Focused Research Discipline of Government-sponsored Research Institutes : A Case of Korea Research Institute of Bioscience and Biotechnology(KRIBB) (정부출연 연구기관의 중점연구분야 강화방안 - 한국생명공학연구원의 사례를 중심으로 -)

  • Government-sponsored Research Institutes(GRIs) have played a great role to the development of Korea Science and Technology(S&T) However, GRIs are facing with challenges of change for their role and function, appearing emerging technology, accelerating technological innovation and increasing research capabilities of other organizations(i.g., universities and firms). We will argue that GRIs should increase competitiveness of their focused research discipline in order to produce a superior outcome and in charge of distinguished role compared with other organizations. This paper aims to suggest a alternative which could increase competitiveness of GRIs's focused research discipline. As a case, in this paper, we analyzed Korea Research Institute of Bioscience and Biotechnology(KRIBB) which is a part of GRIs in Korea.

User industry and accumulation of technological capabilities of producers-Finnings from the Korean machine tool industry

  • This study reveals that the user industry has a limited role as a source of technological capability in the case of the machine tools in Korea where the user industry is relatively mope advanced than other capital goods industry. The study examined the sources of technological capability in terms of migration of workforce and flow of product design information. Although the capital goods sector is generally regarded as being the sector where the user producer interaction is important the user industry failed to be the seed-bed of technological capability to develop machines. This study argues that this finding could have implications to the specificity of capital goods in a developing country.

  • The application of computers and information technologies progressed with remarkable pace has paved the way for technological innovation toward the efficient integration of various functions in a manufacturing system. Actually it is observed that the greater part of manufacturing companies already initiated significant efforts to integrate information systems and attained the level of integration to some extent. The purpose of this paper is to clarify the strategic direction that manufacturing firms are pursuing through integrating information systems. Using the extensive data gathered from Japanese manufacturers, it is attempted to find the differences in competitive priorities and action programmes between the companies with high and low-level system integration. Our empirical data reveals that the manufacturers with highly integrated system are focusing their competitive capabilities on the rapid design change and new product introduction, and accordingly they place a greater emphasis on the action programmes related to design, process and quality improvement. As a conclusion, highly integrated firms tend to pursue new product development strategy more intensively, thereby they want to be a preemptor in the new market through exploiting technological advantages of integrated manufacturing system.

  • In a knowledge economy, accelerating the pace of knowledge building and the rapid acquisition of knowledge are keys to innovative development. However, the development of the commercialization of research results and formation of new start-up companies are often not as active as they should be with a lack of motivation and incentive being one of the contributing factors for the failure to take action. In Taiwan and Japan, the reason that widely advocated idea of industry-academia collaboration is to help advance the technological capabilities of research and development as well as produce economic benefit. The assistance rendered by the government during the transformation and the assessment of outcomes from entrepreneurial pursuits are key issues explored in this study. The results indicate that the network system in the national innovation system is important for entrepreneurship development. The domestic market of Taiwan is not as large as Japan and new entrepreneurs have to face global market challenges.

  • Recently, the government has emphasized the importance of establishing an innovation system for SMEs as part of an innovative growth strategy for national economic development. SMEs in Korea are experiencing many difficulties due to the loss of industrial competitiveness due to the powerful wave of the 4th industrial revolution along with the pandemic of COVID-19 that started in 2020. In relation to environmental changes, it is emerging as an important issue for SMEs to pursue open innovation for survival and growth, as well as to possess excellent technological innovation capabilities. In accordance with the need for such research, this study analyzed the factors that affect business performance or technological performance of small and medium-sized manufacturers, and identified the relationship between these influencing factors and corporate performance. The results of this study suggest that it is important for SMEs to effectively utilize R&D services and technology innovation capabilities and resources possessed by SMEs to secure a competitive advantage. The results of this stu dy are considered to be able to provide basic data and information necessary for SMEs to secu re a competitive edge and enhance industrial competitiveness through government support systems and open innovation.

A Patent Analysis for the Strategic Landscape of Firms: Cancer Metabolism

  • Patent information as a proxy measure of technological capability has been utilized to establish technological strategies of firms. It is important to monitor what competitors' plans for direction on research and development in the initial stage of new industry. Cancer metabolism has been considered as a beacon of hope for cancer research because it is anticipated that the research field will play a central role in developing effective cancer therapies. There is little attention given to understanding the status quo of organizational configurations. By utilizing network analysis, six sub-groups of cancer metabolism were categorized and the relationship between an individual field and participants were analyzed based on cluster and entire network-level. Although the largest drug and biotech companies tried to take an initiative across the whole fields, the differences in technological capabilities between them was discovered. This paper attempts to improve the validity of the suggested procedure and is significant in that it looks at the entire structure of cancer metabolism research from a strategic perspective for the first time.

  • This study analyzes the business performance of research and development(R&D) and especially studies the effect of technology management activity and technology innovation competency on commercialization performance. According to previous studies, the technology management activity can be composed of technological innovativeness, analysis of market, R&D method, and appropriateness for commercialization plan. Also, the technology innovation can be divided into patent, R&D manpower, R&D investment ratio, production capability, and marketing capability. On the result of the analysis, all the components of technology management activity are positively related with commercialization performance. In case of technology innovation competency, however, only production and marketing capabilities have influence on the business performance. Especially, marketing capability controls the effect of technology management activities on the commercialization performance. Consequently, technology management is very important activity for SMEs to succeed commercialization and SMEs should collaborate with production and marketing departments from the early stage of R&D.

  • As innovative capabilities of private and public sector in Korea has increased, the innovation system faced with the necessities for transition from imitation oriented approaches to post catch-up approaches. Particularly, public research sector has pressure for the supply of generic technological knowledge from private sector. It needs the transformation of research question setting, organizing research activities and new trajectory for commercialization of research output. This paper analysed the characteristics of post catch-up activities from the case study of Daeduk Innopolis where most of public research institutes are located.

  • Purpose - This study investigates the effect of strategic orientation on market performance with emphasis on the mediative role of innovation capability, economic value and relational value in food producer companies. Research design, data, and methodology - In this descriptive study, a population of 244 managers and employees of Food industry companies in Tehran were investigated. The respondents filled a questionnaire on strategic orientation, innovation capability, economic value, relational value and market performance, during January to August 2018. Reliability and validity were evaluated by Cronbach's alpha coefficient and confirmatory factor analysis. To analyze the data, Spearman's correlation coefficient and structural equation modeling were used by SmartPLS software. Results - Effects of competitor's orientation and technology orientation on all three intermediary variables were positive and significant. The effect of customer orientation on innovation and economic value was positive and significant, but the effect of customer orientation on the value of the relationship was insignificant. Furthermore, entrepreneurial orientation has a positive and significant effect on innovation capability. The effects of three mediator variables on market performance are positive and significant. Conclusions - As the relationship between the mediator variables and market performance were positive and significant, companies should have a comprehensive plan of focus on strengthening these variables.
