This study attempts to provide an efficient method for managing the Nuclear R&D projects. It should be noted that the technology and experiences to develop a well-balanced plan and mon-itoring for the R&D project are not yet well established when compared with the commercial con-structionand engineering projects. This study recommends that the R&D project manager utilize the scheduling techniques to establish an integral management system taking in to account the un-certainties in the research environment. Based upon the results of a case study for the Liquid Metal Reactor Design Technology Development Project which is led by the KAERI this study also con-firms that it is possible to run the national nuclear R&D projects with the Scheduling & Planning.

Lots of investment projects of new development and redevelopment for information systems have been not taken care of in the field of administration and evaluation, for these information systems projects have unique characteristics such as technology sensitiveness, network effectiveness, embeddedness, and externality. In fact, quantitative and qualitative evaluation of investments in information systems projects are not sufficient. It is critically important to generally evaluate benefits of development or operation cost, urgency, external effects, and so on. In addition, the efficient monitoring and effective analysis of information systems are surely needed for beneficient results of investment in information systems. We propose an economics evaluation model for information systems projects.

The Technology Readiness Assessment(TRA) has the advantage of identifying immature technologies in promoting weapon system research and development project. However, a more diverse set of information is required for the determination of phase shift and technical risk management for weapons system R&D projects. In this paper, we investigate the various indexes the various indexes proposed to overcome the limitations of the Technology Readiness Level(TRL) and analyze the possibility of applying to the actual weapons system R&D projects. Based on the analysis, it was possible to provide additional information that could not be presented in TRA using technical risk indexes other than TRL, confirming that it could be used for technical risk management for weapons system R&D projects.
This paper presents a methodology to nominate and select improvement projects that are perceived as adding value to customers (both internal and external). The structure of the methodology can be explained in three "stages." First, the methodology suggests a new way of categorizing improvement opportunities, i.e. reactive-proactive, to "upgrade" the little Q-big Q categorisation. Then, it develops a roadmap that links performance indicators and improvement projects for both reactive and proactive improvements. Finally, it suggests an algorithm to select the improvement project, where the assessment of to what extent the nominated improvement projects add value to customers relies on the comparison between Overall Perceived Benefits (OPB) and Overall Perceived Efforts (OPE). The improvement project perceived as having the largest impact on adding value to customers receives the highest priority.

Since the late 20th century, various projects in the public domain where local communities and art organizations collaborate have been attempted in miscellaneous ways. In terms of anticipating an active attitude of the community, socially engaged project focuses on proactively changing everyday life and environment of people. An art collective, Assemble who won the Turner Prize in 2015 for one of their projects named Granby Four Streets (2013) has been admitted as an exemplary of this phenomenon, and it appears frequently in discussions about community-led projects. We investigate Granby Four Streets, as well as the documentation formed by the perspective of third parties based on the surveillance and criticism aspects. It asserts that the limitation of socially engaged projects that are kept ephemerally and easily forgotten could be overcome with the concept of documentation and its practice.

Many studies have affirmed a negative influence of fragmentation on learning and knowledge sharing in construction projects. However, the literature overlooked enablers of learning within this context. The purpose of this paper is to explore the factors that facilitate project learning and ways to negate any unbecoming effects of fragmentation. Qualitative study used to explore the enablers through interviews administered to 11 top management individuals working in different construction projects in Malaysia. The findings revealed the following factors: participation, relationships, togetherness, and roles of project leader and coordinator. The role of boundary objects was also highlighted including information technology (IT), contract and procedures, drawings, specifications, and reports. The outcome of this paper initiates the development of a model for better knowledge creation and sharing in construction projects. The significance of this model stems from its ability to connection both the characteristics of construction project and project learning theories using the enablers. It is envisaged that future work will be to confirm the model in a quantitative study.

The construction industry's lack of experience and expertise makes it difficult for projects to realize the full benefits of implementing modular construction. Such project performance-hindering elements are often labeled as modular challenges. The added requirement for the transportation of the finished volumetric module is one aspect of the 'module transportation logistics,' the under-researched modular challenge that can prevent projects from incurring maximum cost and productivity benefits. The typical module transportation phases include lifting, transporting, and offloading. From conducting a literature review, this paper aims to investigate the equipment commonly adopted to lift and offload the module and validate its economic efficiency by comparing it with the alternative lifting/offloading equipment used in the two case projects. The results showed that hydraulic jacks are an economic alternative to the crane for lifting/offloading the module. The increase in single-module projects with smaller budgets made crane usage economically undesirable, and this study suggested a viable option for a more economical alternative.
The aim of this study is to analyze the relationship between fluctuations of a government subsidy and research outputs on the basic research field. An analysis of this study was conducted on basic research projects specifically on the field of information technology (IT) filed at university and Individual Research Programs of Korean ministry. Using various project characteristic variables, relationship between dependent variables and independent variables was controlled. To summarize results of a regression analysis, from looking at the correlation between fluctuations of a government subsidy and basic research outputs (weighted papers and patents), the result showed a positive relationship. The maximum effect of increased research funding projects on research outputs was 8 times greater than an effect of maintained funding projects. Moreover, the maximum effect of decreased research funding projects on research outputs was 4 times greater than an effect of maintained funding projects. Base on this result, we suggested implications from academic and practical aspects.

Some issues which should be considered in an R&D project selection problem are as follows: First, quantitative analysis on the efficiencies of R&D projects is required to guarantee objective validity in the evaluation of the projects. For this reason, the methodology for selecting R&D projects should be based on mathematical models that perform quantitative analysis. Second, in general there are ordinal factors like Likert-scale in the data for evaluating R&D projects. Previous researches, however, couldn't suggest explicit methods incorporating these ordinal factors into models. Third, for the R&D project selection problems with limited resources like budget, it is necessary to decide the perfect ranking of the all projects. This paper develops a mathematical model that can be applicable to the problems of selecting R&D projects with the previous features. In this paper, we improve the original DEA model for evaluating efficiency to incorporate ordinal factors and suggest a new model which can decide the perfect ranking of all projects by merging the improved DEA model and AHP method. Furthermore a web-based R&D project selection system using the DEA/AHP model suggested in this paper is developed and illustrated.
This study investigates the welfare implications of BTL projects using a general equilibrium model with the public sector and public-private partnerships. We show that when the government is not allowed to run budget deficits but private firms is able to overcome the financial constraint, BTL projects performed by public-private partnerships (PPPs) could be a good alternative and improve the welfare of the model economy. This paper quantitatively investigates excessive expansion of PPP projects and several alternatives to retrieve welfare losses caused by such an expansion. Assuming that future rents of BTL projects are not taken into account, we find the welfare losses up to 20 percent relative to conventional government projects. Finally, we show that it would be possible to reduce the losses by transforming the fully depreciated capital stock of the government projects into much smaller new PPP projects.
