Study on Availability of KESLI Consortium Model License by Comparative Analysis of International Standard License Models (KSLA 연구논문 - 해외 표준계약서 비교 분석을 통한 KESLI 컨소시엄 표준계약서 통용 가능성에 대한 연구)

  • Since core scholarly journals have been digitalized, license contracts for e-resources have been dramatically increased. Librarians have had difficulties in understanding various and complex license models that are proposed by publishers in a period of time. The standardization of license models for journals have been more in demand and standard model license for journals have been developed by librarians, publishers, consortia and the third party. In this study, we explain the development of the standard license model of KESLI consortium.(hereafter, KESLI model) The availability of KESLI model has been analyzed by comparing with established standard license models. As a result, KESLI model is proved to be adopted and used in a practical contract process of e-journals through consortium.

Operation Status and Needs Analysis for the Improvement of KESLI Consortium (KESLI 컨소시엄 활성화를 위한 운영현황 및 요구분석)

  • The purpose of this study is to improve the KESLI consortium by analyzing the status of participant organizations and their needs. A survey questionnaire including questions on consortium selection, management, and evaluation was distributed. The findings from the 179 responses indicate that the needs of the participants include issues related to the collection development policy, the cataloging of e-journals, user education, and evaluation. Therefore, KESLI should provide the following: (1) examples of collection development policy used for reference, (2) system development for e-journal cataloging, (3) materials and program guidelines for user education, and (4) education related to evaluation techniques for e-journal usages.

  • A core point of the KESLI consortium raises the participation score of the joining institute and improves the cohesive force and reliability to cope with prices continued rising of publishers, commonly and gives the actual profit to the joining institute by providing the base able to utilize the academic information with dispersion owning the national institutes. In this study the whole opinion of the consortium joining institute is collected in the future in order to deduce the reasonable and advantageous consortium model in which the consortium joining institute can be commonly applied. The facing task of the KESLI consortium is analyzed through a literature research, a questionnaire survey, a panel discussion and we try to present.

  • Increasing researcher's demand on electronic journals as the most important research resource, libraries have made effort to develop electronic journals efficiently with cooperating through consortium. However, Korean electronic journal consortium are leaded by representatives and e-journal contents providers rather than library members. KESLI has the largest members in Korean libraries consortium and is needed to identify the key issues of KESLI consortia by these stakeholders. This study suggests to develop a future business model for KESLI analyzing KESLI stakeholder's expectation and needs by focused group interview.

  • The purpose of this study is to select factors that its impact on subscription of the package type e-journal in Korea. In order to accomplish this study, factors to select the package-type electronic journal are discussed through preceded research literatures, and presented the factors for subscription of the package-type electronic journal based on KESLI materials. As a result, ten evaluation categories and thirty-four evaluation factors are selected as e-journal evaluation elements.

  • This study was aimed to establish a workable strategies to operate KESLI consortium reliably. To encourage the research purposes, it was mainly investigated international literature on current challenges for the e-journals consortium in comparison with the domestic implications. Major issues and challenges are divided to six items by scholarly communication changes and e-journals percentage increase, a big deal for a contract -based consortium pricing model in vogue, a consortium of the price hikes and making budget difficulties, use the standard statistics by the results of the use, archiving and archive security uncertainty, and contracts public availability of such external conditions. As a result, the international challenges of E-journals consortium was similar to KESLI, but the depth of information and research on domestic was weaker than the international research. To see more research and a rational perception based on scientific evidence and alternatives that enable KESLI working in the field was needed to be.

  • As scholarly information environment rapidly changes, library consortia for electronic journal licensing come to require strategies to better address service needs of member institutions as well as to take parts in more progressive initiatives. This study aims to develop a more future-oriented and progressive business model for electronic journal licensing consortia. The model is based on three pillars: strategies for responding to immediate needs; long-term strategies for leading change; and organizational infrastructure.

Seeking Alternative Models and Research Trends for Big Deals in the Electronic Journal Consortium (전자저널 빅딜 계약의 연구 동향과 대안 탐색)

  • The purpose of this study was to seek a workable alternative to replace a big deal related to the journal budget for the maintenance of academic libraries with the largest issue on the E-journal consortium. The contents of this study was to present it. It had examined the current situation, strengths, weaknesses and corresponding to replace the big deal contract. After reviewing the literature, we looked into the alternative activities for the big deal such as open access-based, usage-based, consortium improvement-based, publishers lead, and other models. As a result, the 'consortium cost reapportion model' was an alternative for the KESLI. The alternative was in the short term for cost division format, but long-term oriented for a consortium single(bloc) payment type or national licence model. The model was based on the data from the last year. It had evaluated download the PDF and HTML documents, but the three times weighting more than others, and the rest of 14 factors of 0.5 to 5 out of 100 total score. The total amount negotiated by national units 10, 20 and 30 grades for the final step was allocated to the participating library on the KESLI consortium.

  • 연구자들이 연구 및 학술활동을 위해서 필연적으로 기존 연구를 검토하고 참조하고 인용하고 있으며, 특히 학술연구물의 하나인 해외 학술저널 및 논문의 활용도가 매우 높은 편이다. 그러나 해외 학술정보 시장은 대형 출판사의 주도로 시장이 형성되고 독과점 형태로 운영됨에 따라 그 비용이 계속 상승하고 있고 이와 반대로 국내에서의 해외 저널에 대한 예산은 계속해서 줄어들고 있는 실정이다. 이러한 문제점 해결을 위해 국가 차원의 KESLI 컨소시엄(전자정보 공동구매 및 활용 체제)을 구성하여 전자정보 공동구매의 장을 구축하였다. 본 연구에서는 대학교육협의회, 전문도서관 등 컨소시엄 운영주체의 다변화에 대한 대응과 구매의사결정 지원을 강화하고 대체 정보자원의 제공 등 기존의 KESLI 시스템을 개선하여 대학도서관, 전문도서관, 연구소, 기업 그리고 학술정보 출판사 및 공급사의 전자정보 공동구매 활성화 및 이용자 만족도를 제고하였다.
