무역경기지수(TBI) 개발에 관한 연구 (A Study on Trade Business Index Development)

  • Today, the world is considered to indispensable basic data in specific gravity of international trade is increasing in economic activity of every country with globalization, and trade connection index number analyzes an economy or part of trade that contribute to economic growth of a country along with other foreign trade statistics and evaluates along with this. Also, it is becoming one of big subject for economic policy person in charge and related economists I do how measure movement of amount, price and amount of materials in trade. But, about till now interest lack about trade index and trade index creation theoretical, it is actuality that export, import connection index number or similar research is not attained much into domestic and overseas from study tribe which is gone ahead. Moreover, study that try to judge and forecast stream of market applying trade connection index number is hard to find on study until now. And, in this research, there is the objective to figure out stream of Korean market change through trade business index creation that base on Korea Customs Administration export and the importation data and this is differences with several study, and at the same time, it is value of this study.

  • Korean Government has been actively and aggressively promoted the global e-commerce (or e-trade). However, the global researches regard the Korea as the passive or retrogressive country in e-trade. The purpose of this study is to clarify the change of the policy paradigm on the e-trade of Korea and to search for new paradigm based on the total amendment (or inauguration) of the e-trade promotion law. The research concludes the current political paradigm on "the Designated total solution provider" should be separated from the e-trade infra or platform. More competitive and market-oriented paradigm of the promotion support on e-trade metamediary should be evaluated in terms of facilitator, service provider and collaborator.

Strategic Trade Policies under International Process R&D Competition with or without Market Leaders

  • Purpose - The purpose of this paper is to study strategic trade policies under international process research and development (R&D) competition with or without market leaders for free trade and a subsidy regime and compare the effects of R&D subsidies and export subsidies on the equilibrium levels of firm profit and social welfare. Design/methodology - For the analysis, we use previous work by Haaland and Kind (2008) and construct a differentiated goods duopoly model, wherein two firms compete via quantity in a third-country market for free trade and the subsidy regime. We consider simultaneous-move quantity competition when the two firms choose their quantities simultaneously and sequential-move quantity competition when they choose their quantities sequentially. The results are compared to those of Balboa, Daughety and Reinganum (2004), who studied export subsidies. Findings - The following are the findings. First, the results of firm preference orderings regarding firm position from Dowrick (1986) and Balboa, Daughety and Reinganum (2004) may not hold in our model when the firms' strategies are strategic substitutes under free trade. Second, the preference rankings under Cournot competition for free trade and a subsidy regime are the same as those in the strategic trade policy of export subsidy. Third, except for the cases of too close substitutes and complements, the results of firm and government preferences regarding firm position are different from those of Balboa, Daughety and Reinganum (2004) in that Stackelberg leadership in a subsidy regime is advantageous when the goods are substitutes but is disadvantageous when the goods are complements. Moreover, the equilibrium level of firm profit is the highest in the Cournot-Nash play when the goods are substitutes in a subsidy regime. Fourth, except for the cases of too close substitutes and complements, the results of firms' and their respective governments' trade regime preferences are similar to those of Balboa, Daughety and Reinganum (2004) in that a Stackelberg leader firm and government prefer free trade if the goods are substitutes and prefer a subsidy regime if the goods are complements. Furthermore, a Stackelberg follower firm and government strongly prefer a subsidy regime to free trade. Originality/value - By analyzing the effects of R&D subsidies and export subsidies in international markets, we can find similarities and differences between them in international markets.

한국과 베트남의 무역 및 투자협력 증진방안에 관한 연구 (Strategies for Promoting Trade and Foreign Direct Investment between Korea and Vietnam)

  • This paper suggests several strategies for promoting Trade and Foreign Direct Investment cooperation to the Korean government and companies as follows ; For Korean government, its trade policy would be given much weight on the import from the Vietnam in the early developing stage. This import could be compensated and increased with the counter export of Korean products like the industrial goods. For Korean companies, they would make haste to invest and develop the abundant energy and natural resources in Vietnam. Their desirable strategies would be moving small scale projects into large ones, production partnerships with the foreign developed and experienced companies, and international joint ventures for using inward FDI incentives. The long range vision and perseverance are indispensable for promoting trade and foreign direct investments between and Korea and Vietnam and both parties' win-win results and development in the end.

Legal Implications of U.S. CVD on Tires and Undervalued Currency in the WTO's SCM

  • Purpose - This paper examines whether the imposition of countervailing duties by the United States on undervalued foreign currency is legally consistent with the WTO's SCM Agreement. Design/methodology - The study uses a methodology that involves analyzing relevant WTO agreements, prior panel reports, Appellate Body decisions, and other legal documents. Findings - The findings suggest that to impose countervailing duties, certain legal requirements must be met, including financial contribution, benefit, and specificity. The paper also notes that when calculating the benefits of undervalued foreign currency, losses from import activities due to currency undervaluation must be considered. Additionally, classifying all exports to the US under specific industries or business groups is likely to be inconsistent with the SCM Agreement. Originality/value - Even the US countervailing measures on exchange rate subsidies may not comply with WTO regulations due to incorrect calculation of benefits and a lack of specificity, however, it suggests that when intervening in the foreign exchange market, the measures should aim to achieve only minimum policy goals.

통상 이해관계자 간 상호작용 관련 텍스트 네트워크 분석(TNA) - 한국 통상부처와 입법부 관계를 중심으로 (Text Network Analysis of Korean Trade Stakeholder's Interactions - A Focus on the Trade Ministry and the Legislature)

  • This study aims at analyzing the interactions between two of the most significant trade stakeholders in Korea, the Trade Ministry and the Legislature, using text network analysis. Tackling seven Action and Plan Reports for Requests from Parliamentary Inspection released by the National Assembly, this paper conducts a topic modelling analysis, particularly focusing on the reports for the three trade-related institutes: the MOTIE headquarter, Korea Trade Insurance Corporation, Korea Trade and Investment Promotion Agency. According to the analysis, such traditional topics of the MOTIE as enterprise, industry, business, management, development were frequently appeared in the reports. Trade-related topics including export, trade, commerce, investment, overseas, domestic, dispute, cooperation, efficiency, negotiation, service, promotion were repeatedly shown. Lastly, a case study on 2019 Parliamentary Inspection Report showed specific trade-related topics and relevant contents that raised issues in that year. This analysis implies that the text data driven from the Parliamentary Inspection Reports between the MOTIE and the National Assembly, can be established as so called 'trade policy information system' which are valuable not only for the two but also the rest of the trade stakeholders in Korea.

우리나라 수산업의 글로벌화 수준 평가 -국제연계도 및 국제통합도 분석을 중심으로- (A Study on Korean fisheries' Globalization level: focusing on LIT and IIT)

  • The objective of this study is to examine Korean fisheries' globalization level. For that, this paper discusses structural changes of world fisheries and level of korean fisheries' globalization. Fisheries' globalization is measured by comparison of IIT(intra-industry trade) and LIT(level of international trade) on eleven countries(Netherland, UK., USA, France, Japan, Spain, Korea, Taiwan, Thailand, Indonesia, Philipinnes). And analysis data are obtained from UN-UNCTAD PC-TAS and FAO Fishstat. As a result of measure of fisheries' globalization, Netherland is the most globalization country of eleven countries. And the next order is Spain, UK, France, Thailand, Taiwan etc. We can classify these countries into four types. Type I is 'International linkage and integration global indutstry' inculding Netherland, UK, Spain, France. Type II is 'Interantional integration global industry' including Taiwan and S. korea. Type III is 'international linkage global industry' including none of eleven countries. Finally, type IV is 'domestic demand and self-sufficient industry'including Thailand, USA, Japan. So we can name the type of korean fisheries' globalization as 'interantional integration global industry'. Usually this type is evaluated that level of international trade is not high but level of intra-industry trade is high. As a result, from now, we should consider policy directions of korean fisheries whether to decide one of four types or not.

국제통상 관점에서 탄소국경조정제도(CBAM) 평가 (Evaluation of Carbon Border Adjustment Mechanism (CBAM) as a Perspective of International Trade)

  • Although awareness of the need to respond to climate change is expanding, various controversies are being raised about the EU's Carbon Border Adjustment Mechanism (CBAM). The EU has announced that they will implement CBAM as responding to climate change and preventing carbon leakage. However, the questions are raised as to whether it is actually effective in preventing carbon leakage. Above all, CBAM has its own contradictions, thus it could not be easy to implement. This is because the possibility of violation of the WTO principles is high and there are many issues in implementation. Emission Trading System (ETS) based on CBAM differs by country, and international linkage is not easy in that ETS is not a widely used system worldwide. The EU's CBAM is highly likely to be used as a trade restrictive tool, and is inevitably subject to trade disputes in that it imposes additional tariffs. The unilateral implementation of CBAM should be restrained unless support from the international community and consideration for developing countries are not taken into account.

한국 전자무역의 글로벌 전략과 과제에 관한 연구 (A Study on the Global Strategy and Challenges of Paperless Trade in Korea)

  • Paperless trade is a new trade paradigm that has innovated on traditional trade procedures, which relied on manual work in the past, and applied an IT-based e-document standard. To realize paperless trade in Korea, a lot of efforts have been made. Korea has overcome many difficulties, a lack of awareness, trials and errors, etc. at the initial introduction stage and strived to establish a stable infrastructure through the government's policy support and active cooperation with the trade business communities and related organizations. Now, Korea became a well-known leader in IT industry, especially in the paperless trade infrastructure and strategic policies. The one-stop trading system named 'uTradeHub' is operated by a paperless trade service provider, Korea Trade Network(KTNET). uTradeHub includes trade finance and settlement, customs clearance and export and import logistics, improving trading procedures and reducing related expenses. Private-Public joint efforts from Korean government and private sectors which have respectively fulfilled their role and function with market-oriented practical policies and strategies has lead Korea a world leading country in paperless trade. Moreover, Korea expended its efforts to the global areas. Korea has started to activate multi-national paperless trade alliances such as PAA(Pan-Asia e-Commerce Alliance), ASEAL(Asia Europe Alliance for Paperless Trading) as well as established the bilateral cooperative networks with China and Taiwan. The one-stop trading system, uTradeHub should keep close cooperations between nations since trade itself is implemented in a cross-border ways. In the near future, it is expected uTradeHub can achieve best results in the simplification of procedures and cost savings when an international linkage is completely established with international cooperations.

  • During the past decade after entering the World Trade Organization (WTO), China has quickened its integration into the global economy while its foreign trade has been further invigorated. On the 10th anniversary of China's accession to the WTO, the Chinese government issues White Paper to give a comprehensive introduction to China's foreign trade development. Through this paper, the Chinese government introduces I. Historic Progress in China's Foreign Trade II. Reform of and Improvements to China's Foreign Trade System III. The Development of China's Foreign Trade Contributes to the World Economy IV. Promoting Basically Balanced Growth of Foreign Trade V. Constructing All-round Economic and Trade Partnerships with Mutually Beneficial Cooperation VI. Realizing Sustainable Development of Foreign Trade. At present, the underlying impact of the international financial crisis, the protracted, arduous and complicated nature of the world economic recovery is manifesting itself, and the global economic structure and trade layout face in-depth readjustment. China will make new adjustments to its foreign trade, in an effort to turn foreign trade from scale expansion to quality and profit improvement, and from mainly relying on its low-cost advantage to enhancing its comprehensive competitive edge, thereby turning China from a big trading country to a strong trading power. China's foreign trade is still hampered by many uncertainties and is bound to meet new difficulties and challenges. During the 12th Five-year Plan period China will open itself wider to the outside world as a driver for further reform, development and innovation, make full use of its advantages, strengthen international cooperation in all respects. And at the same time China integrate itself into the world economy on a wider scale and at a higher level. China is willing to work with its trading partners to cope with the various challenges facing the world economy and trade, and promote its foreign trade to realize a more balanced, coordinated and sustainable development, and share prosperity and mutually beneficial results with its trading partners.
