유럽연합의 경제위기 속에서 평생교육정책의 패러다임 전환과 과제 -한국의 평생교육정책 발전 과제에 주는 시사점을 중심으로- (Paradigm Conversion and Task of Life-long Education Policy under the Economic Crisis of European Union)

  • 유럽의 통합은 1991년 12월 마스트리히트에서 유럽연합조약을 처음 체결하면서 시작되었다. 근대 민족 국가의 요람이라고 할 수 있는 유럽은 현재 각국들의 사회경제적 통합은 물론 정치적 분야에서도 단일 유럽을 실현해 왔다. 이러한 가운데 유럽연합의 새로운 통합성장동력을 개발하기 위한 평생교육정책은 무엇보다도 사회경제적 환경 변화에 대비 할 수 있는 교육적 대응이 필요하다고 보고 있다. 특히 평생교육분야의 협력과 통합발전에 있어서는 다양성과 상호 조절을 통한 효율성의 조화를 이루어야 하는 중요한 과제를 안고 있다고 본다. 그러나 그들의 노력에도 불구하고 2008년 이후 유럽연합의 몇몇 국가들은 경제 침체로 인하여 국가재정의 위기를 맞이하였으며, 급기야 유럽전체의 재정위기로 까지 영향을 미치고 있다. 이와 같은 위기는 현재 유럽연합의 사회경제적 통합을 흔들고 있다. 본 연구에서는 유럽연합의 사회경제적 통합을 위한 평생교육 체제구축 및 정책 추진 현황을 살펴보고, 유럽연합에 속한 국가들 간의 성인평생교육 참여율이 1인당 국민소득과 어떠한 관련성이 있는지 분석하고자 하였다. 그리고 유럽연합의 경제위기 속에서 회원국 간의 사회경제적 통합이 지속 가능할 수 있을지를 통합적 평생교육체제의 문제점을 중심으로 알아보았다. 또한 이를 통하여 우리나라 평생교육의 새로운 패러다임 전환과 정책 수립 및 발전 방향 제시에 시사점을 도출하고자 하였다.

  • 본 연구는 RFID를 이용한 창고관리시스템(Warehouse Management System; WMS), 통합주문관리시스템(Customer Service & Support System; CSS), 국제물류시스템(Delivery Management System)을 성공적으로 구축한 CJ GLS주식회사의 사례를 통한 구축효과에 대한 연구이다. 이를 위해 먼저 산업자원부 등에서 정책적으로 육성되고 있는 RFID, 즉 차세대 유비쿼터스 네트워크 사회의 핵심기술로 기대되고 있는 RFID의 개요 및 특징, 활용분야, 기술 및 실용화 동향 등에 관해 국내 및 외국의 사례를 소개하였다. 다음으로 효율적인 통합물류시스템 구축을 위해 RFID를 이용한 CJ GLS의 시스템 도입배경 및 목표, 시스템 구축의 개요 및, 구축효과를 분석하고, 결론으로 RFID의 향후전망 및 SCM 발전 방향을 제시하였다.

SMATV를 위한 MATV/위성 방송 통합형 증폭기 개발에 관한 연구 (Development of an integrated amplifier for MATV/Satellite Broadcasting)

  • 최근 국내에서는 MATV(Master Antenna Television: 텔레비전 공동시청 설비)를 SMATV(Satellite Master Antenna Television)로 개정함에 따라 공동주택의 방송설비는 지상파 방송, FM 라디오 방송과 함께 위성방송을 의무적으로 통합하여 전송하도록 개정하였다. 국외의 경우 대부분의 나라에서 SMATV가 기본적으로 허용된데 반해 국내에서는 케이블 방송과 위성방송 서비스 업체간의 이익 분쟁으로 인해 SMATV용 혼합형 증폭기에 대한 기술 개발 및 양산이 미진한 상태에 있다. 따라서, 본 연구에서는 지상파 텔레비전 방송대역(54~806Mhz)과 FM 라디오 방송대역(88~108Mhz) 뿐만 아니라 위성방송 대역(950~2150Mhz)까지 증폭할 수 있는 광대역 증폭기를 개발하고 그에 따른 문제점의 해결방안을 제시한다.

  • This research analyzes results and efficiency to promote a government enterprise of A Korean public enterprise to use DEA. Especially, we were used analysis efficiency which are one is year-on-year, another is integrated, and the other is vertical analysis. As a results of integrated analysis show that Gyeonggi_2003 Gyeonggi_2004, Gangwon_2004, Chungcheon-Bukdo_2003, Chungcheon-Bukdo_2004, Cholla-Namdo_2005, and Kyongsang-Bukdo_2003 need to improve upon. Year-on-year analysis result that Gyeonggi, Gangwon, and Kyongsang-Bukdo need urgent improvement. Today, many advanced countries approach not only agricultural investment but also synthetic investment because they believe that agriculture contains living space including food control. Therefore, when the government make a strategic plan for the land and water development in the field of agriculture, they should prepare it well including the proper measures to cope with the internal and external environments.

  • There are currently about 6000 bacterial species with validly published names, but scientists assume that these may be less than 1% of bacterial species present on the earth. Microbial resource is one of the most important bioresources in bioinderstry and provides us with high economic values. To find missing ones, the studies of metagenome, metabolome, and proteome about microbes have started recently in developed countries. We construct the information system that integrates information on microbial genome resources and manages the information to support efficient research of microbial genome application, and name this system 'Bio-Meta Information System (Bio-MIS)'. Bio-MIS consists of integrated microbial genome resources database, microbial genome resources input system, integrated microbial genome resources search engine, microbial resources on-line distribution system, portal service and management via internet. In the future, we will include public database connection and implement useful bioinformatics software for analyzing microbial genome resources. Integrating approach to size and site at a sanitary landfill in Selangor state, Malaysia

  • Solid waste production increases due to population and consumption increments. Landfill is the ultimate destination for all kinds of municipal solid waste; and is the most convenient waste disposal method in developing countries. To minimize investment and operational costs and society's opposition towards locating landfills nearby, proper landfill sizing and siting are essential. In this study, solid waste forecasting using Autoregressive Integrating Moving Average (ARIMA) was integrated with government future plans and waste composition to estimate the required landfill area for the state of Selangor, Malaysia. Landfill siting criteria were then prioritized based on expert's preferences. To minimize ambiguity and the uncertainty of the criteria prioritizing process, the expert's preferences were treated using integrated Median Ranked Sample Set (MRSS) and Analytic Hierarchy Process (AHP) models. The results show that the required landfill area is 342 hectares and the environmental criteria are the most important; with a priority equal to 48%.

  • Since the Global Navigation Satellite System (GNSS) may not provide navigation information due to external interferences, many countries have plans to prepare a backup system for this situation. One of the possible GNSS backup systems is a multiple radio positioning integration system in combination with the terrestrial radio navigation system. Before constructing such a GNSS backup system, M&S software is needed to analyze if the system satisfies the performance the required navigation performance. This study presents requirements of M&S software for coverage analysis of the navigation system, and proposes an M&S software design scheme on the basis of the requirements. The M&S software is implemented, and coverage analysis is performed to verify the validity of the proposed design scheme.

  • Recently, industrial accidents have occurred in various patterns due to the diversity of industries and the integration of facilities. Especially, the major accidents affect broad area and result in huge loss of lives and properties. Domestic researches on techniques for keeping away from such hazardous danger have been actively performed but their activities are limited in some institutes and universities. In advanced countries, integrated management systems like Seveso Directive of EU and OSHA(Occupational Safety and Health Act) of U.S.A. have been legislated along with the systematic research activities. In Korea, the integrated safety management systems called SMS(Safety Management System) and PSM(Process Safety Management) have been applied to major industries. These systems made chemical industries manage the process safety information by collecting and arranging safety data by themselves. In order to implement the system successfully, it is urgently required to prepare a tool for searching and accumulating process safety data systematically. In this study, a computerized prototype of Risk Assessment System which is essential to SMS and PSM was developed as a main system and data base as subsystem to handle safety information.

인체의 위해성과 수생태계를 고려한 수질환경기준 설정에 관한 연구 (A Study on Water Quality Standard for the Protection of Human Health and Aquatic Life)

  • There are about 40,000 chemicals used in Korea and 300 new types of chemicals are added to the list every year, influencing quality of air, soil and water. Water quality standards that serve as the basis for water quality management have been proved inefficient and insufficient compared to those of advanced countries. This study aims to improve the existing water quality standards. Most importantly, the water quality standards need to take into account not only protection of human health but also aquatic resources. To that end, water quality criteria need to be set by monitoring each watershed every year and conducting risk assessment. Criteria for human health are set at $10^{-6}$ cancer risk level, and for aquatic life at conservative level, adopting the methodology of the U.S. and Australia, respectively. After carrying out technical and economic feasibility studies, more conservative criteria will be used to decide final water quality standards. The development of this system to establish integrated water quality standards for both human health and aquatic resources protection is urgently needed.

HAZARD ANALYSIS OF TYPHOON-RELATED EXTERNAL EVENTS USING EXTREME VALUE THEORY

  • Background: After the Fukushima accident, the importance of hazard analysis for extreme external events was raised. Methods: To analyze typhoon-induced hazards, which are one of the significant disasters of East Asian countries, a statistical analysis using the extreme value theory, which is a method for estimating the annual exceedance frequency of a rare event, was conducted for an estimation of the occurrence intervals or hazard levels. For the four meteorological variables, maximum wind speed, instantaneous wind speed, hourly precipitation, and daily precipitation, the parameters of the predictive extreme value theory models were estimated. Results: The 100-year return levels for each variable were predicted using the developed models and compared with previously reported values. It was also found that there exist significant long-term climate changes of wind speed and precipitation. Conclusion: A fragility analysis should be conducted to ensure the safety levels of a nuclear power plant for high levels of wind speed and precipitation, which exceed the results of a previous analysis.
