Trends and Prospects of N. Korea Military Provocations After the Sinking of ROKS Cheon-an (천안함 폭침 이후 북한의 군사도발 양상과 전망)

  • Even after S. Korea took 5.24 Measure(24 May 2014), N. Korea has not stopped raising provocations such as the shelling of Yeonpyeong Island, electronic and cyber attacks. To make matters worse, the communist country lunched long-range missiles(twice) and conducted 3rd nuclear test, escalating tensions which could possibly lead to an all-out war. Korean Government failed to respond properly. However, escalation into an all-out war was deterred by the CFC immediately carrying out its peacetime duty(CODA). The US made a rapid dispatch of its augmentation forces(Aircraft carrier, nuclear-powered submarine, strategic bomber, F-22) to the Korean Peninsula. In recognition of the importance of the Combined Forces Command, since May 2013 the Park Geun-Hye Administration has been pushing ahead with re-postponement of Wartime Operational Control Transfer(which initially meant the disassembling of the CFC as of 1 December 2015) More recently, there has been a series of unusual indicators from the North. Judging from its inventory of 20 nuclear weapons, 1,000 ballistic missiles and biochemical weapons, it is safe to say that N. Korea has gained at least war deterrence against S. Korea. Normally a nation with nuclear weapons shrink its size of conventional forces, but the North is pursuing the opposite, rather increasing them. In addition, there was a change of war plan by N. Korea in 2010, changing 'Conquering the Korean Peninsula' to 'Negotiation after the seizure of the Greater Seoul Metropolitan Area(GSMA)' and establishing detailed plans for wartime projects. The change reflects the chain reaction in which requests from pro-north groups within the South will lead to the proclamation of war. Kim, Jeong-Un, leader of N. Korean regime, sent threatening messages using words such as 'exercising a nuclear preemptive strike right' and 'burning of Seoul'. Nam, Jae-June, Director of National Intelligence Service, stated that Kim, Jung-Un is throwing big talks, saying communization of the entire Korean Peninsula will come within the time frame of 3 years. Kim, Gwan-Jin, Defense Minister, shared an alarming message that there is a high possibility that the North will raise local provocations or a full-fledged war whenever while putting much emphasis on defense posture. As for the response concept of the Korean Government, it has been decided that 'ROK·US Combined Local Provocation Counter-Measure' will be adopted to act against local provocations from the North. Major provocation types include ▲ violation of the Northern Limit Line(NLL) with mobilization of military ships ▲ artillery provocations on Northwestern Islands ▲ low altitude airborne intrusion ▲ rear infiltration of SOF ▲ local conflicts within the Military Demarcation Line(MDL) ▲ attacking friendly ships by submarines. Counter-measures currently established by the US involves the support from USFK and USFJ. In order to keep the sworn promise, the US is reinforcing both USFK and USFJ. An all-out war situation will be met by 'CFC OPLAN5027' and 'Tailored Expansion Deterrence Forces' with the CFC playing a central role. The US augmentation forces stands at 690,000 troops, some 160 ships, 2,000 aircraft and this comprise 50% of US total forces, which is estimated to be ninefold of Korean forces. The CFC needs to be in center in handling both local provocations and an all-out war situation. However, the combat power of S. Korean conventional forces is approximately around 80% of that of N. Korea, which has been confirmed from comments made by Kim, Gwan-Jin, Defense Minister, during an interpellation session at the National Assembly. This means that S. Korean forces are not much growing. In particular, asymmetric capabilities of the North is posing a serious threat to the South including WMD, cyber warfare forces, SOF, forces targeting 5 Northwestern Islands, sub-surface and amphibious assault forces. The presence of such threats urgently requires immediate complementary efforts. For complementary efforts, the Korean Government should consider ① reinforcement of Korean forces; putting a stoppage to shrinking military, acquisition of adequate defense budget, building a missile defense and military leadership structure validity review, ② implementation of military tasks against the North; disciplinary measures on the sinking of ROKS Cheon-an/shelling of Yeonpyeong Islands, arrangement of inter-Korean military agreements, drawing lessons from studies on the correlation between aid for N. Korea, execution of inter-Korean Summit and provocations from the North, and ③ bolstering the ROK·US alliance; disregarding wartime operational control transfer plan(disassembling of CFC) and creation of a combined division.

A Study on Implications of the naval Strategy in West Germany and Future Direction of Korean Navy (냉전기 서독해군 전략의 시사점과 향후 대한민국 해군의 방향성에 관한 연구)

  • This study is written to bring the proposal forward for the direction of south korean naval force. The political situation and the circumstance of the world, especially in the area of Pacific Ocean, are changing very rapidly. North Korea has been always the conventional existing intimidator for South Korea since the 6·25-War. Additionally, the strengthening movements of the national defense, which is easily noticed from China and Russia, is also an other part of intimidating countries against South Korea. Those three mentioned countries are continually developing the asymmetrical warfare systems, for example a strategic nuclear weapon. Since the Obama Administration, the Asia-Pacific Rebalancing-Strategy has been changed as an East Asian foreign policy. Nowadays, Trump Administration renamed the 'United States Pacific-Command' to 'United States Indo-Pacific Command'. The purpose of this is not only letting India to participate in american alliance, but also reducing an economic burden, which is often mentioned in USA. West Germany was located in the very similar geopolitical position during the Cold War just like South Korea these days. And that's why the strategy of West German Navy is worthy of notice for south korean naval force to decide its suitable strategy. Most of all, the two most important things to refer to this study are the plan to expand naval air force and the realistic political stand for us to take it. In conclusion, I laid an emphasis on maintenance of 'green-water-navy'. instead of selecting the strategy as a 'blue-water-navy'. The reason I would like to say, is that south korean navy is not available to hold the unnecessary war potential, just like Aircraft-Carrier. However, this is not meaning to let the expansion of naval force carelessly. We must search the best solution in order to maintain the firm peace within the situation. To fulfill this concept, it is mostly very important to maintain the stream of laying down a keel of destroyers, submarines and air-defense-missile, as well as the hight-tech software system, taking a survey of 4th industrial revolution. Research and development for the best solution of future aircraft by south korean navy is likewise necessary. Besides, we must also set the international diplomatic flexibly. As well as maintaining the relationship with US Forces, it is also very important to improve the relationship with other potential allied nation.

An Analysis of Spot Noise Jamming Technique in a Monopulse Sensor (모노펄스 센서에 대한 점 잡음 재밍 기법의 효과도 분석)

  • In this paper, a monopulse sensor which determines a target location using amplitude-comparison monopulse technique is presented. This sensor can allow the missile to track the target when additional jamming signals are not presented. Then, we applied the spot noise jamming technique to the monopulse sensor. Based on the simulation results, we can effectively figure out the performances of the spot noise jamming technique for the monopulse sensor in various jamming scenarios.

Performance Improvement Technique of Three-Dimensional Guidance Law Suitable for Ammunition (포발사 탄약에 적합한 3차원 유도법칙의 성능개선 기법)

  • In this paper, we propose a method to improve the performance by guidance technique and applying it to the precision guided ammunition. The proposed method is a technique designed to reduce the target error of ammunition by reducing the projectile error without analyzing the motion characteristics of the shot. This technique is applied to the moving average filter technique which is widely used as signal processing technique to reduce the fluctuation of the output of the inboard mounting inertial sensor caused by the rotation and the coning motion of the ammunition. In order to compare the performance of the applied technique including the simple 3D guided control technique and the proposed improvement technique. It is confirmed that the application of this technique improves the accuracy of impact of the cannon - launched ammunition with severe environmental conditions and irregular motion characteristics unlike the missile.

Investigation of IR Survivability of Unmanned Combat Aerial Vehicle against Surface-to-Air Missiles (무인전투기의 지대공 미사일에 대한 IR 생존성 분석)

  • As the survivability of an aircraft in the battlefield becomes a critical issue, there is a growing need to improve the survivability of the aircraft. In this study, the survivability of an UCAV associated with plume IR signature was investigated. In order to analyze the survivability of the aircraft, the lock-on range and the lethal envelope, defined as the IR detection distance of the aircraft and the range of shooting down by the missile, respectively, were first introduced. Further, a method to calculate the lethal envelope for the scenario of surface-to-air missiles including the vertical plane was developed. The study confirmed that the red zone of an UCAV shows a substantial difference in the zone size as well as the characteristics in the upward and downward directions.

Development of a Duplexer Module for Remote Wireless Communication System of Guided Weapon System with Temperature-Insensitive Electrical Performances (온도변화에 둔감한 전기적 특성을 가지는 유도무기체계 원격무선통신시스템용 듀플렉서 모듈 개발)

  • In this paper, A duplexer module with temperature-insensitive electrical characteristics was proposed for remote wireless communication system. Duplexer modules are required to have performances of low insertion loss, high isolation between transmitted band and received band, harmonic suppression as well as high power durability in the system for transmitting guided information to missile flying a free space on the ground. The proposed duplexer module are consist of transmission bandpass filter and receiving bandpass filter which are connected to common antenna port, planar coupler for output power monitoring and low pass filter for harmonic attenuation of power amplifier and coaxial cavity resonator. The material and dimensions of the resonator are determined for minimum frequency shift by temperature variation using 3D EM simulation. The measured results of the prototype showed a good agreement with the simulation results, and it should be well applied not only for guided weapon systems but also for any other communication systems such as remote radio head.

Composite Guidance Law for Impact Angle Control Against Moving Targets Under Physical Constraints (이동표적 타격을 위하여 물리적 구속조건을 고려한 충돌각 제어 복합 유도법칙)

  • A composite guidance law for impact angle control against nonstationary nonmaneuvering targets is proposed. The proposed law is based on the characteristics of proportional navigation and generates two kinds of guidance commands during the homing phase. The first command is to keep the desired look angle, and the second is to attack the target with impact angle constraint. The switch of guidance phases occurs when the specific light-of-sight(LOS) angle determined from the engagement information is satisfied. The calculation method of the maximum achievable impact angle is also proposed to design easily the desired impact angle within the missile capability. Numerical simulations are performed to investigate the performance and characteristics of the proposed law.

Investigation of the Effects of UAV Nozzle Configurations on Aircraft Lock-on Range (무인항공기의 노즐 형상 변화가 Lock-on Range에 미치는 영향에 관한 연구)

  • The infrared lock-on range of target aircraft plays a critical role in determining the aircraft survivability. In this investigation, the effects of various UAV engine nozzle configurations on the aircraft lock-on range were theoretically analyzed. A virtual subsonic aircraft was proposed first, based on the mission requirement and the engine performance analysis, and convergent-type nozzles were then designed. After determining thermal flow field and nozzle surface temperature distribution with the CFD code, an additional analysis was conducted to predict the IR signature. Also, atmospheric transmissivity for various latitude and seasons was calculated, using the LOWTRAN code. Finally, the lock-on and lethal envelopes were calculated for different nozzle configurations, assuming the sensor threshold of the given IR guided missile. It was shown that the maximum 55.3% reduction in lock-on range is possible for deformed nozzles with the high aspect ratio.

Effect of Time-to-go Estimate to Impact Time Control Guidance Laws (충돌시간 제어 유도법칙에 대한 잔여비행시간 추정의 영향)

  • A lot of studies on the survivability of missiles have been widely studied, since the technology of modern warships equipped with state-of-the-art defense systems has been improved. The survivability of missiles can be improved by attacking a target simultaneously using multiple missiles. For this reason, impact time control guidance (ITCG) laws have been widely studied. This paper deals with the effect of time-to-go estimate to ITCG laws. In this paper, two kinds of time-to-go estimate are first introduced in two-dimensional and three-dimensional environment and then ITCG laws are derived using the time-to-go estimate. Numerical simulations are performed to analyze the performance of the designed ITCG laws and the effect of time-to-go estimate is discussed.

China's Informal Economic Sanctions (중국의 비공식적 경제 제재)

  • As the strategic competition between the United States and China for global hegemony intensifies, China is using economic sanctions against other countries more and more frequently. Republic of Korea, which has China as its largest trading partner but is an ally of the United States, is more likely to be a target of economic sanctions, as seen in China's retaliation toward its deployment of a THAAD missile-defense system. Against the background, this paper analyzes China's economic sanctions, especially focusing on its informality. China does not publicly declare economic sanctions in most cases, such as Korean one, in which the trade structure is in its favor and can take advantage of its position as a big buyer with huge markets. However, China responds in a more open and formal manner when it is related to its core interests, when it is impossible to exert substantial sanctions effect and when mutual disputes intensify and cannot maintain informality. Korea, which is vulnerable to China's informal economic sanctions, should prepare for them by analyzing the characteristics of China's economic sanctions in depth and thinking about various strategies and measures in advance.
