Aiming at reducing deaths and injuries involving construction crane operations, OSHA has recently updated its 40-year-old crane safety standards with new rules addressing the use of cranes and derricks in construction. The goal of this change in rule is to deal with the leading causes of fatalities related to crane and derrick operations. Employers in the construction industry are mandated to ensure that employees in the work zone are trained to recognize hazards associated with the use of the equipment and any related duties that they are assigned to perform. However, those responsible at construction sites for the supervision and management of safe crane operations often lack the integrated knowledge of the standards, regulations and best practices for conducting or supervising daily, monthly, or quarterly inspection of cranes. As such, proper planning, management and implementation of crane operations, including inspections are just as paramount to reducing accidents on the construction site. It is important that engineers responsible for the management and planning of crane operations understand the latest OSHA crane and hoisting standards to ensure a safer work environment is maintained. Many on site engineers overseeing crane operations do not have adequate training, experience, and knowledge of the inspection requirements to assess safe crane operation and too often rely on the crane operator's judgement. This paper highlights recent research effort in defining significant changes in new crane and hoisting standards and provides basis for safety construction operations.

This study is the architectural planning of 5 distribution supporting facilities for traditional herbal medicine cultivated in the rural areas. The main function of the facility consists of storage, pre-treatment/processing, loading/unloading and the assistant function consists of inspection, office, exhibition/sale, technical equipment etc. The planning shows the modular plan and the section plan of the storage space reflecting the shape and size of storage container, the action radius of carrier and the possibilities of space lease. The total floor area of the storage is 3,192$m^2$ consisting of 27 space. The total floor area of the pre-treatment/processing is 1,488$m^2$ consisting of 7 space. The total floor area of the loading/unloading is 329$m^2$ consisting of 4 space. The total floor area of each facility storage is 8,284$m^2$ including of public space 2,170$m^2$. Also this planning shows the preliminary design, "fundamental model design" for 5 rural government BTL project. Therefore, this result of planning will be the guidelines of the RFP(Request For Proposal) for the private sector company interested in this BTL project.

Laser scanners are getting used more and more in reverse engineering and inspection. For CNC-driven laser scanners, it is important to automate the scanning operations to improve the accuracy of capture point data and to reduce scanning time in industry. However, there are few research works on laser scan planning system. In addition, it is difficult to directly analyze multi-patched freeform models. In this paper, we propose an STL (Stereolithography) mesh based laser scan planning system for complex freeform surfaces. The scan planning system consists of three steps and it is assumed that the CAD model of the part exists. Firstly, the surface model is approximated into STL meshes. From the mesh model, normal vector of each node point is estimated. Second, scan directions and regions are determined through the region growing method. Also, scan paths are generated by calculating the minimum-bounding rectangle of points that can be scanned in each scan direction. Finally, the generated scan directions and paths are validated by checking optical constraints and the collision between the laser probe and the part to be scanned.

Integrated management of Korea national and environmental planing for sustainable development is suggested, and basic research is needed. In this study, national and regional plans were assessed using 'integrated management index of Korea national planning and environmental planning' to grasp the current status of integrated management on Korea national planning and environmental planning. As a result of the assessment, it was found that both national and regional plans need to improve considering the natural ecology part and water resource and quality part. In addition, it was derived that the detailed contents of the indicator can not be reflected according to the characteristics in the higher-level plan. Therefore, it has been found necessary to include proclamatory contents so as to be able to establish a detailed plan that reflects environmental goals in the lower-level plan.
The purpose of this study was to demonstrate the feasibility of VIA screening with cryotherapy and to record normative values for indicators anticipated in similar low resource settings. Women aged 30-49 years were targeted, resulting in 1961 women screened and treated at two primary health care (PHC) centres near Suva, Fiji. Recruitment was through provision of information, education and communication (IEC). Referrals to a gynaecology outpatient department (OPD) at a referral hospital occurred throughout the screening pathway. Participation was 32% (95%CI 31-33%), higher in iTaukei (Melanesians) women (34%, 95%CI 33-36) compared to Fijians of Indian descent (26%, 95%CI 24-28). Regression analysis, adjusted for confounders, indicated significantly lower participation in those of Indian descent, and age groups 35-39 and 45-49 years. Of those examined by VIA, 190 were positive with aceto-white lesions (9.9%), within the expected range of 8-15%, with minor geographic and ethnic variation. Positive VIA results were more common in the peri-urban area, and in those aged 35-39 years. Of women aged 30-49 years, 59 received cryotherapy (none of whom had significant complications), 91 were referred to OPD, two cervical carcinomas were identified and eight cervical intra-epithelial neoplasms (CIN) II-III were diagnosed. These results provide normative findings from a community-based VIA screening program for other similar low resource settings.

The purpose of this study is to give meaningful information about the coordination process in the construction of cooperative housing, hoping that the interest in this type of housing would spread wide in Korea. The Seongmisan village, a representative urban community village in Seoul, was studied in this study on the opinion coordination between residents and coordinators. For this qualitative research, 2 residents and 2 coordinators answered the 'open questionnaires' on the prior basic planning, land purchase, financing, architectural planning, construction & inspection, and the actual life thereafter. Following is the result. 1) The residents, in almost every step from the prior basic planning to the construction, had no sufficient information or knowledge especially in the legal or financial aspects. It explains why the coordinator has to participate in every step educating residents by means of the workshop or debate with professionals. 2) The construction cost was the most debated topic, which means that the cost has to be accurately projected by the coordinator. The confidence and success of the project stems from the accurate projection and transparent management of the construction cost.
Changes in society organization of rural villages in our country are caused by aging society and lessening of economic activity population aggravates the economy of rural villages. With this, it joins in with the aging of village community center, the representative center space of the rural village and therefore, it is a point of view where the change is necessary in the size and the side of function. The research which it sees is made on-the-spot inspection and literature investigation compensate in behalf of 25 administrative village community centers led in the object by grasping present status and drew up the layout sketches and plane surface degrees of the village community centers. By referring to the photographs and the topographical maps taken in the spot, it was able to divide the village community centers into side of arrangement, side of plane surface and side of form and managed to seize the characters, problems and improvable directions of each of them. The research result could be used as a guidable provision and be applied in the fundamental research in developing model of village community centers during space planning in the future.
Recently, needs for extending remaining life and integrity of the aged energy plants are increased since the most domestic plants have been operated over 10 years. This need makes RAM (reliability, availability and maintainability) of the plant become more significant. RBI (risk based inspection) is main technology to increase RAM in energy plants. So far RBI has been developed mainly in the field of process plants (chemical/refinery), underground buried pipelines or nuclear power plants. However, the existing RBI procedure is limited mainly to process plants, it need to be extended to the other energy plants such as fossil power plants. In this study, a general RBI procedure for optimized PM (preventive maintenance) is proposed for various energy plants.
Background: Occupational health and safety (OHS) is a significant interest of all governments to prevent workplace hazards. Although appropriate legislation and regulations are essentials for the protection of workers, they are solely not enough. Application of them in practice should be secured by an efficient inspection system. Fundamental components of an inspection system are inspectors and their audit tasks. Maintaining the fair balanced task assignment among inspectors strictly enhances the efficiency of the overall system. Methods: This study proposes a two-phased goal programming approach for OHS inspectors' task assignments and presents a case study. Results: The solution approach gives the balanced assignment of inspectors to the workplaces in different cities of the country in the planning period. The obtained schedule takes into account the distances covered by the work places and the number of the workplaces' employees to be audited and pays attention to the human factors by considering the preferences of the inspectors. The comparisons between the obtained optimal schedule and the implemented one that is produced manually show that the approach not only maintains the technical requirements of the problem, but also provides social and physical balance to the task assignment. Conclusion: Both the approach and the application study are expected to offer fruitful inspirations in the area of safety management and policy and they provide a good guide for social policy and organizational aspects in the field of OHS inspectors' task assignment.
Laser scanners are widely used for reverse engineering and inspection of freeform parts in industry such as motors, electronic products, dies and molds. Due to the lack of measuring software and positioning device, the laser scanning processes have been erroneous and inconsistent. In order to automate measuring processes, an automated scan plan generation software and a proprietary hardware are developed. In this paper, an automated laser scanning system using a 3-axis motorized stage is proposed. In the scan planning step, scan directions, paths, and the number of scans are generated considering optical and mechanical parameters. In the scanning step, the generated scan plan is downloaded into the laser scanner and the motorized stage and the points on the surface are captured automatically. Finally, the point data set is analyzed to evaluate the performance of the system.
