As a childcare program of TaeHwa Christian Women's Institution in 1921, the childcare system in Korea was incepted. Since then, the political foothold of childcare system has steadily been advancing to provide high quality services to young children. In almost a hundred-year-history of public childcare in Korea, depending on the changes enforced on the related laws and regulations and varying perspectives over time, the administration office accountable for childcare policies has been authorized to the Ministries of Health, Social Affairs, Education, Labor, Home Affairs, Rural Development Administration, and/or others. But as of 1991, under the enactment of Infant and Child Care Act, it was changed to be administered by the unified authority of the Health and Social Welfare Ministry. Then, in 2004 and 2007, its statutory authority, respectively, transferred to the Ministry of Gender Equality and Family and back to the Ministry of Health and Social Welfare. Staring of the Infant and Child Care Act in 1991, Korean childcare policies have been managed by the dual systems of the Education Ministry and the Health and Social Welfare Ministry each holding jurisdiction over kindergartens and childcare centers, respectively. Faced with the recent marked decline of birth rate, diverse childcare policies are currently implemented in the pursuit of finding means to enhance the quality of childcare and to develop policies for the restoration of the low birth rate. This study presented distinct features of current childcare policies and discussed about future directions and challenges of these policies.

Due to the improvement of living standards and avoidance of the 3D industry, it is difficult to find young and competent domestic workers at construction sites, and most foreign workers are contributing to the replacement, but the quality is still deteriorating due to lack of skilled workers and aging. Precast method is a method that make members in factory and assembles them on site, which can be expected to improve labor force and quality. This study is intended to provide basic data for the development of hang-type PC beams that can be applied to the determination of the field application of developed PC beams. The U-type connecting material is installed on both ends of the hang-up PC beam, and the role of the U-type connecting material is very important because it is a simple construction method through the U-type connecting material. In addition, the performance of the U-type connecting material will determine the performance of the hang-type PC beam as the final destruction occurs in the hang-type PC beam. The material properties of U-type connecting material were identified through structural experiments, and the end test corresponding to the partial experiment was conducted based on the material test results identified. Finally, the final design value of PC beams was proposed through structural experiments for application to the site.

The objective was to evaluate the quality of harvested rainwater of the roofing materials used and the presence of lichens/mosses on the roofing surface. This experiment was studied in the field where five pilot structures with different roofing materials (i.e., wooden shingle tiles, wooden shingle tiles (including mosses), concrete tiles, clay tiles [Gi-Wa] and slate tiles) were installed. As a result, the clay tiles [Gi-Wa] was found to be the most suitable for rainwater harvesting applications. It was due to the disinfection from ultraviolet light and high temperature according to characteristic of roofing materials. Comparison with quality of rainwater on that wooden shingle tiles with and without including mosses, which may affect the concentration of and wooden shingle tiles including mosses, mosses may affect concentration of TOC, nitrate, and sulfate. Additionally, the average concentration of asbestos was determined to be measured at $0.002/cm^3$ for the slate tiles. The value satisfied with it met the Ministry of Environment's Multi-use facility standard and Ministry of Labor's Office standard ($0.01/cm^3$).
Due to the increased awareness on the relationship between high cholesterol intake and cardiovascular disease, the development of low cholesterol eggs and egg products are necessary at the present time. Largely, two approaches are possible to develop low cholesterol eggs. The first approach is the production of low cholesterol eggs by altering feeds of layers, by administering drugs, by genetic selection of strains and breeds, and by management of laying cycle, age and egg size. The second approach is to manufacture low cholesterol eggs technically treated with adsorbant, solvent, enzyme, edible oil and supercritical fluid. Both approaches have their own pros and cons, respectively, as far as the cholesterol removal rates, the easeness of process, and the economic reasons are concerned. The low cholesterol egg production is quite labor-intensive and has relatively low cholesterol removal rate(30∼50% ) compared to that of chemically treated eggs. On the other hand, the low cholesterol eggs treated with chemicals have a very high cholesterol removal rate (80∼90%) but some of the methods are not completely safe as food processing purposes due to the residual chemicals and the sensory quality is not as good as the low cholesterol eggs without chemical treatment. Therefore, further studies must be conducted to improve the sensory quality of low cholesterol eggs and to eliminate fear about the harmfulness using low cholesterol eggs.

Practice of organization learning not only needs firm structure and be in coordination with both hardware and software, but also needs an affect measurement model to offer enterprise to estimate learning performance. It's a good instrument of financial performance measure mold in the past years, But it's for measuring the past, couldn't formulate enterprise trend to future, hard to estimate investment for future, such as development of products, organization learning, knowledge management etc, as which intangible assets and knowledge ability just the key factors of being win around competition environment in the future. In 1992, Kaplan and Norton brought up Balance Scorecard (BSC) on Harvard Business Review, as an instrument helping enterprise to measure performance, which is being considered to be a most influence management instrument. It added non-financial index such as customer, internal process and learning growth besides traditional financial index, as offering enterprise an index to measure and manage intangible assets and intellectual property. As being aware of organization learning is hard to be ignored in the new economic age, this research is based on learning and growth of BSC, and citing one national material company try to let the most difficult measurement performance of organization learning, to be estimate through BSC, analyze of factor and individual case, to discuss the company how to make the related strategy and vision of organization learning to develop learning and growth of the structure of BSC, subject the matter of out put factors to be discussed, and measure the outcomes as a result of research. The research affect offers (1) the base implement procedure of carrying out BSC; (2) the reference of formulating measurement index while enterprise using BSC to estimate performance of organization learning; (3) the possibility bottleneck maybe forcing while carrying out BSC, to be an improvement or preventive for enterprise.
Soil organic carbon has long been considered as the most critical factor to evaluate the soil quality, fertility, and fertilizer prescription. In addition, soil organic carbon may impact on greenhouse gas effects and global warming. Because of that, the management of soil organic carbon is increasingly important not only for improving soil quality but also for managing soil as a greenhouse gas source. Both wet and dry combustion have been used to determine soil organic carbon. Many benefits, such as automation and less labor, could the dry combustion method become more popular. Inorganic form of carbon could overestimate soil organic carbon when the dry combustion method was applied. Determination of soil inorganic carbon may contribute to the improved accuracy of soil organic carbon analysis using dry combustion method. Objectives of this research were 1) to develop soil inorganic carbon determination method using modified digital pressure calcimeter and 2) to evaluate soil organic carbon from calcareous soils using the dry and wet combustion method. Results showed that the significant linear relationship was found between soil inorganic carbon content and pressure calcimeter output. Inorganic carbon ranged from 22% to 28% of total carbon in the calcareous soil samples. Soil organic carbon content by dry combustion for calcareous soil was determined by subtracting inorganic carbon measured by the digital pressure calcimeter from total carbon. Soil organic carbon determined by dry combustion method was significantly correlated with that by wet combustion method. In conclusion, the digital pressure calcimeter may use to improve soil organic carbon determination for the calcareous soils by subtracting of soil inorganic carbon from total carbon determined by dry combustion method.
This report is prepared to find how the filament of cocoon bave size deviation relates with the raw silk made by them which are intensively cultured in this country. Three recommended hybrid varieties and two varieties under working at Suwon Sericultural Experiment Station were selected as specimens. The cocoons were reeled as an individual filament of every fifty meters long skein with a wrap reel to weigh the denier and to investigate the relationship of the above statement so that it may be used for the quality estimation before processing it into raw silk. The conclusions obtained are as follows. (1) The variation of Pk${\times}$Sn was found as best cocoon for 21 denier raw silk use, but the number of cocoon to make the denier has to be eight which might cause more labor cost. (2) Baektoo-Kumkang and Myohiang-Chongchon were found as economical varieties for 21 denier use. (3) Seulak-Soyang is a proper variety for the use of 14 or 28 denier silk use. (4) Myohiang-Chongchon did not confirm a good property from the aspect of denier deviation. (5) It was found that there was a fairly strong corelationship between the mean cocoon bave size deviation as indicated by Ono's report. (6) Three graphs were prepared to estimate the cocoon quality before processing into various sizes of raw silk using the mean cocoon bave size and the raw silk size to be prepared. (7) Mean time, the graph which is able to estimate the expectable grade of the raw silk size deviation was designed for the practical use. (8) The expectable grade of the varieties used in this report were found as following data. In recent years, digital data has been generated in all areas of human activity, and there are many attempts to safely store and process the data to develop useful services. A data lake refers to a data repository that is independent of the source of the data and the analytical framework that leverages the data. In this paper, we designed a tool to safely store various big data generated by smart cities in a data lake and ETL it so that it can be used in services, and a web-based tool necessary to use it effectively. Implement. A series of processes (ETLs) that quality-check and refine source data, store it safely in a data lake, and manage it according to data life cycle policies are often significant for costly infrastructure and development and maintenance. It is a labor-intensive technology. The mounting technology makes it possible to set and execute ETL work monitoring and data life cycle management visually and efficiently without specialized knowledge in the IT field. Separately, a data quality checklist guide is needed to store and use reliable data in the data lake. In addition, it is necessary to set and reserve data migration and deletion cycles using the data life cycle management tool to reduce data management costs.
The digital revolution has brought about both positive expectations and negative concerns. Many experts predict that the current technological revolution, so-called "Fourth Industrial Revolution", which is expected to increase productivity in a disruptive way, has significant implications on employment and the labor market. In subsequence, the possible demise of the traditional employment system could markedly undermine the comtemporary welfare state. As a result, basic income has emerged as an alternative. However, little welfare state research has conducted the systematic review on the impact of the present technological revolution on employment and welfare states. In this paper, we will start to review the gist of the digital revolution and critically review recent studies on its effects on employment and welfare states together with actual case studies. In particular, we will investigate the experiences of platform economies of Uber and Amazon Mechanical Turk, and the German experience from 'Work 4.0'. Finally, we will discuss key issues of future welfare state reforms. This research argues that the effects of the technological revolution on employment and welfare state policies would be enormous, but they will be most likely to be mediated by domestic political and policy institutions. It emphasizes the importance of high-quality social investment that would enable individuals to flexibly adapt technological changes and support creative human capital resource. But, high-quality social investment could not be sustained without the decent social protection system that universally provides security to people.
The purpose of this study is to examine which job-related factors are associated with presenteeism, which is defined as attending work while ill. Although presenteeism is a relatively new concept in academic research, it should be regarded as an important social issue in that presenteeism threatens employees' job prospects and quality of life as well as it causes loss of work productivity. I analyzed a cross-sectional survey of 24,571 wage workers over 15 from the fourth wave of the Korean Working Conditions Survey in 2014. Five logistic regression models were analyzed on experience of presenteeism, and work hours and private life, occupational environment, job insecurity, rewards and welfare were assessed as key predictors of presenteeism. I found that 1) work hours with bad fit with private life, 2) high level of work time-pressure, and low job satisfaction 3) job insecurity, and 4) low benefits are associated with experience of presenteeism. The findings are fairly consistent with the theory of job-person mismatch, which explains that workers tend to preserve their personal resources by going to work while ill (presenteeism) when job demands or work conditions do not match with their level of personal expectation and, thus, workers are afraid of loss of personal resources. Presenteeism influences worker's long-term health and quality of life negatively as well as causes serious social costs. Therefore, we need organizational efforts to prevent the negative effects of presenteeism on society as well as workers.
