Smart tolling, which improved the drawbacks of the existing high-pass system, was developed and built through the Smart Highway R & D project in 2007. In order to successfully introduce and spread Smart Tolling, it is need to analyze factors that affected by intent to use. This study conducted research based on literature studies and empirical studies, and developed a research model to analyze factors affecting the users' intention of smart tolling system based on technology acceptance model (TAM) and value based acceptance model. The main variables of the research model are service characteristics (convenience, reliability), technical characteristics (flexibility, stability), environmental characteristics (switching cost, effectiveness of policy) and intention to use. To test the hypotheses set in this study, frequency analysis, exploratory factor analysis, and confirmatory factor analysis were performed using the SPSS 22.0 program statistical package and AMOSS 18.0. The convenience and reliability presented by service characteristics did not affect the intention to use of smart tolling service.
This study aims to suggest the direction of urban regeneration policies of Gangwon-do in accordance with COVID-19 outbreak, and the results are as follows. First, it is inevitable to urgently execute the project from the perspective of cities and counties in Gangwon-do, where the promotion of urban regeneration projects has been delayed due to COVID-19 incident. As a result, it is highly likely to cause the employees overloaded and have negative effect on achieving the goals of urban regeneration, so, it is necessary to provide support measures at the government and provincial level, such as the actual execution index and the adjusting time of start and completion of particular business. Second, as the uncertainty of COVID-19 continues, it needs to strengthen the operation and monitoring of urban regeneration support centers in Gangwon-do and examine the changes in business operation plans in advance. In particular, the decrease in visitors to traditional markets and restaurants is expected to have a direct effect on small business owners engaged in the service industry. Therefore, it is necessary to actively consider the utilization plans of smart city regeneration, such as online shopping and non-contact payment. Third, it is necessary to phase in smart urban regeneration training focused on information weakness to narrow the digital gap, in preparation for general lifestyle changes such as contactless and non-face-to-face interactions. At a time when new light is being shed on local areas, which are quieter than heavily populated cities, a project that reflects the regional characteristics and culture of Gangwon-do is necessary.
The purpose of this study is that after developing and applying multimedia rich project-based learning methods in a Korean Special high school(Industrial and Technical Area), to provide how the learners recognize the effectiveness for it and to obtain the implication from effectiveness which they recognized. This study was conducted as action research based on a high school situation. The study included 100 participants in two classes purposively selected from 9 classes at 450 student high school. Data were collected through observations, surveys and interview. Results indicated the multimedia rich project-based learning allowed students to understand the contents of major subject overall, improve the handling skill for computer multimedia and be better at investigating and organizing skill for subject content. Also, it allowed them to improve interaction among students and participation, motivation, satisfaction, interest and confidence for learning. And there was close cooperation with and among group members to create better products.. Finally, the flexibility in the project-based learning environment allowed the participants to make decisions about their abilities, resources, and plans. Recommendations and implications for teacher educators as well as inservice and preservice teachers are also presented.

Recently policy and clouding system to mandate the introduction of BIM in construction industry, various sensors technology, BIM in ICT technology and fusion, such as 3D scanning and printing technology has been further activated. However, the expression level of diversification associated with it, plan within one of the BIM project, design, engineering, it is difficult to have a different application has been consistent for each field, such as construction. Thus fell the efficiency of BIM apply, it is difficult to determine the appropriate level of BIM in the business early stage in order destination of position. In this study, in order to solve this problem, by utilizing SLA used in the IT field, it attempts to explore scheme which can be evaluated targeted level of BIM suitable for business in the planning phase.

In 2011, the overall construction markets in KOREA are highly depressed due to decreases in orders of domestic construction markets in both private and public field. Also, we are losing competitive advantages over Chinese and Indian companies owing to the market shares on plant construction projects excessively. It is recognizable, under the circumstances that we are in interior position on high value technique to other advanced countries, that the orders of mega building and plant construction projects tend to be placed through the" Pre-construction Service", the importance of which has been emphasized domestically and internationally in recent time. However, current domestic construction companies show scarcity in understanding the general idea of the Pre-construction Service and fail in building proper structure of it. It is obvious that they cannot have any competent strategy to deal with Pre-construction Service. The Purpose of this paper is to analyze the core competence throughout preconstruction phase and, and make up for the weakness in the current pre-construction service process.
The main purpose of this paper is to examine the aid effectiveness of ODA projects through a case of an e-Government ODA. The case at hand is the Mongolian National Data Center project, which was supported by Korea International Cooperation Agency in 2007~2009. In this paper, we analyze aid effectiveness through a case instead of a long-term macroeconomic analysis. By using OECD DAC guideline for performance evaluation of ODA project combined with PRM (Performance Reference Model) for evaluating e-Government, authors undertakes a post-implementation evaluation on the Mongolian NDC project. The result shows that the NDC project has been relevant and implemented effectively and efficiently given the political instability incurred by the election fraud in 2008. However, there have been problems as well. Provision of defected monitors was a critical problem while disagreement on the safety of the building was lasted for two more years to be settled. Some comments on the training program are also worth to hear to ameliorate similar projects. But more fundamental problems are found in impacts and sustainability areas. Low political status of ICTPA as a coordinating organization for ICT ODA and unstable job security of NDC are serious hurdles to increase effectiveness and efficiency of NDC. ICTPA has played very limited roles in coordinating government-wide ICT ODA projects because it lacks actual power and control over them. Other government organizations do not fully trust NDC as a reliable government data center due to low political status and lack of job security. Thus critical factors to affect the effectiveness and efficiency of e-Government ODA projects are political and organizational instead of economic.
This study is about the effect of the intention of residents to participate in the regional capacity building project on the project performance. For the method, 238 samples were collected from villagers in Jeollanam-do, and the hypothesis was verified through SPSS22.0 and PROCESS macro 3.5 Model 4. The results showed, first, that there was a difference in performance according to the level of awareness of participation intention. Second, participation intention showed a positive (+) effect on performance. Third, the mediating effect of the regional capacity building project was confirmed. The limitation of the study was that it was limited to the Jeonnam region. Quantitative measurement was not performed in parallel with the performance. In the future, an activation plan through actual citizen participation and performance verification should be prepared.

A construction project consists of a variety of contracts for the completion of work. The large number of contracts involved in a single project increases the likelihood that disputes will arise between the parties involved regarding the terms of service. Actually, there are many disputes that are caused by a change 0 order. While such disputes should be settled by interpreting the terms stipulated in the agreement entered between the two parties, the process of dispute settlement is often restricted to arbitration and lawsuit, and as a result the parties tend to avoid it due to its inefficiency. For this reason, in Korea it is hard to find cases of interpreting terms of service, while in the U.S. it is easy to find diverse cases of interpreting terms of service, since there is a process of dispute settlement by each stage by the party who has placed an order. Therefore, this study presents analysis of case studies of contract changes, looking specifically at changes in the scope of the work, changes in quantity, changes in the period of implementation, changes in the method of implementation or attitude, changes in items provided by the government or the delivery place, and the acceptance of such change procedure by a contractor, and the adjustment of a reduction.

As the basic approach of national curriculum shifted from contents-based to competency-based, process-fortified assessment has been stressed. Accordingly, the focus of teacher's role as an evaluator changed to process-fortified assessment, which emphasizes the development of process-fortified assessment competency of pre-service teachers as well. This study aims to explore the effects of innovations of teacher development programs on pre-service teachers' process-fortified assessment competency. To achieve this goal, C University of Education implemented a course which was restructured by using PBL, and analyzed its effects on enrolled pre-service teachers in terms of process-fortified assessment. By systematically analyzing data of observation notes, project outputs, and opinion reports, it was found that PBL approach to the course restructuring had positive impacts on pre-service teachers' awareness and understanding about process-fortified assessment. This implies that providing learning experience reflected by process-fortified assessment perspective, like PBL, can play an important role to the development of process-fortified assessment competency of pre-service teachers. The results of this study are expected to be able to provide methods of innovating curriculum and instruction for developing process-fortified assessment competencies of teacher development institutions.
Purpose - This study reviews the achievements of a pilot project for the revitalization of a commercial district performed for three years after its establishment in 2011. The project for the revitalization of the commercial district was performed to create a new local community space in connection with the traditional market and nearby districts. Although it was a pilot project, the project for the revitalization of the commercial district has been performed for almost three years. Therefore, this seems a proper time to conduct an interim evaluation of the project. This study aims to review and evaluate how the government support policy is influential for the revitalization of the commercial district. In other words, this research aims to identify what projects positively affected consumers' intention to revisit the downtown commercial area among the commercial district revitalization projects-promotion events, promotion activities, education, merchants cooperation system, IT projects, cultural events, and residents' communication. Research design, data, and methodology - This study designated seven management improvement projects affecting commercial district revitalization based on preceding studies. The survey of the degree of satisfaction on seven management improvement projects was executed targeting consumers who visited the commercial areas. Additionally, visitors' revisit intentions regarding currently visited commercial areas were also investigated. Therefore, revisit intention was set as a dependent variable and the satisfaction degrees of the respective management improvement projects were set as the independent variables. A total of 1,209 consumers were examined in six districts in the country. Result - Multiple regression analysis results showed that cultural events, education, the merchants' cooperation system, and IT projects brought statistically significant effects to the revisit intentions of consumers. In contrast, promotion events, resident communication projects, and promotion activities did not affect the revisit intentions of consumers. Particularly, the residents' communication project did not show significant influence because of consumers' recognition that it is similar to a cultural event. Conclusion - The following implications for the revitalization of business districts in the urban central area are drawn. From a general perspective, the businesses of culture, education, and cooperative system among seven businesses play positive roles regarding the intention to revisit so that the project is required to be promoted periodically through unique performances differentiated for each district, the merchant training reinforced for professionalism, and the expansion of joint events of merchants. Moreover, the sales promotion project and public relations activity are shown to be not influential to the intention to revisit. Therefore, while short-term sales promotion such as one-time gift events are required, sales promotion and public relation activities to induce revisits by mileage savings and accumulated gift presentation to attract long-term customers are required. The IT business is positively influential to the intention of revisit. Therefore, detailed information on the revitalized commercial district should be provided and additional functions such as discount coupons for continuous utilization should be included in the mobile app and the website.
