Life Environment is rapidly changing and large scale disasters are increasing from the global warming. Although the disaster repair resources are deployed to the disaster fields, the prevention of the disasters is the most effective countermeasures. the disaster sign data is based on the rule of Heinrich. Automatic extraction of the disaster sign data from the web is the focused issues in this paper. We defined the automatic extraction processes and applied information, such as accident nouns, disaster filtering nouns, disaster sign nouns and rules. Using the processes, we implemented the disaster sign data management system. In the future, the applied information must be continuously updated, because the information is only the extracted and analytic result from the some disaster data.

The surface runoff is one of the important components for the surface water balance. However, most Land Surface Models(LSMs), coupled to climate models at a large scale for the prediction and prevention of disasters caused by climate changes, simplistically estimate surface runoff from the soil water budget. Ignoring the role of surface flow depth on the infiltration rate causes errors in both surface and subsurface flow calculations. Therefore, for the comprehensive terrestrial water and energy cycle predictions in LSMs, a conjunctive surface-subsurface flow model at a large scale is developed by coupling a 1-D diffusion wave model for surface flow with the 3-D Volume Averaged Soil-moisture Transport(VAST) model for subsurface flow. This paper describes the new conjunctive surface-subsurface flow formulation developed for improvement of the prediction of surface runoff and spatial distribution of soil water by topography, along with basic schemes related to the terrestrial hydrologic system in Common Land Model(CLM), one of the state-of-the-art LSMs.
Disasters that occur most frequently in rural areas are drought, flood, damages from wind and cold weather. Among these, damages from storm and flood and drought are the main disasters and recently, these are occurring on a large scale due to unusual weather conditions. Under such circumstances, projects and researches on disasters in rural areas are under way but they are mostly targeting one area or making approaches focusing on repair facilities, maintenance project of facilities in small streams, and disaster management, so there have not been enough studies on the current status of overall damaged facilities in the rural areas. Against this backdrop, through the analysis of the current status of damaged facilities due to storm and flood in rural areas, this study aims to provide base data for policies needed for disaster recovery planning and maintenance work of rural areas. For the analysis of damaged facilities due to storm and flood in rural areas, using the annual report on disasters issued by Ministry of Public Safety and Security and based on the occurrence rate of estimated damage in each city and district for the past 10 years(2004~2013), 8 areas with the highest number of occurrence and cost of damage were found from each province and target areas were selected. Then, regarding the selected target areas, the General Plan for Reducing Damages from Storm and Flood, which is the report on top-level plan for preventing disasters, was secured and the current status of damaged facilities were analyzed. After organizing the analysis of current status, the tendency of damaged facilities due to storm and flood in rural areas, the items of damaged facilities depending on the types of storm and flood damages, and risk factors were suggested. Based on this result, in order to generalize the results of follow-up researches, it is thought that disaster recovery planning and establishing the system of remodeling items necessary for maintenance work would be possible by analyzing damage investigation items recorded in additional researches on rural areas, researches on natural disasters, and recovery plan instructions and by conducting on-site investigation on the damaged villages from storm and flood in rural areas.
Due to the cases of recent global warming and unusual weather etc., large-scale natural disasters such as typhoons, floods, snow damage occur frequently across the continents such as Southeast Asia and North America, South America etc. and risks of earthquakes and tsunami are also increasing gradually in Korea which has been regarded as a safe zone and disaster types are also being diversified such as typhoons, floods, heat waves, heavy snow and damage scale is also enlarged. In addition, due to geographical characteristics or lack of infrastructure, disasters tended to occur intensively around a specific region or city in the past but disasters occur throughout the country in recent years so preparation for disaster prevention has emerged as an urgent challenge issue. Therefore, considering that the plan of obtaining the effective feedback function of disaster Information is very important in the proactive and software aspects for disaster reduction, this paper analyzed this three aspects of contents, procedural and contextual aspects and proposed the plan. First, in the content aspect, building disaster prevention information communication Infrastructure, building urban and regional disaster prevention system, obtaining concurrency and sharing of information and second, in the procedural aspect, active utilization of ICT(Information and Communication Technology) of the prevention stage, disaster prevention information collection and analysis reinforcement of the preparation stage, improvement of decision-making structure and field command system of the response stage, recovery system related information promotion of the recovery stage were proposed as alternatives and finally, in the contextual aspect, if disaster prevention information is effectively managed through maintenance of disaster prevention information related systems, obtaining domainality by disaster prevention work, improvement of the ability to judge the situation, obtaining comprehensive and feedback function etc, it is considered to significantly contribute to reducing natural disasters.
Recent heavy rains have caused natural disasters such as flooding and landslides nationwide. Because of flooding occurrence in most of the roads, traffic congestion and isolation caused many loss especially at rush hour. Constant monitoring and analysis of past disaster history data are needed to prevent disasters on areas prone to floods and disaster risk areas. If we managed to obtain traffic volume, speed, phase around intersection using disaster history data when disasters occurred, we can analyse traffic congestion, change of disaster scale and rainfall. In this study, We select a target district to develop by using a route from Dae-nam intersection in Busan Namgu Daeyoeon-dong, over Gwangan large bridge up until Haeundae Olympic intersection, We developed a system which searches disaster history information, traffic volume using disaster history data based on user selection of the road.

Many severe earthquakes have occurred along the main fault lines in the world. In recent years, there has been a high incidence of small- and large-scale earthquakes in our country. These occurrences of earthquakes have become increasingly serious, owing to a degrading earth environment. An earthquake, in general, causes far more serious damages like disruptions in electricity or gas facilities, and fire disasters from its annexed effects than by its vibrations or the shock itself. In this paper, we present a countermeasure and its necessity in safeguarding against fire disasters in regional heritage villages such as "Asan Oeam," "Jeonju Hanok," and "Andong Hahoe." A more systematic and effective strategy for prevention systems against severe fire disasters is proposed after performing various related investigations and analyses of existing domestic and international systems. We investigated the existing fire security systems and their historical records with the tendency of earthquake occurrences in these three folk villages. In this proposal, we present a strategic approach for safeguarding against fire damages in our regional heritage villages derived from ICT (information communication technology)-based DPD (disaster prevention design), after examining the laws and regulations of fire-prevention strategies in Japan, America, and Europe.

In this paper, we recognize the damage caused by a disaster to a facility in the event of a large-scale disaster and present the possible disasters in the form of a matrix. The typhoon was selected as a major disaster and covered mainly the flood damage, a possible damage caused by the typhoon. Flood damage is mainly caused by flooding, and damage is determined by flooding and flow rate, and the results of applying this to low-rise facilities are derived. In addition, the results were derived by applying a method of classification of disaster types in a matrix format to make it easy to see at a glance the connection between disasters caused by damage to a facility. Continuing research in the form presented in this paper will help us identify additional disasters as an occurrence of a disaster.
In recent years, increasing the variety of disasters and accidents that accompany large-scale damage. Disasters are accidents with uncertainty and have a direct impact on people's lives, safety and property protection. Therefore, it is necessary to establish and operate safety management systems such as prevention, response, and recovery for various disasters. Therefore, in this paper, a real-time disaster safety management solution in a smart environment was designed to systematically respond to disaster accidents. To this end, 1: 1 or 1: N situation propagation was performed to the situation room, related organizations, and experts through smart devices. Through this, the solution was configured to respond quickly and appropriately through multi-party information sharing and communication. In other words, we designed a solution that applied functions such as real-time and multi-party HD video transmission, mobile-type report management, voice / text situation propagation, location information sharing, recording and history management, and security.

Recently, the disaster situation has been diversified and compounded worldwide as well as in Korea. And the damage scale of each disasters have increased, and following economic loss is also increasing immensely. In Korea, especially the out break frequency of large-scale disasters has increased. Disasters caused by earthquakes are also very likely to occur. When a major accident such as Mauna resort collapse accident, Ferry sewol sinking accident occurred, systematic emergency medical care at the site at the time of disaster occurred in order to operate an emergency medical facility corresponding to the site, which is not systematic. The need for this service is urgent. If highly reliable emergency medical system function at appropriate times in the disaster site, secondary damage can be reduced and the whole situation would be back to normal shortly. Therefore, it is necessary to provide an emergency medical system capable of quickly and safely responding to disaster sites in relation to various damage scale. For the purpose, thorough analysis on mobile medical units of inside and outside the country was accomplished. As a result, Mobile Medical Unit of outside the country are trailer type, tent type, container type etc. At home, these types have been studied and will be proposed early next year as a temporary solution. Here we introduce suitable types for our country.

The continuing urbanization and industrialization around the world has required a large amount of power. Therefore, construction of major infrastructure, including nuclear power plants in coastal areas, has accelerated. In addition, the intensity of natural disasters is increasing due to global warming and abnormal climate phenomena. Natural disasters are difficult to predict in terms of occurrence, location, and scale, resulting in human casualties and property damage. For these reasons, the disaster scale and damage estimation in coastal areas have become important issues. The present study examined the predictable weather data and regional ratings and developed estimating functions for wind wave damage based on the disaster statistics in the southern areas. The results of the present study are expected to help disaster management in advance of the wind wave damage. The NRMSE was used for verification. The accuracy of the NRMSE results ranged from 1.61% to 21.73%.
