Assessment of Low Impact Development (LID) Integrated in Local Comprehensive Plans for Improving Urban Water Cycle (도시 물순환 개선을 위한 도시기본계획과 저영향 개발(LID) 연계성 분석)

  • Recently, Low Impact Development (LID) has been emphasized as a critical strategy for improving urban water cycle and adapting to climate change. LID is needed to be incorporated in urban planning and development process for effective implementation in the real world. However, little research has examined the relationship between urban planning and LID in Korea. This study addresses this critical gap by 1) examining whether current urban planning institutional system considers LID or not and 2) assessing the extent to which local comprehensive plans integrate LID in seven large cities. Study results show that a few planning guidelines declaratively mention the need of LID but they don't include specific LID strategies. In addition, we found that 7 local comprehensive plans in the sample received a mean score of 11.71, which represents 19.52% of the total possible points and there are wide variations among cities. These findings indicate that there is still considerable room for improvement of local governments on LID. We propose the revision of planning guideline by incorporating LID principles and non-structural and structural LID technologies.

Science Teaching Professionalism Changes of High-Career Elementary School Teachers Through Instructional Consulting (수업컨설팅을 통한 고경력 초등교사의 과학수업전문성 변화)

  • The purpose of this study is to examine the pedagogical content knowledge (PCK) elements and the changes in the science lesson planning and implementation difficulties experienced by high-career elementary school teachers with over 20 years of educational experience through the instructional consulting case of the Seoul City Office of Education Scholarship Support Group in order to find implications on effective instructional consulting support plan for improving the science teaching professionalism of high-career elementary school teachers. The result of this study is as follows : First, the pedagogical content knowledge (PCK) elements on the science lesson planning and implementation difficulties experienced by high-career elementary school teachers with over 20 years of educational experience were related to teaching strategy and they experienced difficulties in lesson content organization using lesson model and experiment facilitation and questioning, as well as in the area of interest and motive management that are definitional characteristic of learner in the learner element. Second, as for the changes in the PCK through science instructional consulting, they recognized the importance of the designing and experimenting process as students become the subject in the experiment facilitation in lesson, and they ended up attempting the postscript for promoting the thinking power of students. In addition, it was found that not only the cognitive characteristic but also the definitional characteristic of learner is important in science lesson and that students' motive is also an element that needs to be continuously managed. Third, as for effective instructional consulting plan for enhancing the science teaching professionalism of high-career elementary school teachers, it was revealed that it is necessary to first develop lesson expertise improvement consulting program that takes into account of teaching profession advancement phase of high-career teachers, and establish instructional consulting system and human resource pool of high-quality consultants based on the administrative and financial support from the Office of Education. The academic significance of this study is in the fact that it examined and searched for support plan on science teaching professionalism of high-career elementary school teacher, but a more extensive and in-depth study is needed since there is a limitation in this study on the object of study and the period.

Welfare Activation Strategy for a Urban Park Users (도시공원 이용자들을 위한 공원복지 활성화전략 -부산도시공원 이용자를 중심으로-)

  • The purpose of this study is to suggest the improvement plan for the welfare in the park through the empirical test on the park facilities, which are the hardware, and the service contents, which are the software, in the urban parks of Busan. Therefore, to identify the welfare of the parks in Busan, this study took 7 urban parks as samples according to the plate method of experts, and conducted the questionnaire survey from 1,500 persons using these parks. The IPA analysis results on the importance and the satisfaction of the users on the form of use, facilities and the contents of the park are as follows. First, the convenient facilities, which are the hardware of the park, are represented as a intensive management item. Second, the importance and the satisfaction for all the facilities and the contents of each park are significant differences. according to the location of each park and the characteristics of each principal park users. Such results mean that the Busan urban park operation does not satisfy the expectation of the park users for the welfare facilities in the parks. Therefore, it implies that to activate the urban parks and to improve the quality of life than the present, the aceessibility of the local residents to the information should be reinforced through the development of contents to reflect the region and the desires of the users and through building and managing the homepage of the urban parks.

  • Background : To examine the problems involved in writing practice of death certificates, we compared the determination of underlying cause of death for vital statistics using recorded underlying cause of death in issued death statistics. Methods : We collected 688 mortality certificates issue in year of 2,000 from 3 university hospitals. And we also collected vital statistics from ministry of statistics. The causes of death were coded by experienced medical record specialists. And causes of death determined at ministry of statistics for national vital statistics were mapped to causes of death recorded at each death certificates. The rate that underlying causes of death for vital statistics were derived from underlying causes of death recorded at issued death certificates were analysed. Results : 64.5% of underlying cause of death for could be derived from underlying cause of death recorded at issued death certificates, 8.6% derived from intermediate cause of death, and 3.9% derived from direct cause of death. In 23% of cases, underlying cause of death could not be derived using issued death certificates. The rate that underlying cause of death for vital statistics could be derived from underlying cause of death recorded at death certificates was different between 3 university hospitals. And the rate was also different between death certificates and postmortem certificates. We classified the causes of death using 21 major categories. The rate was different between diseases or conditions that caused death too. Conclusion : When we examined the correctness of death certificate writing practice using above methods, correctness of writing could not be told as satisfactory. There was difference in correctness of writing between hospitals, between death certificates and postmortem certificates, and between diseases and conditions that caused death. With this results, we suggested some strategy to improve the correctness of death certificate writing practice.

  • Innovation is the development of new customers value through solutions that meet new needs, inarticulate needs, or old customer and market needs in value adding new ways. This is accomplished through more effective products, processes, services, technologies, or ideas that are readily available to markets, governments, and society. Innovation differs from invention in that innovation refers to the use of a better and, as a result, novel idea or method, whereas invention refers more directly to the creation of the idea or method itself. Therefore, the utilization of patents is the most important of the three aspects (creation, protection and utilization) in the patent system for getting to actual innovation. In order to increase the patent use, the rates of the applied patents to a real industrial process and the bargain and license of patent rights should be promoted. For promoting technological innovation substantially, there is necessary to escape from dichotomy of weakening or enhancing patent protection in the discussion on the changes of patent system for "Adequate patent guarantees". Furthermore, the legal and institutional improvements to enable the use of patent should be discussed together. Recently, open innovation is a new paradigm that assumes that firms can and should use external ideas as well as internal ideas, and internal and external paths to market, as the firms look to advance their technology" or "Innovating with partners by sharing risk and sharing reward." The boundaries between a firm and its environment have become more permeable; innovations can easily transfer inward and outward. The central idea behind open innovation is that in a world of widely distributed knowledge, companies cannot afford to rely entirely on their own research, but should instead buy or license processes or inventions (i.e. patents) from other companies. In addition, internal inventions not being used in a firm's business should be taken outside the company. In the era of open innovation, more flexible patent use strategy is essential. It is important that improvements for the legal system in order that patented technology can be applied for products and processes in a real industrial between outside and inside of the firms.

Genetic Variability Comparison of Wild Populations and Cultured Stocks of Flounder Paralichthys olivaceus Based on Microsatellite DNA Markers (넙치, Paralichthys olivaceus 자연 집단과 양식 집단의 유전학적 다양성 비교)

  • Six microsatellite DNA markers were used to investigate the genetic variability between wild populations and cultured stocks of olive flounder Paralichthys olivaceus. The average of observed (Ho) and expected heterozygosity (He) ranged from 0.722 to 0.959, and from 0.735 to 0.937, respectively. There was no distinguishable difference between the wild populations and cultured stocks in terms of the observed and expected heterozygosities. However, number of alleles per locus differed markedly between the two fish groups: 19.7 to 21.8 for the wild populations and 12.0 to 14.7 for the cultured stocks. This result gives important information concerning the production of seedling for the improvement of genetic diversity in this species.

A Study on Model Improvement using Inherent Optical Properties for Remote Sensing of Cyanobacterial Bloom on Rivers in Korea (국내 수계의 남조류 원격모니터링을 위한 고유분광특성모델 개선 연구)

  • The purpose of this study was improve accuracy the IOPs inversion model(IOPs-IM) developed in 2016 for phycocyanin(PC) concentration estimation in the Nakdong River. Additionally, two optimum models were developed and evaluated with 2017 measurement field spectral data for the Geum River and the Yeongsan River. The used measurement data for IOPs-IM analyzation was randomly classified as training and verification materials at the ratio of 2:1 in all data sets. Using the training data set from 2015-2017, accuracy results of the IOPs-IM generally improved for the Nakdong River. The RMSE(Root Mean Square Error) decreased by 14 % compared to 2016. For the GeumRiver, the results of the IOPs-IM were suitable, except for some point results in 2016. Results of the IOPs-IM in the Yeongsan River followed the overall 1:1 line and MAE(Mean Absolute Error) was lower than other rivers. But the RMSE and MAE values were higher. As a result of applying the validation data to the IOPs-IM, the accuracy of the Nakdong River was reduced to RMSE 17.7 % and MRE 16.4 %, respectively compared with 2016. However, the MRE(Mean Relative Error) was estimated to be higher by 400 % in the Geum River, and the RMSE was more than 100 mg/㎥ of the Yeongsan River. Therefore, it is necessary to get the continuously data with various sections of each river for obtain objective and reliable results and the models should be improved.

Improved Model for Index of Construction Engineer's Competency Evaluation System in Domestic Construction Management (국내 건설사업관리 기술인력 역량평가 개선모델(I2CEC))

  • The ICEC (Index of Construction Engineer's Competency) quantifies the competence of construction engineers using such parameters as experience, education, and qualifications and assigns four technical grades (expert, advanced, intermediate, and beginners) to construction engineers according to their scores for the efficient management and loading of technical personnel. However, as of 2020, the seventh year since its implementation, ICEC has shown many problems in its application, unlike its intended purpose. So institutional supplementation is required to provide improvement measures that can cope with the changing labor market environment and complement the current ICEC. Therefore, this study examined the current status of the career management system after the introduction of the ICEC, suggested a career index proportional to the competence of construction engineers from the beginner to the expert level, and developed an effective capability evaluation model I2CEC. The improved model presented in this study provides a means to comprehensively judge the performance, experience, and the professional work abilities of construction management engineers. Furthermore, the results of this study are expected to contribute to the development of efficient manpower and career management systems for enhancing the competitiveness of the domestic construction industry.

An Empirical Study on the Innovation Strategy of User Experience by Utilizing Digital Technology (디지털 기술을 활용한 사용자 체험 혁신전략에 관한 실증적 연구)

  • The purpose of this paper is to study renovation plan of value chain from a user's viewpoint by making practical application of digital technology. And it is surely meaningful to investigate the important motivation factors of continuous using smart-phone, and to analyze the improving effect toward to the quality of life in continuous using smart-phone. By this study we can expect the value improving effect of user experience. The results of hypothesis testing can be summarized as follows: First, the hypothesis that positive affect has a plus effect on pragmatic value is accepted. Secondly, the hypothesis that positive affect has a plus effect on hedonic value is accepted. Thirdly, the hypothesis that negative affect has a minus effect on pragmatic value is accepted. Fourthly, the hypothesis that negative affect has a minus effect on pragmatic value is rejected. Fifthly, the hypothesis that pragmatic value has a plus effect on life satisfaction is accepted. Sixthly, the hypothesis that hedonic value has a plus effect on life satisfaction is rejected. In the competition among enterprises, user experience instead of goods themselves became influential as a differential factor. And many advanced enterprises began taking a serious view of customer's happiness and user experience improvement.

Improvement of Detailed Soil Survey Guidance through the New Site Classification System and Reinforcement of Exploratory Soil Survey (조사 대상 부지 신규 분류 체계 제안 및 개황조사 강화를 통한 토양정밀조사 방법 개선 연구)

  • This study suggested the new site classification system according to land use, type of contamination and contaminants. Because the present site classification system can not cover all the areas, we changed the concept of land use to more detail one and enlarged the concept of other areas to cover all the areas not defined as certain land use. In case of the present industrial area, it was merged as other areas to avoid the confusion with oil and toxic material storage tank farm area. Accident area was separated from other areas and defined as only accident area caused by the mobile storage facility. In addition to classify the sites according to the basic land use, we classify the sites again in lower level according to the type of contamination and contaminants. With this classification system, we proposed different soil sampling strategy with the consideration of the origin of contamination and the interactions between soil and contaminants. We removed the surface soil sample (0~15 cm depth) around above storage tank because it was not a effective sample to assess whether that area contaminated or not. We also proposed to take the deeper soil samples at minimum three sampling points to confirm the depth of contamination in exploratory soil survey. We also proposed to remove the one point of 15 m depth sampling because it is not effective to confirm contaminated soil depth and needs the exhausted labor and cost. Instead of doing this, we added the continuous sampling to uncontaminated subsoil. Soil sampling points and depth in detailed soil survey is determined based on the results of exploratory soil survey. Therefore, effectiveness and reinforcements of exploratory soil survey would play an important role in improving the reliability of detailed soil survey.
