Overseas advanced countries are aware of the importance of research equipment and are providing a lot of policy support to revitalize the research equipment industry. However, Korea does not have any law to support policies or related projects to revitalize the research equipment industry. Therefore, there is an urgent need for legislation to support policies and projects for revitalizing research equipment industry. It is considered necessary to establish a separate special law for revitalizing the research equipment industry so that it can gain competitiveness in the global market of the research equipment industry. As we have seen, the necessary articles in the relevant laws should be specified so that various promotion policies can be developed to foster the research equipment industry. In order to promote the development of research equipment industry, there are three essential items to be specified in the law. First is research and development support, second is infrastructure development, and third is business incubation. The following contents should be included in each contents. First of all, "research and development support" includes research and envelopment project promotion and support policy items, research equipment development trends and investment trends, joint research between industry, academia, And research and development support for fusion, hybrid and commercialization. Next, the items to be included in "infrastructure development" should include the establishment of research equipment clusters, related support items, training of professional manpower, and research equipment development base area and institutions. Current socioeconomic condition in South Korea is characterized by growing country with highly unemployment rate. Enhancing service industry, therefore, is one of the important government policy issues. In addition to quantitative growth of service industries, OECD comparisons between countries as shown in the competitiveness of the domestic service industry, followed by a very low-level, enhancing the competitiveness of service industries are also important issues of national policy. In particular, finance, education, insurance industry, such as relatively large enterprises have entered the service industry to remain competitive and comparable, but the case of small service industries, has shown a very low level of competitiveness. Thus, the world's leading technology and IT infrastructure can be applied to small and medium-sized service industry in order to improve productivity, customer satisfaction, and service infrastructure, resulting in improving competitiveness. The purpose of this study is to develop government supporting policy issues by analyzing the current usage of IT, problems and requirement analysis, and critical success factors for applying IT to small and medium-sized service industries. For a survey 2,000 samples are collected from service companies. The results show that IT usage is very important to improve competitiveness in small and medium sized service industry. In addition, customized it solutions are needed to satisfy different characteristics of service industry depends on types of business. Finally, government supporting programs of IT has to be improved. The results would be able to provide directions and guide lines of IT utilization in service industries.
This study aims to define which factors will contribute to vitalization of Saemangeum New Port to secure international competitiveness in order to attract international shipping companies, shippers and forwarders in constructing Saemangeum New Port, and to propose subsequent implications. For research methods of the current study, a factor analysis and a decision making method of analytic hierarchy process(AHP) were used. Through precedent studies, total 11 measuring variables were selected including short entrance and exit channels, main infrastructure development project, tax cut and deregulation, and through a factor analysis, total 3 high rank evaluation factors including 'location and facilities', 'surrounding infrastructure and hydrophile property', and 'local policy and environment'. Analysis results summarizing a test of reliability of measuring variables in this study indicate that as Cronbach alpha coefficient of total 11 measuring variables were turned out to be over 0.8, it is surpassing general average 0.6, which means there is reliability.
Purpose - The Visegrád Group cooperation of the past 14 years and that of V4 for the past 20 years has very important significance in the 21st century that must be maintained. This cooperation is valuable because of the trade routes that connect northern Poland to the Balkans in southern Croatia, which forman important basis for the resuscitation of Central European development. Currently, because of the European manufacturing base and industrial development, an energy supply and stable energy distribution networks have been introduced to secure cooperation and not competition within the Visegrád Group. This paper's research emphasizes the supply chain hub in neighboring countries. Although Central and Eastern European countries are small, they can provide a competitive response to Western Europe if they collaborate with the V4 group and other countries. Research design, data, and methodology - The subjects of this study in the Visegrád Group area are related to the development of Marketing and Distribution Sciences in the integrated European Union. In relation to the existing energy infrastructure, construction companies and financial institutions benefit from large-scale construction projects. Existing or new infrastructure facilities among the V4 must comply with the preconditions of regional energy markets. The network of emerging markets is changing into a European-logistics hub of new markets. This hub is closely associated with the economic development of European self-sustainment given that energy for distribution and consumption is imported from Russia. Therefore, this paper indirectly provides data on the regional distribution of energy as alternative bases in Europe for market expansion to Asia. Results - As a result, it appeared unlikely that V4 failed to implement homogeneity following the standards of Western Europe, as proposed by the EU. This essay examines the recent proliferation of location-based services (LBS) within the context the expansion of the technologies of remote identification, monitoring, and tracking. Following the spatial turn in the social sciences, this essay aims to analyze LBS as a surveillance technology that can re-shape the spatial configuration of its users and their identity. The analytic focus of this essay is on LBS within the global information infrastructure, and it utilizes key LBS examples in the US and South Korea. First, as a way to discuss the technical possibilities of LBS for spatial coordination and surveillance, this essay investigates its technical architecture in terms of information flow. It then discusses the issue of privacy in LBS by analyzing some of its key legal and regulatory issues. The combination of the global information infrastructure with location-related technologies has enabled LBS companies to expand the scope of surveillance over the ever-increasing computer-mediated activities, prompting heated discussions over whether LBS is capturing "Every Moment in Your Life." This study aims to analyze the environment for the open-source records system and to identify the risk and requirements for the success of the strategy in Korea. For this, Chapter 2 presented a review of the strategic benefits of open source to public organizations, developers, and users. It also discussed the process of cooperatively developing and releasing the source code and the technology infrastructure supporting open source. In Chapter 3, six representative open-source projects in the field of records management were selected, and case studies were conducted. To derive comprehensive implications, we have divided the main development body of open-source projects into international organizations, international cooperation systems, national archives, and software development companies. We also analyzed the background and purpose of each project, the agents of development and funding, the governance model, the development period and cost, the business model and software architecture, the community composition, and the licensing strategy. Through this, we have derived four critical success factors. In terms of technology, a component-based design was required; therefore, we proposed a microservice architecture and a model-view-controller design pattern. Next, it was necessary to reestablish system requirements of records center and archives. Moreover, we also proposed a dual licensing strategy to allow developers to easily participate in open-source projects. Lastly, we emphasized a strong governance structure and an effective cooperation framework to create a sustainable community. For a record system to be open-source successfully in an organization-centered market, the roles of software developers and end users should be exercised more in the community. For securing technology and business competences of companies that is the engine of domestic industrial growth, government-supported policy programs for the creation of commercialization results in various forms such as 『Technology Transaction Market Vitalization』 and 『Technology Finance-based R&D Commercialization Support』 have been carried out since 2014. The Busan-Ulsan-Gyeongsangmando(BuUlGyeong) megacity aims to grow into the second metropolitan area by strengthening the growth and connectivity of the southeast region in Korea. In order to analyze the linkage between port logistics and regional economic development, this study focused on the economic community of BuUlGyeong. The findings are as follows. First, it was found that vessel entry and departure had a positive (+) significant effect on cargo volume. Second, the cargo volume was found to have a preemptive effect on the vessel entry and exit ports and the composite index. Third, the composite Index was found to have a significant positive (+) effect on cargo volume. From the results of the variance decomposition, it can be confirmed that the composite index has a weak impact on ship entry/exit and cargo volume. Based on the above findings, some policy implications are derived. First, regional governments in BuUlGyeong should provide incentives to revitalize the maritime economy such as the expansion of maritime port infrastructure and encouraging investment.
