The launching of the Taepo-dong 1 on 31 August 1998 by the North Korea was the first case where the diplomatic protests was made against the flight, the purpose of which, the launching State claimed, consisted in space exploration and use. It is the principle regarding the freedom of space exploration and use, as included in the international treaty, that is relevant in applying the various rules and in defining the legal status of the flight. Its legal status, however, was not actually taken into account, as political negotiations leading to the test moratorium has been successful until present day in freezing the political crisis. This implies that the rules of the law lack the validity and logic sufficient in dictating the conduct of the States. This case shows that, in effect, it is not the rule but the politics that is to govern the status of the flight.

After launching the GOCE (Gravity Field and Steady-State Ocean Circulation Explorer) which obtains high-frequency gravity signal using a gravity gradiometer, many research institutes are concentrating on the development of GGM (Global Geopotential Model) based on GOCE data and evaluating its precision. The precision of some GGMs was also evaluated in Korea. However, some studies dealt with GGMs constructed based on initial GOCE data or others applied a part of GNSS (Global Navigation Satellite System) / Leveling data on UCPs (Unified Control Points) for the precision evaluation. Now, GGMs which have a higher degree than EGM2008 (Earth Gravitational Model 2008) are available and UCPs were fully established at the end of 2019. Thus, EIGEN-6C4 (European Improved Gravity Field of the Earth by New techniques - 6C4), GECO (GOCE and EGM2008 Combined model), XGM2016 (Experimental Gravity Field Model 2016), SGG-UGM-1, XGM2019e_2159 were collected with EGM2008, and their precisions were assessed based on the GNSS/Leveling data on UCPs. Among GGMs, it was found that XGM2019e_2159 showed the minimum difference compared to a total of 5,313 points of GNSS/Leveling data. It is about a 1.5cm and 0.6cm level of improvement compare to EGM2008 and EIGEN-6C4. Especially, the local biases in the northern part of Gyeonggi-do, Jeju island shown in the EGM2008 was removed, so that both mean and standard deviation of the difference of XGM2019e_2159 to the GNSS/Leveling are homogeneous regardless of region (mountainous or plain area). NGA (National Geospatial-Intelligence Agency) is currently in progress in developing EGM2020 and XGM2019e_2159 is the experimentally published model of EGM2020. Therefore, it is expected that the improved GGM will be available shortly so that it is necessary to verify the precision of new GGMs consistently.

This paper describes a new tiled display framework called, iTDF (Interactive Tiled Display Framework), that is designed to support rapid construction of the interactive digital 3D contents running on top of the cluster-based tiled display. This framework allows synchronizing the rendering slaves, sharing software's state over the network, the features, such as, launching multiple applications on a cluster-based computers, moving and resizing windows, synchronization of rendering slaves, distributed shared memory, and unified input interface. This paper analyzes the requirements of the framework and describes the design and implementation of the framework. A couple desktop-based applications are ported with the new iTDF and to find out the usefulness and usability of the framework.
In spite of economic slump of global IT market, China is showing growth of 25% per year. After opening economy, the economic growth of the country haven't flagged. Moreover, according to the economic plan of the President HuJinTao who took office in 2002, IT field has been developing quickly. Even through such development is enough to show off the ability of China in the wrld, it is also a fact that there are many side effects. Among them, the imbalance of development between the east and the west is disturbing the general Chinese development. So the government is making efforts to reduce the gap as a solution, "Go West campaign". While progressing the policy, the related law which restricted domestic demand market advance in 2000 has been abolished. We also have an opportunity for launching the west of China at the same line with other developed countries. Based on such realities, we are going to research the general present state and policy of Chinese IT industries and the direction in which we have to go by investigating the situation of the western area is suggested.

In Android smartphones, many apps are developed as service apps to run in the background. If the memory is insufficient, Android forcibly terminates not only user apps that have not used the CPU for a long time, but also service apps. However, a service app is automatically re-launched after a short period of time, so that it continuously consumes memory space. This paper analyzes the number of running service apps and their memory usage in users' smartphones. The number of service apps accounts for up to 65% of the total number of running apps, and their memory usage accounts for up to 55% of the total memory. Moreover, we investigate the effect of the number of running service apps on the response time of smartphones and apps. As the number of service apps increases, the launching time of user apps increases to 22 times. The booting time and app installation time significantly increase with the number of service apps.
Purpose: We consider export of Korea for Muslim population of Cairo residents in Egypt. Product instant cup noodle and yuzu tea are mainly focused on Kano model and Timko's customer satisfaction factor (CS - Coefficient) analysis and conjoint analysis. Methods: Based on the evaluation and conjoint analysis, cluster analysis was additionally applied to further exploratory research as to what kind of population the target customer has. A total of 120 people, each 60 people each, were prosecuted for Muslim women, middle middle class who had over 3,000 Korean won annual income for that study, and in Cairo in August 18. With more emphasis on emotional communication with users in product design field, designers' clear and prompt grasp of user's emotion has become the core activity in product design research. To increase the flexibility applying emotion measurement in the process of product design, this study has used Facial Action Coding System (FACS) of behavioral emotion measurement method in product design evaluation. To select specimens, it has flexibly used the emotional product Image Map. Then this study has selected six product irritants inducing positive, negative and neutral emotions, and conducted FACS experiment with ordinary product users of 20 generations as the experimental subject, and analyzed users' emotional state in response to the irritants through their facial expressions. It also analyzes the advantages and disadvantages of FACS in the process of product design, such as "recording users' unconscious facial expressions" and puts forward some applicable schemes, such as "choosing a product stimulus with high user response". It is expected that this paper can be helpful to the flexibility of FACS as a method to predict user's emotion in advance at the trial stage of product design before launching them to the market.

This paper describes a case study on an enterprise ontology(30) based analysis and representation of the production operation in shipbuilding. The production operation consists of steel fabrication, assembly, election, launching, sea trial and delivery process. We represent and analyze the steel fabrication process and the piping design business of the assembly process among them. First, we build an ontology on concepts of steel fabrication process and the piping design business of assembly process. And then we merge it with the original EO. We represent each process and analyze current state of production process with the merged EO and $Prot{\acute{e}}g{\acute{e}}$ plug-ins. Moreover, we can analyze dependency relations among the workflow elements. Through the case study, we have found the effectiveness of EO in business management and process management in complex heavy industries.
Space debris have frequently caused damage to space objects like satellites in orbits and sometimes have fallen on the earth. Such increase in space debris will lead to the high possibility of threatening space activities of mankind. However, it is not so easy for the damage caused both by identified and by unidentified space debris to be recovered since in the regime of the current international law, there is no legislation of prescribing the damage done by space debris. For overcoming the limitation it seems desirable that either the Liability Convention should partly be amended or new international law regime should be established. For instance, 'space debris' should be included in the new definition of 'space object' and the range of launching should also be defined clearly by making the concept of 'launching' somewhat more specified. Moreover, the subject of international liability for damage caused by space debris should be divided into two classes: the subject before and after registration. While in case of before-registration launch states should be held liable for any damage jointly or individually, in case of after-registration 'the state of registry' or 'owner' of the space debris should be. In the event of damage being caused elsewhere than on the surface of the earth to a space object of other State, 'fault-based liability' is currently applied. But it needs to be changed into 'absolutely liability'. In this paper, 'Liability Pool', 'Insurance', 'Market-Share Liability' are presented as aid devices of the damages resulting from unidentified space debris. They should be defined through the amendment of the Liability Convention or another international treaty. Some day there comes a time when our country shall possess many of the astronomical price of satellites. It means that we can't be free from the damage by the increasing number of space debris. Provided that our satellites are damaged by such space debris, it will do the satellites damage and cause impaired functioning or troubles in operation. As a result, if we are not paid for the damage by space debris, we will be confronted with tremendous economic loss because it is necessarily connected with the excess burden of taxation. Thus, an international agreement regarding the measures of the compensation for space debris damage must be made very soon.
The purpose of this study is to classify the lifelong learning policy implementation process of lifelong learning in Korea according to the policy making decision models and to suggest developmental tasks. Korea's lifelong learning policy came to a full-fledged start with the enactment of the Lifelong Education Act in 2000. The Lifelong Education Act proposed the establishment of an open educational system as a strategy to realize the lifelong learning society. According to the Lifelong Education Act, the Korean government has developed several lifelong education policies such as providing learning opportunity for the underprivileged, facilitating lifelong learning city project, building lifelong learning culture, recognizing of experiential learning result, funding lifelong learning hub university, launching lifelong learning supporting administrative etc. The Korean lifelong system is characterized as Allison's (1971) governmental/bureaucratic, Ziegler and Johnson's (1972) legislative, Griffin's(1987) social control and Green's (2000) state-led models which make policy through the coordination between the government and the parliament and control bureaucratic power and educational qualifications. Lifelong learning policies should be managed in terms of supply and demand at the learning market. In addition, the state has to strengthen lifelong learning through supporting NGOs' activities and adult learners' tuition fee for the disadvantaged group of people.
