The Impact of Project Governance Factors on IT Project Objectives Performance (프로젝트 거버넌스의 구성요인들이 IT 프로젝트 목표 성과에 미치는 영향)

  • Companies are paying attention to project governance to realize their goal strategies, project success, and project value in a rapid and complex environment due to the development of information technology. This study aims to explore project governance and factors from literature review and practice guides related to project governance and empirically analyze the impact of project governance factors on IT project objective performance. The survey was conducted on project managers, project team members, and project management members with experience in carrying out business IT projects within two years at companies in various industries in Korea. The main conclusion is as follows. Among the project governance factors, disclosure and reporting that uses and reports using appropriate and reliable information about projects related to decision-making activities positively impact the achievement of IT project objectives: business success and stakeholder satisfaction. Among the project governance factors, project sponsorship, a role that effectively connects management and projects, and a project management framework that provides tools, procedures, resources, and techniques for projects positively impact IT project objective performance. This study is of academic and practical significance in that it identifies the definition and factors of project governance through companies in various industries in Korea and the positive impact of project governance factors on IT project objective performance.

  • Recently, Housing projects in the center of the Metropolis are getting higher, larger, more complex gradually, the resources are increasing greatly. Especially, the right manpower in the right place could quite important factor because the construction cites are wide and many subcontractors and labors throw into finish works in High-rise Housing projects. Differing from apartment building projects. it is only four or five years that high rise building projects are started so, there is little data for manpower information. Furthermore it is difficult that the data gathering and managing because manpower management is usually used to execute by subcontractors from supply to demand. Consequently, this study, proposed develop management for accurate manpower plan and efficient collection and practical use of manpower information through analysis of present condition in construction sites

A Survey of the Cost Benefit Analysis to R&D Projects of Selected Laboratories. (연구개발프로젝트의 비용효과분석 활용실태 - 주요 기업연구소의 조사결과를 중심으로 -)

  • We are faced with the crisis of the R&D investment because of the effects of the IMF conditions. Most of the laboratories are going to restructure by the cutting off of money, man power and the reduction of R&D theme. Therefore it is necessary to allocate the R&D resources effectively to R&D projects. The evaluation and the selection of R&D projects have been recognized as the most important process for the allocation of the R&D resources. The result of the KITA(1997) shows that the commercial success rate of the R&D from new-product brain storming is only 5.8%. This study aims to analyze the actual conditions of the cost benefit analysis(CBA) of R&D projects of selected laboratories and to study measure methods of the R&D benefits. The research method of this study reviews the CBA of R&D firstly, and surveys 200 selected high ranking labs of R&D expenditures. For the comparison of the results between '87 and '97, this survey used the same questionary for each year. As the result of the survey only 27 labs(response rate 13.5%) responded. The result of the '97 survey is as follows : The CBA is used by 44% of responding labs. The economic evaluation method for the R&D project selection is used by 48% of labs and this numbers increased by over 10 percents points compared with the result of '87. The CBA is used for about 40% about each of the budget preparing and the budget analysis, and by 30% of labs to analyze sales and expenditures of the overall period of the project. As the measurement of benefits of R&D projects, 30% of labs responded that it is impossible to measure the benefits, and 20% of labs measured the benefits between sales and expenditures of R&D projects.

  • The apartment reconstruction projects have the proper functions such as residential environment improvement and the new housing allocation system; however, intention of the projects are distorted by the combination of factors, like failure of relocation of the original occupants and income redistribution, speculation in real estate, sharp rise in housing price, disputation between various interested parties, inadequate system and etc and it makes the projects unable to go well. Disputations and litigations are due to spread of the small conflict. As a result of the problems, it could not going smoothly and that lead to increase or stop the period and cost. This study is to estimate the period and cost using the conflict index so as to prevent and solve the problem which is among the conflict in the reverse functions. The conflict index has estimated focus on the conflict impact and the period and cost has been estimated using an variable independent including the conflict index. Also, estimated the conflict index and estimate of the period and cost are able to succeed with a minimum of disputation and money.

  • Recently, it becomes more important to carry out the feasibility study on government R&D projects since the amount of R&D funds increases. For this purpose, until so far the general framework on the preliminary feasibility study for government driven research projects has been built and modified, and well applied to several domains. However, there is still the limitation in applying the method of preliminary feasibility study to system development research projects. The system development research projects have many different features compared to general research projects, for example, long-period development, lots of stakeholder involvement, multi-disciplinary works, and so on. Considering these characteristics, it is necessary to improve the method for the preliminary feasibility study. In this vein, this study deals with looking into the improvement points of the preliminary feasibility study in terms of the application of the system development projects.

Utilization of Public-Private Partnerships in Urban Regeneration Projects: Focusing on Types and Cases from a Governance Perspective (도시재생사업에서 민관 파트너십의 활용 방안: 거버넌스 관점에서 본 유형 및 사례를 중심으로)

  • The purpose of this study is to find ways to utilize public-private partnerships from the perspective of governance in order to effectively promote urban regeneration projects and establish a business structure. The results of the study are summarized as follows. First, from the perspective of governance, the types of public-private partnerships in urban regeneration projects can be classified into central government-led, local government-led, private business-led, and local residents and community organizations-led. Second, it is confirmed through overseas case analysis that developed countries are effectively promoting urban regeneration projects through the formation of various public-private partnerships. Third, as a way to utilize public-private partnerships in Korean urban regeneration projects, it was proposed to diversify the types and size of urban regeneration projects, design a system to utilize various public-private partnerships, use cross-assistance methods, and form social capital necessary for transparent and effective private partnerships.

  • The recent cultural properties utilization projects by the Cultural Heritage Administration have no rational standards to pay reasonable prices to stakeholders participating in budget compilation or projects. Therefore, there are frequent conflicts when calculating budgets between the Cultural Heritage Administration supervising projects and local governments or private organizations. Especially, as the items or detailed standard of budget compilation from planning to completion of projects are unclear, it is hard to stably operate projects, and eventually, they are no more than one-shot events without being developed into long-term projects. Thus, this study analyzes the overall operational status, systems, and problems of current cultural properties utilization projects. A national-level budget compilation standard system is then suggested, for the stable operation of cultural properties utilization projects. In addition, this study benchmarks the items and detailed standard of budget compilation used in similar areas, and also puts together actual cases.

Exploratory Factor Analysis of the Causes of Corruption in Iranian Construction Projects (이란 건설 프로젝트의 부패 원인에 대한 탐색적 요인 분석)

  • The majority of construction projects, from the initiation phase to the project completion and operation phase, are influenced by various types of corruption. Iran, as a developing country, has been suffering from this issue in bidding, tendering procedure, contracts etc. Therefore, due to the importance of this issue, this study attempted to identify the causes of corruption and evaluate the most significant factors in the construction projects in Iran. To this aim, an intensive literature review was performed to investigate the various types of corruption and identify the potential factors causing corruption in construction projects. The questionnaire survey was designed, considering twelve forms of corruption, including 77 causes of corruption in construction projects in Iran. Out of 220 distributed questionnaires, 188 were returned by the participants. The valid collected data sets were analyzed and then Exploratory Factor Analysis was applied. It was discovered that "Inappropriate power-sharing," "Lack of obligation for human resources to properly use resources and abide by the rules and regulations" and "Lack of any monitoring of the government's performance" are the most significant factors. Findings from the study would be valuable for the construction projects authorities and academia in order to combat corruption in the construction projects.

Appraising the Performance of Construction Projects during Implementation in Kenya, 1963-2018: A Literature Review Perspective

  • Poor project performance has been noted as the bane in the construction industry globally. This paper sought to investigate, by way of literature, the performance patterns of construction projects in Kenya since independence (1963-2018). This was informed by reports of undesirable project performance in the industry. This descriptive study used available studies previously done in this subject area. In sum, literature is replete with evidence on a myriad of challenges facing the execution of projects. The study established that generally, the project performance is poor and has assumed a chronic trajectory spanning over five decades. On average, the findings reveal that 35-60% of projects initiated in Kenya face cost overruns while time overrun is most severe with 35-73% projects overrunning their schedule. In addition, the findings problematize the issue of plurality of performance measurement regimes in the construction industry. Here, it was observed that no singular construct exists to objectively measure the various facets that constitute the 'health' of a project. This paper has contributed to the body of knowledge by examining the performance patterns in Kenya for over fifty years while at the same time identifying the bottlenecks inherent in projects execution. Importantly, the conceptual performance efficiency framework derived in the current study presents a paradigm shift in the monitoring and evaluation of projects. To this end, an in-depth analysis is recommended on the interaction of efficiency enablers in the buildup of performance efficiency index (PEI). Similarly, a further inquiry is recommended on the integration and impact of the proposed framework in the management of projects.

An Analysis on the Prospects and Realities of Local Governments' Project Promotions according to the Changes in Financial Policy of Agricultural Infrastructure Improvement Projects (농업기반정비사업의 재정정책변화에 따른 지방자치단체의 사업추진 전망 및 실태 분석)

  • This study attempted to investigate the changes in the perception of local government officials about agricultural infrastructure improvement projects due to the financial policy changes. A total of 141 local government officials were surveyed on the priority, the current status of the agricultural infrastructure improvement projects. Irrigation facilities renovation project and Small drainage improvement project had generally high priority, while Support project of cultivation basis for upland crops in paddy, Large scale land readjustment project, and Upland infrastructure improvement project had low priorities. After the introduction of the block grant system, agricultural infrastructure improvement projects had often been conducted by collecting opinions from local residents. The officials in charge of local governments recognized that the agricultural infrastructure improvement projects were reduced due to lack of financial resources and project potential sites. In response to the changes in the agricultural infrastructure improvement projects, most of the surveys showed that the influence of cities and provinces was strengthened. In addition, respondents most needed to improve the subsidy rate and there were a large number of cases requiring differential support to meet the characteristics of the local government. Therefore, it will be necessary to present a new perspective on the agricultural infrastructure improvement projects and to suggest differentiated projects for each regions.
