본 연구는 한국, 미국, 일본의 ITS 표준추진체계 비교분석(Comparative Analysis)을 통해, 국가 ITS표준 추진체계의 운영효율화방안을 제언하는 것이다. 이를 위해 우리나라의 ITS표준추진체계의 문제점을 파악하고, 국외사례분석을 통해 이를 개선할 수 있는 대응방안을 제언하였다. 미국, 일본사례 비교분석결과, 국가ITS표준화추진체계의 효율적 운영을 위해서는 관.민협력적, 범부처적 국가ITS표준추진체계 모델을 정립하고, 국제표준과 연계하여 국가표준, 부처표준, 단체표준을 추진하되, 해당표준이 표준의 기능과 역할에 부합하도록 개발.제정되어야한다. 사업자와 수요자의 다양한 요구(Need)를 신속히 표준화할 수 있도록 단체표준화육성을 통해 국가 표준화하고, 특히 교통안전과 공공성에 관련된 ITS기술은 정부부터가 강력히 규제할 수 있는 기술기준(Technical Regulation)을 도입하도록 하였다. 아울러 표준제정 뿐만 아니라 데이터등록소(Data Registry) 및 웹기반의 표준화활동 등 표준화구축사업을 통해 표준화의 활동을 활성화하도록 제언하였다.

The standardization of Intelligent Transport Systems(ITS) technique should secure a interoperability among the different softwares or hardwares on ITS service. The domestic standard research takes the advantage of a preoccupation on the world ITS market through the international standard(IS) reflecting the domestic technique. The objective of this research focused on the database technology for ITS is to introduce the domestic standard activity for adopting ISs and the current interior corresponding situation against ISs. The first step, we analyze the international standardization action through gathering and investigating the up-to-date issues and documentations focused on ISO/TC204 WG3. And then, we look into the domestic situation about TTA ITS PG 310 and ITS Korea. consequently, a synthetic view, we have analyzied, how interior standard corresponds with the international standards, and how the standard establishing process is being done. The expectation of this research is to help understanding the up-to-date domestic/international standardization and the situation of the standard action related with the database technology for ITS. Also, we take advantage of this result to encourage the international competitiveness on ITS market.

As communication technology, an enabling technology for ITS, becomes diversified with DSRC, CDMA, Wireless LAN, it is expected that type and function of ITS services will become gradually expanded. As a result, research and development of a standard platform that can provide support so that numerous communication technologies that are being used in various ITS services to receive various ITS services can be operated in one integrated terminal are being carried out. On Board Unit (OBU) for a recent standard platform was also built and tested recently. However, verification for standard suitability of the standard platform OBU that was developed must be carried out. Standard technology must be realized and sufficient functional and operational testing must be carried out in order to guarantee efficient operation in an actual ITS system and increase utilization of standard technology. Therefore, In this paper we had constructed test road and we had tested a standard platform OBU for a standard application.

국제표준화기구 지능형교통시스템 표준화기술위원회(ISO TC 204 ITS)에서는 정보통신기술을 활용하여 도로와 차량을 아우르는 지능적인 교통체계 구축에 필요한 표준화작업을 주도해오고 있다. 또한 최근에는 스마트폰 보급과 더불어 다양한 ITS 응용을 제공할 수 있게 되어 이에 대한 표준화가 WG 17을 중심으로 활발하게 진행되고 있다.

This study set out to define a communication environment between an ITS center and field device required to be introduced in the nation in order to guarantee the interoperability, compatibility, and global competitiveness of communication between them in the nation. It also aimed to establish technical and policy plans for its introduction, develop an emulator for information exchange, and apply VMS by way of showing an example, thus testing its validity. First, a standard environment for information exchange between an ITS center and field device required to be introduced in the nation was defined as a dual protocol between DATEX and SNMP. The study also proposed a message definition system including meta-attribution definition and OID introduction. The study then suggested technical and policy plans for its introduction including securing enough feasibility with feedback through a model project of standard introduction, offering education and promotions for the standard in advance, providing methods to introduce and systematically manage OID, developing a hardware standard proper for the information exchange standard, and setting up an integrated management system to introduce a dual protocol.

Technology standard continues to exist as an social agreement throughout all industry. With development of Information and Communication, it is recently considered as a strategic factor for enhancing interoperability and increasing market dominance. Hence, technology standard research(standardization research) have a significance in analyzing the process of standard adoption and its economic effect and deriving theoretical and policy implications. However, as existing relative researches are lack in consideration on indigenous value of technology and its interoperability, there exists limitation in drawing the result of technology centered analysis. The goal of this study is to suggest new technology centered standard method by implying function of technology differentiation rate and technology preference that are deduced by technology network analysis into two stage game theory. As an example of empirical case, we selected wireless pan technology of Internet of Things, and derive its technological structure and implications related to standard.
