Safely Improvement Program for High-Rise Office Building Management (고층건물 관리자의 안전관리 개선방안)

  • In the construction industry, most safety related researches have been focused on the safety matters in construction job site while the safety issues regarding facility management have been received limited attention. Hence, this research aimed to uncover the problems of current safety management practices then suggest improvement plans. Through the questionnaire suey and analysis, following conclusions were drawn. Regarding the safety mindset, participation rate in safety prevention activities is average at most. Therefore, the extra attention and effort by property owners and managers are required. Examination of accidents indicated that 88% of them were stemmed from unsafe activities, 10% from unstable mentality and 2% from unavoidable natural disasters. Therefore, 90% of these accidents could be prevented by eliminating unsafe activities. In addition to the above findings, several other facts and suggestions are detailed.

  • Three occupational safety and health (OSH) activities, one international and two national workshops, were documented as part of OSH activities conducted under the International Labor Organization/Korea Partnership Program in the year 2011-2012. This study aimed to provide information on what the three OSH activities were implemented and how they contributed to the improvement of OSH in Asian countries. The international workshop was useful for the participants to understand a variety of information on OSH as well as participatory action-oriented training (PAOT) approaches at the regional and global levels. The two national workshops were practical for participants to strengthen their knowledge and skills on the PAOT at the enterprise and national levels. The study shows that the three OSH activities contributed to the understanding of the participants on OSH and PAOT, and that the activities promoted the improvement of OSH across countries in Asia.

What Will We Learn from the Paradigm Shift in Safety Science for Improving Patient Safety? (안전과학 패러다임의 전환과 환자안전의 개선)

  • Patient safety remains one of the most important health care issues in Korea. To improve patient safety, we have introduced concepts from the field of safety science such as the Swiss cheese model, and adopted several methodologies previously used in other industries, including incident reporting systems, root cause analysis, and failure mode and effects analysis. This approach has enabled substantial progress in patient safety to be made through undertaking patient safety improvement activities in hospitals that are systems-based, rather than individual-based. However, these methods have the shared limitation of focusing on negative consequences of patient safety. Therefore, the paradigm shift from Safety I to Safety-II in safety science becomes the focus of our discussion. We believe that Safety-II will complement, rather than replace, Safety-I in the discipline of patient safety. In order to continuously advance patient safety practices in Korea, it is necessary that Korea keeps abreast of the recent global trends and development in safety science. In addition, more focus should be placed on testing the feasibility of new patient safety approaches in real-world situations.

Improvement Plans for the Safety Management System of Amusement Facilities (유기시설의 안전관리체계 개선방안에 관한 연구)

  • In recent society, great and small accidents have happened frequently, so the demands for safety have increased. As numerical increase of tourists who use the amusement facilities, many accidents owing to amusement facility has arisen. The goal of this study is that suggests the improvement plans for the safety management system of amusement facilities. In order to achieve the goal of study, legislations, industrial scale, accident situation, and others relating to amusement facility business were considered in a lot of ways. From a series of study results, improvement plans are suggested for safety inspection, accident compensation insurance, accident investigation, and others relating to amusement facility business.

A Study on the Improvement of Safety Management for Coastal Accidents in Korea (국내 연안사고의 안전관리에 대한 개선방안 제시)

  • The purpose of this study is to present safety management improvement measures for domestic coastal accidents. The national coast was classified into five regions to investigate the status of safety accidents. Based on literature review and interviews with practitioners, problems of coastal accident safety management were derived and the improvement were suggested. The results of this study are as follows: 1) Of the 3,116 coastal accidents in Korea, rock on the shore and central sea accidents accounted for 37.58% and 30.67%, respectively. 2) In order to improve domestic coastal safety management, five measures such as the establishment of private cooperation governance were suggested.

A Study on Patient Safety Culture, Incident Reporting and Safety Care Activities of Clinical Nurses in a University-Affiliated Hospital (병원 간호사의 환자안전문화 인식, 사건보고 및 안전간호활동: 일 대학병원을 중심으로)

  • Purpose: This study aimed to investigate perception of patient safety culture, incident reporting, and safety care activities among clinical nurses and to identify factors associated with the safety care activities. Methods: Structured questionnaires were used to collect data from 155 nurses who were involved in direct patient-care. Results: Descriptive statistical anaylses revealed that the mean score of patient safety culture was $3.26{\pm}0.32$ and $4.19{\pm}0.41$ was for the safety care activities. In incident reporting, reporting intention ($3.56{\pm}0.68$), belief in improvement ($3.42{\pm}0.60$), worry about appraisal ($3.37{\pm}0.65$) and reporting knowledge ($3.36{\pm}0.72$) respectively. Correlational analyses showed that perceived patient safety culture (r=.36), reporting intention (r=.34), belief in improvement (r=.32), and the knowledge (r=.38) in incident reporting were positively correlated with safety care activities, while the worry about appraisal in incident reporting attitude was negatively correlated. The factors associated with safety care activities were incident reporting knowledge (${\beta}=.31$, p<.001), supervisor/managers' attitudes toward patient safety culture (${\beta}=.29$, p<.001), belief in improvement of incident reporting attitude (${\beta}=.16$, p=.041). Conclusion: These results suggest that to improve safety care activities among hospital nurses, it is necessary to educate nurses on incident reporting. Also, a system-level approach is needed to support leadership in patient safety and to provide positive feedback on incident reporting.

  • The mechanization of production facilities being made rapid progress, and its function being diversified and complicated for industrialized period, the relation between machine and Its operator brings about many problems which are concerned with accident. In these circumstance, the purpose of industrial safety can not be properly achieved as considered by only one side of machine or man. Therefore, it is necessary to study how to cope with the safety of man-machine system. It has to be considered in the above mentioned contents that safety management can not be attained through only technique of numerical control. The cause of accident being studied scientifically, the service of safety problems has to be systematized and operated in rational safety organization. The purpose of this thesis is to consider preventing and decreasing industrial accident from production system field by means of the improvement of worker's own safety consciousness and introducing the function of safety management to the duties of labour union.

  • Purpose: The purpose of this study is to present the preemptive prevention and improvement measures for aviation safety management by examining the current status of the aviation industry and the operation system of the aviation safety management system and identifying the shortcomings of the currently operating aviation safety management system. Method: A plan to improve aviation safety management was proposed through an analysis of recent incidents and accidents, current status of domestic laws, and analysis of overseas operating institutions and safety management systems. Result: Through the recent aircraft safety-related incidents, deficiencies of currently operating aviation safety management, and response cases of advanced countries in overseas aviation, improvement points in terms of management systems and laws and preventive aviation safety management plans were derived. Conclusion: The method for improving aviation safety management was presented based on the technique using data, and it should be materialized through additional related research.

  • The intention of this study is to analyze safety consciousness of construction labors in Gawang-Ju region. According to Korea Occupational Safety & Health Agency, the rate of disaster in construction industry is very high comparing with other fields. Most of all, the consciousness of construction labors is very important because accidents are caused from it mainly. For this reason, it is necessary to recognize safety consciousness of labors who directly work in construction field. For decreasing the rate of disaster in construction, I examined and analyzed safety consciousness of construction labors and then, groped improvement of safety activity. Finally, this study deducted improvement of safety activities and management.

  • Construction safety should be considered prior to any other factors to execute construction projects smoothly and reduce the social expenses. Especially, the safety education is very important to the lives of labors and to control the four resources such as time, money, quality and safety. On this research, the present situation and related regulations of safety education are reviewed and the education contents and realities of the safety empirical education places are surveyed. Also questionnaire to education lecturers is performed to understand the satisfaction level of the education programs of the education places. Finally, the improvement directions are suggested to inspire trainees based on the results of the research.
