Weak competencies in urban local bodies (ULBs) for implementing public private partnership (PPP) projects has been recognized as a major hurdle in uptake of PPP model in India. In this context, a questionnaire survey was conducted to evaluate perception of urban PPP experts and ULB representatives on three aspects related to competency development, including, critical competencies for implementing urban PPP projects, approaches for competency development in ULBs and constraints faced by ULBs in development of competencies. The five critical competencies identified are project identification, project conceptualization, transaction design, PPP process management and contract management. The approach of training programs for municipal staff and elected representatives, and capacity building oriented technical assistance for implementing urban PPP projects have been preferred by survey respondents for competency development. The frequent transfer of municipal decision makers and low motivation among municipal staff have been identified as the most significant constraints for development of competencies.

This paper reviewed the relationship between information technology system and knowledge management activities, and the moderating effect of industrial type. The results of multiple regression analysis, based on the responses from 219 employees in manufacturing and financing service sector, showed that information technology infrastructure and information technology usage have positive effects on knowledge acquisition, knowledge transfer, and knowledge usage. In moderating effects, information technology infrastructure more positively related with knowledge acquisition in financing service sector than in manufacturing sector. And also information technology usage more positively related with knowledge transfer in financing service sector than in manufacturing sector.

Infrastructure such as tracks, catenary, rolling stock and signaling systems, and close interface with the human factors of train drivers, shunting staff and maintenance staff are required for train operations. Safety management is the most essential part for the functioning of a train. In line with the safety management, each rail operator has a safety guidance system and the Ministry of Land, Infrastructure and Transport operates Railway Safety Inspector system. Safety Inspector System is to train employees working in the field to be aware of rules and regulations, and to improve identified risk factors. Hence, it is necessary to establish systematic training and inspection methods for safety guidance staff and make clear the roles and responsibilities of safety inspectors according to the Occupational Safety and Health Act, and safety instructors for several inspections according to the Railroad Safety Act.

Effective cost management requires reliable cost estimates at every stage of project development. The primary purpose of this research is to develop systematic modeling procedures and an automatic computing program for infrastructure estimating in the Texas Department of Transportation (TxDOT). The computing system toggles between project input information and segregated district unit prices for highway work item quantity estimates associated with earthwork and landscape, subgrade treatments and base, surface courses and pavement, structures, miscellaneous construction, and lighting, signing, markings and signals. This quantity-based approach was chosen because of the conventional approach lacking of quantity information until primary design is complete.

As Electronic Commerce is getting larger, the volume of Internet-based commerce by enterprise is also getting larger. This phenomenon applies to Internet EDI, Global Internet Business, and CALS information services. In this paper, a new type of cryptographic key recovery mechanism satisfying requirements of business environment is proposed. It is also applied to enterprise information infrastructure for managing employees' task related to handling official properties of electronic enterprise documents exchange. This technology needs to be complied to information management policy of a certain enterprise environment because behavior of cryptographic key recovery can cause interruption of the employees' privacy. However, the cryptographic key recovery mechanism is able to applied to any kind of information service, the application areas of key recovery technology must be seriously considered as not disturbing user's privacy It will depend on the policy of enterprise information management of a specific company.

"The Act on Ubiquitous City Construction and etc." stipulates the regulations on the planning, construction and management of the u-City. As its national-level law system is about to take its effects, future new city developments are expected to have its legal basis to be built to meet u-City requirements. Also, it is anticipated that such needs would require much more planning techniques and strategies. In reaction to those upcoming needs, this study is to search for new IT infrastructure construction process of the u-City in reality. It is also to supply with the each step framework to execute the u-City projects in more structuralize and systemize manner. Therefore, with the u-City IT infra construction guide line v1.0, purpose of the establishment of comprehensive IT infrastructure construction process.

A counterplan of slope failure has to investigate about various and engineering safety factors. Especially, it is important that large cut-slope must examine rational and economic solution. In this case study, cut-slope failure caused by inflow of rainwater into alternate layers. Hereafter it is suggested that large cut-slope should consider analysis the cause for a decline of safety factor and the engineering character of corestone ground mass.

Since 'Act on Private Participation in Infrastructure' were changed in January 2005, BTL(Build-Transfer-Lease) projects of Private Participation in Infrastructure was introduced in the domestic construction market for the purpose of providing public facilities with the public. Selecting the most qualified Promoter should be considered discreetly in BTL projects because BTL projects is for projects with approximately thirty year project life cycle, plan, construction, operating, maintenance and obviously the success of the project totally depends on the capability and role of Promoter. However, score for cost is likely to influence selecting Promoter to take the project. Accordingly, low bid contract with too much competition could decrease the quality of the construction plan and operating plan. Thus, this study did preliminary research and documents on problems of evaluation criteria for selecting Promoter in BTL projects, and proposed improvement factors by doing questionnaire over specialists of each field.

Recently the use of smart phones and mobile devices is increasing rapidly, data search and retrieval in the mobile environments are generalized. There are only few mobile applications available in the area of agriculture while huge amount of new applications are developed and uploaded. The purpose of this study was to develop the android based mobile application for providing agricultural infrastructure and disaster information. The mobile application was designed through the database establishment and management system, server management system, and mobile application development. The database is composed of weather data, agricultural infrastructure data, and agricultural disaster data. By developing the mobile application which provides agricultural infrastructure information, it is expected to improve the accessibility to agricultural information and mitigate the agricultural disaster damages.

세계는 지식과 지식경영을 21세기 글로벌 문명의 키워드로서 자리매김 하는데에 동의하고 있다. 이 글은 현재까지 주로 경영학적 측면으로 다뤄지고 있는 지식경영의 문제를 $\ulcorner$지식$\lrcorner$을 객체로 하는 정보학적 시각으로 접근하여 지식의 구조에 터잡은 효율적 관리방법으로 해결하려는 것이다. 왜냐하면 지식경영의 본질은 지식이며, 나머지 영역은 지식을 효율적으로 운용하기 위한 여러가지 환경적 요소들-사람, 조직. 문화등 이기 때문이다. 이 글에서는 지식경영의 핵심요소를 지식 공유 시스템의 구축이라고 보고. 지식 공유 작업이 지식을 자원으로서 인식하는 수준이 아닌 그 진위여부와 가치의 평가, 신선한 지식창고로 유지 관리하는 과정으로 보다 신중하고 비중있게 검토되어야 한다는 사실을 지적한다. 아울러 지식의 관리에서 우선적인 것은 정보기술이 아닌 지식의 내용과 표현이므로 지식경영의 일반적 프로세스 중 '정보기술인프라' 는 '정보인프라' 로 수정되어 연구될 것을 제기한다.
