저소득가구의 주거이동 요인 분석 (Analyzing the Residential Mobility Factors of Low-Income Households)

  • 본 연구는 한국노동패널의 11차 연도부터 19차 연도자료를 이용하여 주거이동에 영향을 미치는 요인을 분석하였다. 또한, 소득계층을 구분한 후 저소득계층의 계층변동이 없는 가구와 변동이 있는 가구의 주거이동 영향요인을 전체가구와의 비교를 통해 이들의 주거이동에 영향을 미치는 요인을 살펴보았다. 분석결과, 저소득층은 주거이동확률이 낮은 것으로 확인되었으며, 전체가구와 데이터를 분할하여 살펴본 가구특성에서 공통적으로 유의한 변수로 연령과 점유형태로 나타났다. 특히 소득계층 변동이 없는 가구에서 연령과 주거비용, 전월세의 임차가구만이 유의함을 보임으로써 이들의 주거비부담 완화를 위한 정부의 노력이 필요함을 시사하고 있다. 또한 소득계층의 변동이 있는 가구에서는 총소득과 상용직 종사자수가 전체가구와 마찬가지로 유의한 변수로 나타나 저소득계층의 고용 안정성을 높일 필요가 있음을 말해주고 있다. 본 연구의 결과를 볼 때 저소득계층 내에서도 불균형이 심화되어 있다고 볼 수 있으므로, 저소득층의 소득향상과 주거안정을 위해 지속적인 실태조사를 통한 주택정책을 펴야할 것이다.

일부(一部) 무의면 주민(住民)들이 원(願)하는 의료시설의 형태(形態)에 관(關)한 조사(調査) (The Type of Medical Service Desired by Those Communities Which at Present have None)

  • To try to determine the type of medical service wanted by the rural population, in Chungnam Province, a survey amongst the populations of 6 counties was conducted; Within the 6 counties, 2 local communities, which had no access to local medical services, were surveyed. The 12 communities were actively involved in Sae-maul activities, and total number of households surveyed, was 822. The survey was conducted over a 1 month period, from July 16th, 1976, thru August 20th, and the followings are the results, summarised. 1. The largest number of respondents desired a combination of Public Health Center and Country Hospital, followed in order by Private Clinic and Modern Medical Facility. 2. The respondents, aged under 40 years, desired the Private Clinic type medical service, whilst those over 40 years of age, wanted the County Hospital, and as the numbers in this age bracket, were larger, so the ratio was much higher. 3. Sex, educational background, and occupation did not play any particular emphasis in the decisions. 4. Monthly income affected the responses to the survey. These in the lower-income bracket, wanted the County Hospital, and the ratio was high. These in the high income bracket desired the Modern Medical Service, accordingly. Those with an income of 50,000 won or less, amongst the low-income bracket, favored the Public Health Sub-center type of service. The ratio for this service was very high.

저소득층 학생에 대한 사이버가정학습의 만족도 및 효과성 인식 분석 (Analysis of the Satisfaction and Effectiveness Awareness of Cyber Home Learning System for the Low-Income Bracket Children)

  • 2005년부터 국가적 차원에서 전국적으로 운영되고 있는 사이버가정학습은 지역간 교육격차 해소와 사교육비 경감이라는 목적을 가지고 운영되고 있다. 이에 사이버가정학습이 목적에 맞게 잘 운영되고 있는지에 대한 분석 연구는 매우 필요하다. 따라서 본 논문은 사이버가정학습의 교육적 효과성 및 만족도를 평가하는 모델을 제안하고 저소득층 학생을 대상으로 만족도와 효과성을 분석하여 사이버가정학습이 보다 효과적으로 운영되도록 지원하는데 목적이 있다. 아울러 세부적인 연구내용은 다음과 같이 요약할 수 있다. 첫째, 기존 연구를 바탕으로 사이버가정학습 평가모델을 제안하였다. 둘째, 온라인 설문조사를 통해 사이버가정학습에 대한 저소득층 학생들의 만족도와 효과성, 개선사항을 조사하였다. 셋째, 성별, 소속지역, 소속학급, 학급구성방식 등 배경요인별에 따른 만족도와 효과성을 비교.분석하였다. 끝으로 본 논문은 저소득층 학생들을 대상으로 이러닝 효과성과 만족도를 측정 분석하였다는데 의의가 있으며, 향후 사이버가정학습이 교육기회 균등 및 교육격차 해소라는 본래의 목적을 살리고 보다 나은 교육서비스가 되기 위한 자료로 활용될 수 있을 것으로 기대된다.

도시가계의 소득계층별 소비지출구조 분석 - IMF이전과 이후 비교분석 - (Structure of the consumption expenditure by income bracket -Comparative analysis before and after IMF-)

  • The purpose of this study is to identify the change according to income bracket and the trade-off between expenditure items by analyzing expenditure patterns of the urban households as a reset of the IMF. The results of this study are as follows; The composition percentage and the amount of consumption expenditure of urban households after IMF decrease in all classes. But the change of composition percentage by the decrease of consumption expenditure is different in every class. The percentage of decrease of the upper class is higher than that of the lower class in an essential expenditure of household, which is food. And the percentage of decrease of the lower class is higher than that of the higher class in the discretionary expenditures such as clothes and education.

퇴직급여 현황과 퇴직연금의 연금화 방안 (The reality of benefits for retirement and the measures for annuitization of the occupational pension)

  • 본 연구의 목적은 노후소득보장의 한 방안으로 퇴직급여 제도의 현황을 조사하고 퇴직연금의 연금화 방안을 제시하는데 있다. 연구방법으로는 설문조사를 바탕으로 회귀분석 및 교차분석의 실증분석과 외국사례를 사용한다. 교차분석 결과 자영업자와 저소득층의 은퇴준비는 심각한 수준인 것으로 나타났다. 자영업자의 경우는 개인형퇴직연금의 확대, 저소득층의 경우는 독일의 리스터연금과 같은 제도의 도입이 필요하다. 퇴직연금의 연금화 방안과 관련하여서는 호주와 영국의 사례를 참조하여 제도를 개선하여야 할 것이다.

소득계층별 사교육비 증가에 따른 가구의 소비지출 변화 (The difference of the effects of private tutoring expenditure on the change of consumption structure of households depending on income bracket)

  • 본 연구는 가구의 사교육비 지출과 다른 소비지출과의 관계와 소득계층에 따른 그 차이를 분석하였다. 분석결과, 빈곤층의 사교육비 지출 수준은 중산층과 상층가구에 비해 적을지라도, 가구의 소비지출에서 차지하는 비중은 높게 나타난다. 또한 가구의 사교육비 비중이 증가 또는 감소로 인해 조정되는 소비 비목은 소득계층에 따라 차이를 보인다. 즉 중산층과 상층은 사교육비 비중 변화에 따라 탄력적으로 다른 소비를 조정하는 반면, 빈곤층은 탄력적으로 조정할 수 있는 소비 항목에 제약이 있었다. 이는 빈곤층은 사교육비 지출로 인한 소비지출의 제약으로 인해 생활에 필요한 충분한 소비를 하지 못할 가능성을 보여준다. 빈곤층 가구에서 사교육비 지출은 가구의 경제적 부담을 증가시킬 뿐만 아니라 가구 소비의 위축을 가져와 실질적인 경제적 안녕을 저해할 가능성이 높다. 따라서 빈곤층의 사교육비 부담과 지출의 증가로 인한 경제적 안녕의 훼손과 불안정한 소비로 인해 발생하는 제반의 문제를 예방하기 위한 사회적 노력이 필요하다.

  • The aim of this study is to provide primary data to propel business intended for the entire nation through the analytic assessment of the propulsion process of the newly attempted 'Dagagu' Housing Purchase and Public Rental Program (DPPRP) for the cities low income bracket. The study method was to conduct analysis of data, interview survey, onsite tenant interviews and examination of the locale in order to analyze the execution of the program and experiences of the administrator in charge of executing the model program. In the case of the enforcement of the 'Dagagu' Housing Purchase and Public Rental Program(DPPRP), combined teams of the specialty fields of purchase, rental, and management are needed; operation propulsion system of the purchase process of the housing, rental process for selecting the tenant, and the entire process of management afterwards needs to be maintained; and a collaboration system with related organizations need to be constructed.

교통혼잡비용 적용에 따른 승용차 형태분석에 관한 연구 (A Behavioral Analysis of automobil users apply consection toll theory)

  • An investigation is given to a behavioral analysis of automobile users applying congestion toll theory for the purpose of maintaining the efficiency of transportation system. A case study is performed for the city of Seoul, where modal split behavior of automobile user groups is analysed in various level of congestion toll. Automobile users are grouped with respect to their income levels and work shift times. Automobile user behavior is then explained against the field data. A Logit-type model is applied for modal split changes through the application of congestion toll. It is found in the case study that the users in the monthly income bracket of 1.0~1.5 million won is the most predictable group whose work travel time begins 7:00~9:00 a.m. It is also found in the study that 1,000~1,500 won of congestion toll whould reduce the auto use as much as 5%.

식생활관리 실태에 관한 연구 -서울시내 주부를 중심으로- (A Study on the Survey of the Meal Management)

  • One of the most pressing problems of the day in our household economy is the scientific improvement of meal management, which has direct bearings on the efficiency of housewives, domestic economy, and health care for the whole family. The concern of this paper is to investigate the current meal management situation in which more than three hundred housewives in Seoul find themselves, and to propose a tentative plan for its improvement. The result of the investigation is summarized as follows : 1) The number of families with old-fashioned kitchens forms a percentage of 30.3 ; only 4.3 percent of them have waterworks and drainage system. 2) The number of families equipped with cooking machines and utensils constitutes 51.2 percent ; that of those without cooking machines reaches the high percentage of 92.8. 3) The expense for daily meals amounts to 37.9 percent of the whole domestic expenses. the number of those who prepare daily meals without any planning comprises 78 percent. It is from habit that 60.5 percent of them make no workable plan for their meals. 4) The frequency of housewives doing daily marketing is comparatively high. 5) The time spent in preparing and clearing the table is 280.4 minutes a day on the average. 6) In preparing daily meals the low income bracket tends to keep expense as low as possible, while the high income bracket is chiefly concerned with taste. 7) The frequency of home cooking is on the increase as the housewives grow older, especially in the large families with housemaids. 8) In most cases housewives do the cooking for themselves; the high income brackets have housemaids do the cooking. The number of husbands who help their wives do kitchen work a small percentage of 10-14. 9) The simplification of kitchen work presupposes the simplification of the daily cooking, the improvement of the structure and equipment of the kitchen, and a good help of the whole family.

농어촌주택개량사업 만족도 조사 연구 (A Research Study on the Level of Satisfaction with the Farming and Fishing Village Housing Improvement Projects)

  • In this study, the current conditions of the farming and fishing village housing improvement projects that were promoted for the last five years were examined, the results of the survey conducted among the promoters of the farming and fishing village housing improvement projects with regard to their level of satisfaction were analyzed, and the outcomes of the housing improvement projects and the improvement needs were derived for utilization as basic data for preparing an improvement plan for "the farming and fishing village housing improvement projects". Below are the results of this study and the proposals based on such. In view of the reality that the recipients of the farming and fishing village housing improvement projects are limited to the rural residents who are able to repay their loans, ways of actualizing the current loan limit of 60 million won should be prepared, taking into account the actual construction cost. Moreover, as the rural residents do not live on monthly salaries, the repayment periods of their loans should be adjusted to make them payable on a quarterly or a semi-annual basis, reflecting the reality of the farming villages, where loan repayment is based on the residents' yearly income. Further, policies guaranteeing the residential rights of those belonging to the low-income bracket who are unable to repay their loans must be established at the soonest possible time. In view of the realities in the farming villages, where there are 640,000 houses that are over 31 years old, the supply of 10,000 houses as part of the housing improvement projects is grossly inadequate. Of course, it cannot be said that all the residents who are living in worn-out houses have the necessary conditions for receiving support from the housing improvement fund. Therefore, policies supporting the speedy improvement of worn-out houses and guaranteeing the residential rights of those belonging to the low-income bracket are urgently needed.
