It's noticed that the SA-DCT (Shape-Adaptive Discrete Cosine Transform) produces different 2-dimensional transform coefficients according as the first 1-dimensional transform is applied in horizontal or vertical direction for an arbitrarily shaped boundary block. Performing the first 1-dimensional transform in the direction, which has higher spatial correlation or smaller shifting distance, can compact the energy on the smaller number of AC coefficients around DC. This paper shows, experimentally, the compaction capability improvement by choosing the first 1-dimensional transform direction with higher spatial correlation or smaller shifting distance. Two adaptive selection methods are proposed to decide efficiently the spatial direction with higher correlation in a boundary block. One is based on the gradients between DC coefficients of neighboring and current blocks, and the other is based on the final coding efficiency that means the number of bits required for coding the block. Using the MPEG-4 video coder, the proposed method shows coding efficiency gain up to 10.87% compared to the conventional SA-DCT method.

Many countries have carried out various policies about sustainable building to protect the earth against the global warming and environmental pollution. Korea government has also executed the Green Building Certification System. In order to keep the performances of certificated buildings sustainable, the effective building maintenance is quite necessary. Meanwhile, the foreign green building certification systems have considered the building maintenance as one of the most important items to keep the building performance effective. However, Green Building Certification Criteria(GBCC) of Korea has not had the sufficient criteria for the maintenance of green building. Therefore, The purpose of this study is to find direction for the improvement of management categories of Korea Green Building Certification Criteria. For this aim, GBCC was compared with the foreign certification systems such as LEED, BREEAM and CASBEE.

Korean local governments have been planning for u-City construction with great efforts. Such efforts are needed in order to reflect the urban characteristics of each city, to promote local economic growth, and to have a sustainable operation model. Thus it is critical at an earlier stage to set a strategic direction based on urban environment analysis, which will lead to a feasible implementation of u-City. This paper derives issues and suggests improvement methods based on a case study on the USPs (u-City Strategy Planning's) of ten local governments. It is expected that the improvement methods will greatly reduce risks involved in u-City construction and contribute to better provided local-specific u-services.

The effort to measure and improve the quality of healthcare is a common health policy issue worldwide. Korean Value Incentive Programme is one of that effort, but some concerns exist. Compared to pay for performance program in other countries, it measures healthcare quality with relatively narrow performance domain using a small number of clinical indicators. It was designed without involving hospitals and other key stakeholder, and program participation was mandated. Highest and lowest performers get bonus and penalty using relative ranking. As a suggestion for development, the direction for quality management at the national level should be given first. Therefore the philosophy or strategy for quality improvement should be reflected to the program. And various domains and indicators of healthcare quality should be developed with active communication with healthcare providers. The evaluation method is necessary to be changed to provide achievable goal to the healthcare providers and attract quality improvement.

The aircraft production quality management system in Korea has been implemented to support the developmental phase of Korean aircraft industries, from overhaul of the aircraft and engines to development of military trainer aircraft. After the deletion of the Mil-Q-9858A standard in 1996, Korean aerospace companies established ISO 9001 and AS 9100 as their basic aerospace quality management system specifications. These quality standards were adopted in the same period of time by other leading international aircraft manufacturing companies. This paper presents a future direction on the improvement of quality management systems for Korean aircraft production company by considering (1) Korean governments strategy for the development of Korean aircraft Production industries, (2) short and long term business plan of Korean aerospace industries, and (3) benchmarking leading international company's quality management systems.

This study was conducted to suggest implications of pest management system for agrarian improvement institute. We analyzed the informations about the pest management by listening to opinion of farmers and researchers including Rural Development Administration (RDA) and it's affliated organization. In result, They evaluated that the agriculture development institutes very well progressed pest management researches in principle. However, some chronic bottleneck problems still existed such as pesticides resistant pests, lack of effective control methods. For designing proper direction, these problems should be considerated preferently.

Renovation of existing sports facilities or construction of temporary ones for international complex games requires a wide variety of hundreds of sub construction projects to be awarded at the same time but there are few precedents required regarding the study of tendering process required in such cases. As award of construction contracts to build sports facilities for various international complex games is a critical determinant of fate of international complex games in the initial phase, it is very critical that adequate construction tendering process bedetermined. This research is aimed to study tendering cases for renovation or construction of critical international sports facilities to enhance efficiency of facility construction and define most reasonable tendering approach to satisfy schedule constraints often associated with international complex games and contribute to improvement of international competitiveness of their host cities and propose a direction for further development. This study also provides inputs to subsequent sports events of comparable scale to minimize trial and error.

This study is aimed to suggest the core elements of instruction and development program through understanding the generation Y's characteristics and examining the standards and education models for information literacy. Concretely, this paper is comparatively analyze and customize the successful online information literacy tutorial models adopted by university libraries in U.S.A, Japan, and Korea. As a result of research, the outline of the needed procedure and required contents for the improvement of the online tutorial in the university of our country are suggested.

This study aims for proposing improvement method for streetscape in a small and medium city of Korea. According to this purpose, in chapter 2, by inspecting conservation of street environment and streetscape, deduce the frame for analyzing streetscape in commercial district. In chapter 3, analyzing present condition and problems of selected streets in Pohang City, derive the primary factors to induce desirable streetscape through problems and their reason between the analyzed elements of building form. Analyzed elements are composed of floor elements, wall elements, ceiling elements. The detailed elements are pavement of road, street furniture, height of buildings, color and material of building and outdoor advertisements. In chapter 4, by conducting a questionnaire survey of pedestrians about street images -choosing impressive physical elements and the feeling of the street by the list of adjective of semantic differential scale- and the preference, propose the direction of improvement about streetscape in commercial district.
