In creative society, fluency in technology means the ability to reformulate knowledge, to express oneself creatively and appropriately, to produce and generate information in computer environment. Fluency in technology is essential for mathematics education with a point of constructivist view. In this paper, we study the meaning of fluency in technology, related to mathematics education. For this purpose, we suggest Papert's constructionism as a theoretical background and consider the principle of 'Learning through design' for fluency in technology. And we consider some principles for designing a mathematical microworld and implement a mathematical microworld for fluency in technology. With this microworld, we consider the after-school-program where students have participated a design activity.

It is required that university students acquire information technology in order to adapt to the information society. Therefore, it is inevitable for universities to provide students with an effective curriculum to improve IT fluency. The purpose of this study is to analyze the content of the informatics learning programs in universities in Korea in terms of IT fluency which is defined by National Academy of Science NRC99. Based on the information that the Academy Information Center announced, the content analysis was carried out from September 2010 to June 2011. According to the result of the analysis, 84 of 201 universities provide the informatics education as a mandatory course. 29 of them mainly provide the programs about word processors, spreadsheet, and presentation that are regarded as contemporary skills. These programs cover the fundamental concept, but the contents which require intellectual capabilities are rarely addressed. Moreover, the informatics education has mainly focused on elementary and secondary education. In this sense, it is valid to analyze the contents and current states of the informatics learning programs required in higher education.

This paper is a study on constructing a natural language interface to database, concentrating on generating textual answers. TGEN, a system that generates textual answer from query result tables is presented. The TGEN architecture guarantees its portability across domains. A combination of a frame-based approach and natural language generation techniques in the TGEN provides text fluency and text flexibility. The implementation result shows that this approach is feasible while a deep NLG approach is still far to be reached.

In this paper, we investigated teachers' awareness for the gifted education using technology. We chose teachers who were taking a course(60 hours) in the gifted education at Educational Training Institute in Chonnam National University, and analyzed their awareness for gifted education using technology. We found teachers' awareness as followings. First, teachers think that their ability using technology is contained ability developing and performing program for the gifted education. Second, using technology in the gifted education have an effect on ability of inventively solving problem and extension of thinking power of the gifted. Third, the gifted education using technology is helpful to developing abilities of the gifted, which are intuitional discernment, organizing information, space perception and visualization. Also, that is helpful to developing fluency, flexibility and uniqueness of the gifted in terms of sub-factors of creativity (fluency, flexibility, uniqueness, sophistication).

In today's firms, there is an increasing awareness amongst managers and executives on the importance of secretary's role. This is a study on the profile of the corporate executive secretary's job responsibilities with emphasis on communication skills, interpersonal and foreign language fluency, which I deem relevant to their position. As a result, I believe that an executive secretary must obtain at least a two-year secretarial degree, Furthermore, I propose that their education must include and stress emphasis in foreign languages. Nevertheless, I feel that in today's global economy, it is important that executive secretaries are fluent in at least two(2) foreign languages that would enable him/her to write his/her boss' speeches, editing dictated materials and creating corresspondences. This study is believed to contribute to the education of the future executive secretaries and the managers etc.

In a P2P (Peer-to-Peer) VoD (video-on-Demand) streaming system, the nodes' load is an important factor which affects the system performance. In the system, some nodes may receive too many requests, which leads to overload. On the other hand, some other nodes may receive too few requests, which leads to low utilization. Therefore, designing a reasonable load balancing strategy is important. However, existing related studies cannot handle this problem effectively, because they don't have an efficient dynamic load information management mechanism, and they don't distinguish the difference of requests when transfer the nodes' load. In this paper, to manage the dynamic load information efficiently, we design a load management table for each node. Based on the load information, we propose a load balancing strategy which uses a request migration algorithm (LBRM). Through simulations, our scheme can handle the load imbalance problem effectively and improve the users' playback fluency.

In the knowledge based society, it is very important to have an ability to solve problem with knowledge and information. In addition, the number of problems that can not be solved only with existing knowledge are increasing. Therefore, we developed an informatics education program that enhances creative problem solving abilities through systematic collection of information. This program designed to enhance both divergent thinking and convergent thinking. The developed program improves the problem solving ability with learner's internal knowledge as well as new information that is collected from external world. More practical and effective program can be provided through continuous program improvement.

Refer ta the current state of optional curriculums and information related classes in elementary schools, the number of schools and classes, which is related in information education, is constantly reducing in recent 3 years. It is anticipated that the status of information education in school will get lower, because the extra-curricular activity is planned ta be changed with creative experience activity in revised education curriculum 2009, which is published by the ministry of education, science and technology. Moreover, the current state of information education in schools cannot actively handle the social changes and requirements but keep the old curriculums. This study explains the effectiveness and the examples of creative personality and fluency using educational robot in creative experience activity. We also tried ta find the probability of robot utilizing education as an expanded information education area in elementary school.

The purpose of this paper was to analyze the differences in executive function according to type of early English learning experience. The subjects were 75 5-years-old who had immersive early English learning in language school, and daycare center. The measurement tools were stroop, DCCST, memorize numbers, pattern fluency, and maze. We conducted covariance analysis with total intelligence as the covariates. In the results, there were significant differences in attention control and cognitive flexibility, but weren't significant differences in information processing and goal setting according to type of early English learning experience. This study suggests that experience of immersive early English learning positively affected attention control and cognitive flexibility, and didn't affect information processing and goal setting.

Current trend of audit is to check the physical aspects of developed information system, such as checking the budget constraints, time constraints or functional fluency etc. However, ultimate goal of information system is to help the organization to achieve the competency over their competitors. Also, there are three different interest groups in system auditing, like audit requesting group, audited group and audit group, who may have different points of interests in auditing. Current auditing process, however, ignores this point, and so does not check the differences between three groups. This study tries to develop new auditing method to cure these two problems. Contributions of this study may be summarized as follows. First, Introduce the new indexes that can check the possibility that the information system may contribute the competency of organization. Also check the feasibility of indexes through Fuzzy AHP. Second, Divide the audit related person into three groups, and their different needs toward the information system was analyzed. Third, Analyze and compare the main interests of three groups, and weights of each groups to each indexes were calculated. Fourth, Fuzzy theory was applied to quantify the qualitative answers, which may minimize the ambiguity of questionnaire replies.
