A Case Study on the Management Models and the Management Mechanism of the Land Storage System of China (중국의 토지비축제도 운영 메커니즘과 운영모델 사례연구)

  • The purpose of this study is to explore an implication for new perspectives and concrete approaches to Korean Land Banking by analyzing the role of the Land Bank and the Land Storage System in the formation of Chinese Land Market, Land Management, and City Management. Time scope of this research focused on Chinese reform and opening since 1978, when study of land bank began to be actively performed in China. Research targets were Land Bank and Land Storage System related to Chinese Land System, and this research targeted Chinese Land Storage System as research object, which seem to have similar tendency to Korean Land Banking System, after examining the concept of Land Bank and Land Storage System. As the research method, this research arranged the contents and changes of policy based on discussed research documents over Chinese Land Bank and Land Storage System till today since the foundation of the nation. Later, this research investigated the realistic reflection and in-depth investigation of the problems through the operational mechanism and concrete case study of Chinese Land Storage System, a similar policy to Korean land bank, the researchers will look into the reality reflected and will carry out a in-depth study of the problems. China has established its characteristic socialistic market economy system, partly adopting the concept of capitalism, supporting socialism. This way, the researcher considers that such socialistic economic factors with strong welfare aspects can be adopted also in Korea, where capitalistic market economy system is maintained, and be utilized as a new measure for development strategy.

On the Cost Analysis of Container Physical Distribution System in Pusan Port (부산항 컨테이너 물류 시스템의 비용분석에 관하여)

  • This paper aims to determining the optimal capacity of Pusan port in view point of Container Physical Distribution cost. It has been established a coast model of the container physical distribution system in Pusan port is composed of 4 sub-systems and in-land transport system. Cargo handling system, transfer & storage system and in-land transport system, and analyzed the cost model of the system. From this analysis, we found that the system had 7 routes including in-land transport by rail or road and coastal transport by feeder ship between Pusan port and cargo owner's door. Though railway transport cost was relatively cheap, but, it was limited to choose railway transport routes due to the introducing of transport cargo allocation practice caused by shortage of railway transport capacity. The physical distribution ost for total import & export container through Pusan port was composed of 4.47% in port entring cost, 12.98% in cargo handling cost, 7.44% in transfer & storage cost and 75.11% in in-land transport cost. Investigation in case of BCTOC verified the results as follows. 1) The optimal level of one time cargo handling was verified 236VAN (377TEU) and annual optimal handling capacity was calculated in 516, 840VAN(826, 944TEU) where berth occupancy is $\rho$=0.6 when regardless of port congestion cost, 2) The optimal level of one time cargo handling was verified 252VAN (403TEU) and annual optimal handling capacity was calculated in 502, 110VAN (803, 376TEU) where berth occupancy is $\rho$=0.58 when considering of port congestion cost.

  • The project concentrates on an hydrological analysis. The analysis consists of rainfall, infiltration, Determination of runoff and sediment yield. The risque of erosion and the control measures are related to the slopes and land use. Therefore the first approach to erosion must be correct land use based on land classification. Basically there are two types of mechanical protection works; Drainage and Storage. Realization of a drainage system will be very costly and therefore temporary storage is preferred. For farmland in flat areas hardly any measures are needed. For farmland on slopes temporary storage can be effected by applying tillage with ridges within contour bunds. Along roads infiltration pits should be constructed and in areas with houses, the solution to avoid runoff will be water harvesting.

  • A Container terminal is a physical link between the ocean and land modes of transport and a major component of the container physical distribution system. A number of projects to increase terminal productivity in the world were found to be tied directly to increasing the efficiency of the intermodal activities, that is, to improving the physical distribution process. This is an indication that the productivity of container terminal is being considered withing a system prospective. The purpose of this study is to establish a model of the container physical distribution system for Pusan port linked with 4 sub-systems including Navigational aids system, Cargo handling/transfer/storage system on dock, Off-dock CY system and In-land transport connection system. and to analyze the system. From this analysis, we found that the system had three bottlenecks on the container physical distribution process in Pusan port : a) cargo handling b) storage and c) inland transport, and showed a way to improve the system.

Comparison of Sampling and Wall-to-Wall Methodologies for Reporting the GHG Inventory of the LULUCF Sector in Korea (LULUCF 부문 산림 온실가스 인벤토리 구축을 위한 Sampling과 Wall-to-Wall 방법론 비교)

  • Although the importance of developing reliable and systematic GHG inventory has increased, the GIS/RS-based national scale LULUCF (Land Use, Land-Use Change and Forestry) sector analysis is insufficient in the context of the Paris Agreement. In this study, the change in $CO_2$ storage of forest land due to land use change is estimated using two GIS/RS methodologies, Sampling and Wall-to-Wall methods, from 2000 to 2010. Particularly, various imagery with sampling data and land cover maps are used for Sampling and Wall-to-Wall methods, respectively. This land use matrix of these methodologies and the national cadastral statistics are classified by six land-use categories (Forest land, Cropland, Grassland, Wetlands, Settlements, and Other land). The difference of area between the result of Sampling methods and the cadastral statistics decreases as the sample plot distance decreases. However, the difference is not significant under a 2 km sample plot. In the 2000s, the Wall-to-Wall method showed similar results to sampling under a 2 km distance except for the Settlement category. With the Wall-to-Wall method, $CO_2$ storage is higher than that of the Sampling method. Accordingly, the Wall-to-Wall method would be more advantageous than the Sampling method in the presence of sufficient spatial data for GHG inventory assessment. These results can contribute to establish an annual report system of national greenhouse gas inventory in the LULUCF sector.

  • This study aims to provide the system to help decision making by finding key indicators used in land supply and demand surveys, and by developing storage priority areas and projects. As problems arose such as the rising cost of public projects or disruptions to business progress due to the rapid rise in land prices and the cost of compensation for public projects in the past, a new land policy was adopted and the land reserve system was established in 2009. At that time, The bank's goal was to conserve 2 trillion won of land per year, but the result was sluggish as it accumulated a total of 1.6 trillion won from 2009 to 2015. The reason for this sluggish result is that the type and quantity of indicators are still extensive and the survey of land supply and demand has a problem of poor utilization. In order to make up for the sluggishness, we made key indicators used in land supply and demand surveys using the question investigation, and analyzed the priority of the project areas. This study provide the system to help decision making by finding key indicators used in land supply and demand surveys, and the priorities of project areas.

Calculation of Appropriate Subsidies for Energy Storage System to Improve Power Self-sufficiency Consider Microgrid Operation (마이크로그리드 운영에 따른 전력자립 향상을 위한 에너지저장장치의 적정보조금 산정)

  • In recent years, renewable energy sources have been mentioned as solution to environmental regulation and energy supply-demand. Energy storage systems are needed to mitigate the intermittent output characteristics of renewable energy sources and to operate micro grid efficiently using renewable energy generation systems. However, despite the necessity of energy storage system, this cannot secure the economical efficiency of the energy storage system by high initial cost. In this paper, a micro grid is constructed to supply electric power to industrial customers by using solar power generation system and energy storage system among renewable energy generation power sources and operated to improve energy independence. In the case study, we use photovoltaic system which is representative renewable energy generation system. Unlike conventional photovoltaic system, this system uses floating photovoltaic system with the advantage of having high output and no land area limitations. It is operated for the purpose of improving energy independence in the micro grid. In order to secure economical efficiency, the energy storage system operates a micro grid with a minimum capacity. Finally, this paper calculates the appropriate subsidy for the energy storage capacity.

  • By the rapid development of computer technology and the more efficient use of land-related information, Land-related Information System has been developed by the central and local government respectively. The problems of the storage, maintenance and exchange of land-related data will be anticipated. The purpose of this study is to meet the demands of governments and prevent the duplicate investment for the information system. The data sharing and standardization should be achieved for the more efficient land management. The theme of UN's sustainable land management and the future vision of cadastre according to Cadastre 2014 are thoroughly reviewed. The advanced foreign cases of LIS development are studied, too. Linkage among land-related data, the improvement of organizational institution and the training for GIS specialists are suggested as the strategies for the more efficient land-related information system development.

Development of Re8ervoirs Storage Management System(RESTOMS) (저수관리 시스템 개발)

  • When a drought occurs in an area irrigated by multi-reservoirs, onerating a single reservoir separately to control the reservoir' storage is not a desirable solution. In order to reduce damages effectively for the areal drought, the storage of the reservoirs within the areal boundary should be managed as a group. Storage management procedures are as follows : 1. Collecting and checking the present storages of all reservoirs 2. Computing the drought frequency and depth; and finally, establishing a suitable storage saving strategy based on the estimated drought depth. For the purpose of this storage management, the RESTOMS(Reservoirs Storage Management System) was developed and the system was composed of the PRIME computer and the ORACLE as a distributed database management system, which was the host computer of Rural Development Corporation and would be on-lined with the regional offices throughout the country. Reservoirs operated by Farm Land Improvment Association were comprised in the DB system. Using the RESTOMS, the drought frequencies and drought depths were calculated with respect to the reservoir storage records(1967 to 1992). It was obvious that the results were closely corresponding to the real drought records.

Design of Automated Warehouse Systems

  • The warehousing of inventories is an enormous expense to industries worldwide, and yet there are few available that can be used to design rack storage systems while considering overall system costs. The primary objective of this paper is the development of an overall ware hous storage system costs model to aid a warehous planner in the design of automated warehouse systems. A simulation model and statistical estimation procedures are used to determine the maximum inventory levels accumulated in the receiving, storage, and shipping areas. The overall cost model is developed to determine the required total land, the initial investment fund, the number of pieces of handling equipment, and the storage rack configuration for the main storage area. A numerical example is then presented to demonstrate the application of the overall system cost model developed in this paper.
