Considering the recent substantial increase in national research and development (R&D) budgets in the energy sector there has been increased Interest in the effectiveness of government R&D investments. We conducted a case study to calculate the allowable scale and effectiveness of R&D investment by calculating the direct performance improvement effect resulting from R&D investment as an economic value. Using conditions that existed prior to R&D investments as a reference, five cases in which performance improved due to R&D investments were compared and analyzed. The government's financial investment is increasing rapidly in line with the establishment of the national hydrogen roadmap. R&D is needed to enhance the current low technology readiness level of hydrogen fuel cells compared to solar and wind energy fields. Therefore, an R&D project to improve the performance of the fuel cell system was selected as this case study's subject. Using the results in this study, the allowable level of investment in the task unit of national R&D projects could be calculated. Moreover, it is advisable to provide a standard for rational decision making for new R&D investments since it is possible to determine investment priorities among a large number of candidates.

This paper is concerned with an estimation of optimal investment of road sector in 1996-2005. The main method is a Computable General Equilibrium (CGE) Model for Korea in which the optimal solution is derived in a recursively dynamic path. The model is composed of three main modules: the supply, the demand and the price. In this paper, the investment demand for the road is optimized with subject to national economic growth and price inflation. If the annual inflation level and the economic growth rate during 1996-2005 are set to 4.5%-5.0% and 6.0%-6.5% respectively, the optimal demand for the road investment is estimated as 155.1-180.1 trillion Won or 3.33%-3.89% of the GDP for ten years. It implies that the additional increase of the road investment by 0.61%-1.15% of the GDP is required for sustainable economic development, since the share of the road investment in the GDP of the latest 5 years has stayed around 2.27%. However, it is necessary to reduce construction investments on housing as well as to promote private financing of the road in order to maximize an efficiency of resource allocation.

Within the article, strategic guidelines for the modernization of microeconomic systems are identified. Modernization levels of the potential implementation are formalized for enterprises: contractile, extensive technical, technological, progressive, adaptive, steady, intensive, creative, absolute and leader modernization. This allowed to specify the directions and tasks of the enterprise modernization at different management levels. Accordingly, the conditions and criteria for selecting resource tools are set. It is proved that the strategies of the potential modernization of enterprises must be carried out at four main management levels: first, at the enterprise level; secondly, for a particular type of product / service; third, by functional directions of modernization of separate spheres of the enterprise activity or responsibility, fourth, at the level of structural units of the enterprise. It is substantiated that in the processes due to the activation of the potential modernization, the resources are transformed into the results of the innovation implementation and the investment strategies modernization. A system of tasks for the corporate strategies implementation in order to modernize microeconomic systems has been formed. Key vectors of the activation determine the nature and properties of investment resources and necessary innovations to enhance the modernization potential. With the rapid development of the Fourth Industrial Revolution and digital transformation, scientific and technological innovation measures are being devised to overcome Korea's low-growth, high-cost structure. Accordingly, by examining the R&D investment evaluation system of R&D PIE (R&D Platform for Investment and Evaluation), which has been promoted by the Korean government in response to the Fourth Industrial Revolution, from the perspective of R&D transformation, this study aims to explore a new path for a sustainable national science and technology innovation system following digital transformation. In particular, from the perspective of R&D PIE, a MLP (Multi-level Perspective), which had been conducted as an abstract theoretical study, was attempted with specific cases and analysis for each of the three layers: niche, landscape, and regime. In conclusion, R&D PIE was intended to elevate the abstract R&D investment evaluation system to a platform that leads innovation in the digital space of the Fourth Industrial Revolution. In addition, it was confirmed that the R&D PIE could be replaced or enhanced as a platform for innovation in response to the Fourth Industrial Revolution, thereby providing an alternative to job creation and an escape from economic crisis.
This paper analyzes the impact of the change in telecommunication regulation changes including the unification of telecommunication service on network investment. The unification of telecommunication service plays a role of separating behavior regulation from entrance regulation and reducing entrance constraints. Therefore, it is expected that the market spillover effect is high through the improvement of behavior regulation. In addition, the effects of the other regulation changes in the 2010 Telecommunications Business Act revision are analyzed. This paper discusses critical factors affecting the decision making process in respect to the firm level and analyzes the impact path guiding investment and innovation. The key findings are as follows. First, the impact of entrance deregulation depends on the intensity of deregulation. If the intensity is not high, this regulation increases the incentive on investment and innovation. However, if the intensity is high as shown in abolishing of licensing, it affects the incentive negatively. Second, if interconnection regulation focuses on existing facilities or the intensity is not strong, this light handed regulation might increase investment and innovation. However, if interconnection obligation is expanded to the facility not constructed or the facility applying new technology, this regulation might deteriorate investment. Third, price deregulation increases the competition of service but it also increases the business opportunity, which means positive effect on investment. Finally, the paper proposes the guideline for telecommunications policy.
Purpose - Purpose of this paper is to review and examine FTA of two countries, Korea and China, in terms of the investment aspects in bilateral FTA. Traditionally, there have been much mutual exchanges for international trade and investment between two countries for a long time. As the FTA has established between Korea and China in recent years, it can be expected that there will be more possibilities to take wide investment opportunities, which is mutual benefit to both countries in FTA era. Research design, data, and methodology - The methodology to be taken is to look into, first general economic situations and a brief look at FTA from each countries, and then to examine investment aspects in present and future between Korea and China. Results - The result examined in this research is that each country has been involved into mutual investment step by step, and it is also revealed that investment activities have been growing steadily as time goes by. Conclusions - The FTA between Korea and China has new chance and hope for mutual co-operation in relation to investment aspects of the FTA at the level of economic exchanges, which can fully utilize national resources of each country.

Korean IT industry has been given much weight in national R&D management. A negative side of this fact is that Korean economy is likely to become vulnerable to a condition of the export business in certain items of IT industry which has a serious influence on the national economy. A customized investment strategy through the analysis of technology competitiveness and R&D status in each technology of IT field is required in order to rectify the structural vulnerability and pursue a continuous growth. In this research, a strategic direction to set up an efficient investment strategy is presented. In this process, it draws a portfolio analysis with two axes of technology level and technology life cycle. It also derives a priority order of the national investment considering the degree of technological impact, marketability, and adequacy of public support from AHP (Analytic Hierarchy Process) method by a survey of IT experts. A portfolio analysis in the prior stage helps the respondents in AHP become more familiar with the alternatives' characteristics so that their decision making process more corresponds with national R&D strategies.
In this study it was assumed that planning was composed of three activities -resource assessment standard setting information seeking and implementing was composed of money investment and time investment, Two variable groups which were assumed to be related with planning and implementing were household characteristics and housewife's value characteristics. Money investment to children's education was significantly affected by income, net wealth of household instrumental value of eduation and information seeking about private education. The variables assumed to affect time investment to children's education were instrumental value of education information seeking about private education and expected education level.
In this paper, I illustrate the situations and problems rail industry is faced with. The rail industry has been suffering deficiency in investment with low technical level. Lacks of strategic marketing plans and low competitiveness in the industry led to a small portion of modal share, estimated at 12.6% in 2001(person base). Recently, rail industry has caught up with the current flow of changes. For example, a prototype of Korea high speed train had been manufactured to be successfully tested on commercial track. And the amount of rail investment increased gradually. The rail industry of EU nations, America, Japan reveals good outcomes, which keeps the balance in the black thanks to growth of investment in rail and high technical level. I have come up with some ideas for improvement, which I believe will be helpful to lead the rail industry. First, I suggest the upbringing of rail industry and technology on a national level. Second, expanding the rail network with the rail modernization. Lastly, I think it is crucial to establish a law and institution before we advance into overseas markets.
As the need for quantitative qualities of IT investment performance heightens, numerous research organizations are developing various measurement methods for the quantitative evaluation and its currency value conversion. Corporations utilizing these methods to evaluate IT investment performance are gradually increasing. However, working-level staff in the corporations that have introduced the quantitative evaluation can not assure if the evaluation sufficiently reflects the actual effect provided by IT since the results arising from the conversion of currency value can't be visibly confirmed. This study tries to identify whether the quantitative evaluation of IT investment performance can be explained in terms of the level of consumer satisfaction proven by the qualitative evaluation by analyzing the level of consumer satisfaction and quantitative evaluation of a case company and identifying the correlation between them. As the result of the case study, the following points have been concluded. Firstly, the currency value of IT effect correlates with the level of consumer satisfaction. Secondly, in order to come up with a rational currency value of IT effect, developing an indicator as well as managing data on currency conversion that will enable the internal system's efficiency to become more quantitative is essential. Thirdly, IT ROI is not appropriate to compare the performance between systems and is utilized as a measurement standard for each system's performance and efficiency. Lastly, quantitative evaluation is still inadequate in the evaluation of the system's strategic side, and consumer satisfaction can be utilized as a supplementary method.
