A Study on the Management System of the National Assembly Minutes (국회 회의록의 관리체계에 관한 연구)

  • The National Assembly of R.O.K. has established and developed parliamentary democratic system up to now since the Constitutional Assembly in 1948. However, in order to establish and develop the management system that reflects an inherent character of the parliamentary minutes, lots of things are yet to be improved in institutional and operational aspects. This study aimed to propose the proper management system and improvement methods of the parliamentary minutes by comparing & analyzing minutes management cases of major foreign countries having a long history and the minutes of the National Assembly of R.O.K. First, it is necessary to make in-depth discussions about methods for reorganizing administrative system for the efficient production and management of the parliamentary minutes. Second, for the guarantee of the parliamentary minutes, systematical management based on laws is needed. The various types and value and characteristics involved in the minutes of the National Assembly can be said to start with a congressman, a representative the Nation and a member of the National Assembly. Accordingly, the minutes of the National Assembly produced from parliamentary members who were elected by the people must be freely utilized by the people.

Life Expectancy and Inequalities Therein by Income From 2016 to 2018 Across the 253 Electoral Constituencies of the National Assembly of the Korea

  • Objectives: We calculated life expectancy and inequalities therein by income for the period of 2016-2018 across the 253 electoral constituencies of the 20th National Assembly election in Korea. Methods: We obtained population and death data between 2016 and 2018 from the National Health Information Database and constructed abridged life tables using standard life table procedures according to gender and income quintiles for the electoral constituencies of the 20th National Assembly election held in 2016. Results: Life expectancy across the 253 constituencies ranged from 80.51 years to 87.05 years, corresponding to a gap of 6.54 years. The life expectancy difference by income across the 253 constituencies ranged from 2.94 years to 10.67 years. In each province, the difference in life expectancy by income across electoral constituencies was generally greater than the inter-constituency differences. Constituencies in capital and metropolitan areas showed a higher life expectancy and a lower life expectancy difference by income than constituencies in rural areas. Conclusions: Pro-rich inequalities in life expectancy by income existed in every electoral constituency in Korea. Both intra-constituency and inter-constituency socioeconomic inequalities in health should be highlighted in future policy-making in the National Assembly.

  • To ensure competitiveness in the modern automotive market, process planning should be performed concurrently with new car developments. In automotive general assembly shops, thus, new business workflows and supporting environments are inevitable to reduce the manufacturing preparation time in developing a new car in the manner of concurrent and collaborative engineering. Since complete process planning for a whole general assembly system is a huge and complex job, several process planners should execute their planning jobs and share information. Therefore, each planner should provide others with his/her results with continuous on-line communication and cooperation. In this research, a web-based system for concurrent and collaborative process planning for automotive general assembly is developed. By using this system, savings in time and cost of assembly process planning are possible, and the reliability of the planning result is improved.

  • Nationals Assembly have experiencing unbalance between capacities and demand of parking facilities because of increasing parking demand, free parking policy, long term parking and passenger car use of workers, usage of neighborhood office workers and visitors. The lack of parking facilities cause illegal parking on the street inside and outside of National Assembly which result in the disorder of parking culture. To solve these parking problems, this study suggest parking management system to enter the National Assembly for the short term and charging parking fee, operation by private company, constructing parking building by abrogation of upper limit and construction of ground park, and so on. The study, also, suggested to strengthen weekday or 10 day shift system, to increase shuttle bus and commuting bus, to activation of Han River waterside parking area, public transportation with those new parking management system. For the conclusion, the parking problems of National Assembly should be focused more on parking management than the parking facilities supply.

  • This study inspects the fault of the vehicle forming assembly and the assembly state of components at high speed and high degree of precision. This study also proposes the general inspection system capable of adapting to a number of products. The inspection program is composed of the fault inspection algorithm to examine the surface of the object and the state of the assembly and the high speed procession algorithm for the real time examination. The fault inspection algorithm is processed largely by a method using average of pixel in ROI and a method dividing the area and checking the presence of the object. Lastly, we verified the efficiency of the sysytem through the evaluation of its accuracy and processing time.

  • In study we analyze the network about the legislators in Korean National Assembly. We focused on 17th National Assembly since there were full of important changes in composition. Mutual cooperation is necessary to pass the bills beyond their given mission in legislation. In order to find out the relationship of legislators based on the introducing bills, total 5728 bills in 17th National Assembly, we used bipartite network projection. We can find who is a highly influential legislator and the difference between a ruling party and a main opposition party in aspects of cooperative behavior.

  • These days, the aerospace industry uses larger machining parts and assembly parts than those in the past. The assembly machines also show the same trend. This study is concerned with the alignment measuring apparatus for the B-axis of a separated multi-axis machine. The alignment measuring apparatus is widely installed for assembly machines in the aircraft assembly process. The alignment measuring apparatus consists of a swivel part and a measuring part. This is a new conceptual idea under patent. All elements of the alignment measuring apparatus are analyzed with the FEM. The analyzed result shows that the alignment measuring apparatus is high in accuracy with stability and steady deformation.

THE APPLICATION OF THE ORIENTATION DENSITY FUNCTION TO THE MECHANICS OF FIBROUS ASSEMBLY

  • This paper shows the possibility of the application of the orientation density function of fibers to the mechanics of fibrous assembly. As an example, the orientation density function of a single yarn was theoretically derived in consideration of the idealized helical yarn. And the theoretical derivation of the tensile modulus of the fibrous assembly was performed in view of the fiber orientation. Application of this orientation density function to the obtained tensile modulus and to the contraction factor of the yarn was also performed so that the theoretical equations of the tensile modulus and the contraction factor of the yarn were obtained. Close agreement was shown between the theoretical and the existing equations. Consequently it was confirmed that the application of the orientation density function to the mechanics of the fibrous assembly is sufficiently possible.

Uncertainty quantification in decay heat calculation of spent nuclear fuel by STREAM/RAST-K

  • This paper addresses the uncertainty quantification and sensitivity analysis of a depleted light-water fuel assembly of the Turkey Point-3 benchmark. The uncertainty of the fuel assembly decay heat and isotopic densities is quantified with respect to three different groups of diverse parameters: nuclear data, assembly design, and reactor core operation. The uncertainty propagation is conducted using a two-step analysis code system comprising the lattice code STREAM, nodal code RAST-K, and spent nuclear fuel module SNF through the random sampling of microscopic cross-sections, fuel rod sizes, number densities, reactor core total power, and temperature distributions. Overall, the statistical analysis of the calculated samples demonstrates that the decay heat uncertainty decreases with the cooling time. The nuclear data and assembly design parameters are proven to be the largest contributors to the decay heat uncertainty, whereas the reactor core power and inlet coolant temperature have a minor effect. The majority of the decay heat uncertainties are delivered by a small number of isotopes such as 241Am, 137Ba, 244Cm, 238Pu, and 90Y.
