  • It is an important issue in cost management to contract with the standard of cost estimate by the reasonable way in public construction projects. For the standard of cost estimate based on the Standard Estimating System, there is a difference of labor inputs between Standard Estimating System and actual quantities in construction projects. The duration of form work in multi-family housing depends on the manpower compared with other work, which is the critical path on the schedule management to be decided quality, and is the important to the cost management of construction projects. This study presented a simulation model of the productivity analysis for selecting the standard work type of form work in Multi-family housing construction projects.

  • Overseas construction projects tend to be more complex than domestic projects, being exposed to more external risks, such as politics, economy, society, and culture, as well as more internal risks from the project itself. It is crucial to have an early understanding of the project condition, in order to be well prepared in various phases of the project. This study compares a structural equation model and multiple regression analysis, in their capacity to predict cost performance of international construction projects. The structural equation model shows a more accurate prediction of cost performance than does regression analysis, due to its intrinsic capability of considering various cost factors in a systematic way.

  • Recently, public office building projects are being recognized by many construction engineers and researchers, as the critical projects in the construction industry. The project budgets have sometimes exceeded due to the lack of core knowledge, experiences, skills and experts concerned in cost planning and estimating in the pre-construction stage. It has been highlighted that planning and estimating effectively the cost of public office building projects as critical in the design stage. Within this context, some cost data books and systems, such as RSMeans cost data systems and Spon's price book, have been systematically developed and used by many construction cost managers and organizations in order to effectively estimate and use their project budgets. As a result of this research, a cost estimating model for finishes has been developed, considering the cost data used in public office building projects.

Credit Enhancement and its Risk Factors for IPP Projects in Asia: An Analysis by Network

  • Credit enhancement is absolutely essential for financing Independent Power Producer (IPP) projects in Asia particularly for countries whose sovereign credit rating is on non-investment grade and foreign investment is difficult to achieve. Due to nexus of agreements among varies parties in IPP project, it is hard to clearly visualize the roles of these agreements. Examples are: What credit enhancement factors are most influential to minimize the associated risks of IPP projects? Why are they powerful? What are their roles? Who are less powerful and what are the obstacles that causes them less powerful? A research is conducted to identify the credit enhancement factors for IPP projects in Asia. IPP professionals validated 27 out of 28 identified credit enhancement factors, and five factor groupings were made through factor analysis. Afterwards, network theory is applied to find the unanswered questions, which by graphical and mathematical representations show that the host government's credit enhancement, MDBs, ECAs and other parties' credit enhancement are prominent and of great importance to handle the associated risks of IPP projects in Asia

Policy Directions to Enhance Economic Feasibility of Agrivoltaics in Korea (영농형 태양광 경제성 제고를 위한 정책 방안)

  • This study analyzes the economic feasibility of agrivoltaics in South Korea. The key findings are as follows. It was ascertained that an amendment to the Farmland Act, which currently has an 8-year permit period, is necessary to ensure the economic feasibility of agrivoltaic projects. Furthermore, economic feasibility improves when agrivoltaic projects are financed, as against cases without financing. Furthermore, the availability of low-interest loans through financial support programs significantly enhances economic feasibility. Scaling up projects leads to cost savings due to economies of scale, while community-based agrivoltaic initiatives generate higher revenue through the acquisition of additional Renewable Energy Certificates. These factors can help improve the economic feasibility of agrivoltaic projects. These incentives are emphasized as they can serve as a source of funding to foster community acceptance of agrivoltaic projects.

A Study on Selection of Media to Communicate Information for Raising Awareness of Soil Erosion Control Projects (사방사업 인지도 확산을 위한 정보전달 매체 선정 연구)

  • As a result of climate change, mountain sediment disasters due to localized heavy rain and mountain development are occuring more frequently, thus, increasing social attention to and demand for soil erosion control projects. However, since 2011 Seoul Wumyeon Mountain landslide, the public is expressing increasing anxiety as well as negative perception regarding defective project results. Therefore, this study investigated promotional terms and information media related to soil erosion control projects according to the consumer in order to increase awareness of soil erosion control projects. In this study, the information consumers were divided into experts and the general public and conducted a survey related to promotional terms and media for communicating relevant information. In the result, the experts chose landslide prevention and recovery projects (41.8%) as an appropriate promotional term for soil erosion control projects. The general public, however, chose mountain sediment disaster prevention projects (32.5%) as the appropriate promotional term. However, the analysis showed that it would be necessary to develop an promotional term that can encompass the concept of 'disaster prevention' including forest and soil disaster as the word 'landslide' can suggest soil erosion control is limited to landslides only. In the survey regarding the media for communicating information related to soil erosion control projects according to the consumer type, the experts preferred radio and TV as media to communicate the relevant information, while, among the general public, the youths preferred social media such as Facebook and Twitter (22.22%) and adults radio and TV (34.07%), As for the most effective way to promote soil erosion control projects, the experts chose traditional promotinal media such as newspaper, radio, and TV (0.172) whereas the adults and youths preferred the internet and Facebook (0.089). It appears that using the preferred media for communicating information related to soil erosion control projects according to the consumer type will be effective way to promote soil erosion control projects.

Improving Construction Operations Through Applications of 6 Sigma Management Techniques for Superstore Projects (6시그마 기법의 적용을 통한 대형 할인점 공사의 시공성과 향상)

  • In order to improve the performance of succeeding superstore construction projects, it is essential to find out an effective way for applying the opportunities of improvement on their repetitive construction process based upon the analysis of various success or failure cases occurred on previous similar projects. This research study suggests a way to improve their construction process through the applications of six sigma techniques on superstore construction projects. A literature review was implemented on the basic concept of six sigma and its general performance steps, and the step by step applications of six sigma techniques were accomplished regarding to the speciality of superstore construction projects. The opportunities of improvement for superstore projects were figured out, and the result of their applications on other superstore projects was analyzed. As a result, it was found that the adoption rate of identical success or failure cases was increased. Also, there were several improvement effects on the projects such as $10{\sim}20$ days of time savings by projects, decrease of reworks by preventing failure cases, quality and safety improvement. These results indicate that the six sigma techniques are applicable and valuable for improving the repetitive process of superstore construction projects.

A Study on the Development of Criteria to Assess the Business Performance of the Development Fund for Women and the Organizations it Supports - focusing on the Assessment of the Seoul Metropolitan Government's Development Fund for Women - (여성발전기금의 평가도구 개발 및 지원단체의 사업수행능력 평가에 대한 연구 - 서울특별시 여성발전기금 지원사업 평가를 중심으로 -)

  • This study aims to create assessment tools for the development fund for women, and to assess the business performance of the organizations using this development fund for women on the basis of such tools. A total of 57 projects by 58 organizations were assessed for a period of eight months. The assessment was carried out by using five tools: 1) examining the weight of the assessment tools, 2) visiting and inspecting project sites, 3) visiting and inspecting the offices of the participating organizations, 4) cooperating with the Seoul Metropolitan Government for municipal administration, and 5) assessing the final project report. Each tool was comprised of three elements: ability of relevant organizations, operational procedure, and projects results. The assessment results are summarized below: 1. According to the examination of the general trends in assessing the organizations that received the Development Fund for Women, it was found that the assessment emphasized performance more than the process involved in the project. Thus, the result suggested that the projects should be carried out more aggressively. 2. Regression analysis was conducted to identify the capability of the organizations in performing the projects with the development fund for women and the capability of the subjects as an independent variable. It was observed that such capabilities were affected by the degree of role sharing and the utilization of internal organizations. It suggested the importance of human resources. 3. To motivate the subjects involved in executing the projects with the use of the Development Fund for Women, the requirements and the satisfaction factors suggested strengthening the scope of financial support and activating the project environment. In conclusion, it is considered that the findings would provide practical ways to improve the system in using the Development Fund for Women, and in setting relevant policies in the future.

A Classification for Research Projects in Oriental Medicine Field (한의학 연구개발과제 분류에 관한 연구)

  • NTIS(National Science & Technology Information Service) provides the information for domestic research projects. It in particular has several classification schemes to classify research projects and provide better retrieval and analysis services. It however is difficult to understand the characteristic of a research project clearly since only a classification in a classification scheme can be chosen about a research project. Moreover, the classification scheme covers the high-level classification for every research areas so that it cannot cover the area specialized to the oriental medicines. On the other hand, the classification schemes for oriental medicines have recently been studied in oriental medicine field. However, it also covers the high-level classification for oriental medicine so that it may not suit to a classification scheme for research projects. Therefore, in this paper we propose a classification scheme to understand clearly the characteristic of research projects in oriental medicine and use to use them to retrieval and analysis services.

A Study on Introducing the Landscape Project for Conservation and Improvement of Rural Landscape (농촌경관의 보전 및 개선을 위한 경관사업의 도입 방안 연구)

  • The purpose of this study is to introduce the landscape project for conservation and improvement of rural landscape. So, in this study, the current rural landscape policies and rural landscape planning are examined and the landscape project presented in Landscape Law is also examined. And this study propose the systemic application of the landscape project through the survey of experts related with the landscape project. The results are summarized as follows. Firstly, it is important that each landscape projects are unified for conserve and improve rural landscape. Secondly, it is necessary to define range, enforcement agency, and management agency of landscape projects. Thirdly, it is desirable that the landscape projects should be carried out as reviving the local economies. Comparing to the urban landscape plan, there are few rural landscape plans so far, so, it is difficult to applicate the system of the landscape project, but, continuous studies in this line can help the rural landscape plan to ensure practicality.
