  • Enterprise Architecture (EA) is one of controversial subjects theses days. Some organizations, public or private, are very impetuous in adopting it and some are quite Indifferent to it. What makes this difference come about? This is our research question. One previous research has studied on this issue under the theory of diffusion of innovation. Instead, we here attempt to investigate, in the context of technology transfer theory, the influencing factors on the adoption of EA. We are especially interested In whether korea local organizations are more Influenced by 'need pull' factors than 'institutional push' factors or vice versa.

  • 오늘날 대부분의 기업과 공공조직들은 일상적인 업무처리를 컴퓨터 하드웨어, 소프트웨어 및 관련 프로세스에 크게 의존하고 있다. 이미 정보기술은 조직의 생산성향상, 업무의 효율성과 호과성의 제고, 전략적 경쟁우위의 달성 도구로 인지되고 있다. 이에 조직 전략 차원에서 정보기술에 대한 투자가 지속되어 왔으나 정보시스템의 대규모화에 따른 정보시스템 간 상호운용성(interoperability)과 통합성(integration)의 결여, 계층적 아키택쳐의 미흡, 중복 자료의 처리 등으로 인해 조직내에서 정보기술의 투자 대비 활용 이득이 기대에 미치지 못하는 현실이다. 이러한 문제를 극복하기 위해 새로운 정보체계인 정보기술 아키텍쳐 (Information Technology Architecture : ITA) 개션을 개발하게 되었다. 그러나 ITA 정의에 대한 체계적인 방법론과 도구의 부재로 개방/분산환경 하에서 정보기술에 대한 접근은 한마디로 임기응변적 내지는 벤더 중심적 관행으로 추진되었다. RTE는 하나의 문제를 해결하기 위한 또 다른기술이 아니라 비즈니스를 향상 시키고자 하는 개념이다. 핵심 비즈니스 프로세스의 관리 및 실행시 발생하는 지연요소를 제거하고 최신 정보를 사용해 경쟁하는 기업으로 정의된다. 또한 RTE는 기업들이 지금껏 추구해 왓던 e비즈니스와 연계하면서 끊임없이 프로세스를 효율적으로 개선해 나가는 것이다.

  • Under the relevant regulations, it is required to develop a system architecture for the research and development of the information and communication infra system ; however, the national defense architecture development guides and MND-AF, which provide the instructions on the development and utilization of a system architecture, are still limited to the ITA level and merely providing the guidelines for developing the information system centric architecture. Thus, it is evident that we need a suitable architecture development methodology that corresponds to the growing needs for the communication infra system architecture, as well as the general weapon system architecture. Improving a meta-model is the core of improving a architecture framework. It determines a contents of a architecture and it influences a efficiency and a effectiveness of a architecture. The meta-model of the architecture framework must reflect concerns of various stakeholders and provide a traceability among them. Also, it should be easy to develop and use the architecture by securing the feasibility of the logical relationships and eliminating the duplication of the data inside the architecture. It is implemented through the development of the data-centric architecture and achieved through the "Fit-for-purpose" concept.

  • 조직에조직에서 정보기술의 원칙과 Framework이 없는 청사진으로 인해 업무의 통합 및 효율적인 정보기술 관리가 불가능하고, 투자 비용만 증가하게 되었다. 정보기술아키텍쳐 (ITA)를 대상 엔터프라이즈에 적용하기 위해서는 다양한 관점에서 엔터프라이즈를 바라보며 현상을 분석하고 해결 할 수 있는 Framework이 필요하며 이 Framework를 통해 정보기술아키텍쳐가 개발 및 유지 되어야 한다. 따라서, Strategy Layer, Framework Layer, Architecture Layer로 구성된 TAPark Framework를 제안하였다. 먼저, Strategy Layer에서는 EAP를 통해서 정보화 청사진의 원칙과 전략을 수립하고, Framework Layer에서는 기술 참조모델로 HanTRM을 제안하였고 HanTRM 서비스에 해당 표준들을 매핑시켰다. 또한 통합과 상호운영의 근간인 상호운용성 능력모델(LISI-CM)과 조직의 기술 인프라 현황을 분석 및 평가할 수 있는 Control과 정보자산의 통합관리를 제공하는 Asset을 제안하였다. Architecture Layer에서는 Framework을 기준으로 EA, TA를 수행하며 마지막으로 Engineering Layer에 있는 S/W Engineering, Infrastructure를 통하여 효과적으로 정보기술 아키텍처를 개발할 수 있다.

  • In order to solve the problems of the digital library's Interoperability and integrated management, we analyzed core technologies for interoperability in digital library in terms of information creation, organization, service. And then we proposed information technology reference model that is composed of 7 scopes. The proposed scope included 1)Metadata Management, 2)Library Services, 3)Service Integration 4)Service Management, 5)Open Interface, 6)Network, 7)Architecture. Those results can be used as a framework for developing interoperable digital library system.

  • According to the E-Government Readiness Index announced by UN in 2012, the Republic of Korea ranked top again following the last time. However, according to the national competitiveness index announced by IMD, that of the Republic of Korea has still ranked in the world's top 20 for three successive years. In particular, the area of government efficiency took the 25th place in 2012, descending three steps compared to that in 2011, and the area of infrastructure related to informatization has been ranking 20th for three years. This phenomenon can prove that the Republic of Korea's informatization is not producing good outcome, and the investment in informatization is not creating good effects. This phenomenon was analyzed in terms of a life cycle of informatization in this study. As the result, it was revealed that structural problems remain in each step, the linking of information in each step is insufficient, reasonable trace management is absent ,and information management depending on systematic plan is lacking. To solve these problems, improvement measures through architecture consideration were suggested.

  • EA, efficient and hierarchical Information Resource Management(IRM) tool of Korean public agencie is one of the core of carrying forward the e-Government initiative. The objective of the paper is to study empirically whether using EA Governance for Controlling EA is related with their EA competency or not. the 190 person in charge of Information System service division are included for analysis. The various hypotheses established are validated by structural equation in SPSS and AMOS 18.0. The results shows that EA management and EA utilization of EA competency level was affected by EA Function, EA Organization and EA Human Resource of exogenous variable EA Governance but EA implementation level was not affected by EA Organization and EA Human Resource. also we investigated that the EA management level of endogenous variable EA competency was affected positively by EA implementation level and the EA utilization level of was affected positively by EA management level by stages.

  • The growth of IT technology and the popularity of network based information sharing increase the number of digital contents in military area. Thus, there arise issues of finding suitable public information with the growing number of long-term preservation of digital public information. According to the source of raw data and the time of compilation may be variable and there can be existed in many correlations about digital contents. The business service ontology makes knowledge explicit and allows for knowledge sharing among information provider and information consumer for public digital archive engaged in improving the searching ability of digital public information. The business service ontology is at the interface as a bridge between information provider and information consumer. However, according to the difficulty of semantic knowledge extraction for the business process analysis, it is hard to realize the automation of constructing business service ontology for mapping from unformed activities to a unit of business service. To solve the problem, we propose a new business service auto-acquisition method for the first step of constructing a business service ontology based on Enterprise Architecture.

A Study on the Design of EA Performance Evaluation Model and the Application Case (EA성과평가 모델의 설계 및 적용사례에 관한 연구)

  • Korean government has operated EA by the act on efficient introduction of information system and operation, etc. But the evaluation system for EA and the criteria don't prepare well. Particularly, There is no model for EA performance measurement and the way is insufficient. In this study, we derived 8 areas and 17 criteria for the performance evaluation based on the Performance Reference Model of U.S FEA and Korea. And we also derived 8 areas and 10 criteria for it based on the OMB EA Assessment Framework and the EA maturity model in Korea. We propose the performance evaluation model of the five areas that consists of the business performance, customer performance, process, human resource and the technology for EA performance evaluation. To verify the model, we applied the model to three organizations and evaluated EA performance. In addition, we compared the performance result with the performance evaluation area of EA maturity model of Korea to verify the result. We also analyzed the criteria of the proposed performance evaluation model with the current EA maturity model and Performance Reference Model of Korea. As a result of the evaluation, we verified of the proposed performance evaluation model, too.
