Analysis of the Performance and Change of Resident Consciousness of the Fishing Village Specialization Capacity Enhancement Project through Surveys - Focusing on the Comparative Analysis of Consciousness of Inland Water and Coastal Residents - (어촌특화 역량강화사업의 성과 및 주민의식 변화분석)

  • The Ministry of Maritime Affairs and Fisheries has been promoting the 'Fishing Village Specialization Capacity Enhancement Project' to pursue sustainable development of villages such as income generation by using local tangible and intangible resources led by local residents at the village level since 2013. For the fishing village-Specialization capacity enhancement project, six training sessions (mainly in the village unit) are selected by the public offering method, and the project (income generating business, village development project, etc.) is developed for the selected village residents. It has a process of establishing a village project plan (a preliminary plan for village development or a sixth preliminary industrialization plan) based on the training of experts 5 times, practice or excursion 1 time). In this study, four villages in Gangwon-do fishing villages (two coastal villages and two inland water villages) were surveyed on the perception and satisfaction of fishing village development projects before and after training. The survey analysis was conducted by dividing the analysis of resident capacity and satisfaction into personal, interpersonal, and social dimensions. The survey was conducted by distributing a survey before and after training, and a 1:1 survey was conducted according to the residents' cognitive status. Based on the survey, factor analysis, reliability analysis, and analysis using the corresponding sample t-test showed an increase of 0.02 for Yangyang Mulchi fishing village, 0.11 for Samcheok Jangho fishing village, and 0.36 for Hongcheon River fishing industry, but Yanggu Jinmok fishing industry was -0.29, unlike other regions. As a result of this analysis, it has been empirically proven that provision of training projects through resident participation is a very important factor for the success of the fishing village project. Therefore, rather than fostering local leaders, training and community activities to strengthen personal capacities of residents participating in the project, it is necessary to operate the software business with a focus.

  • Since the village maintenance type public housing project was introduced in 2015, the resident needs for regional revitalization and pleasant living conditions are not being met due to the poor performance of the public housing complexes that reflect the surrounding area maintenance plan (village plan) and regional characteristics. The purpose of this study is to suggest a plan to revitalize the village maintenance type public housing project in consideration of regional characteristics as a result of analyzing the needs of local residents through the problems of the village maintenance type public housing project being promoted so far and resident satisfaction. As a result of the analysis based on the public housing project implementation status analysis and resident satisfaction, the plans to activate the village maintenance type public housing project are as follows. First, in order to secure the effectiveness of the village plan, it is desirable to promote the public housing project and the village plan at the same time. It is necessary to secure a budget according to the selection of public offering projects in the village plan, such as promoting public housing projects without setbacks by prioritizing land purchases for public housing sites and establishing specialized strategies considering regional characteristics. Second, a public housing project that responds to local demand is required. The evaluation factors such as continuous promotion of the urban architecture integration plan and strengthening of regional linkage plans such as specialization of regionally tailored designs should be supplemented so that regional resources and village plans are linked with the public housing specialization plan. Third, surrounding area maintenance plan (village plan) should be secured by the strengthen of the legal status or establishing related provisions. It is also necessary to promote system improvement for area maintenance plan (village plan) when selecting a publicly funded public project.

The Study on the Architectural Characteristics of the Wealthy Farmhouses in Ham-Ra (함라마을 부농주거의 건축특성 연구)

  • Ham-ra is a village that belongs to Ham-yuel Ri, Ik-san city and also known as the village where 4 millionaire modem age rich farmer households are residing in the center of the village. Originally, central point of the village was Gaeksa and Hyanggyo that is in Suodong, but early 1900s, rich farmers found new Places beside Suodong and built large-scale houses and around it, houses of tenant and commercial places were formed and became the new center of the village. Therefore, Ham-ra village shows well about the changes of the traditional village in the end of Chosun Dynasty aspect that of existent village space according to rich farmer's growth. Especially, the large scaled Korean traditional houses which were built newly in the year between 1917 to 1939 shows main road and Natural stream surrounding the village which are not found in any other village. 3 rich farmers (Lee Bae-won, Jo Hae-young, Kim An-gyun house) and Lee Jib-cheon's houses built a large scaled Sarang-chae and An-chae to compete and to show off there wealth. This residing imitated High-classe house yet accommodated social changes and through a voluntary experiment, is expressing modernity of Han-ok very well. Similarity and creativity in residing form appears well in buildings similar time and village. This research analyzed space composition change of the village and characteristic of Architecture who appear at modern process of typical farmer houses which make a strong resolution to Ham-ra hereupon.

A Study on the Application and Formation of the Rural Village Model for the Rural Village (Re)development (농촌마을 계획.정비를 위한 농촌마을모델 형성에 관한 연구)

  • The purpose of this study is to suggest the rural village model which is able to be applied to the rural village (re)development. The rural village model consists of five sector models land use model, residential unit model, public facilities allocation model, productive space arrangement model, road & green system model. The village model as a spatial structure needs modification/revision through the its application to various sites. The following are suggestions developed in the process of preparing a model for the Korean rural village. First, some indices presented in the land use model need to be further studied as the planning indices before implementing the rural village projects. Second, it is recomended that the image of a rural village needs to be created by developing the residential unit(6 households) as a planning development unit, And various residential unit models need to be suggested. Third, it is desirable to develop the double circulation system and green edge(1 m), and to introduce pedestrian road as much as possible for the amenity of the residential environment, Fourth, being located within walking distance from the existing village, new-introduced site should be developed as a interlinked and opened structure. The rural village model is useful in preparing the spatial structure for the village (re)development, and in finding the best design solution responsive to the conditions of a project site.

Development of Evaluation Indicators on Improvement Level of Rural Village Roads in Korea (농촌마을내부도로의 정비수준 진단지표개발)

  • Since rapid industrialization of Korean society, out-of-village roads have been greatly improved, while almost all of in-village roads have not been fundamentally improved yet. Unless village roads should be improved in relatively comparison with trunk roads, it has been widely recognized that grass rooted achievement of accessibility revolution not be realized. In this regard, this study tried to develop evaluation indicators system for improvement of village roads. The evaluation indicator system on village road conditions was proposed which is sub-categorized as structural improvement of road itself, its communication serviceability and public securing level of property rights of road site. The system has 6 indicators(2 of each subcategory);good pavement ratio and over 3m wide road length ratio, ratio of household fronting under 2m wide road and connectivity of road network, ratio of registered as 'road' in land category and ratio of publicly owned road sites. In the final conclusion, village roads in rural Korea have been generally in worse condition regardless of whether prior improvement works or not, except some of recent plan-based improvement villages.

An Experimental Study on the archiving of a village (마을 아카이빙 시론)

  • This study try to establish the method on the archiving of a village experimentally. For this study three standpoints were investigated. We discriminate between the theory and practice on general archives management and village archiving. We should grasp that the practice of village archiving is a means to the movement of village community reconstruction. And we clear up the point that village archiving head for the community ownership and the communication. This study clarified what were the constituent units in a village and what were the archives that were producted by the constituent units in a village. It is helpful for the development of the strategy on a village to identify concretely the objects of village archiving. The main body who lead the village archiving is not archivist only. But he should be a man who serve his community and have the competency to deal with archives professionally simultaneously. The suggestion of village archiving in this study has the meaning that Korean archivists should get over the model of elite so that seek after new way of the going down to the archiving fields. village, community, the ordinance for the reconstruct of the beautiful village community, activistic archivist, archiving movement going down to the village fields, archiving by participation of community.

  • Recently, many of rural villages are pursuing rural tourism to attract citizens and increase nonfarm income. A key of rural village plan utilizing rural amenity resources is to make sustainable villages considering regional character and potential for development that will work for the residents. In this study, we analyzed Rural Amenity Design Competition winning works which will be possible solutions to make proper plans for rural village and applied these contents to study areas. Three villages were selected as study areas and more than two types of amenity utilization were settled for planning direction for each village to have specialized and unique plan. Through Rural Amenity Design Competition which is being held annually, we will be able to get more data throughout rural area and verify trend of rural village planning. By selecting theme of the competition reflects needs of the time, more detailed and original ideas on amenity village planning can be drawn and this will contribute to proper and stable village planning.

A Study on the Residents' Participation in the Development Process of Rural Village - Focused on the Namsa Traditional Theme Village - (농촌마을개발사업의 전개와 주민참여에 관한 연구 -산청 남사 젼통테마마을을 대상으로 -)

  • After the 2000's, the rural village development projects are designated as participatory rural village development programs and projects. The purpose of this study is to draw a scheme to facilitate resident's participation in rural village development project by exploring the factors influencing resident's participation. For this, in Namsa rural theme village in Dansung-myon, Sanchung-gun, Kyongnam Province, the data were collected through field surveys and interviews residents residing in this village. In addition, observations studies and an opinion survey of the persons concerned in the presentation meetings were also conducted. I investigated and analysed the activation factors and the characteristics of residents' participation, and amenity resources which were essential for community planning including the planning-establishment, theme-searching and development of experience program. Through this study, I drew findings as follows; 1) The leader's leadership and residents' positive participation are very important activation factors in the first stage of rural viability. 2) And then, the external support and concern, the establishment of short-and long-term community planning, and the rural-income increase through the development of amenity resources play important roles as activation factors in the successive stage of rural viability. Based on the results of this study, the following recommendations were made. In order to improve the level of resident's participation in rural village development programs and projects, it is necessary to evaluate their successes, failure, barriers and the positive correlation between their success more delicately. In addition to this, it must be suggested the better model for participatory rural village development programs for the further enhancement and improvement of rural village development projects.

Village Environment Improvement Projects from the Perspectives of Community - Focused on walls in village art projects - (커뮤니티의 관점에서 본 마을환경 개선 사업 - 마을 미술사업의 담을 중심으로 -)

  • This study aimed to identify orientations for the development of the community by establishing desirable aesthetical environments and reorganizing the residents' communal way of life through the implementation of village art projects. To investigate how the implementation of village art projects influence community and communication, the author analyzed changes in walls made by the implementation of actual projects in Anhyeon Village in Gochang, Dongpirang in Tongyeong, and Byeolbyeol Village in Yeongcheon. The community was analyzed from the view points of locality, communal ties, and communication. The results showed that Anhyeon Village in Gochang expressed its locality with chrysanthemum, poems and local figures. Similar walls were built across the village to strengthen ties among the residents, and portraits used as doorplates represented communication among them. Various paintings of seas, flowers, and poems were seen in Dongpirang in Tongyeong, which were thought to be representations of its locality and the friendliness of hometown in the less favoured area. Wall paintings played pivotal roles in this village to impart to the residents essentials that should be kept to eliminate inner walls in their minds and ensure open communications. In Byeolbyeol Village in Yeongcheon, locality was presented with common farm village landscapes in various materials, patterns and formativeness. Village-wide reinforcement contributed to strengthening ties in the community rather than forming boundaries against outside worlds. Cultural and artistic elements structured mental walls that made people not aware of the presence of physical walls.
