Development of University-Industry Cooperation in the Republic of Kazakhstan

  • With a dramatically increased demand from technology and software industries for higher competence, university-industry cooperation is becoming an increasingly important subject. This cooperation has previously been shown to be for advantage of the industries as well as a suitable tactics to in early stage recruit students. This paper has investigated the relationship and cooperation between universities and industries trough exploratory research (case studies) and comprehensive interviews with relevant contacts at different IT (Information Technology) companies and Universities in Kazakhstan. From the information collected from these interviews, we'll examine and conclude what makes this cooperation beneficial for both parties as well as the issues that arose. Based on these interview results, recommendation for industries as well as universities to improve their cooperation will be presented. Concerning these recommendations of investigated practices and case studies, this document identifies a range of actions to enhance the relationship between universities and industries as well as identify a number of examples of good practice which universities and industries may wish to consider in their cooperation planning.

The Analysis of Economic Impact for Fourth Industrial Revolution Industry using Demand-driven Model (수요유도형 모형을 이용한 4차 산업혁명 산업의 경제적 파급효과 분석)

  • This paper was reclassified industries related to the 4th industrial revolution into manufacturing, information and communication services, finance and insurance services, and science and technology services by comparing the industry association table with the Korean standard industry classification. And the economic ripple effect was analyzed by exogenizing the four sectors of the industry using a demand-driven model. The wholesale and retail and product brokerage services were measured to be large in the manufacturing, information communication services, and science technology service sector according as a result of analysis of the production inducement effect, added value inducement effect, and employment inducement effect. And the financial and insurance services were analyzed to be large in the financial and insurance services sector. The import inducement effect was analyzed to be the largest in all sectors of the fourth industry. As a result of the forward and backward linkage effect, it was confirmed that the manufacturing and the information communication services sector were the intermediate primary production type sensitive to economic fluctuations. Also it was confirmed that the financial and insurance services and the science technology services sector were the final primary production type.

Pseudonym-based Privacy Protection Scheme for Participatory Sensing with Incentives

  • Participatory sensing applications rely on recruiting appropriate participants to share their surrounding conditions with others, and have been widely used in many areas like environmental monitoring, health care, and traffic congestion monitoring, etc. In such applications, how to ensure the privacy of a participant is important, since incentive mechanisms are used to maintain their enthusiasm for sustainable participation by offering certain amount of reward. In this paper, we propose a pseudonym-based privacy protection scheme, that takes both privacy protection and user incentives into consideration. The proposed scheme uses the pseudonym mechanism and one-way hash function to achieve user incentives, while protecting their identity. We also show extensive analysis of the proposed scheme to demonstrate that it can meet the security and performance the requirement of a participatory sensing application.

Organizational Effectiveness of Korean Information and Communication Industry Employees : Focus on Organization Culture, Job Satisfaction, Organizational Commitment and Turnover Intention

  • Purpose- The purpose of this study is to give implications on how to decrease employee turnover intention of Korean information and communication industry employees using organization culture, job satisfaction and organizational commitment. To do that this study analyzes relationships among variables and analyses mediating effect of job satisfaction and organizational commitment. Research design, data, and methodology- To analyze relationships among organization culture, job satisfaction, organizational commitment and turnover intention of employees, this study used the 7th KRIVET's HCCP employee data especially employees working in the information and communication industry who has more than university degree education. The analysis is conducted by using SPSS 21 and frequency analysis correlation analysis, regression analysis and mediating effect are analyzed by using MACRO PROCESS procedure for SPSS. Result- According to the empirical results, organization culture of innovation, relation and rational directed significantly affect both job satisfaction and organizational commitment. And job satisfaction and organizational commitment significantly affect each other. Turnover intention is significantly affected by job satisfaction, organizational commitment, innovation directed and hierarchy directed. However, the influence of innovation and hierarchy showed conflicting results. Conclusion- Based on this study result, implications to manage the turnover intention of Korean employees in the information and communication industry are discussed. Especially, the effect of organization culture, job satisfaction and organizational commitment is discussed. And the mediating role of job satisfaction and organizational commitment is also analyzed. Result implicates that cautious approach is needed in managing organization culture to employee attitude of job and organization is needed

Economic Impacts of Information and Communications Technology Industry In Korea Using Input-Output Tables (산업연관분석에 의한 정보통신산업의 경제적 파급효과)

  • This paper analyses the Korean information and communication technology supply side across the economy using 1995, 2000 and 2003 input-output tables. Input-output analysis considers inter-industry relations in an economy, depicting how the output of one industry goes to another industry where it serves as an input, and thereby makes one industry dependent on another both as customer of output and as supplier of Inputs. It can be evaluated that the recent growth of Korean ICT sector has come from the development of communication service and equipment industry and software industry. Although the high performance and positive revealed comparative advantages in ICT manufacturing sector, the value added and employment in that sector are not satisfactory. It may reflect in part high portion of imported intermediate goods in ICT manufacturing. However, it is fortunate that ICT services, which accounted for relatively high value added, induce the development of ICT manufacturing and follow strong export performance. Moreover, it is expected that the software sector with high value added and employment will be a major driver of ICT growth.

Performance Verification of Deep Learning based Transmit Power Control (딥러닝 기반 송신전력 조절방안의 성능검증)

  • Recently, the deep learning technology has gained lots of attention which leads to its application to various fields. Especially, there are recent attempts to overcome the limit of wireless communications systems through the use of the deep learning. In this paper, we have verified the performance of deep learning based transmit power control scheme. Unlike previous transmit power control schemes where the optimal transmit power is derived by solving the optimization problem explicitly, in the deep learning based transmit power control, the general solver for the optimization problem is derived through the deep neural network (DNN). Especially, by using the spectral efficiency as the loss function of DNN, the training can be performed without needing labels. Through simulation based on Tensorflow, we confirm that the transmit power control based on deep learning can achieve the optimal performance while reducing the computational complexity by 1/200.

  • ISO/IEC 15118 is a standard for communications and services for electric vehicle charging infrastructure. Although this standard deals only with data communication between an electric vehicle and a charge station, communication with the outside is essential for establishing an authentication system for vehicle certification and V2G service for electric power transmission. In this study, it was designed to verify the information of electric car charging infrastructure in electric power system through communication link between ISO/IEC 15118 electric vehicle model and IEC 61850 standard MMS protocol. This is demonstrated in the field so that the electric vehicle communication data is linked with the micro grid management system. This could be used as an element technology in other distributed power sources as well as electric cars in the future.

  • The mining-related damages such as ground subsidence, acid mine drainage(AMD), and deforestation in the abandoned underground coal mine areas become an object of public concern. Therefore, the system to manage the miningrelated damages is needed for the effective drive of rehabilitation activities. The management system for Abandoned Underground Coal Mine using GIS includes the database about mining record and information associated with the mining-related damages and application programs to support mine damage prevention business. Also, this system would support decision-making policy for rehabilitation and provide basic geological data for regional construction works in abandoned underground coal mine areas.

  • As information and communication technology advances driving the rapid evolution of e-commerce and e-business becomes on effective marketing means for both business and institutions, the industry deals with these changes and has a profound, positive impact on production and operations management. But the construction industry falls behind compared with other industries in productivity, informationalization, automatization and globalization. Especially even though the informationalization is inevitable in any developing society, a number of construction industries can hardly cope with it properly. As the construction industry gets informationalized and advanced, the introduction of PMIS (Project Management Information System) is making progress actively for the effective construction project control and productivity improvement in construction. With the government officials' political promotion and the rising desire for construction informationalization of enterprises, many are attempting to develop integrated systems or to replace a previous system with a more advanced alternative. Construction Industry, however, has the peculiar properties that the period for the completion of construction is limited and on top of that, most of its data processing systems are seen as being an early stage in the design of management information systems. As a result, there are extremely few applications in the construction industry. In this paper, we propose the PMIS system based on new model 4CM that improves on previous models.

  • Established CRM system provides a powerful help for maintaining existing client, attracting new client, making profit from client or mobile communication industry. In the system structure of CRM eye, the mobile communication industry of CRM can be divided into three levels. : channel layer; operation layer, analysis layer. The data mining of CRM in mobile communication industry fall into six stages. Finally article gives some CRM's examples to illustrate how to gain client, enhance client's value, and how to maintain existing client.
