Safety is built in to the activities of the prudent ship operator. Ant investment made towards this end is likely to have a measurable payback in positive terms. That there must be an investment is inevitable, because the industry at large has let things slip too far too long. Those who have not allowed it to slip too far and who are the first to recognize that safety, far from costing money, in the long term actually preserves it, will be wieners. Too many seem to have lost sight of the fact that every one hundred pennies saved is a full one hundred pennies profit. Every hundred pennies of additional revenue contributes no more then fifteen pence to profit. Environmental protection is not so simple, nor so financially attractive. Man needs the minerals of the Earth as well as the products of the soil and sea survive. We(the human race) are still not in the position, politically or financially to manage the Earth's assets without causing damage. The evidence of our damage is evident in many different parts of the Glove and will in some cases haunt several generations still to come. We have learned a lot, and continue to learn, but despite the best intentions some Government needs for their people will be at the expense of people in another region for the foreseeable future. We sailors ply the seas with the raw materials of commerce as well as the finished and part finished goods. It does not always sit well to consider too deeply what effect the ship and the cargo it carries is having, or may have, on some communities, or on the sea through which sail. None my generation can hold up his head and claim to be without blame in the pollution of the seas. Times are changing though, and Governments are turning their attention more to the protection of our planet and its precious resources. This will not be without cost. The investment will have to be made not for our benefit, but for the benefit of generations yet to come, however the cost will have to be borne by society as a whole, not by the shipping community alone. The debate surrounding the choice between engineering our way to a better tomorrow, or adapting our working practices will continue. Each method has the same goal as its target and as long as we attain the goal does it really matter how we get there?

The study aims to assess the impact of foreign direct investment (FDI) and international trade (export and import) on Vietnam's economic growth for the 2000-2018 period. Secondary data is taken from the General Statistics Office of Vietnam. Ordinary least-square method is used in analyzing the impact of FDI, export and import on economic growth of Vietnam. Empirical test results show that FDI and international trade are related to Vietnam's economic growth. However, each economic variable has a different impact. FDI has a positive and statistically significant influence on economic growth of Vietnam. Export also has positive and statistically significant impact to the economic growth, while import has a negative but not statistically significant effect. The result is useful for the policy makers of Vietnam on foreign economic relations. In order to improve the effect of FDI and international trade on growth of the economy, the government of Vietnam should: (1) continue applying preferential policies to attract FDI; (2) select foreign investors aiming to quality, efficiency, high technology and environmental protection; (3) continue pursuing export-oriented policy; (4) enhance the added value of exported goods and control the type of imported goods; (5) further liberalize trade through signing and implementation of international trade commitments.
국가 기반시설에 대한 투자 확충으로 인해 신설 도로의 건설이 급격히 증가하고 있으며 기존의 도로 역시 지속적인 확장 및 선형 개선 등으로 인해 도로 절개비탈면의 수가 급속히 증가하고 있는 추세이다. 도로 절개 비탈면이 증가됨에 따라 매년 많은 인명피해와 재산 피해가 발생되고 있으며 국내에서는 이러한 낙석 및 산사태로 인한 피해를 저감하고자 하는 취지에서 많은 연구가 수행되고 있다. 일반적으로 국내 도로사면의 대부분은 국토해양부에서 발간한 "도로안전시설 설치 및 관리지침"에 근거한 표준낙석방지시설을 사용하고 있으나 이러한 낙석방지시설이 실제 낙석 발생 시 큰 파손 없이 낙석을 방어할 수 있는 지에 대해서 많은 의문점들이 제기되고 있다. 또한 기술수준이 미약하여 전체적으로 해외 기술력에 의존하고 있으며, 낙석방지망의 경우 부분적 취약점(일체화가 되지 못함)으로 인해 충분한 지지능력을 발휘하지 못하고 망이 터지는 문제점 등이 발생됨에 따라 국내에서도 보다 높은 낙석 에너지를 지지 할 수 있는 낙석 방지망에 대한 연구가 필요할 것으로 판단된다. 이에 본 논문에서 낙석방지망 인발시험장치를 이용하여 기존 PVC코팅망과 Expanded Metal에 대해 동일한 조건하에 인발시험을 실시하여 Expanded Metal 특성을 연구하였다. 실험결과 기존 낙석방지망인 PVC코팅망은 일체화가 되지 않는 재료의 특성상 충분한 지지능력을 발휘하지 못하고 망이 터지는 문제점이 발생 되었다. 반면 실험결과 Expanded Metal은 재료의 특성이 일체화 되어있어 하중지지능력이 우수하고 낙석방지망 대체 재료로서 충분히 가능한 것으로 판단되어진다.
Trade and the environment emerged as a major and complex issue for trade negotiators in the final stages of the Uruguay Round negotiations. The agreements and other international measures employing trade measures and trade sanctions for achieving global environmental objectives are Vienna Convention on the Protection of the Ozone Layer(1985), the Montreal Protocol on Substances that deplete the Ozone Layer(1987), The Framework Convention on Climate Change(1992), the Convention on Biological Diversity(1992), the Basel Convention on the Control of Transboundary Movement of Hazardous Waste and their Disposal(1992), the Convention on International Trade in Endangered Species of Wild Faunna and Flora(1975), the Rio Declaration, the Agenda 21, etc. The texts of the World Trade Organization(WTO) incorporated certain provisions which were designed to reflect some of the environmental concerns are Trade-Related Aspects of Intellectual Properity Rights(TRIPs), Trade-Related Investment Measures (TRIMs), the General Agreement on Trade in Services(GATS), and Technical Barriers to Trade(TBT) There is the possibility of conflict between multilateral environmental agreements and WTO agreements granting waivers against trade measures and sanctions. This remains a possibility, especially between countries which are Member of WTO and which are not Members of the relevant multilateral environment agreements, and countries which are Members of both the WTO and the relevant MEAs. Measures taken under the trade-related provisions of MEAs could potentially give rise to conflicts under obligations arising in WTO texts. If the parties in dispute are WTO members while they are not members of MEAs, the WTO provisions can be granted a certain priority in terms of international norms and vice versa. When the parties concerned are both WTO members and MEAs, it will be rational to grant the WTO provisions a priority. However, such measures should neither constitute a means of arbitrary or unjustifiable discrimination between countries where similar conditions prevail, nor create a disguised restriction on trade. Also any trade measures taken should be necessary to prevent developments in trade from endangering the effectiveness of an MEA and they should be proportional and least trade restrictive.
How to protect the environment without sacrificing the human environment and economy at the level of region is on of the most difficult issues of recent times. Bureaucratic Approach of Local government has failed, and an Impetus has arisen to develop new tools of analysis, useful for finding policy leverages focused on sustainability. This paper focus on understanding dynamic relationships between regional economic system and environmental system, and presenting possible framework for finding policy leverages in dynamic interaction behaviors. The case, selected in this study, is Nacdong river regions case, which is related many meaningful issues about sustainable development: two big metropolitan government and dwellers have different opinion with regard to construction of large scale Industrial pack, drinking water supply, and environment model consisting of three sectors: regional economy sector, river pollution and drinking water sector, environmental protection and investment policy sector Finally, this paper deal with how to link policy leverage to causal loop structure for the sustainable development of two regions.
This study is aimed to review the previous research accomplishments with analysis of problems and to suggest the counter plan for the watershed management and the ongoing research strategy. Phytoremediation provides a cost-effective techniques having a merit of low investment and maintenance cost. It could be one of the best techniques, which is an alternative plan to overcome economical situation and lack of experts in our country. In forest watershed affected by waste water and heavy metal pollutants should be controlled by vegetative remediation system, but the disposal techniques of harvested plant materials should be developed. Also, high degree areas of natural vegetation as a key model to recover the vegetation should be well conserved. It is important to restore forest continuity between upper stream and lower stream basin with the restoration of damaged in forest watershed. It is established to integrated protection system for land use and management plan and to natural environment evaluation methods affected by projects such as erosion control and developments in stream and forest. In addition, I suggest the continuous environmental monitoring system to treat the pollutions concerned.
Among the rivers in Korea, the Han River is the largest, most important one, which runs through the Seoul metropolitan region in the west toward the yellow sea. In the Han River basin there live as many as 17.1 mil. people including appr, 11 mil, citizens in Seoul. The Seoul Metropolitan region, already containing appr. 40% of the nation's total populating, expectedly poses an ever-growing polluting burden to the Han River. Due to Korea's vigorous industrialization and heavy urbanization in the past quarter century, water pollution was observed to be increasing in the Han River until the mid-1980's, but thereafter the Han River began to improve little by little by virtue of the government's massive investment and all-out efforts in water preservation. Public awareness on the importance of environmental protection is increasing unprecedentedly. With a view to meeting people's growing demand for clean water and pleasant environment, the government established the "Comprehensive Mid-Term Environmental Conservation Plan" (1992∼1993) in 1991. According to the plan, 1,315 bil.won(1.7 bil.us$ ) is to be poured into the Han River Basin to install 113 water pollutant abatement plants including 43 treatment facilities. To successfully cope with the future's challenging need for the environmentally sound sustainable development, a variety of measures and an array of policies are going to be incorporated with emphasis on, -redistributing such polluting sources as population and industries -tightening control of the water pollutant discharge -restricting the pollution-accompanying land use -enhancing the assimilation capacity of the river -stirring up the public awareness and participation in the environment protection We hopefully anticipate that with those e(forts the Han River will improve as drawn in the attached "1996's Envisioned Han River Quality".
Heilongjiang Province has set up 104 nature reserves, with a total area of 2,641,700 ha, or 5.88% of the total area of the province. These constitute a network of nature reserves comprising most important types of nature reserves. and play an active role for improving the protection of the ecological environment and for the continuous economic and social development of the province. But in the management of these nature reserves, there are still some problems with people's idea, with educating the public, and with capital investment. These problems should be treated seriously. To preserve our natural heritage and biodiversity and to promote the sustainable development of our society and economy, it is projected that by the year 2000. the number of nature reserves in Heilongjiang is to reach 109, covering 6.17% of the total land area of the province. This percentage will be further increased to 8.62% by 2010, at which time the network of nature reserves is to have a proper distribution and comprehend all the important types of nature reserves. This will ensure the healthy development of the cause of nature conservation. with systematic planning, active protection. and sustainable use, so that ecological and social benefits can be developed hand in hand with economic benefits.
Since the recent COVID-19 pandemic, countries have been strengthening trade protection for their security, and the importance of securing strategic materials, such as food, is drawing attention. In addition to the cultural aspects, the global preference for food produced in Korea is increasing because of the Korean Wave. Thus, the Korean food industry can be developed into a high-value-added export food industry. Currently, Korea has a low self-sufficiency rate for foodstuffs apart from rice. Korea also suffers from problems arising from population decline, aging, rapid climate change, and various animal and plant diseases. It is necessary to develop technologies that can overcome the production structures highly dependent on the outside world of food and foster them into export-type system industries. The global agricultural industry-related technologies are actively being modified via data accumulation, e.g., environmental data, production information, and distribution and consumption information in climate and production facilities, and by actively expanding the introduction of the latest information and communication technologies such as big data and artificial intelligence. However, long-term research and investment should precede the field of living organisms. Compared to other industries, it is necessary to overcome poor production and labor environment investment efficiency in the food industry with respect to the production cost, equipment postmanagement, development tailored to the eye level of field workers, and service models suitable for production facilities of various sizes. The objective of this study is to provide information for improving the domestic particulate matter (PM) management. To achieve the study goal, we reviewed the past and current practice of PM management in the United States (US). Our review includes the assessment about the philosophical foundation and effectiveness of PM management, systematic program implementation to reach desirable PM conditions, and steady development of analytical tools including photochemical air quality models. We noticed that the current US PM management approach has improved annual $PM_{2.5}$ concentrations 22-48% in various parts of the US in the last 16 years. In addition, we analyzed strengths and difficulties in the past US PM management implementation. Based on the results of our analyses, we propose key elements to establish more effective domestic PM management in the future than now: steady investment in technological innovations and close-communications between local governments and the central government at various stages of PM management.
