disadvantages such as long term delivery and high cost. Basic properties test of specimen to be developed and part's requirements after localization was taken and its values were similar or higher when comparing with the original's even in low temp test at -55C. Casting mold process was used to manufacture the polyurethane fairings and its demensional stability & physical condition was proper and met to the related specification and drawing's requirements

NUMERICAL STUDY ON WIND TUNNEL GROUND PLATE WITH A PRESSURE CONTROL DEVICE (압력 조절 장치를 갖는 풍동 지면판에 관한 수치해석적 연구)

  • Preliminary design of a ground plate, a device installed close to the aircraft model for wind tunnel test to simulate the ground effect, was performed by a numerical simulation. A two-dimensional numerical study was performed initially to decide the optimal leading edge and flap configurations. Then, three-dimensional studies were conducted to decide the optimal flap deflection angle for pressure distribution reduction since the plate and the plate supporting system generate static pressure difference between the upper and lower flow regions. Three-dimensional simulation additionally studied the effect of the clearance between the plate and the wind tunnel side wall. For the efficiency of computation, half model was simulated and a symmetric boundary condition was applied on the center plane. Based on the preliminary design, a ground plate was designed, manufactured and tested at the Korea Aerospace Research Institute(KARI) wind tunnel. The measured pressure differences versus flap deflection angle agreed well with the predicted results.
