Typically developing children serve as role models from which children with disabilities learn age-appropriated communications and social behavior. Therefore the children with disability can actively participate in well-designed child care settings. But unfortunately in Seoul, Korea, only 2% of children with disability are taken care of in child care centers. And even the disabled children at the child care centers are mostly mentally or emotionally disabled because the building, programs and services of the centers are restrictive to the children with severe physical disabilities. This study reviewed Korean domestic physical environment of child care centers for children with disabilities. Questionnaire survey was conducted to 103 centers located in Seoul by mail. Our survey revealed that they need more areas for nursing room and special rooms and the accessibility to buildings has to be improved. Also, there are no elevators in all buildings surveyed. Accessibility to toilet is noted as significant problem, especially wet floors in toilets. In a nursing room, a space for psychological rest and special education is needed for children with mental disability. Technical specifications on how to make buildings and facilities accessible for the children with disability should be developed. The goal of this study is to provide basic information to develop domestic design guidelines to ensure that the child care centers are safe, convenient, and usable for everyone possible.

In this era of information and communication technology (ICT), efficient and cost effective public services delivery had become highly expected by the citizen in every country. In developed countries, digitally enabled public services were established in recent years while the developing countries like Bangladesh were trying to establish this advancement. The UNDP, USAID and the Government of Bangladesh launched the Access to Information (A2I) programme to improve the services delivery to reach at the doorsteps of citizen. Under this umbrella, Union Digital Centers (UDCs) were launched in 2009 at every Union of Bangladesh to reduce the "Digital Divide" in public service delivery. Thus, it had become the concern nowadays to make this initiative sustainable for a long run, this study focused to find out some key factor to be considered for making them sustainable in Bangladesh. It explored the previous researches related to these centers and same categories of institutions in other countries where the researchers argued about some issues in different aspects. Based on their findings and discussions, this study tried to analyze the key issues influencing the sustainability factors. To analyze the factors for sustainability, it addressed the financial, investment, business development and publicity, competencies of entrepreneurs, community acceptance and gender issues, institutionalization and physical infrastructure concerned with UDCs. The Government agencies, policy makers, researchers could be consider those recommendations for developing the strategies for sustaining the operations of UDCs in Bangladesh.

This paper is to analyse the major impact of the new era of information technology on the changes being made in physical environment of existing corporate training centers through the case of on- and off-line LG academies. By the analysis, some interesting features are to be found which can be a hint for the future planning and design of corporate training centers. Unlike the expectation in the early stage of changes, the rapid growth of on-line education forms a very strong partnership with the existing in-house training programs at all levels. Understanding of such key issues surrounding the use of facilities is specific to the formation of an effective environment for training programmes. After all aspects of the facility uses-not just the class rooms, but also the residential, dining, recreational, and support areas, as well as on-line type of educational services-are carefully examined, a design guideline is identified as considerations for guestrooms, classrooms, public facilities, the recreational areas, and the audio-visual provisions.
Currently, the radial basis function network (RBFN) and various other neural networks are employed to classify gases using chemical sensors arrays, and their performance is steadily improving. In particular, the identification performance of the RBFN algorithm is being improved by optimizing parameters such as the center, width, and weight, and improved algorithms such as the radial basis function network-stochastic gradient (RBFN-SG) and radial basis function network-normalized stochastic gradient (RBFN-NSG) have been announced. In this study, we optimized the number of centers, which is one of the parameters of the RBFN-NSG algorithm, and observed the change in the identification performance. For the experiment, repeated measurement data of 8 samples were used, and the elbow method was applied to determine the optimal number of centers for each sample of input data. The experiment was carried out in two cases(the only one center per sample and the optimal number of centers obtained by elbow method), and the experimental results were compared using the mean square error (MSE). From the results of the experiments, we observed that the case having an optimal number of centers, obtained using the elbow method, showed a better identification performance than that without any optimization.
Objective: The purpose of this study was to explore the feasibility to utilize image data recorded and accumulated from CCTV at child care centers. Methods: Literature reviews, consultations and workshops with scholars studying child development, legal professionals, and engineers, focus group interviews with professionals working with young children, and surveys targeting parents, directors and teachers were implemented. Results: It was found the big data from CCTV at child care centers can be used to make policies and implement research as a secondary data set after anonymization. Extracting implicit and useful data from images stored on CCTV is technically feasible. Also, it can be legally guaranteed to analyze the data under the condition of acquiring informed consents. Conclusion/Implications: It was likely to utilize image data from CCTV at child care centers as a secondary data set in order for policy development and scholarly purposes, after overcoming obstacles of the budget for additional infrastructures and consents of information holders.
The purpose of this study is to offer essential information related to early childhood education and care policy. Using the Korea Labor and Income Panel Study(KLIPS) Vol.5., this study analyzed sociodemographic factors that decide the use and type of institute for early childhood education and care. The following results are obtained: First, it is not easy for young children under three years old to use education and care institutes because of their preference for home care. Second, the mother's job status affects the child's use of child care centers and private institutes for education except for the using of early child education centers. Third, the affecting main factors for the use of child care centers are quite similar to critical factors for use of the private institute for education. Thus, young children using the private institute for education could be interpreted as coming from a low-income class compared with the children using the early child education centers.

This paper firstly introduces a classification model for designing the architecture of backup centers in terms of business continuity management. We propose that the replication solution, the level of disaster recovery, and the outsourcing style as three important factors that help explain the architecture of backup centers. We provide the details of each factor of the model and apply them to the real world cases of backup centers in Korea. We conclude that the model is well fitted to many cases of currently available backup centers and can provide backup center architects with a well classified architecture model with specific guidelines.
This study was conducted to develop and propose a model for an organizational system and management strategies for Healthy Families Centers. As baseline research, the organization of comparable institutions such as the Social Welfare Center, Women's Development Center, Elderly Welfare Center, Child Welfare Center, and Childcare Information Center was analyzed. Based on the results of baseline research and the draft version of Healthy Families Act, this study proposed a management model for Healthy Families Centers. This proposed model suggests the city, county, and district level centers to be organized with three divisions: 1. family counseling team, 2. family education team, and 3. family life team. Concrete assignments for the teams are also proposed. Finally, a networking system for more effective management of the healthy families centers was also proposed.

The purposes of this study were to assess the child care centers' foodservice facility, and to develop the kitchen facility model based on the general sanitation standards and guidelines in order to provide basic information for a plan review to build or renovate child care centers' foodservice facility. The scopes of the study include : 1) field assessment of the foodservice management practices and facilities in 8 public child care centers, and 2 private child care centers which they are subsidized from the government as public child care centers, 2) development of child care centers' kitchen facility model based on the General Sanitation Standards and Guidelines. The results of this study can be summarized as follows : 1. Field Assessment of the Child Care Centers' Foodservice Facility Average number of children in child care centers was 78.0$\pm$24.20, the average space of kitchen was 15.13$\pm$4.25($m^2$). Especially, the average space of kitchen was 18.49$\pm$4.35($m^2$) with enrollment capacity of 90~120 children in child care centers. The inventory level of most foods was relatively low except rice and kimchi. Kitchen facilities and equipments were similar to those of home kitchen and did not meet the standards of institutional practice. Therefore, the director in child care centers should recognize the importance of the sanitation management and pay more attention to the renovation of foodservice facilities as well as sanitation management practices. 2. Development of the Kitchen Facility Model based on the General Sanitation Standards and Guidelines The kitchen facility plan model with enrollment capacity of 100 children was developed based on the results of field assessment and literature review. Suggested kitchen space was 34.16$m^2$(6,100mm×5,600mm). This space was bigger than the results of field survey or precedent study, considered appropriate to implement the general sanitation standards. The main feature of the developed kitchen facility plan and model was product flow in one direction from the arrival of the raw material to the finished product in order to prevent cross contamination and to improve working efficiency.
