  • As an interest in the efficiency of public sector expenditures has spread across the world, Korea has operated a self-evaluation system for government projects as a part of the performance-based budget system. However, an evaluation system for public information technology project has been criticized for its lack of validity, which stems from the uniformity of performance management. This study draws insight from knowledge management literature in an attempt to address the problems with the extant performance evaluation system in public agencies. To realize benefits from IT investment, an agency needs to develop its own performance management model for information systems projects, with a focus on the interaction of IT and organizational system. The knowledge management-based framework for IT projects was verified through a case study, with which we discussed the applicability of knowledge management to the evaluation of public information systems projects.

  • Risk factors are the reason behind cost overruns and delays in long-term large-scale IT service projects. Major risks originate from the integration of complex IT system components, including software, hardware, and solutions; the competitive bidding process; the turnkey and firm-fixed price nature of contracts; and the project execution environment. We have identified several risk factors such as delay in acceptance, low quality of deliverables, delay in payment, adding and changing requirements and scope, unclear definition of roles and responsibilities of the buyer and supplier, and unclear procedures of change and quality management during the project execution phase. One needs to manage risks proactively before signing the contract. In order to weed out or lower the risk factors well in advance, we need to identify and remove risk factors contained in contract clauses and attached contract documents. We propose a checklist for assessing IT service project contracts. To validate the checklist's utility, we applied it to an IT service project in the finance industry. The results show that the checklist is effective in identifying and removing risk factors pertaining to IT service projects.

  • In this study, we typified the project for revitalizing the rural area through text analysis using news data, and analyzed the main direction and characteristics of the project. In order to examine the factors emphasized among the issues related to the revitalization of rural areas, we used news data related to 'tourism' and 'livelihood', which are the main keyword of the project to promote rural areas. In the analysis, text mining techniques were used. Topic modeling was conducted on LDA techniques for major projects in 'tourism' and 'livelihood' keyword. Based on this, this study typified the projects that are carried out for the activation of rural areas by topic. As a result of the analysis, it was fount that the topics included in the project were distributed in 11 sub-types(Tourism Promotion, Regional Specialization, Local Festival, Development of Regional Scale, Urban and Rural Exchange, Agricultural Support, Community Forest Management, Improve the Settlement Environment, General Welfare Service, Low Class Support, Others). The characteristics of the rural revitalization projects were examined, and it was confirmed that domestic projects were carried out by tourism-oriented projects. To summarize, the government is making projects to revitalize rural areas through related ministries. Within the structure where the project is spreading to the region, a lot of projects are being carried out. It is understood that the tourism and welfare oriented projects are being carried out in the revitalization project of the domestic rural area. • One of the problems associated with the current system of land development projects implemented by the public sector in Korea is that various service facilities are not ready in time for the occupation of residential dwelling. A major cause of the problem is the lack of financial arrangements which would smooth the cash-flow of the suppliers of the facilities during the project period. In this paper we present two schemes which will contribute to the optimal provision of service facilities by easing the financial constraint facing the land developers and suppliers of the facilities. The first scheme involves channeling a fraction of profits from a land development project and of the proceeds of mandatory sales of Type II National Housing Bonds as a loan to the suppliers of the service facilities. The second scheme considers the participation of the private sector in the project as a member of a consortium comprising the Korea Land development Corporation, the National Housing Fund, and private developers. It is proved that each scheme is superior to the current system. as well as entailing a very small cost.

  • In 2011, the overall construction markets in KOREA are highly depressed due to decreases in orders of domestic construction markets in both private and public field. Also, we are losing competitive advantages over Chinese and Indian companies owing to the market shares on plant construction projects excessively. It is recognizable, under the circumstances that we are in interior position on high value technique to other advanced countries, that the orders of mega building and plant construction projects tend to be placed through the" Pre-construction Service", the importance of which has been emphasized domestically and internationally in recent time. However, current domestic construction companies show scarcity in understanding the general idea of the Pre-construction Service and fail in building proper structure of it. It is obvious that they cannot have any competent strategy to deal with Pre-construction Service. The Purpose of this paper is to analyze the core competence throughout preconstruction phase and, and make up for the weakness in the current pre-construction service process.

  • Since various R&D projects about technology convergence was conducted by the government of Korea, the lack of liaisons among the projects has been accepted as serious issues related on the duplicated funding. In this article, we propose a research framework to analyze the relationship among national R&D projects about technology convergence. In detail, the projects have been sorted and categorized with the data collected from National Science and Technology Information Service (NTIS) in order to analyze the current state of national R&D projects. The linkages among projects are then established using the results of analysis on national R&D projects. Finally, the relationship maps have been developed. It is expected that the result could be applied to identify the relations among projects and handle problems on the duplicated funding.
