A Study on the Validity of Technology Innovation Aid Programs for IT Small and Medium-sized Enterprises: Focusing on the Dynamic Characteristics and Relationship (IT중소기업 기술혁신 지원사업의 타당성 연구: 동태적 특성 및 연관성을 중심으로)

  • This study aims to provide guidelines on future policy for restructuring the scheme of aid programs associated with If small and medium-sized enterprises (i.e. SME) in Korea. For this purpose, we investigate an empirical dataset of recent aid programs deployed by Ministry of Information and Communication (i.e. MIC) for the last four years First, it is examined that the programs are practiced in accordance with their own policy objective by comparing matching samples between two groups such as program beneficiary and non-beneficiary companies. Second, positioning transition of programs within a same category is visualized in terms of two business portfolio analysis matrices. Third, an affiliation network matrix of (he programs is newly developed and then we attempt to analyze the programs relationship by the application of multidimensional scaling method to the affiliation network matrix. The empirical dataset is composed of two different kinds of corporate datasets. One is a corporate dataset of 8,994 beneficiary companies that are aided by MIC during the year of '03-'06. The other is also a corporate dataset of 18,354 non-beneficiary companies that have no records of the program supports during the years at all. Particularly, the matching samples of non-beneficiary companies are prepared in order to have comparable corporate age years (i.e. CAY) against beneficiary companies' CAY. Results show that; 1) up-to-date, the programs are properly assigned to IT SME conforming to their own policy objective; 2) however, as the year goes on, the following two distinct positioning transitions are revealed such as (1) both CAY and corporate sales (i.e. SAL) are increased simultaneously, (2) ratio of intangible assets (i.e. RIA) is decreased and ratio of operating gain to revenue (i.e. ROR) is increased. Hence, the role of the programs gets weakened with regard to providing seed money to technology innovation-typed IT SME so that a managerial adjustment of the programs is required consequently; 3) even though the model adequacy is not satisfactory through the analysis of multidimensional scaling method, the relationship of indirect-typed programs can relatively be stronger than that of direct-typed programs.

  • Closing the book for the recent accounting period and issuing financial statements is one of the most common challenges for companies. This study examines a case of an automated financial close process and discusses issues related to its implementation. First, the study introduces the closing process of a case company including the purpose, improvement plan, and designing process. Second, the study discusses the impacts of the newly adopted system. Specifically, it reveals that under the new plan, close process automation has been maximized. It also shows that raw data validation has been improved so that past data errors can be categorized by their types and removed before the closing process begins. The order of the process has also been redefined saving closing time. Third and finally, difficulties and considerations for successful use of the system have been discussed. This study aims to provide useful information to companies which consider implementing more organized closing systems. We expect that this study will be helpful to small and medium enterprises which suffer from delayed closing but have little experience with automated BPM system.

Comparative Analysis of Survival Period by Technological Capabilities of Innovative SMEs in the Service Industry (기술수준에 따른 서비스업 혁신 중소기업의 생존기간 비교분석)

  • The survival period according to technological capability was analyzed for about 22,500 innovative SMEs in the service industry. The survival period was defined as the occurrence of overdue and default, and the technological capability was divided into two clusters. As a result of estimating the survival period according to technological capability through Kaplan-Meier analysis, it was confirmed that the estimated survival period of T1-T4 grade service innovative SMEs was significantly greater in both overdue and default. As a result of the analysis of the Cox proportional hazard model applying the control variable, it was confirmed that the higher technological capability, the lower the risk in the group of start-up companies. However, in the group of non-start-up companies the technological capability did not significantly affect the survival period, and the influence of the variables related to the size of the company was found to increase. Therefore, the technological capability is meaningful as additional information that has a significant effect on the survival period of innovative SMEs in the start-up companies group of service industry. In addition, it was concluded that it is necessary to reflect the technological capability when establishing the SME support and promotion policy of the start-up companies group in the service industry.

  • MSMEs in the food and beverage industry play a critical role in the Indonesian economy since they account for the majority of the manufacturing sector's GDP. Despite its importance, it is unable to compete on a worldwide scale due to a lack of technological adoption. As a result, the purpose of this study is to look into the concerns and challenges that F&B MSMEs have when it comes to technology adoption. An online survey of 626 MSMEs and in-depth interviews as well as focus groups with diverse stakeholders from four provinces, namely West Java, East Java, South Sulawesi, and North Sumatera, provided the data for this study. To be thorough, the approach used in the study is based on the Technology, Organization, and Environment (TOE) framework. According to the findings, the majority of MSMEs use technology for marketing and sales, mainly through e-commerce. Meanwhile, for a variety of reasons, most of them continue to rely on traditional and semi-automatic technologies for production. According to the TOE framework, MSMEs lack those three parts of the technology adoption framework, particularly the environmental aspect, which is mostly due to a lack of cooperation among stakeholders. Finally, as a policy proposal, we offer a comprehensive technology adoption strategy based on the findings through an integrated MSMEs development information system including many important stakeholders.

  • With the recent development of manufacturing technology and the diversification of consumer needs, not only the process and quality control of production have become more complicated but also the kinds of information that manufacturing facilities provide the user about process have been diversified. Therefore the importance of big data analysis also has been raised. However, most small and medium enterprises (SMEs) lack the systematic infrastructure of big data management and analysis. In particular, due to the nature of domestic manufacturing companies that rely on foreign manufacturers for most of their manufacturing facilities, the need for their own data analysis and manufacturing support applications is increasing and research has been conducted in Korea. This study proposes integrated analysis platform for process and quality analysis, considering manufacturing big data database (DB) and data characteristics. The platform is implemented in two versions, Web and C/S, to enhance accessibility which perform template based quality analysis and real-time monitoring. The user can upload data from their local PC or DB and run analysis by combining single analysis module in template in a way they want since the platform is not optimized for a particular manufacturing process. Also Java and R are used as the development language for ease of system supplementation. It is expected that the platform will be available at a low price and evolve the ability of quality analysis in SMEs.

The Effect of Corporate Entrepreneurship on the Organizational Performance: Focused on the Mediating Effects of Market Orientation and Radical Innovation (사내기업가정신이 조직성과에 미치는 영향: 시장지향성과 급진적 혁신의 매개효과를 중심으로)

  • The purpose of this study includes: Firstly, to examine the effects of corporate entrepreneurship on market orientation, radical innovation, and organizational performance. Secondly, to examine the mediating effect of the market orientation, radical innovation on the relationship between corporate entrepreneurship and organizational performance. In order to verify the relationships and mediating effect, data were collected from convenient sample of 269 employees at small and medium enterprises in Busan, Ulsan, Gyeongju city to test theoretical model and its hypotheses. All data collected from the survey were analyzed using with SPSS 18.0 and AMOS 18.0. This study reports findings as followed: first, the relationship between the corporate entrepreneurship and the market orientation is positively related. Second, there was also a positive correlation between the corporate entrepreneurship and the radical innovation. Third, there was also a positive correlation between the market orientation and the radical innovation. Fourth, the relationship between the market orientation and the organizational performance is positively related. Fifth, there was also a positive correlation between the corporate entrepreneurship and the organizational performance. Sixth, there was also a positive correlation between the radical innovation and the organizational performance. Finally, the market orientation played as a partial mediator on the relationship between corporate entrepreneurship and radical innovation. The market orientation and radical innovation played as a partial mediator on the relationship between corporate entrepreneurship and organizational performance. Also, the radical innovation played as a partial mediator on the relationship between market orientation and organizational performance. Based on these findings, the limitations of the study and some directions for future studies were presented.

A Study on the Development and Effectiveness of ISO13485:2016 Education Programs for Domestic Medical Device Manufacturers (국내 의료기기 제조업체의 ISO13485:2016 교육 프로그램 개발 및 교육 효과 연구)

  • Purpose: As ISO 13485 was revised in 2016, the domestic GMP (Good Manufacturing Practice) system was also revised and implemented in 2019. However, there are many problems in the domestic medical device industry because most of the small and medium-sized enterprises lack human and material resources. Accordingly, this study was conducted to provide education programs for domestic medical device companies to induce information provision and improve the company's quality management ability. Methods: First, analyze existing education. Second, based on the revised GMP system, a survey paper was produced to investigate difficulties and problems experienced by companies. Third, a two-week survey was conducted on domestic medical device manufacturers, and a total of 77 companies responded to this survey. Fourth, educational program development was conducted based on the results of the survey. Results and Conclusion: The developed education program consists of a total of five sessions. In this study, the educational program developed by grasping the needs of the company through a survey consists of a total of five sessions. The first session consisted of theoretical education and the second to fifth sessions of practical education. Through the education program developed in this study, it is expected to contribute to the overall development of medical device quality by establishing a domestic medical device manufacturing environment that secures the safety and performance of domestic medical device companies.

  • In the past, buyers and suppliers met each other to find common interests off-line in exhibitions and conferences, or through personal connection. These activities were time consuming and costly. With the advent of information era, these activities moved to online market places, where buyers search for suppliers with a set of keywords that are believed to be representative of their requirements. Its fundamental assumption is that all the potential candidates are registered in a certain database. However, recently buyers want to diversify suppliers due to needs of cost competitiveness or frequent new product development. To this end, instead of choosing suppliers from the supplier pool, discovering suppliers from all over the world should be emphasized. In order to enable buyers to describe their requirements and suppliers to capture their manufacturing capabilities via online market places, the semantic differences of terms between buyers and suppliers should be resolved. The paper summarizes various supplier discovery frameworks and prototype systems, which can be employed to expose domestic small-medium enterprises into global buyers in the near future.

The Effects of Performance and Learning Orientation for the Existing FTA of SMEs in Gwangju and Jeonnam on the Using Intention of a Trilateral FTA among Korea, China and Japan (광주·전남지역 중소기업의 기 체결 FTA 활용성과와 학습지향성이 한·중·일 FTA 활용의지에 미치는 영향)

  • This study made an analysis of the effects of performance and learning orientation for the existing FTA on the intention to use a trilateral FTA among Korea, China and Japan. The results of the empirical analysis of Small and Medium-sized Enterprises(SMEs) located in Gwangju and Jeonnam provinces are as follows. First, there is a positive correlation between the effects of performance for the existing FTA and intention of a trilateral FTA. This result suggests that SMEs' performance feedback can be used as an asset of corporate experience and will be helpful to increase the intention to use a trilateral FTA by contributing to have sustainable competitive advantage of companies. Secondly, there is a positive correlation between the SMEs' learning orientation about FTA and intention to use a trilateral FTA. This result indicates that SMEs have more learning orientation for FTA. They actively acquire and diffuse information. These activities can be helpful for having prior knowledge and absorptive capacity. In conclusion, this study is considered to provide useful theoretical and practical implications that can contribute to enhancing the using intention of a trilateral FTA by explaining the significance of performance feedback and learning orientation.

Developing Product Liability Response Strategies of SMEs using PEST-SWOT-AHP analysis (PEST-SWOT-AHP 분석을 이용한 중소제조기업의 제조물책임 대응전략 수립)

  • Product liability (PL), which began enforcement in 2002, refers to the legal responsibility of the manufacturers or sellers (wholesales or retailers) for the property damage or bodily harm caused by their product. With a strong enforcement of the Product Liability (PL) Act, companies are required to structure and operate a response system to defend or prevent product accidents efficiently, but small and medium enterprises (SMEs) are unable to respond more aggressively due to limitation of management resources. In this manner, it is important to develop response strategies for SMEs to efficiently cope with the PL Act. In this paper, the PEST (Political, Economic, Social, and Technological) analysis is performed to reveal the impact of the PL Act on SMEs in macro-economic point of view. To formulate SME's PL response strategy, SWOT analysis is performed to categorize each factors from PEST analysis and AHP is applied to identify the intensities of SWOT factors. The prioritized SWOT factor, results of PEST-SWOT-AHP analysis, are used to formulate SME's PL response strategies. The study results are briefly summarized as follows. To reduce product defects, it is necessary for SMEs to formulate PL response strategies for each phase of the product life cycle by continuously collecting and analyzing PL cases in the same industry or for similar products. In addition, SMEs should invest more technological effort to ensure product safety. Further, SMEs should spread PL awareness to all staff members by training internal PL experts. Moreover, a SME should enroll in PL insurance and spread this information to its customers so that they become aware that the company is proactively conforming to the PL law.
