Resorting to electronic arbitration to resolve disputes in international trade contracts is the most important reflection of technological progress on the reality of international commercial arbitration. Electronic is a modern image of traditional arbitration, and this type of arbitration provides many advantages that are not provided by any legal system for resolving disputes, including speed, effectiveness and lower costs. What will this development produce? Through technical progress in the means of communication, it has become conceivable that international trade dealers agree to arbitration via electronic means of communication, followed by the completion of the arbitration process via the Internet, leading to the issuance of the electronic arbitration award in an electronic manner as well.

The present study explored the reception and consumption processes of a Korean audience's viewing of local and international television dramas. Findings indicated that the influential factors on the level of viewing in regards to Korean, American, and Japanese TV dramas among Korean viewers differed. In particular, a significant difference was found in terms of perceived drama characteristics. Applying niche theory, the present study also examined the audience's motivation for watching these television dramas. Results demonstrated that Korean TV dramas possessed the broadest niche breadth and were the most competitive. In a comparison of the perceived characteristics of TV dramas, American drama earned competitive superiority for most characteristics. The implications from the results were discussed in terms of cultural discount and proximity.

As the International Maritime English Organization (IMO) model course for Maritime English has been recently revised and updated, the requirements of current changes to both the 2010 STCW Manila Amendments and English education have been actively reviewed. In order to provide practical guidelines for language teaching, a wide range of new pedagogical approaches and their theoretical backgrounds are also suggested. However, considering the current spread of Business English as a Lingua Franca (BELF) and its critical importance in maritime communication, the pedagogical approaches need to be re-evaluated, specifically in terms of teaching pronunciation in order to emphasize clear and effective communication among international interlocutors. Therefore, the core pedagogical elements of pronunciation should be clearly set and provided with consideration for Lingua Franca Core (LFC), which places importance on mutual intelligibility rather than following the rules of native speakers. In this paper, the current trends of BELF in the maritime industry will thus be introduced. Following this, the importance of LFC in maritime communication will be outlined, and its key features will be discussed in terms of effectiveness and clarity of international maritime communications. Finally, a close comparison between LFC and the pronunciation guidelines suggested by the IMO Maritime English model course 3.17 will be conducted, and pedagogical implications for future teaching pronunciation in cross-cultural global maritime industry will be suggested.

Football (soccer) is one of the most popular sports in the world. A huge number of people watch live football matches by TV or Internet. A football match takes 90 minutes, but viewers may only want to watch a few highlights to save their time. As far as we know, there is no such a product that can be put into use to achieve intelligent highlight extraction from live football matches. In this paper, we propose an intelligent editing system for live football matches. Our system can automatically extract a series of highlights, such as goal, shoot, corner kick, red yellow card and the appearance of star players, from the live stream of a football match. Our system has been integrated into live streaming platforms during the 2018 FIFA World Cup and performed fairly well.

The Smart grids are considered as multi-disciplinary power systems where the communication networks are highly employed. This paper presents optimal wide area measurement system (WAMS) configuration in Nordic power system. The transition from SCADA to WAMS becomes now trend in all power systems to ensure higher reliability and data visibility. The optimization applied in this research considered the geographical regions of the Nordic power system. The research considered all the devices of WAMS namely phasor measurement units (PMUs), phasor data concentrators (PDCs) and communication links. The study also presents two scenarios for optimal WAMS namely base case and N-1 contingency as different operating conditions. The result of this research presents technical and financial results for WAMS configuration in a real power system. The optimization results are performed using MATLAB 2017a software application.

This paper focuses on a new optimization technique of a fuzzy logic based proportional integral (FLPI) load frequency controller by the multiple tabu search (MTS) algorithm. Conventionally, the membership functions and control rules of fuzzy logic control are obtained by trial and error method or experiences of designers. To overcome this problem, the MTS algorithm is proposed to simultaneously tune proportional integral gains, the membership functions and control rules of a FLPI load frequency controller in order to minimize the frequency deviations of the interconnected power system against load disturbances. The MTS algorithm introduces additional techniques for improvement of the search process such as initialization, adaptive search, multiple searches, crossover and restart process. Simulation results explicitly show that the performance of the proposed FLPI controller is superior to conventional PI and FLPI controllers in terms of overshoot and settling time. Furthermore, the robustness of the proposed FLPI controller under variation of system parameters and load change are higher than that of conventional PI and FLPI controllers.

The Convention of International Telecommunication, and original law and code on radio communication clearly regulates that the radio communication is a syntheic science compounded organically with various aspects of the humanities, social and natural science respectively. In addition, The Union of International Telecommunication has put into effect legal ideas and legal regulations on the basis of those principles and science for international cooperation. The goal of these international regulations is to pursuit world-wide peace and human welfare. In this regards, these regulations are very similar with the ideal of the charter of United Nations and Universal Declaration of Human Rights. Considering the established history in a sense, we can safely say that the former has a preceding idea than the latter. Accordingly, the principle of science and wide-ranging Caracteristics of the radio communication must be applied to the problems of scientific research and educational training, not to speak of the concerned fields of legislation, executive administration and industry.

최근 VPN의 구축이 늘어남에 따라, 안전한 VPN을 구축하는 데 있어 강력한 보안기능과 터널기능을 제공하는 핵심 프로토콜인 IPsec의 중요성은 더욱 부각되고 있다. 현재 사용되고 있는 IKE 프로토콜은 기능이 복잡하고 표준규격의 기술(description)이 난해해서 이를 구현한 이기종 제품간에 상호 연동성이 아직까지도 제대로 확보되지 않고 있다. 또한 서비스거부공격에 대한 취약점을 드러내고 있으므로 이들에 대한 보완이 필요하다. 본 논문에서는 이 취약점을 보완하기 위하여 제안된 두 개의 프로토콜 IKEv2와 JEK에 대한 소개와 두 프로토콜의 비교를 한 후, 차세대 키관리 프로토콜로 적합한 것은 이 중 어떤 프로토콜인지 고려해본다.
