  • The role of security guard leader, it cannot be too emphatic as security supervisor who are training security guards and leading. It is also important that security guard leader make activity to a profession of private security by a professional training. An object of this study present satisfaction of training and make clear a developing plan positively through a survey about basic training of security guard leader. A method of this study, This paper used theoretical study, literature study and analyzed data of survey. This study will lead a important of private security of korea suggested a developing plan about training of the security guard leader by a following study.

  • Protection activity is divided by the security measures of preventive action and immediately protective reaction in case of emergency situation. The purpose of this study is to emphasis the importance of prevention when providing security for protectees. What I suggested in this thesis is summarized below. Chapter I which sets out purpose, concept, general remarks are followed 3 steps for conducting security action by Chapter II. Chapter III concerns the classification, security technic of preventive action. Classified involving security information, security action, security measures. It is followed site survey, security plan, detailed procedures, coordinative meeting, previous security action, protective action, review meeting by protective technic. Chapter IV consider effective counter plan method of preventive action. Chater V, conclusion.

A STUDY ON THE GROWTH OF PRIVATE SECURITY IN THE UNITED STATES (미국(美國) 민간경비의 성장요인 분석)

  • The purpose of this study is to explore the underlying causes of the development of private security in the United States. These include the increasing crime rates and fear of crime, the poor performance of public policing, the decentralization of political authority, the increase of mass private property, economic growth and increase of personal income, commodification of security, insurance companies' demand for tighter security and fear of litigation, and historical events such as World War I & II. Based on the findings of this study, it is suggested that no single factor would account for the growth of private security in the United States. In other words, the rapid growth of private security in the United States should be attributed to the interrelated influences of the factors given above. Finally, it might be the contribution of this study that the future development of private security in Korea would be guided by understanding the case of the United States because of the similarities of the developmental process in private security industry of two countries.

Problems of Security Act and Solutions (경비업법의 현안과 해결방안)

  • Korean security industry has history of more than half a century, and it is growing fast. Private security industry contributes not only to livelihood safety, but also to national security. The area of the industry is being expanded. Security Act is closely related to the security industry, and has contributed to the growth of private security industry sector. Security Act of Korea, which was established in 1976, was originally made after Japanese Security Act. But nowadays, Korean Security Act is as systematic as the Japanese act. However, for 10 years, Security Act of Korea has been stagnant, not able to reflect security industries' demand. The writer has contributed to the development of Security Act. In 1995, the writer wrote the basic framework of Security Instructor Qualifications System and drafted Security Act in 2002. There are currently many problems in existing Security Act, but there are four representative problems. (1) No more establishment of new security sector, (2) excessively slack qualification criteria, (3) the education system for guards, (4) the security Instructor examination system. This paper derives problems of current Security Act, and suggests solutions for them. Not only the academic world, but all of us should pay attention to the revision of Security Act.

  • This study is concerned on how much effect to activate private security officers from the attitude of CEO in private security companies. Of course the philosophy of CEO at the work is much important element on the company activity. And in small-medium size private security company the effect of CEO is tremendous because most of decision making comes from CEO and company is operated. The result of the analysis of the survey on the CEO in private security business is as belows. a) Most of them are not satisfied and negative from current situation of private security industry because too many companies are scattered and the expected social understanding is too low even though the company was established by their own decision due to it was fit to their aptitude. b) The job position is estimated not high by socio-economical perspective, which would be improved to get higher because this industry is very future business. c) Most of members of the korea security association are in negative on the policy of the korea security association but to enhance of the activity all the members should be in union. d) Must make and settle down a channel to communicate and cooperate each other between public and private sector of security business.

A Study on the Effect of Institutionalization of the Security Education : Survey of National R&D Projects (국가연구개발사업 보안교육 실태조사를 통한 교육제도화에 관한 연구 -정부출연연구기관을 중심으로-)

  • In spite of the R&D level of Korea, the efforts to protect the R&D results from outflowing has not been raised up. We investigated the current status of security education and the level of researcher's awareness for research security in the government-financed institutes. Also, we attempted to find out the needs for institutionalization of the security education. We conducted a survey and in-depth interviews of all the security officers in the thirty-seven government-financed institutes. The results show that the awareness level of the researchers for R&D security is below adequate level, and that security education is necessary in order to increase the security awareness. Also, it is necessary to institutionalize the security education.

  • In the 1960s, economic growth served to step up industrialization and urbanization, which was concurrent with th e urban concentration of population, and this phenomenon led to an increase in crime, and there was a rapid increase in demand for security at the same time. So the law enforcement authorities instituted the security service act in a move to secure quasi-police force. The enactment of the security service act has been put in force up to now, fueling the growth of security business. Mean while, the security industry has attained a splendid growth as one of growth industries, and it's required to look back on the past to determine new directions for the industry to make a new leap forward. Thus, the 1970s was a period to lay the groundwork for Korean private security, and the purpose of this study was to examine the social environments of the 1970s related to private security and what accelerated the development of private security.

  • Private security industry employers in Korea has not concerned with the importance of training and education by lack of recognition and has been passive about qualified guards. And the authorities supervising and the administrating the guards has not recognized the importance of private security and has neglected the training of the guards. Korea has been operated the guard-instructor system for the acquiring the specialization of the security personnel since 1997, but there has been many problems. This study reviews the guard-instructor system in Korea comprehensively and suggests the efficient operation method of that system.

  • This study presents a plan of construction for cooperating crime prevention system between public police and private security to provide positive safety, and crime prevention activity for clients. A method of this study, this paper used statistics analysis and literature study. This study, an introduction is at the chapter I , a role of public police and private security at the Chapter II, the realities of private security industry of korea at the Chapter III, the police service relating with private security and operating realities at the ChapterIV, the problems and a plan of construction for co-operating crime prevention system at the ChapterV, and conclusion at the ChapterVI. In conclusion, It is needed a public information strategy, partnership between the police and guard, establishment of special office for private security, and the improvement of the quality in security corporation.

  • Thus in order to have a better understanding about the KSA(Korean Security association) and to express opinions on its role and security, this paper introduces and discusses about All Japan Security Service Association(AJSSA), which is the prototype of the KSA. There are several positive aspects to consider the introduction of, when these two associations are compared: the traffic security, a supporting member, ex-high-ranking police executive directors practically run AJSSA. These are to enhance financial ability and to promote better relationship with police. KSA needs to improve such relationship and to diversify activities as well. In addition, not just dismissing their duty by giving them the license, AJSSA provides several educations to revitalize the related people so that they can deal in effective and productive services. In another words, JSA perceives it is indispensable to educate the relevant people in the business. In contrast, it is reality that KSA has not put much emphasis on educations. Concisely, the most prompt issue is it should be more beneficial to its members by strengthening itself. Not simply following the example of foreign cases, but putting diverse efforts, KSA can make it substantial and stabilize future private security market in a long term.
