Air pollution problem has been one of the most urgent global environmental problems since UN Framework Convention on Climate Change accepted in Rio Conference, 1992. International environmental regulations of global community to reduce the green house gases have influenced the domestic environmental policies. International trends of environmental regulation are introduced in this paper.

Under New Climate Regime, countries are trying to enhance environmental regulations to meet international standards. This study is designed to examine the relationship between the relative level of environmental regulation of the importing countries and the export performance at the industrial level. Panel data from 2009 to 2018 was established for 12 top export industries and empirical analysis was conducted. For the analysis method, panel OLS, Hausman-Taylor, and panel GLS were used based on the results of the Hausman verification. The dependent variable is the export performance of each industry. As the independent variables, the relative level of environmental regulation, GDP per capita of the importing country, exchange rate, FTA agreement, and physical distance from the importing country were used. Results show that the relative level of environmental regulation has a negative effect on export performance of semiconductors, displays, special machines, general machines, electric appliances, and home appliances. On the other hand, there are no relationship between the relative level of environmental regulation of the importing country and export performance of automobile, petroleum refining, petrochemical, shipbuilding, and communication equipment industries.

The environmental regulation violation of the Korean firms is causing severe environmental pollution lately. Nevertheless, there are few studies on the firm's pattern of environmental regulation violation. In this paper, for the pattern of environmental regulation violation of the Korean firms, we give a type of statistical data analysis using the correspondence analysis. Therefore, with more effective control and inspection based on this, we have an effective and enforceable system decreasing the violative firms.

The environmental problems such as global climate change, global waming, ozone depletion, environmental pollution have been caused by the rapid economic growth, increasing in use of fossil fuels for industrialization and scientific technology development. Especially human activities are significantly altering the atomosphere's composition and its radiative properties. To Stabilize greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system, the international community adopted the UN Framework Convention on Climate Change in 1992 and Kyoto protocol in 1997. Also to protect ozone layer the international community adopted the Vienna Convention for the Protection of the Ozone Layer in 1985, and the Montreal Protocol on Substances that Deplete the Ozone Layer in 1987. To achieve global environmental objectives, some multilateral environmental agreements includes trade regulation. For example, Montreal Protocol includes the provisions to regulate the world trade of the sudstances which might destroy ozone layer. However Kyoto Protocol has no provisions to regulate trade and is not in force yet. Although there is no trade regulation article in Kyoto Protocol, the international world trade will be influenced by limitation and reduction of CO2 and strengthening the CO2 emission standard for import good. For example Korean car industy agreed with EU to reduce CO2 emission from new passenger car and Korean Semiconductor industry agreed with WSC(World Semiconductor Council) to reduce PFCs in 1999.

본 연구의 목적은 본 연구의 목적은 최근 국제무역이 활발하게 진행되는 과정에서 발생하는 다양한 규제들 중에서 IT 분야의 규제들에 알아보고 글로벌 시장으로 진출하기 위한 대응전략을 제시한다. 급속한 과학기술의 발전과 더불어 인류가 당면한 가장 문제인 환경 분야에 대한 이슈가 나타나고 있으며, 이중 화학물질에 대한 규제가 강화 되면서 각국은 적극저인 환경규제와 이슈에 대한 대응 전략을 모색하고 있다.

최근 친환경적 요소가 중요해지면서 전통적인 무역구조에서 친환경적 무역구조로 그 패러다임이 변화하고 있다. 이와 동시에 환경과 연계한 국제무역환경규제가 점점 증가하면서 환경규제가 새로운 무역장벽으로 부상하고 있다. 이에 본 연구에서는 국제무역 환경규제를 파악함으로서 이것이 기업의 Green SCM 활용에 영향을 미치는지에 여부에 대한 연구를 실시하였다. 특히 과거의 전통적인 무역구조에서 최근의 친환경적 무역구조로의 변화 패러다임의 흐름을 바탕으로 하여 본 연구를 진행하였기에, 현존하는 수출 기업들에게 앞으로 친환경적 무역구조에 발맞추기 위해서 무엇을 중점적으로 시행하면 되는지에 대한 관점을 제시하고자 하였다. 본 연구의 결과를 바탕으로 하여 도출되는 시사점을 제시하였다. 첫째, 국제무역환경규제가 높을수록 Green SCM 활용 중 녹색구매와 역물류 네트워크 활용정도가 향상되는 것으로 나타났다. 둘째, 국제무역환경규제가 높을수록 공급업체와의 파트너십 정도는 약화되는 것으로 나타났다.

본 연구는 외국의 환경규제 수준과 한국의 수출 사이의 관계에 대한 실증분석으로서, 82국가에 대한 2001년 수출자료를 이용하였으며 중력모형을 기본모형으로 하여 회귀분석한 결과 다음과 같은 결과를 얻었다. 첫째, 전체산업에 대하여 환경규제가 수출에 미치는 효과를 분석한 결과 환경규제가 강한 나라일수록 우리나라의 수출이 증가하고 있다. 둘째, 환경오염산업으로 분류된 17개 산업에 대하여 개별적으로 분석한 결과, 대체로 환경규제변수의 영향이 존재하지만 개별 산업에 따라 그 영향의 정도는 다르며 전체적으로는 매우 큰 영향이 있다고 보기는 힘들다.

EU를 중심으로 전 세계적으로 확산되고 있는 국제환경규제는 국내의 성장동력인 수출에 커다란 무역장벽으로 작용하고 있으며, 이로 인하여 국내기업의 경영여건은 갈수록 어려워지고 있다. 그동안 사후대응에 머물고 있던 국제환경규제를 역이용하여 국내 기업들이 적극적인 선제적인 대응으로 나선다면 수출시장을 선점할 수 있는 좋은 기회가 될 것이다. 본 논문에서는 국제환경규제에 대한 국내 기업들의 새로운 시장 확대 계기 및 경쟁력 향상을 위해서 지금까지 진행된 국내의 국제환경규제 대응 현황을 살펴보고 앞으로의 대응방향에 대해 고찰하였다.

국제해사기구(International Maritime Organization ： IMO)에서는 선박에서 발생되는 오염물질 등에 대한 규제강화를 위하여 최근 새로운 해사환경협약의 채택 및 발효를 강력히 추진하고 있다. 우리나라는 국제해사기구의 A그룹 이사국으로서의 국제적인 위상과 해양환경 보호를 위하여 현재 발효되고 추진 중에 있는 협약들에 대한 연구와 대처를 효과적으로 하여야 한다. 이 논문은 해양관련 환경규제협약인 패기오염방지협약, 선박의 유해방오도료 사용규제협약, 밸러스트수 배출규제협약, 선박으로부터 오수에 의한 오염방지를 위한 협약 등의 주요 현안을 파악하고 분석하여 이에 따른 대응책을 제시하고자 한다.

These days the international environmental regulations of the developed countries, especially from the EU, are rapidly changed to the regulations of product-based environment from a conventional end-of-pipe environmental technology. Especially the motive in this paper come from the EU's electrical and electronic equipment environment regulation. It may affect much to whole export of Korea Firms Integrated product policy has the potential to increase not only competitive power in today's global market, but also trade compatibility between countries. Furthermore it is important to make a contribution to sustainable development. CEOs must change their notions about firms' environmental policy from the end-of-pipe approach to the sustainable approach to improve company's competitive power. As emphasized a paradigm of naw environmental management by EU' environmental directives, the company must establish clean production system to save resources and reduces pollutant. Also Korean Company constructs a systematical network to collect EU' environmental regulation information which are changing rapidly. Large company will cooperate with small and medium-sized firm for their win-win strategy in the field of environmental management. Also it is necessary to make the domestic regulations of product-based environment to meet the international environmental regulations.
