인터넷과 모바일 통신망 보급의 빠른 확산 속도와 더불어 중국의 전자상거래 시장은 과거 10년간 72배 성장하였다. 그러나 성장속도 대비 해당 시장의 선진화를 위한 하부구조와 관련 규정의 부재는 최근 국가 경제발전 차원에서 시급히 개선되어야할 문제로 부상하고 있다. 따라서 본 연구에서는 문헌연구를 통해 최근 급성장한 중국 전자상거래의 기반 환경 및 시장현황을 살펴보고, 현재 중국 시장에서 문제로 대두되고 있는 전자상거래상의 주요 이슈를 전자상거래 형태별로 점검하였다. 또한 중국 유통시장에서 가장 큰 문제로 지적되고 있는 전자상거래상의 물류시스템의 문제, 소비자 보호문제, R&D 투자 현황 및 고급인력 확충의 문제를 진단하고 향후 기업차원과 정부차원의 제도 및 시스템 개선을 제안하였다. 마지막으로 본 연구는 특히 과거 연구에서 논의되지 않았던 모바일 결제시장과 인터넷 금융시장 및 전자상거래 중국의 세제 개편내용을 제공하고 국제표준화를 위한 제도적 시사점을 도출하였다. 중국정부의 5개년 전자상거래 육성을 위한 전자상거래 대외시장 개방에 대한 정책 발표 이후, 한국 수출 기업들에게 제공하는 시사점을 처음으로 제안하였다는데 의의가 크다.
Over the past few years, as maritime trade and traffic were highly expanding, problem of invasive species via ballast water have been raised. In 1988, Canada and Australia had firstly experience that unexpected and hazardous species were observed on their own sea, they have issued the problem to MEPC under the IMO. At the end of many years of discussion, on the diplomatic conference in 13 Feb. 2004, "International Convention for the Control and Management of Ballast Water and Sediments of the Ship" was adopted. Requirements for entering into force of this Convention is that 30 countries ratify and world merchant marine fleet is more than 35% and BWM Convention will be effected after 12months from date satisfying conditions. With Finland ratifying the BWM Convention on 8 Sep. 2016, the fleet amounted to 35.1441% and ratification country became 52 countries. Therefore, after 12month, BWM Convention will be formally effected on 8 Sep. 2017. Ballast Water Treatment System is to be fitted in new ships as well as existing ships. Thus, there are concerns of ship owners to be suitably installed a variety typed BWTS in many kinds of vessels. As approaching for resolving these problems, engineering analysis was carried out research studies and detailed design to analyze to optimal installation space for retrofitting a BWTS using 3D Scanning method, targeting representative DWT 180K Bulk carrier of dry cargo vessels charged more 40% on worldwide vessel and mainly two type BWTS as electrolysis treatment type and ultra violet treatment type. Optimal design of 3D Scanning technology was applied to analyze four step process and the overall conclusion was described in this paper.

In the ship and offshore structure design, age-related problems such as corrosion damage, local denting, and fatigue damage are important factors to be considered in building a reliable structure as they have a significant influence on the residual structural capacity. In shipping, corrosion addition methods are widely adopted in structural design to prevent structural capacity degradation. The present study focuses on the historical trend of corrosion addition rules for ship structural design and investigates their effects on the ultimate strength performance such as hull girder and stiffened panel of double hull oil tankers. Three types of rules based on corrosion addition models, namely historic corrosion rules (pre-CSR), Common Structural Rules (CSR), and harmonised Common Structural Rules (CSR-H) are considered and compared with two other corrosion models namely UGS model, suggested by the Union of Greek Shipowners (UGS), and Time-Dependent Corrosion Wastage Model (TDCWM). To identify the general trend in the effects of corrosion damage on the ultimate longitudinal strength performance, the corrosion addition rules are applied to four representative sizes of double hull oil tankers namely Panamax, Aframax, Suezmax, and VLCC. The results are helpful in understanding the trend of corrosion additions for tanker structures.
STCW 2010 Manila Amendments에서 인적요인과 관련하여 제시한 Non-technical skills(BRM, ERM, Leadership and Teamwork) 중 최근 국제해사기구(IMO) STW 위원회에서 "Leadership and Teamwork"에 대한 모델코스 초안을 가장 먼저 제시한 바가 있다. 현재 BRM 교육과정에 대한 모델코스의 부재로 본 교육을 개설하고 있는 국내 해운선사, 대학 등 여러 기관들의 운영방식이 상이하여, 국내 실정에 맞는 선교자원관리교육과정 개발을 위한 협의회를 구성하는 등 노력을 기울이고 있다. 본 연구에서는 BRM 교육과정을 운영함에 있어 활용되고 있는 훈련프로그램 중에서 시뮬레이션 모듈에 초점을 두고, 시뮬레이션시의 피교육생의 반응 및 시스템 활용기능을 검토/분석함으로써, 효과적인 선교자원관리를 위한 훈련프로그램을 제시 하고자 한다.
최근 무인화 선박과 관련하여 해양 산업 분야에서의 기술적인 응용에 대한 관심이 일어나고 있다. 특히 기술, 안전 및 보안 문제와 관련하여 무인 선박의 운영 가능성을 시험하고 개발하는 것을 목표로 하는 많은 연구에 대한 관심이 모아지고 있다. 이처럼 선박은 매우 빠르게 기술 개발이 이루어지고 있으며 결국에 선원이 승선하지 않아도 되는 무인화 및 지능형 선박의 개발까지 이어지게 되었다. 하지만 현재까지 선원들의 관점에서 선박의 기술적 변화와 앞으로 도입될 무인화 선박에 대한 그들의 인식에 관한 연구는 없었다. 4차 산업 혁신 중에 하나일 선박의 자율운항기술은 선원의 일자리, 선원의 노동과 윤리적 분야, 교육과 훈련 등 영향을 미칠 것이며 이는 선원의 선상 근무가 필요 없는 무인 선박의 개발에 앞서서 논의되어야 할 사항이다. 이러한 논의의 시작으로 본 연구는 무인화 선박에 대한 선원의 지식과 인식이 어떠한지 조사하고 분석하는 것을 목적으로 한다. 이를 위해 응답자를 대상으로 조사 설문지를 통해 데이터를 수집했으며 변수들 간의 상관 관계를 테스트하는 데 피어슨 상관 계수를 사용하였다.
In the shipping industry, it is well known that around 80 % or more of all marine accidents are caused fully or at least in part by human error. In this regard, the International Maritime Organization (IMO) stated that the study of human factors would be important for improving maritime safety. Consequently, the IMO adopted the Casualty Investigation Code, including guidelines to assist investigators in the implementation of the Code, to prevent similar accidents occurring again in the future. In this paper, a process of the human factors investigation is proposed to provide investigators with a guide for determining the occurrence sequence of marine accidents, to identify and classify human error-inducing underlying factors, and to develop safety actions that can manage the risk of marine accidents. Also, an application of these investigation procedures to a collision accident is provided as a case study This is done to verify the applicability of the proposed human factors investigation procedures. The proposed human factors investigation process provides a systematic approach and consists of 3 steps: 'Step 1: collect data & determine occurrence sequence' using the SHEL model and the cognitive process model; 'Step 2: identify and classify underlying human factors' using the Maritime-Human Factor Analysis and Classification System (M-HFACS) model; and 'Step 3: develop safety actions,' using the causal chains. The case study shows that the proposed human factors investigation process is capable of identifying the underlying factors and indeveloping safety actions to prevent similar accidents from occurring.
본 연구는 2009년 1월 2일부터 2018년 6월 29일까지 원유가격(Brent, Dubai, WTI)의 3대 유종과 BDI의 일별가격 자료를 이용하여 원유가격과 BDI의 상호관련성를 변화율과 변동성 측면에서 분석하였다. 기존연구와 달리 VAR, Granger 인과검정, GARCH, DCC 모형을 이용하여 BDI와 원유가격 사이의 상호관련성을 변화율 측면과 변동성 측면 모두를 분석하였다. 상호관련성 분석결과 원유가격 변화율과 변동성이 BDI 변화율에 영향을 미치는 것으로 나타났으며 BDI 변동성이 원유가격 변화율과 변동성에 영향을 주는 것으로 나타났다. 원유가격과 BDI 사이에는 상호 영향을 주고받는 관계가 확인되었지만 상관정도는 낮은 편이라고 볼 수 있다. 이는 전 세계적으로 현재 천연가스에 대한 수요가 증가하고 신재생에너지에 대한 수요가 증대됨에 따라 원유에 대한 의존도가 하락하고 있으므로 둘 간의 상호관련성은 시간이 지남에 따라 더 낮아질 수도 있을 것으로 판단된다. 따라서 향후 국제 해운(실물경제) 및 원유시장의 투자와 거시경제 분석에 있어서 원자재에 대한 수요 변화에 초점을 맞추어 나갈 필요가 있을 것으로 보인다.
본 연구는 최근 10여 년간의 한중일 3국간의 무역량 증대 및 관광객 증가 현상과 함께, 한중 및 한일 카페리항로의 시장여건 변화를 고찰하고자 함이 목적이다. 한중 및 한일 카페리항로는 각각 상이한 발전 역사를 가져왔으며 상품 서비스의 라이프싸이클 이론에 있어서 시장여건이 상이하다. 기존 관련 연구들이 개별적인 항로를 대상으로 분절된 시각으로 카페리시장을 연구한 까닭으로, 우리나라 국제카페리 항로의 시장여건에 대한 보다 체계적이고 종합적인 이해가 부족하였다고 보인다. 이러한 배경에서 본 논문은 2000년 이후 2012년 사이의 한중 및 한일 카페리항로의 시장현황을 조사하고 카페리선사의 경영성과를 평가하였으며, 카페리항로별 시장여건 변화에 대한 통계적 분석을 실시하였다. 마지막으로 한중 및 한일 카페리항로의 시장 수명주기별 단계를 진단하고 향후 전망에 대하여 고찰하였다. 연구의 성과로는 카페리항로별로 화물 및 여객 수요의 향후 전망은 다소 상이하였으며, 전반적으로 성장둔화 및 침체가 예상되었고, 경쟁하는 수송수단간의 상관관계분석에서도 항로별 상이한 시장환경에 처한 것으로 분석되었다. 하지만 선사경영 성과분석에서 두 항로 환경은 성장성과 수익성이 나빠졌다는 점이 공통적이었다. 분석결과를 종합적으로 보면 한중항로는 성장기에서 성숙기 단계로 진입하고 한일 항로는 성숙기 심화 중으로 판단되고, 각 항로는 상이한 시장여건에 대응할 발전전략을 구축함이 시급하다고 주장하였다.
Currently, we are living in the era of the 4th industrial revolution. In the field of shipping industry, the MASS is a revolutionary game changer in the making arising out of such an industrial and technical innovation in the pursuit of radically challenging the pre-existing system of a human-operated vessel. Given this trend, the entire maritime regulatory regime, which has been designed by, and intertwined with, human seaworthiness, abruptly faces the most unprecedented normative confrontations now and increasingly in the coming days. As the constitution of ocean, UNCLOS, provides, every flag state is obliged to effectively exercise its jurisdiction to secure technical and human seaworthiness. Moreover, the coastal state may institute protective proceedings against vessels in respect of any violations of its laws to protect its marine environment in maritime zones of the coastal state. Further, UNCLOS acknowledges that the port state's authority extends to take administrative measures to prevent sub-standard ships from sailing within the ports or offshore-terminals of the state. These three jurisdictional functions will be required to more closely interface with each other than ever over the legal and political implications created by MASS. Although states' jurisdictional nuances are significant in this present world tilting back to protectionism, there are few articles to present jurisdictional issues of states and conceivable normative discourse with regard to MASS. This articles visits potential jurisdictional conflicts underlying MASS and tries to strike balance between contradictory interpretive approaches under UNCLOS while it is undeniable that this doctrinal research tends to strive to find justifications within the current framework of international law.
The maritime industry has emerged as a new growth engine. The municipalities that own the port are trying to add value through the maritime industry. Overseas port cities are also creating maritime industrial clusters to generate profits and strengthen competitiveness. Therefore, it is very important to understand the comparative status of the domestic maritime industry by region. Based on this analysis, it is possible to establish maritime industrial clusters and strategies for integration. This study analyzed the structure of the maritime industry located in Jeollanamdo province, the southwestern part of Korea. Through the analysis of existing literature, the maritime industry was reclassified into 5 major categories, 21 subcategories, and 84 subcategories. Based on the reclassified maritime industry, the analysis of the Jeollanamdo province maritime industry was based on applying the location quotient and the shift-share analysis. As a result of analyzing the geographical location of Jeollanamdo province, other industries showed the highest value of 2.790, followed by fisheries (2.227), shipbuilding industry (1.164) and marine tourism industry (0.554). The growth effect of the maritime industry in Jeollanamdo province was 35,323 people, and net growth effect excluding national growth effect was 11,945 people. In particular, the net growth effect of the shipbuilding industry was the highest at 11,320, followed by shipping logistics (6,371) and marine tourism (1,529). On the other hand, there was no net growth effect in fisheries. The results of this study can be used as basic data for the construction of the maritime industrial cluster for Jellanamdo province in the future.
