Measuring the Performance of Technology Transfer Activities of the Public Research Institutes in Korea (국내 공공 연구기관들의 기술이전 효율성 분석)

  • We examine the effects of environmental or organizational factors on the performance of TLOs(technology transfer offices) in the PRIs(Public research institutes) using SFA(Stochastic Frontier Analysis), a technique for estimating the efficiency of DMUs(decision making units). In SFA, independent variables are assumed to determine the efficient production technique(production frontier) or affect the efficiency of DMUs. Previous researchs show that input variables such as number of personnel, R&D expenditure affect the production frontier while environmental or organizational variables affect the efficiency. We tried to estimate various types of models to find out whether environmental or organizational variables affect output variables differently from the previous research. Main empirical findings are as follows. First, R&D expenditure tends to increase all output variables considered. Second, environmental factors such as type of institutions and location of institutions affect the level of outputs. Third, organizational factors such as reward system for technology transfer also appear to affect the output variables. Fourth, environmental or organizational variables affect the production frontier directly rather than affect the efficiency of DMUs. Lastly, the efficiency of each DMU appear to be 1 or near to 1. Since almost all DMUs are equally efficient, it may not be effective to evaluate technology transfer activities of PRIs by efficiency criteria. We believe that this research should be complemented by additional data. More general types of production function need to be considered, and new techniques with concepts like output distance functions need to be developed to analyse multiple outputs simultaneously.

The Effect of Job Embeddedness in Small and Medium Sized Construction Companies on Turnover Intention through Organizational Commitment (중소건설기업의 직무배태성이 이직의도에 미치는 영향 : 조직몰입을 매개로)

  • The purpose of this study is to investigate the effect of Job Embeddedness of members of small and medium-sized construction companies on turnover intention through organizational commitment, targeting employees of small and medium-sized construction companies located in Seoul, Gyeonggi, and Incheon. The significance sampling method was applied as the sampling method, and the number of cases used in the final analysis was 316, and the input data was processed using the SPSS 20.0 program for statistical analysis. As a result of analysis, First, it was found to have a significant negative(-) effect on the turnover intention in suitability and sacrifice as sub-factors of Job Embeddedness of small and medium-sized construction company members, and the correlation between linkage and turnover intention was not significant. Second, it was found to have a significant positive(+) effect on the organizational commitment in suitability, links and sacrifice as sub-factors of job embeddedness of small and medium-sized construction company members. Third, organizational commitment was found to have a significant negative(-) effect on turnover intention. Fourth, organizational commitment was found to completely mediate the relationship between job commitment and turnover intention. Therefore, it was found that the higher the Job embeddedness of the members of small and medium-sized construction companies, the more influential the turnover intention. This suggests that it can have a negative effect on turnover intention by improving the suitability of values pursued by individual members of the organization, work passion, and attachment to the organization.

The Effects of Rapport Building Behavior on Customer Loyalty in the Banking Service Environment : Through Customer Attitude (은행서비스 환경에서 라포형성행동이 고객충성도에 미치는 영향 : 고객태도를 매개로)

  • The purpose of this study is to investigate the effect of Rapport Building Behavior on Customer Loyalty through Customer Attitude in the banking service environment targeting bank customers residing in Seoul and the metropolitan area. This study applied a significant sampling method, and the number of samples used in the final analysis was 201, and statistical analysis was performed on the input data using the SPSS 20.0 program. As a result of the analysis, first, it was found that the sub-factors of Rapport Building Behavior in the banking service environment, Attentive, Courtesy, and Information Sharing, had a significant positive (+) effect on customer loyalty, and Connecting was found that there was no positive (+) effect on customer loyalty. Second, Attentive, Courtesy, and Information Sharing, which are sub-factors of rapport building behavior, were shown to have a significant positive (+) effect on customer attitude, and Connecting was found that there was no positive (+) effect on customer attitude. Third, customer attitude was found to have a significant positive (+) effect on customer loyalty. Fourth, customer attitude was shown to mediate the relationship between rapport building behavior and customer loyalty. Therefore, it was found that rapport building behavior is a factor influencing customer attitude and customer loyalty in the banking service environment. This means that rapport building behavior between customers and banks can change customer attitudes and have a positive effect on customer loyalty. It can be seen as implying that customer management is necessary to increase customer loyalty through rapport building between customers and banks even in the changing banking service environment.

An analysis of the operational efficiency of the major airports worldwide using DEA and Malmquist productivity indices (세계 주요 공항 운영 효율성 분석: DEA와 Malmquist 생산성 지수 분석을 중심으로)

  • Purpose - We live in a world of constant change and competition. Many airports have specific competitiveness goals and strategies for achieving and maintaining them. The global economic recession, financial crises, and rising oil prices have resulted in an increasingly important role for facility investment and renewal and the implementation of appropriate policies in ensuring the competitive advantage for airports. It is thus important to analyze the factors that enhance efficiency and productivity for an airport. This study aims to determine the efficiency levels of 20 major airports in East Asia, Europe, and North America. Further, this study also suggests suitable policies and strategies for their development. Research design, data, and methodology - This paper employs the DEA-CCR, DEA-BCC, and DEA-Malmquist production index analysis models to determine airport efficiency. The study uses data on the efficiency and productivity of the world's leading airports between 2006 and 2010. The input variables include the airport size, the number of runways, the size of passenger terminals, and the size of cargo terminals. The output variables include the annual number of passengers and the annual cargo volume. The study uses basic data from the 2010 World Airport Traffic Report (ACI). The world's top 20 airports (as rated by the ACI report) are investigated. The study uses the expanded DEA Model and the Super Efficiency Model to identify the most effective airports among the top 20. The Malmquist productivity index analysis is used to measure airport effectiveness. Results - This study analyzes longitudinal and cross-sectional data on the world's top 20 airports covering 2006 to 2010. A CCR analysis shows that the most efficient airports in 2010 were Gatwick Airport (LGW), Zurich Airport (ZRH), Vienna Airport (VIE), Leonardo da Vinci Fiumicino Airport (FCO), Los Angeles International Airport (LAX), Seattle-Tacoma Airport (SEA), San Francisco Airport (SFO), HongKong Airport (HKG), Beijing Capital International Airport (PEK), and Shanghai Pudong Airport (PVG). We find that changes in airport productivity are affected more by technical factors than by airport efficiency. Conclusions - Based on the study results, we offer four airport development proposals. First, a benchmark airport needs to be identified. Second, inefficiency must be reduced and high-cost factors need to be managed. Third, airport operations should be enhanced through technical innovation. Finally, scientific demand forecasting and facility preparation must become the focus of attention. This paper has some limitations. Because the Malmquist productivity index is based on the hypothesis of the, the identified production change could be over- or under-estimated. Further, as DEA estimates the relative efficiency. It also cannot generalize to include all airport conditions because the variables are limited. To measure airport productivity more accurately, other input variables and environmental variables such as financial and policy factors should be included.

The Analysis of The Factors Affecting The Research Outcomes of Government-funded Research Institutes in Science and Technology (과학기술분야 정부출연연구기관의 연구실적 영향요인 분석)

  • The Korean government's R&D budget has risen steadily annually, reaching 24.2 trillion won in 2020, and the ratio of R&D expenditure to GDP ranked high among OECD countries. However, national science and technology innovation ranked low among OECD countries. This study focused on Korean government-funded research institutes in the field of science and technology by analyzing the effects of budget and workforce input on research performance in order to provide directions for management. Multiple regression analysis was conducted with budget and workforce input as independent variables, which influence major research outcomes (SCI paper, patent, royalty). In the research budget, only government contribution had a positive effect on SCI thesis performance, and the increase in the government project and private project funding had a negative effect on the number of patents and technology royalties. For the workforce, the positive effect of regular workers on all research achievements was 3-6 times more than that of non-regular workers. Through this study, policy implications such as establishment of institutional performance indicators according to research types were derived for the outcome driven management of government-funded research institutes in the field of science and technology.

A Study on the Operating Efficiency of Small and Medium-sized IC Companies in China (중국 중소 IC 회사의 운영 효율성에 관한 연구)

  • The purpose of this paper is to investigate various factors affecting the efficiency of China IC industry, reflecting the resource utilization and overall development level of China IC industry. In this paper, three input indicators (R&D Expenditure, Cash paid to and for employees, Total fixed assets) and two output indicators (Net profit, Sales revenue) were selected for 17 listed companies in the IC industry with operating profit of less than 1 billion yuan in 2018 and applied the technology efficiency theory and DEA analysis method to analyze the relative efficiency of the output base. The study found that one of the 17 companies analyzed was efficient, two were inefficient on an inadequate scale, and the rest were inefficient due to insufficient production technology, scale and management level. This study argues that enterprises should reduce resource input appropriately and strengthen scientific and technological innovation management to maximize resource utilization efficiency. Therefore, this study has important practical significance for improving the efficiency of IC enterprises. The Malmquist method will be used to study the total factor productivity of small and Medium-sized companies in IC industry.

  • This study estimates the productivity change of pharmaceutical industry and decompose the change into technical efficiency change and technological change to explore ways to improve the productive efficiency. Unlike most previous studies, this study employs the non-radial and non-oriented slacks-based Malmquist productivity index which can deals directly with the input excesses and output shortfalls. In addition a smoothed bootstrap method is applied to estimate statistical confidence intervals for the Malmquist Index and its components. For the empirical analysis a balanced panel data set is constructed covering ten years over the period from 2005 to 2014. The input variables used in this study are number of workers, tangible assets and major production cost. The gross production is selected as a main output variable. The empirical results suggest that the productivity of pharmaceutical industry has decreased due mainly to decline in the technological progress rather than improvements in technical efficiency. An analysis result shows that the scale efficiency outweighs the pure efficiency in determining the technical efficiency of pharmaceutical industry. Therefore, in order to enhance the competitiveness of domestic pharmaceutical industry, it is important to continue supporting policies to promote the technology innovation capability through efficient R&D investment and industry reform strategy.

  • This research was undertaken to find out how effectively ERP has been employed by the enterprises through comparing and analyzing the management performance of each enterprise after introducing ERP to Retail and Distribution Industry using DEA technique. According to the research results, efficiency evaluation for each site was calculated through input and output factors to find out comparative ERP system usage efficiency of 10 Retail and Distribution Industry Companies in terms of such factors as employee, quick assets, inventories, sales revenue, operating income. This paper confirms that the companies having launched management innovation by aggressively adopting ERP saw their management efficiency improving consistently, and in the distribution industry, it took at least 3 years before the effect of ERP introduction on enhancing management efficiency became visible. Furthermore, this paper also reveals that, unlike the manufacturing industry which was the subject of the previous study, efficiency was not necessarily proportional to the size of company in the service industry including distribution and export which was the subject of this paper.

A Systematic Method for SPICE Simulation of Electrical Characteristics of Poly-Si TFT-LCD Pixel (SPICE를 사용한 다결정 실리콘 TFT-LCD 화소의 전기적 특성 시뮬레이션 방법의 체계화)

  • In order to analyze the electrical characteristics of complicated thin film transistor-liquid crystal display (TFT-LCD) array circuits, it is indispensible to use simulation programs such as PSPICE and AIM-SPICE. In this paper, we present a systematic method of extracting the input parameters of poly-Si TFT for SPICE simulations. This method was applied to two different types of poly-Si TFTs, fabricated by excimer laser annealing and silicide mediated crystallization methods, and yielded good fitting results to experimental data. Among the SPICE simulators, PSPICE has the graphic user interface feature making the composition of complicated circuits easier. We added successfully a poly-Si TFT device model to the PSPICE simulator, and analyzed easily the electrical characteristics of pixels considering the line RC delay. The results of this work would contribute to efficient simulations of poly-Si TFT-LCD arrays.

Three-Dimensional Object Recognition System Using Shape from Stereo Algorithm (스테레오 기법을 적용한 3차원 물체인식 시스템)

  • The depth information of 3D image lost by projecting 3D-object to 2D-screen for earning image. If depth information is restored and is used to recognize 3D-object, we can make the more effective recognition system. We often use shape from stereo algorithm in order to restore this information. In this paper, we suggest 3-D object recognition system in which the 3-D Hough transform domain is employed to represent the 3-D objects. In this system, we use the moving vector of object to reduce matching time and In second matching step, the unknown input image is compared with the reference images, which is made with octree codes. Octree codes are used in volume-based representation of a three dimensional object. The result of simulation show that the proposed 3-D object recognition system provides satisfactory performance.
