최근 일본에서는 공공용 주파수의 유효이용촉진, 주파수 할당 이전제도와 전파사용료제도 재검토 등을 포함하여 2020년대에 추진할 예정인 "전파유효 이용방안"을 보고서로 발표하였다. 이 보고서에서 제안된 내용을 기반으로 전파법 등 관련법령 개정을 위한 구체적인 제도가 설계되어 진행될 예정이며, 산 학 관이 협력하여 연구개발 실증시험 등을 실시하여 전면적인 전파유효이용을 위한 제도개선을 추진할 계획을 수립할 예정이다. 본 논문에서는 일본이 2020년대에 전파유효이용을 위해 추진할 예정인 주파수 이용제도에 관한 정책방향을 분석하였다. 분석된 정책방향은 국내 전파이용제도를 고려하여 선별적으로 검토하였으며, 국내에 적용할 수 있는 시사점을 도출하였다. 본 논문의 연구내용을 바탕으로 영국과 미국을 포함한 선진국의 전파정책을 분석하여, 우리나라의 전파유효 이용계획수립에 활용하는 것이 필요하다.

The objective of the study was to evaluate the impact of the Call System of agricultural extension services in Korea. The respondents were satisfied on the speedy solution (74.5%), consultation (88.4%), and accessibility (79.7%) of the call system. However, satisfaction of farmers on in-depth consultation was higher (74.3%) than the satisfaction rated by the public servants of RDA (48.9%). Both groups replied positively (70.4%) on the need for expansion of the call system. The analyses of the results leads to a conclusion that there is a need to increase marketing on the importance of RDA's Call System to customers of agricultural extension and to improve accessibility through expansion of the system in other areas. These could solve the decreasing number of extension professionals and improve the quality and efficiency of extension services. These analyses may be useful as bases for a nationwide Call System that connects the center with other districts and for planning a renovation of information-oriented agricultural extension services. The issue that needs improvement is to abandon the grounds of agricultural technology information provider and respond to the customers' needs efficiently by building an established Call System which can minimize the side effect of the trends of reforming and downsizing the organization. It is needed to develop a unified management Call System of agricultural technology information that could provide real-time information, and database the results simultaneously for use as feedback to the Rural Development Programs. Related laws and policies need to be improved to establish a nationwide information network that maximizes the current network in agricultural regions to spread information, to provide institutional support, and to encourage development of training system and research and development by concerned institutes.

Objectives: The purpose of this study is to provide comprehensive information of qualification systems of developed countries needed to establish our national system for QI(Quality improvement) specialists. Methods: All articles related to any applicable domestic or foreign countries' laws, operational status, and detailed programs for professional qualification system of QI were reviewed. Result: In the United States, a non-profit organization, Healthcare Quality Certification Commission (HQCC) has set the policies, procedures and standards in the field of health care quality. And qualification system of CPHQ (certified professional in healthcare quality) has been operated in order to authenticate the qualifications in the field of quality management. IBQH(international Board for quality in healthcare), a qualification system of experts in the United Kingdom, was designed to assist the qualification of professionals to improve the quality of healthcare. In addition, Health Research Center of Feinberg School of Medicine in Northwestern University has been operating Master's and doctoral degree programs in the field of the quality of care and patient safety and IHI (institute for healthcare improvement) open school was operating a professional training course related to the quality of care and patient safety. Conclusion: Quantity and complexity of information of the quality of care and patient safety have been increased. For reform of the health care system, a special training course of the expertise and leadership are needed. So far, there is no national professional certification courses in our nation. Therefore essential job skill should be acquired individually. For systematic and effective quality improvement activities, the educational and certification system with professional development model are needed.

개인정보보호정책은 도서관이 이용자의 개인정보를 보호하겠다는 의지의 기술이며 도서관 직원의 행동지침이라 할 수 있다. 최근 들어 도서관을 포함하여 사회전반에서 개인정보침해사례가 기하급수적으로 증가하고 있는 현실로 인하여, 개인정보보호정책의 수립과 적용의 중요성이 부각되고 있다고 할 수 있다. 이에 본 연구에서는 도서관 개인정보보호정책을 개발하고자 하였다. 이를 위해 국내외 개인정보관계법 분석, 국내외 도서관프라이버시 가이드라인 분석, 국내외 개인정보침해 사례조사, 그리고 국내외 도서관개인정보보호정책 사례조사 등을 통해 시사점을 도출하였다. 이를 기반으로 도서관 업무를 수행하는데 지침이 될 내용을 구체적으로 제안하였으며, 다른 분야에서 사용되는 개인정보보호지침과는 차별화시키고자 하였다.

현재 저작권과 온라인 디지털 콘텐츠 산업발전법은 데이터베이스와 디지털 콘텐츠 제작자를 보호대상으로 하고 있다. 미국 데이터베이스 보고서의 추가 보호론에 데이터베이스는 경제 및 과학에 있어 그 중요성을 더해 가고 있으며, 인터넷 상의 핵심적 요소가 되어가고 있다. 그러므로 우리나라의 공공 민간 모두 데이터베이스의 법적 보호에 신중을 기해야 한다. 본 고에서는 과학기술 데이터베이스 법적 보호의 전반적인 문제점들과 현행법에 의한 과학기술 데이터베이스 보호의 핵심적인 내용과 추가적인 보호 문제를 깊이있게 다루었다. 과학기술 데이터베이스 산업의 발전이 국가의 경쟁력 확보에 중대한 몫을 차지하고 있다는 점을 고려할 때, 데이터베이스의 법적보호방안 마련은 데이터베이스의 지속적인 발전을 도모하기 위한 정책의 하나로서, 간과되어서는 안 될 중요한 사안 중의 하나이다.

2018년 정부 기관 및 공공법인 등의 광고시행에 관한 법률이 본격 시행되면서 정부 광고의 효율성 및 공익성 향상의 필요성이 제기되고 있다. 본 연구에서는 건강 보건 안전 등 헬스 캠페인에 초점을 두고 관련 정부 광고의 현황을 살펴보고 나아가 향후 전략과 정책 방향에 관하여 심층적으로 연구를 하고자 하였다. 먼저, 국내 외의 헬스 캠페인 관련 정부 광고를 분석하였고 특히, 미디어 테크놀로지를 활용한 헬스컴 관련 정부 광고를 연구하였다. 아울러 10명의 헬스 캠페인 관련 전문가들과의 심층 인터뷰를 통해서 변화하는 디지털 테크놀로지 활용 방안을 모색하였다. 연구결과로 먼저 헬스 캠페인의 목적에 부합하는 전략과 타깃의 선정이 중요하며, 예산에 따른 캠페인의 범위를 확정해야 하고 양질의 크리에이티브를 확보해야 하는 것으로 나타났다. 또한 미디어 테크놀로지를 활용한 전략을 적극 활용해야 하는 것으로 나타났다. 따라서 본 연구는 건강 보건 안전 등 헬스 캠페인 관련 정부 광고의 효과 및 효율성을 향상 시킬 수 있는 전략 방안을 이론적 실무적으로 제시하는 데 의의가 있다.

Record management, especially in schools as an institution's information centre, needs serious attention from government agencies. Under record management policy, there needs to be practical guidance on record management specific to schools. This paper aims to construct a record management model based on the Eight Indonesian Education Standards to support school accountability in Indonesia. The urgency of this paper in filling the gap in the Electronic Record Management System (ERMS) role is primarily to support school accountability. It is important to include educational laws and regulations in Indonesia to be a foundation in archive management, including preparing the ERMS. This study aims to develop a model of record management in schools. The final stage in this research is to find the final model. The final model is a model that experts and practitioners have validated. A total of 30 records managers were selected for the interviews. Furthermore, the trial was carried out in 30 senior high schools. The research sampling consisted of representatives of archive managers at selected schools from five islands in Indonesia (Kalimantan, Java, Papua, Sumatra, and Sulawesi). Our research findings show that conceptual models meet valid criteria and significantly impact archivist performance in better schools. The practical implication is that the archival management model based on national education standards policies contributes to practical archives and records management to support school accountability.

본 연구는 정부의 국방개혁 2.0에 따른 군부대 이전 및 해체로 인한 지역의 문제를 파악하고 현황을 살펴보았다. 이를 통해 접경지역의 군 유휴지 활용에 대한 논의와 도시재생 등을 통한 지역 활성화 방안을 모색하여 향후 지역발전의 정책적 시사점을 제공하고자 한다. 군 유휴지의 활용과 관리를 위해서는 첫째, 민·관·군의 거버넌스의 구축을 통해 군부대와 지역사회의 상생발전이 이루어져야 한다. 둘째, 접경지역과 군 유휴지 관련 법·제도의 검토 및 개선이 수반되어야 한다. 셋째, 접경지역의 특수성을 반영한 다양한 아이디어와 정책이 수립되어야 한다. 마지막으로 본 연구는 향후 접경지역의 특수성을 반영하여 지속가능한 유휴지의 효율적 활용과 관리에 대한 함의를 제공하였다.

Down-town community is an essential element for ESSD. But the population of down-town has been decreased since 1990's. Therefore this study is about how to improve the down-town residential tendency through the civic research, examination of related policies and legal system. And the result is as follows. First, Taegu has lots of problems as a residential space, that are caused by bad residential environment. They also, however, represent the validity of arrangement of down-town community and we could find the possibility for development. Second, Japan perceived the importance of down-town community and a great deal of effort was done to save residential space with various programs. But it is ignored in Korea for economic reason. Therefore we need to change our view of Down-town residence. Third, the role of government, people and specialist are important for the improvement of Down-town community. 1) The central government and ask its responsibility. 2) The local government makes the best use of present laws and is required of management with elasticity in favor of the regional character. And it need to set the future image and aim of the city. The aim should be the one that meets the practical need of down-town community and suitable programs need to be activated. 3) Generally, the citizens who are living in a region know it's problems the best. So the citizens themselves can advertise their Down-town community and participate to solve its problems 4) Down-town community requires a differential policy from general residence. Thus the professional have duty for the development of proper know-hows for Down-town community.

사이버터러나 사이버전(cyber warfare)은 더 이상 가상적 상황이 아닌 현실적이며, 실체적인 안보상황으로 상대국의 군사지휘체계는 물론 통신, 에너지, 금융, 수송체계 등 국가 주요기능 무력화의 전쟁 개념의 확대로 재인식과 국가적 차원에서의 사이버보안 미래전략 수립이 필요하다. 각 국의 사이버전(戰) 동향 분석 및 국내 사이버전(戰) 현황 분석을 통해 사이버보안 기술개발과 산업육성, 그리고 인력양성 전략 마련과 기존의 정보보호 정책과 법·제도을 바탕으로 신규 정책수요에 대한 체계적 발굴과 이를 통해 지속적 발생 가능한 국가적 위기를 효율적으로 관리하고, 효과적이며 능동적으로 사이버전(戰)에 대응할 수 있는 중·장기적 사이버보안 미래전략 수립에 대하여 제안한다.
