  • This article explores the developmental history of TOPIK over the last 20 years and its recent trends. Over the last two decades, TOPIK underwent two major systematic reforms, achieving both quantitative and qualitative growth over the course of its 52 testing sessions. TOPIK has utilized a six-level evaluation system from its inception to the present. The evaluation system was amended from the earlier six-test set - whereby each level corresponded with a separate test (1997~2005: the $1^{st}{\sim}9^{th}$) - to the three-test set (2006~2014: the $10^{th}{\sim}34^{th}$), and finally to the two-test set (2014~present: the $35^{th}{\sim}42^{nd}$). In the earlier exams, abilities in Vocabulary Grammar, Writing, Listening, and Reading were assessed. However, beginning with the $35^{th}$ TOPIK, abilities in Listening, Reading, and Writing (only in TOPIK II) were assessed and the evaluation of the writing section was changed to a task-based process, improving TOPIK into a more qualified analysis of proficiency. Over the last 20 years, the number of countries TOPIK is administered in has greatly increased from 4 to 73 countries, and the annual number of test-takers has also significantly increased from 2,692 to 250,141. The distribution of proficiency levels of the test-takers has shifted over time - initially "Beginner>Intermediate>Advanced" in the earlier exams, to "Intermediate>Advanced>Beginner" after the mid 2000s - as the number of those studying the Korean language for specific purposes and continuing education increased. Test-takers have indicated a shift in their purpose for taking the exam, initially citing "to assess proficiency" and more recently selecting "to study abroad," and this could also correlate with changes in the proportion of test-takers' proficiency level. In general, 85~95% of beginner, 50~65% of intermediate, and 45~60% of advanced test applicants passed the respective proficiency level. To date, no practices have yet been implemented to standardize the difficulty level longitudinally across test sets.

  • The current study examined English-speaking adult learners' production and perception of L2 Korean stops (/t/ or /t'/ or /th/) to investigate whether the two modalities are linked in utilizing voice onset time (VOT) and fundamental frequency (F0) for the L2 sound distinction and how the learners' L2 proficiency mediates the relationship. Twenty-two English-speaking learners of Korean living in Seoul participated in the word-reading task of producing stop-initial words and the identification task of labelling CV stimuli synthesized to vary VOT and F0. Using logistic mixed-effects regression models, we quantified group- and individual-level weights of the VOT and F0 cues in differentiating the tense-lax, lax-aspirated, and tense-aspirated stops in Korean. The results showed that the learners as a group relied on VOT more than F0 both in production and perception (except the tense-lax pair), reflecting the dominant role of VOT in their L1 stop distinction. Individual-level analyses further revealed that the learners' L2 proficiency was related to their use of F0 in L2 production and their use of VOT in L2 perception. With this effect of L2 proficiency controlled in the partial correlation tests, we found a significant correlation between production and perception in using VOT and F0 for the lax-aspirated stop contrast. However, the same correlation was absent for the other stop pairs. We discuss a contrast-specific role of acoustic cues to address the non-uniform patterns of the production-perception link in the L2 sound learning context.

  • The purpose of this study is to investigate the improvement of English proficiency of children in the ESL and EFL learning style classrooms through the experiment method. The results of this research are as follows: first, the scores of listening and speaking and the perception of alphabets in the ESL program are higher than that in the EFL program. This means that learning in the ESL style classroom is the better way to improve English skills than in the EFL style classroom, which is common in Korea. Second, there is no difference in the English listening and speaking skills and the perception of the English alphabets between the two gender groups in the ESL & EFL style classrooms. These results suggest that the target language may be used in the English classrooms by the teachers and the students with the materials, books, and equipment are English. Teachers are expected to be in charge of playing decisive roles as demonstrators of speech, models and correctors of pronunciation and providers of materials including TV, VCR, CD players, and cassette recorders, etc.

  • This study explored how a Chinese college student who previously had not reached a threshold level of Korean proficiency used L1 (Chinese) and L2 (English) as a tool to socialize into Korean (L3) culture of learning over the course of study. From a perspective of language socialization, this study examined the cross-linguistic influence of L1 and L2 on the L3 acquisition process by tracing an approach to language learning and practices taken by the Chinese student as a case study. Data were collected through three methods; interview protocols, various types of written texts, and observations. The results showed that the student used English as a means to negotiate difficulties and expertise by empowering her L2 exposure during the classroom practices. Her ways of using L2 in oral practices could be characterized as the 'Inverse U-shape' pattern, under which she increased L2 exposure at the early stage of the study and shifted the intermediate language to L3 at the later stage of the study. When it comes to the language use in written practices, the sequence of "L2-L1-L3" use gradually changed to the "L2-L3" sequence over time, signifying the importance of interaction between L2 and L3. However, the use of her native language (L1) in a Korean-speaking classroom was limited to a certain aspect of literacy practices (i.e., vocabulary learning or translation). This study argues for L2 communication channel in cross-cultural classrooms as a key factor to determine sustainable learning growth.

  • Recent research in usage-based Second Language Acquisition has provided new insights into second language (L2) learners' development of formulaic language (Wulff, 2019). The current study examines the use of phrase-frames, which are recurring sequences of words including one or more variable slots (e.g., it is * that), in written and oral production data from Asian learners of English across four proficiency levels (beginner, low-intermediate, high-intermediate, advanced) and native English speakers. The variability, predictability, and discourse functions of the most frequent 4-word phrase-frames from the written essay and spoken dialogue sub-corpora of the International Corpus Network of Asian Learners of English (ICNALE) were analyzed and then compared across groups and modes. The results revealed that while learners' phrase-frames in writing became more variable and unpredictable as proficiency increased, no clear developmental patterns were found in speaking, although all groups used more fixed and predictable phrase-frames than the reference group. Further, no developmental trajectories in the functions of the most frequent phrase-frames were found in both modes. Additionally, lower-level learners and the reference group used more variable phrase-frames in speaking, whereas advanced-level learners showed more variability in writing. This study contributes to a better understanding of the development of L2 phraseological competence.

  • The purpose of this study is to investigate knowledge and use of English collocations in their relation to Korean college students' general English proficiency and writing abilities. Participants in the present study were 203 Korean college students. Their knowledge and use of English collocations were measured by a self-designed collocation test and an essay writing test. The findings were as follows: First, there was a significant difference in students' knowledge of collocations according to their general English proficiency. Students' performance in the collocation test increased as their level of proficiency increased. Second, there was a significant difference in students' knowledge of collocations according to their writing abilities. Students showed better performance in the collocation test as their level of writing abilities increased. Third, there was a significant difference in students' use of collocations according to their writing abilities. Students' collocation use in the writing test increased as their level of writing abilities increased. Fourth, there was a strong relationship between the students' knowledge of collocations and their general English proficiency and between the students' use of collocations and their writing abilities. Pedagogical implications of the study and suggestions for further research were discussed on the basis of the research findings.

  • This study attempted to test the hypothesis that Korean evaluators can score L2 speech appropriately, even when speech rate features are unavailable. Two perception experiments-preliminary and main-were conducted sequentially. The purpose of the preliminary experiment was to categorize English-as-a-foreign-language (EFL) speakers into two groups-advanced learners and lower-level learners-based on the proficiency scores given by five human raters. In the main experiment, a set of stimuli was prepared such that the speech rate of all data tokens was modified to have a uniform speech rate. Ten human evaluators were asked to score the stimulus tokens on a 5-point scale. These scores were statistically analyzed to determine whether there was a significant difference in utterance production between the two groups. The results of the preliminary experiment confirm that higher-proficiency learners speak faster than lower-proficiency learners. The results of the main experiment indicate that under controlled speech-rate conditions, human raters can appropriately assess learner proficiency, probably thanks to the linguistic features that the raters considered during the evaluation process.

  • This paper attempts to investigate to what extent English proficiency can boost international trade in services. To achieve this purpose, this paper estimates the determinants of services trade including language variables with the aggregated and disaggregated data for nine different subsectors of OECD countries. The empirical tests are based on a theory-based gravity model derived from Anderson and von Wincoop. The findings show that English proficiency has a significant influence on services trade, while other languages such as French and German have only weak and mixed effects. In particular, communication, financial, commercial, insurance, and business services are revealed to be the most impacted by the level of English proficiency. The results imply that governments can use their English policies to promote international trade in services.
