Banding the World Together; The Global Growth of Control Banding and Qualitative Occupational Risk Management

  • Control Banding (CB) strategies to prevent work-related illness and injury for 2.5 billion workers without access to health and safety professionals has grown exponentially this last decade. CB originates from the pharmaceutical industry to control active pharmaceutical ingredients without a complete toxicological basis and therefore no occupational exposure limits. CB applications have broadened into chemicals in general - including new emerging risks like nanomaterials and recently into ergonomics and injury prevention. CB is an action-oriented qualitative risk assessment strategy offering solutions and control measures to users through "toolkits". Chemical CB toolkits are user-friendly approaches used to achieve workplace controls in the absence of firm toxicological and quantitative exposure information. The model (technical) validation of these toolkits is well described, however firm operational analyses (implementation aspects) are lacking. Consequentially, it is often not known if toolkit use leads to successful interventions at individual workplaces. This might lead to virtual safe workplaces without knowing if workers are truly protected. Upcoming international strategies from the World Health Organization Collaborating Centers request assistance in developing and evaluating action-oriented procedures for workplace risk assessment and control. It is expected that to fulfill this strategy's goals, CB approaches will continue its important growth in protecting workers.

An Engineered Outer Membrane-Defective Escherichia coli Secreting Protective Antigens against Streptococcus suis via the Twin-Arginine Translocation Pathway as a Vaccine

  • Live bacterial vector vaccines are one of the most promising vaccine types and have the advantages of low cost, flexibility, and good safety. Meanwhile, protein secretion systems have been reported as useful tools to facilitate the release of heterologous antigen proteins from bacterial vectors. The twin-arginine translocation (Tat) system is an important protein export system that transports fully folded proteins in a signal peptide-dependent manner. In this study, we constructed a live vector vaccine using an engineered commensal Escherichia coli strain in which amiA and amiC genes were deleted, resulting in a leaky outer membrane that allows the release of periplasmic proteins to the extracellular environment. The protective antigen proteins SLY, enolase, and Sbp against Streptococcus suis were targeted to the Tat pathway by fusing a Tat signal peptide. Our results showed that by exploiting the Tat pathway and the outer membrane-defective E. coli strain, the antigen proteins were successfully secreted. The strains secreting the antigen proteins were used to vaccinate mice. After S. suis challenge, the vaccinated group showed significantly higher survival and milder clinical symptoms compared with the vector group. Further analysis showed that the mice in the vaccinated group had lower burdens of bacteria load and slighter pathological changes. Our study reports a novel live bacterial vector vaccine that uses the Tat system and provides a new alternative for developing S. suis vaccine.

잔류물질분석의 국제공인시험기관 인정 관련 고찰 (Study on international accreditation for residue analysis laboratory)

  • Residual materials such as veterinary drugs, environmental contaminants, and pesticides are affecting food safety. High resolution techniques and quality controls are needed to analyze these materials from part per million to part per trillion quantities in food. In order to achieve quality results, standardized methods and techniques are required. Our laboratories were prepared to obtain a certificate of accreditation for ISO/IEC 17025 in the analytical criteria of animal drugs, dioxins, pesticides, and heavy metals. ISO together with IEC has built a strategic partnership with the World Trade Organization with the common goal of promoting a free and fair global trading system. ISO collaborates with the United Nations Organization and its specialized agencies and commissions, particularly those involved in the harmonization of regulations and public policies including the World Health Organization and CODEX Alimentarius for food safety measurement, management and traceability. Our goal was to have high quality analysts, proper analytical methods, good laboratory facilities, and safety systems within guidelines of ISO/IEC 17025. All staff members took requirement exams. We applied proficiency tests in the analysis of veterinary drugs (nitrofuran metabolites, sulfonamide and tetracyclines), dioxins, organophosphorus pesticides, and heavy metals (Cd, Pb, As) to the Food Analysis Performance Assessment Scheme (FAPAS) at Central Science Laboratory, Department for Environment Food and Rural Affairs (DEFRA), England. The results were very satisfactory. All documents were prepared, including system management, laboratory management, standard operational procedures for testing, reporting, and more. The criteria encompassed the requirements of ISO/IEC 17025:1999. Finally, the Korea Laboratory Accreditation Scheme (KOLAS) accredited our testing laboratories in accordance with the provisions of Article 23 of the National Standards Act. The accreditation will give us the benefit of becoming a regional reference laboratory in Asia.

실험실에서 사무실로의 나노입자의 잠재적 노출 (Potential Exposure of Nanoparticles from Laboratory to Office)

  • 나노입자는 화학, 의학, 환경, 정보통신 등 다양한 생활 분야에 활용되고 있다. 나노물질 사용량의 증가는 작업장 및 환경중 나노물질 노출을 증가시킨다. 그러나 관련 연구는 이제 초기연구에 그치고 있다. 나노제품내 함유된 100 nm 이하의 나노입자가 비의도적으로 배출되게 되면, 호흡이나 피부노출을 통해 인체에 잠재적인 위험을 초래할 수 있다. 본 연구에서는 실험실로부터 사무실로의 나노입자의 잠재적 노출 가능성을 확인하였고, 나노입자 안전 가이드라인을 제언하고자 한다. 실험 진행 중 대기로의 나노입자 발생을 확인하기 위해 나노입자 포집기를 사용하였으며, 실시간 입자측정기를 통해 실험실과 사무실에서 나노입자 농도가 유사한 경향을 보이는 것을 확인하였다. 또한 실험복에 부착 된 나노입자가 실험실 외부로 이동한다고 가정하고, 나노 카본블랙을 부착시킨 실험복을 일정시간 털어준 뒤 실험복내 잔류된 입자의 농도를 확인하였다. 실험 결과, 실험복에 부착된 나노입자는 실험자의 동선을 따라 실험실에서 사무실로 충분히 이동할 수 있음을 확인하였고, 나노입자를 취급하는 실험실의 의복에 관한 안전 가이드라인이 필요함을 확인하였다.

연구실 전기사고방지를 위한 표준체크리스트개발 (Development of a Standard Checklist for Protection to Electrical Accidents of Laboratory)

  • 대학 연구기관 등의 연구실에서 감전, 전기화재 등 전기사고방지를 위해 수행하는 전기분야 정기점검에 대한 문제점을 파악하고 명확한 기준이 없는 점검항목에 대해 실제 효율적으로 적용 가능하도록 구체적인 기준을 제시한다. 그래서 연구실 전기안전취약요인을 개선하도록 체계적이고 능률적인 정기점검 실시를 위한 표준모델을 마련하고자 한다. 또한, 모든 연구실의 전기안전환경을 중심으로 객관적인 평가가 가능하도록 공통으로 적용될 수 있는 점검항목을 도출하여 연구실 전기안전관리에 부합하도록 연구실 정기점검 전기분야 체크리스트를 개발 한다. 본 연구에서 개발된 전기분야 체크리스트는 실제 필요한 점검 항목에 대한 명확한 기준을 설정하여 모든 연구실에 공통으로 적용할 수 있도록 개발하여 정기점검 수행시 바로 실행 가능하도록 하였다. 이는 연구실의 전기사고 방지를 위한 효율적인 점검뿐만 아니라, 연구실안전수준을 전반적으로 상승시킬 것이다.

일부 수도권지역에서의 키즈카페 내 유해물질 노출수준 평가 (Assessment for Exposure Levels of Hazardous Substances in Kids Cafes within Some Metropolitan Area)

  • Objectives: In this study, we investigated an assessment for exposure levels of hazardous substances to kids cafes that unregulated by law. Methods: Heavy metals, volatile organic compounds, formaldehyde, pesticides and phthalate were measured at 20 kids cafes in Gyeonggi-do and Incheon. Samplings were conducted from April to July in 2018. Results: Heavy metals were detected over the standard mainly around the floor and walls in the 19 kids cafes. Pesticides were detected in 7 locations with chlorpyrifos, diazinon and cypermethrin, and showed the highest detection level of chlorpyrifos. The concentrations of DEHP in all kids cafes were exceeded with standard. The risk assessment results showed that HCHO as carcinogen had a safety level and DEHP as non-carcinogens had a safety level as assessed to be under than 0.1. Conclusions: Considering the exposure investigation results and the importance of child health protection, kids cafe should be included in the legal management list of children's activities zones.

Review of Qualitative Approaches for the Construction Industry: Designing a Risk Management Toolbox

  • Objectives: This paper presents the framework and protocol design for a construction industry risk management toolbox. The construction industry needs a comprehensive, systematic approach to assess and control occupational risks. These risks span several professional health and safety disciplines, emphasized by multiple international occupational research agenda projects including: falls, electrocution, noise, silica, welding fumes, and musculoskeletal disorders. Yet, the International Social Security Association says, "whereas progress has been made in safety and health, the construction industry is still a high risk sector." Methods: Small- and medium-sized enterprises (SMEs) employ about 80% of the world's construction workers. In recent years a strategy for qualitative occupational risk management, known as Control Banding (CB) has gained international attention as a simplified approach for reducing work-related risks. CB groups hazards into stratified risk 'bands', identifying commensurate controls to reduce the level of risk and promote worker health and safety. We review these qualitative solutions-based approaches and identify strengths and weaknesses toward designing a simplified CB 'toolbox' approach for use by SMEs in construction trades. Results: This toolbox design proposal includes international input on multidisciplinary approaches for performing a qualitative risk assessment determining a risk 'band' for a given project. Risk bands are used to identify the appropriate level of training to oversee construction work, leading to commensurate and appropriate control methods to perform the work safely. Conclusion: The Construction Toolbox presents a review-generated format to harness multiple solutions-based national programs and publications for controlling construction-related risks with simplified approaches across the occupational safety, health and hygiene professions.

Effect of oxide film on ECT detectability of surface IGSCC in laboratory-degraded alloy 600 steam generator tubing

  • Stress corrosion cracking (SCC) widely found in both primary and secondary sides of steam generator (SG) tubing in pressurized water reactors (PWR) has become an important safety issue. Using eddy-current tests (ECTs), non-destructive evaluations are performed for the integrity management of SG tubes against intergranular SCC. To enhance the reliability of ECT, this study investigates the effects of oxide films on ECT's detection capabilities for SCC in laboratory-degraded SG tubing in high temperature and high pressure aqueous environment.

Study on the biodegradation of perfluorooctanesulfonate (PFOS) and PFOS alternatives

  • Objectives In this study, we investigated the biodegradation features of 4 perfluorooctanesulfonate (PFOS) alternatives developed at Changwon National University compared to those of PFOS. Methods Biodegradation testing was performed with microorganisms cultured in the good laboratory practice laboratory of the Korea Environment Corporation for 28 days following the Organization for Economic Cooperation and Development guidelines for the testing of chemicals (Test No. 301 C). Results While $C_8F_{17}SO_3Na$, PFOS sodium salt was not degraded after 28 days, the 4 alternatives were biodegraded at the rates of 20.9% for $C_{15}F_9H_{21}S_2O_8Na_2$, 8.4% for $C_{17}F_9H_{25}S_2O_8Na_2$, 22.6% for $C_{23}F_{18}H_{28}S_2O_8Na_2$, and 23.6% for $C_{25}F_{17}H_{32}O_{13}S_3Na_3$. Conclusions $C_{25}F_{17}H_{32}S_3O_{13}Na_3$, $C_{23}F_{18}H_{28}S_2O_8Na_2$, and $C_{15}F_9H_{21}S_2O_8Na_2$ were superior to PFOS in terms of biodegradation rates and surface tension, and thus they were considered highly applicable as PFOS alternatives. Environmental toxicity, human toxicity, and economic feasibility of these compounds should be investigated prior to their commercialization.

현장 함수비 모니터링과 습윤-건조 함수특성곡선을 이용한 산사태 취약성 분석 (Landslide Analysis Using the Wetting-Drying Process-Based Soil-Water Characteristic Curve and Field Monitoring Data)

  • 불포화토의 함수특성곡선은 산사태 평가와 토석류 분석에 매우 중요한 요소이다. 본 연구에서는 현장에 적합한 모관흡수력을 통해 산사태 취약성을 분석하기 위하여 함수특성곡선과 체적변형을 고려한 수축시험을 수행하였다. 실험에 사용된 시료는 국내에 분포하는 세립분이 다량함유된 SM계열 화강 풍화토이며, 산사태 해석 시 사용된 강수량의 경우 실측된 데이터를 사용하였다. 실내실험 시 측정된 함수특성곡선은 건조과정에서 발생 된 곡선이며, 체적변형 확인할 수 있는 수축시험을 통하여 습윤과정에서 발생되는 곡선을 재 산정하여 산사태 취약성 분석을 하였다. 본 연구결과 습윤곡선의 안전율이 건조곡선의 안전율보다 낮게 나타남을 알 수 있었으며 그 결과 현장 사면지반의 체적변형을 고려한 모관흡수력 산정이 필요함을 확인 하였다.
