A risk-based framework for design of concrete structures against earthquake

  • Optimal design of structures against earthquake loads is often limited to reduce initial construction costs, while the cost induced to structures during their useful life may be several times greater than the initial costs. Therefore, it is necessary to consider the indirect costs due to earthquakes in the design process. In this research, an integrated methodology for calculating life cycle cost (LCC) of moment-resisting concrete frames is presented. Increasing seismic safety of structures and reducing human casualties can play an important role in determining the optimal design. Costs incurred for structures are added to the costs of construction, including the costs of reconstruction, financial losses due to the time spent on reconstruction, interruption in building functionality, the value of people's life or disability, and content loss are a major part of the future costs. In this research, fifty years of useful life of structures from the beginning of the construction is considered as the life cycle. These costs should be considered as factors of calculating indirect costs of a structure. The results of this work represent the life cycle cost of a 4 story, 7 story, and 10 story moment-resisting concrete frame by details. This methodology is developed based on the economic conditions of Iran in 2016 and for the case of Tehran city.

Influence of Inhibitors on the Corrosion of Al and Al-composites in Chloride-containing Solutions - A Review

  • Corrosion is a natural, inevitable process, and is one of the world's most serious problems. Losses incurred due to corrosion are extremely expensive for society. Several technological strategies have been explored and implemented to address these losses. The use of inhibitors to prevent corrosion is a common and efficient method to reduce corrosion losses. This review covers Al and Al-composite corrosion inhibitors in chloride-containing solutions, because of their popularity in a broad array of industrial applications. A vast number of studies in the literature detail the common tendency of Al and Al-composites with reinforcements to deteriorate. Accordingly, it is worthwhile to employ inhibitors to protect them, as discussed in the present work. The emphasis is on selecting the smartest corrosion inhibitor and evaluating its performance. According to the study, the most commonly used corrosion inhibitors are 1,4-naphthoquinone (NQ), 1,5-naphthalene diol, 3-amino-1,2,4-triazole-5-thiol (ATAT), ammonium tetrathiotungstate, clotrimazole, amoxicillin, antimicrobial and antifungal drugs. Electrochemical impedance spectroscopy (EIS), potentiodynamic (PDP), and weight loss were among the most commonly used modern electrochemical technologies to test inhibitors' efficacy under environmental conditions.

  • In this paper, a wireless communication-based sensor data monitoring device with an explosion-proof (Exd IIC) case was implemented to enable installation at explosion-risk industrial sites such as plants. In existing industrial plant sites, most of the temperature sensors and vibration and impact sensors are wired up to several kilometers, which takes a lot of time and money to bury long pipes and cables. In addition, there are not many cases where some wireless devices have been applied to actual plant industry sites due to communication quality problems. Therefore, in order to solve this problem, zigbee mesh wireless communication was applied to provide high reliability wireless communication quality to industrial plant sites, and the time and cost incurred in new or additional installation of sensors could be greatly reduced. In particular, in the event of loss or error of some wireless communication devices, the communication network is automatically bypassed or recovered to enable real-time data monitoring.

The Problems and Tasks of Public Loan Programs in Fishery Industry (수산 정책자금의 현황과 과제)

  • A number of public loans with lower interests and other tax benefits have been provided for farmers and fishermen. However, much of those loans have been accumulated as non-performing. The result is that a large part of fisheries debts are now on the verge of default, Those loans, that fail to pay interests, keep rapidly growing like a time bomb. Now something has to be done before it burst. Firstly, the government must clean up the debts caused by government's mismanagement in the past. The past debt must be repaid or written off by the government since its guarantee was committed several times in guidelines regarding public loans. As such a measure, the government can greatly enlarge its capital contribution to the Credit Guarantee Fund for Farmers and Fishermen and Loss Guarantee fund for Policy Loan. It would greatly help to compensate local branches of fisheries cooperatives for their loss incurred from carrying public loans. In the past, the government used to roll over old debts of fishermen with new debts whenever maturity came. It ends up growing the size of non - performing loans. For this reason, it is not delay of the debt payment, but its write - off that fishery society needs a lot. Secondly, the loan authorities must lower overall risk in providing public loans for fishermen in the future. The whole process must be thoroughly reviewed and changed to provide and manage government loans. To facilitate this, fisheries cooperative must stop being just a public agent, rather take a bigger responsibility in selecting, and checking loan beneficiaries, and securing debt repayment. Incentives must be arranged properly enough to induce fisheries cooperatives to treat public loans just like their own business. Finally, the so - called 'special account of policy loan in fisheries industry' must be set up to enhance the transparency and to check the performance of public loans programs.

Determination of Optimum Timing of Paddy Harvesting Based on Grain Loss and Milling Quality (수호손실과 도정수율을 기초로 한 벼의 수호적기결정에 관한 연구)

  • This experimental work was conducted in order to find out the optimum time of harvest of Japonica-type(Akibare) and Indica-type(Tong-il) rice variety for three harvesting systems by investigating the harvestirg losses and milling quality. The study was also concerned atout the nature and amount of grain losses incurred during the each sequence of post-harvest technologies, and based on these results, a modification of existing systems giving a minimum grain loss was attempted. Binder, combine, and traditional harvesting systems were tested in this study and five grain moisture levels were disposed according to the decrease of grain moisture. The results are summarized as follows: 1. The total losses of Akibare variety were ranged from 1.1 to 1.5 per cent for the traditional harvesting system, 2.1 to 4.8 percent for the harvesting system by use of binder, and 2.8 to 4.3 percent for the harvesting system by use of combine as the grain moisture content was reduced from 24 to 15 per cent. Milling recovery of the harvesting system by use of binder, 74.8~ 75.7 percent, was a little higher as it was compared to that of traditional harvesting system, 74. 3~75. 0 percent, and that of the harvesting system by use of combine, 73.8~ 75.0 per cent. Head rice recovery of mechanically dried paddy samples was higher than that of sun-dried paddy samples. 2. The total losses of Tong-il variety were ranged from 3.8 to 5.0 per cent for the traditional harvesting system, 5.2 to 10.0 percent for the system by use of binder, and 3.0 to 5.0 perent for the system by use of combine as the grain moisture was reduced from 28 to 16 percent.

Changes in Economic Status of Households Associated with Catastrophic Health Expenditures for Cancer in South Korea

  • Background: Cancer imposes significant economic challenges for individuals, families, and society. Households of cancer patients often experience income loss due to change in job status and/or excessive medical expenses. Thus, we examined whether changes in economic status for such households is affected by catastrophic health expenditures. Materials and Methods: We used the Korea Health Panel Survey (KHPS) Panel $1^{st}-4^{th}$ (2008-2011 subjects) data and extracted records from 211 out of 5,332 households in the database for this study. To identify factors associated with catastrophic health expenditures and, in particular, to examine the relationship between change in economic status and catastrophic health expenditures, we conducted a generalized linear model analysis. Results: Among 211 households with cancer patients, 84 (39.8%) experienced catastrophic health expenditures, while 127 (40.2%) did not show evidence of catastrophic medical costs. If a change in economic status results from a change in job status for head of household (job loss), these households are more likely to incur catastrophic health expenditure than households who have not experienced a change in job status (odds ratios (ORs)=2.17, 2.63, respectively). A comparison between households with a newly-diagnosed patient versus households with patients having lived with cancer for one or two years, showed the longer patients had cancer, the more likely their households incurred catastrophic medical costs (OR=1.78, 1.36, respectively). Conclusions: Change in economic status of households in which the cancer patient was the head of household was associated with a greater likelihood that the household would incur catastrophic health costs. It is imperative that the Korean government connect health and labor policies in order to develop economic programs to assist households with cancer patients.

Phase Tracking for Orthogonal Frequency Division Multiplexing Systems (직교 주파수 분할 다중화 시스템을 위한 위상 오차 추적)

  • This paper proposes the algorithm for tracking of the residual phase errors incurred by carrier frequency offset and sampling frequency offset in the orthogonal frequency division multiplexing (OFDM) systems which are suitable for high data rate wireless communications. In the OFDM systems the subcarriers which are orthogonal to each other are modulated by digital data and transmitted simultaneously. The carrier frequency offset causes degradation of signal to noise ratio(SNR) performance and interference between the adjacent subcarriers. The errors in the sampling timing caused by the sampling frequency difference between the transmitter and the receiver sides also cause a major performance degradation in the OFDM systems. The residual error tracking and compensation mechanism is essential in the OFDM system since the carrier and the sampling frequency offset cause the loss of orthogonality resulting in the system performance loss. This paper proposes the scheme where the channel gain and the payload data information are reflected in the residual error tracking process which results in the reduction of the estimation error and the tracking performance improvements under the frequency selective fading wireless channels.

A Case Study on Efficiency Analysis of Cable Logging Operation in Korea (국내 가선집재 작업의 효율성 분석에 관한 사례연구)

  • The objectives of this study were to identify engineering problems in the design and installation of cable logging operation that affects productivity through case study of actual logging sites, and to analyze associated productivity loss and increased cost. As a result of the study, when the geographic conditions and engineering safety of the site are not sufficiently considered, deflection of the cable line can not be secured. Hourly productivity of the operation decreased to 65% and the logging cost increased by more than two times compared to the productive yarding operation, which lowered overall efficiency of the operation. Thus, it is required to spread filed technologies that minimize unnecessary production cost incurred due to the in-efficient logging operations as well as secure work safety and efficiency to expand cable logging operation throughout the country.

Assessment of Household Catastrophic Total Cost of Tuberculosis and Its Determinants in Cairo: Prospective Cohort Study

  • Background: One goal of the End tuberculosis (TB) Strategy is to see no TB-affected households experiencing catastrophic costs. Therefore, it is crucial for TB-elimination programs to identify catastrophic costs and their main drivers in order to establish appropriate health and social measures. This study aimed to measure the percent of catastrophic costs experienced by Egyptian TB patients and to identify its determinants. Methods: We conducted a prospective cohort study with 151 Egyptian TB patients recruited from two chest dispensaries from the Cairo governate from May 2019 to May 2020. We used a validated World Health Organization TB patient-cost tool to collect data on patients' demographic information, household income, and direct and indirect expense of seeking TB treatment. We considered catastrophic TB costs to be total costs exceeding 20% of the household's annual income. Results: Of the patients, 33% experienced catastrophic costs. The highest proportion of the total came in the pre-treatment stage. Being the main breadwinner, experiencing job loss, selling property, and the occurrence of early coronavirus disease 2019 lockdown were independent determinants of the incidence of catastrophic costs. Borrowing money and selling property were the most-often reported coping strategies adopted. Conclusion: Despite the availability of free TB care under the Egyptian National TB Program, nearly a third of the TB patients incurred catastrophic costs. Job loss and being the main breadwinner were among the significant predictors of catastrophic costs. Social protection mechanisms, including cash assistance and insurance coverage, are necessary to achieve the goal of the End TB Strategy.
