The Impact of Export Instability on Economic Growth: Evidence from Jordan

  • To provide empirical evidence on the impact of export instability on economic growth in developing countries, this study estimated the neoclassical production function using data of the Jordanian economy for the period 1995-2019. Real exports, real capital, and export instability were the independent variables in the production function. To determine the appropriate methodology for estimating the production function, the study conducted some preliminary tests, including the Augmented-Dickey Fuller (ADF), on the study data. The results of this test indicated that all study variables were stationary at first difference. Therefore, the Johanson cointegration test was applied to determine that there was cointegration between the study variables since the results of the former test indicated that there was one cointegration vector between these variables. The cointegration equation revealed a positive and statistically significant impact of real capital, real exports, and an indicator of export instability on economic growth. The most important policy implications for these results would be reducing the geographical concentration of exports through the expansion of free trade agreements (FTA) to enhance the positive impact of the instability of exports on economic growth. Moreover, the study recommends strengthening export-oriented actions to achieve higher levels of economic growth.

  • Safety culture is a collection of the beliefs, perceptions and values that employees share in relation to risks within an organisation. On the other hand, a resilient safety culture (RSC) means a culture with readiness of the organisation to respond effectively under stress, bounce back from shocks and continuously learn from them. RSC helps organisations to protect their interest which can be attributed to behavioural, psychological and managerial capabilities of the organization. Quantification of the degree of resilience in an organisation's safety culture can provide insights about the strong and weak links of the organisation's overall health and safety situation by identifying potential causes of system or sub-system failure. One of the major challenges of quantification of RSC is that the attributes that determine RSC need to be measured through constructs and indicators which are complex and often interrelated. In this paper, we address this challenge by applying a fault tree analysis (FTA) technique which can help analyse complex and interrelated constructs and indicators. The fault tree model of RSC is used to evaluate resilience levels of two organisations with remote and urban locations in order to demonstrate the failure path of the weak links in the RSC model.

The Effect of Trade Agreements on Korea's Bilateral Trade Volume: Mitigating the Impact of Economic Uncertainty in Trading Countries

  • Purpose - This research empirically analyzes the influence of economic policy uncertainty and free trade agreements (FTAs) on bilateral trade volumes between Korea and its trading partners. The study investigates whether fluctuations in the Economic Policy Uncertainty Index (EPUI) for both Korea and its trading partners significantly impact trade volumes and whether the implementation of FTAs mitigates these effects. Design/methodology - The study employs dynamic panel data analysis using the system generalized method of moments (system GMM) estimation method to achieve its research objectives. It utilizes country-month-level panel data, including the EPUI, trade volume between Korea and its trading partner countries, and other pertinent variables. The use of system GMM allows for the control of potential endogeneity issues and the incorporation of country-specific and time-specific effects. Findings - The analysis yields significant results regarding the impact of economic policy uncertainty on Korea's exports and imports, particularly before the implementation of FTAs. An increase in the EPUI of trading partners leads to a notable increase in Korea's exports to them. Conversely, an increase in Korea's EPUI negatively affects its imports from trading partners. However, post-FTA implementation, the influence of each country's EPUI on trade volume is neutralized, with no significant difference observed. Originality/value - This research contributes to the existing literature by providing empirical evidence on the interaction effects between economic policy uncertainty and FTAs on bilateral trade volumes. The study's uniqueness lies in its examination of how FTAs mitigate the impact of economic uncertainty on trade relations between countries. The findings underscore the importance of trade agreements as mechanisms to address economic risks and promote international trade relations. In a world where global market uncertainties persist, these insights can aid policymakers in Korea and other countries in enhancing their trade cooperation strategies and navigating challenges posed by evolving economic landscapes.

기술수준별 베트남의 대 한국 무역경쟁력 분석(2002-2020) (A Analysis of Vietnam's Trade Competitiveness with Korea by Technology Level(2002-2020))

  • Since the Korea-Vietnam FTA was signed in 2015, trade between the two countries has increased rapidly, accounting for 6.8% of Vietnam's exports and 17.9% of its imports in 2020. The two countries show differences in import and export items. Vietnam has a high export ratio of agri-food products or products with the low-middle level of technology, while Korea has a high export ratio of products with the upper-middle level. The purpose of this study is to present implications by analyzing changes in trade competitiveness between Vietnam and Korea by technology level (2002-2020). For this purpose, statistics from UN Comtrade were used, and methodologies such as market share, Export Market Share (EMS), Trade Specialization Index (TSI), Intra-Industrial Trade Index (IIT), Revealed Comparative Advantage (RCA), and BCG Matrix were used. The results of the study are as follows. First, when looking at Vietnam's trade structure with South Korea by technology level, it was analyzed that the trade deficit widened as it showed a competitive disadvantage in high-tech, ICT, middle- and low-level technology items, excluding low-end technology items. Second, in terms of market share, the market share of Vietnamese products in the Korean market is continuously increasing, while the Korean market share in Vietnam is gradually decreasing from 2017. Third, Vietnam's export competitiveness to Korea by technology level shows that low-level technologies are competitive, but they are inferior in competitiveness in all other technology level, and especially in areas with high technology level, the level of inferiority is high. In conclusion, the trade relationship between Vietnam and Korea has maintained a mutually complementary rather than competitive relationship, which is expected to continue in the future.

한국과 RCEP 참여국가와의 무역구조에 관한 연구 (A Study on the Trade Structure between Korea and RCEP Participating Countries)

  • Purpose - The Regional Comprehensive Economic Partnership (RCEP) among 16 countries including South Korea, the largest free trade agreement in the Asia-Pacific region, will be concluded next year. The participating countries decided to pursue a comprehensive and high -quality agreement, while ensuring flexibility considering development level of each country. In this study, trade structures between nations from 2005 through 2016 were examined to see the impact that this agreement will have on Korea and to come up with effective countermeasures. Research design, data, and methodology - The method of analysis includes the analysis of the trade matrix, which is useful for identifying the dependency of the individual countries on the market in the region and the reciprocal dependency of the member countries on the market, and the index of intensity of trade, which is useful for figuring out the share of trade between the parties in total trade. Results - The results showed that first, the international trade coefficients of Vietnam and Philippines are higher than those of China and Japan. Secondly, the international inducement coefficients between China and Japan were high, and that between Indonesia and Burma were low, indicating that Korea's exports did not have much effect on export increase of these countries. Third, as a result of analyzing Korea's trade intensity, it was found that export intensity and import intensity were greater than 1 in Vietnam and Philippines, which shows that there is a high degree of relational bond with these countries. India and Laos countries still have a low level of relational bond, which indicates that there is room for improvement in economic relations when the agreement is concluded. After the signing of the agreement in the future, more diverse industrial structures should be continuously studied. Conclusions - The analysis of trade matrix, trade structure, trade inducement coefficient and trade intensity between Korea and RCEP participating countries shows that the majority of the countries have the high level of economic relationship with Korea. Korea should drive a harder bargain when negotiating the terms of the RCEP, in comparison with the level of the existing FTA agreement excluding Japan.

남미공동시장(MERCOSUR)과 한국의 교역구조에 관한 연구 (A Study on Trade Structure between MERCOSUR and Korea)

  • Purpose - The purpose of this study is to analyze Korea's trade relations centered on the MERCOSUR, a major economic integration in Latin America, and identify its problems and suggest measures that can be taken by the government and corporations to reinforce economic cooperation. Design/methodology/approach - To improve the level of contribution of the study, an empirical analysis is necessary. However, due to limited data access, the study will approach the topic of trade relations between Korea and the MERCOSUR with various statistics and literature. Findings - First, there is an urgent need for changes in import-export goods between Korea and the MERCOSUR, as trade is focused on specific items. Second, although foreign direct investment from Korea to the MERCOSUR is centered in manufacturing and mining industries, there should be different investment strategies by countries and industries. Third, it is necessary to reinforce commercial cooperation. Korea currently has Free Trade Agreements with Chile, Peru, and Columbia, but not with MERCOSUR. Therefore, Korea must take active measures to sign an TA with MERCOSUR, which has been put on hold. Research implications or Originality - Latin America has the most thriving market when it comes to Free Trade Agreements worldwide. MERCOSUR is a South American Trade Bloc established by the Treaty of Asunción in 1991 and Protocol of Ouro Preto in 1994. Its full members are Brazil, Argentina, Uruguay and Paraguay. However, there is still a lack of research on the MERCOSUR, and corporations that aim to enter the Latin American market face difficulties due to lack of information. By investigating MERCOSUR and its prospects and analyzing the trade relations with Korea, this study will provide strategic measures for corporations that wish to enter the Latin American market.

Perception of Traditional Medical Doctors on Policy Issues in Korea: Cooperation with Western Medicine, and the Demand and Supply of Practitioners

  • Objectives: This study was conducted to explore the contemporary perception of traditional Korean medical doctors (TKMDs) on traditional Korean medicine (TKM) policies and issues. Methods: A questionnaire that included traditional medicine policy- and treatment-related issues was sent to 130 TKM medical centers and 4,300 TKM local clinical offices in Korea, and received responses from total 648 TKMDs in 122 TKM medical centers and 465 TKM local clinical offices. Results: Of the responding TKMDs, 40% believed that unification of Western and traditional medicines would benefit both modes of medical treatment, 67.6% were against allowing Chinese doctor certification to be effective in Korea through the Korea-China FTA (Free Trade Agreement), and 57.8% believed that the number of TKMDs should be reduced. We also found that 46.1% of TKMDs believed that more lectures on Western medicine would be needed in schools of TKM. Moreover, 87.5% of respondents regarded medical knowledge as necessary for treatment, and 49.4% believed National Certification Commission for Acupuncture and Traditional Medicine (NCCAOM) would be not necessary. TKMDs regarded governmental efforts as more vital than education in schools or individual efforts for enhancement of the traditional medical care market in Korea. To efficiently provide the advantages of complementary CAM, such as cost and safety, detailed research is required when policy is made. Conclusions: The TKM industry must implement policies how the relationship with Western medicine can be better defined under the current dual medical system. On the issue of human resources, more research will be needed on the current policy, which serves to maintain the status quo by blocking the importation of Chinese practitioners and by reducing the number of new practitioners.

The Impact of COVID-19 and Korea's New Southern Policy on Its Global Value Chain

  • Purpose - The Korean government has been promoting the New Southern Policy (NSP) prior to the onset of the COVID-19 pandemic, which damage global value chain (GVC). The purpose of this paper is to emphasize that the NSP should be developed to provide tangible support in corporate GVC adjustment, away from diplomatic activities in order to offset GVC losses due to COVID-19 and expand export capabilities. Design/methodology - Two research methodologies are combined for this paper: A computational general equilibrium (CGE) model is used to estimate the impacts of the COVID-19 pandemic and NSP on Korea's exports, and the decomposition methodology (Wang, Wei and Zhu, 2013) to evaluate the stability of GVC. The conventional CGE model was modified to obtain an estimate for decomposition. The research methodology adopted in this study was attempted for the first time, and it can be widely used in future GVC research. Findings - Results found the effects of COVID-19 reduced Korea's total exports by 27% and GVC by more than 30%. In particular, VA in Korea's exports to the NSP region was found to have a huge impact in heavy industries and textiles, and its exports to Vietnam seemed to suffer the largest loss in GVC among ASEAN countries. If the NSP is implemented properly, it appears that it could offset much of the negative impacts of COVID-19, implying the importance of the effectiveness of the NSP. Originality/value - Many papers have assessed the NSP descriptively, and the GVC has been a topic for many publications. However, the impact of COVID-19 on Korea's GVC with the NSP countries has not been quantitatively studied. This paper emphasizes that the NSP should be pursued based on the results of quantitative analysis. In addition, the research methodology of this paper can be used for other GVC research with relevant modifications.

한·중 서비스 무역의 수출경쟁력 비교분석 (the Comparative Analysis on Export Competitiveness for Trade in Service between Korea and China)

  • 한국과 중국 모두 세계시장에서 재화무역에서는 수출경쟁력이 있고 서비스무역에서는 경쟁력이 없으나 양국은 서비스무역 비중이 확대되고 있고 FTA논의를 통해 양국간 서비스무역은 더욱더 확대될 전망이다. 이런 배경 하에서 본 논문은 한 중간 서비스산업의 부문별 수출경쟁력을 측정하는데 그 목적이 있다. IMF의 BOP 통계수치를 이용하여 한 중 양국의 서비스 무역에 대한 수출경쟁력을 측정하기 위해 무역특화지수(TSI), 수정현시비교우위(RSCA)지수와 국제시장점유율(IMS) 및 수출증가율을 사용해서 서비스무역의 국제경쟁력을 부문별로 비교분석하였다. 그 결과 한국은 운송서비스, 금융서비스, 특허권 등 사용료, 개인 문화 오락 부문 등 4개 부문에서, 중국은 여행서비스, 통신서비스, 보험, 컴퓨터 및 정보, 기타 사업서비스 부문 등 5개 부문에서 국제경쟁력을 가지는 것으로 평가되었다. 건설부문은 비교우위를 판정할 수 없었다. 그러나 중국이 비교우위를 가지고 있는 통신서비스와 컴퓨터 및 정보서비스부문은 비교우위격차가 축소되어 서비스무역의 국제경쟁력 강화노력이 이루어지면 중국보다 경쟁력에서 우위에 설 수 있다.

  • 국내 현행법상 개인정보 국외이전은 정보통신망법과 개인정보보호법에서 정보주체의 동의하에 국외이전을 허용하여 왔다. 하지만 최근 IT기술의 발달과 더불어 다국적 기업들의 국내 진출, 클라우드 활성화, FTA 협정 등을 통해 국가간 개인정보이전이 증가하는 가운데 현행 규제는 개인정보 국외이전에 뚜렷한 방향성을 제시하지 못한다. 개인정보의 국외 이전 활성화는 국제협력 강화와 개인정보의 유통을 기반으로 하는 금융, 인터넷, 전자상거래 등 다양한 산업의 발전에 기여하는 바가 크며, 변화하는 정보통신기술 환경에 필수적인 요건이다. 따라서 개인정보의 보호의 원칙을 고수하며 개인정보의 해외 이전에 유연하게 대처하기 위해서는 새로운 개인정보이전 체계 마련에 대한 논의가 필요하다. 본 연구는 현행 개인정보 국외이전 법규의 한계와 새로운 제도의 필요성을 검토하고, 유럽의 개인정보 국외이전 사례 분석을 통해 정책 대안을 제시한다.
