A Study on the Practical Means to Prevent Collision at Sea - Through risk management theory -

  • The statistics of Korean Maritime Safety Tribunal and Japan Marine Accidents Inquiry Agency shows that the major muses of collision at sea are Improper lookout and Non-compliance with marine traffic rules. Those two muses are occupying more than 70% of collision, and it's clear that those muses are undoubtedly closely related to simple human error. In this paper we tried to find out the root muses of this kind of human error of OOWs(officers on watch) through risk identification method and studied how to tackle them via risk control theory. In conclusion, the measures studied in this paper could be applied to help OOWs avoid their own human error as well as be used in shipping company for their fleets' safety management.

Logistics for multiple objectives in automated manufacturing system (자동화제조시스템에서 다수목표를 위한 물류관리)

  • In this paper a new heuristic algorithm has been developed and presented for logistics for multiple objectives in an automated manufacturing systems. We proposed Simallest Processing and Average setup time Ratio First(SPARF) algorithm for multiple criteria under sequence setup time. The heuristic algorithm is implemented on the various problem cases by number of jobs and machines. The proposed algorithm provided smaller than the previously documented heuristics. The results obtained show a superior solution by the new heuristic over previous heuristics on all problem sizes. we perform analyses of variance to fortify the above results of comparison with the previous algorithms to the four cases using Statistical Analysis System(SAS) package. The results show that the larger is the number of groups or cells, the bigger is the amount of improvement by the proposed algorithms. It suggests that the algorithms proposed is strongly influenced by the number of cells, groups and interaction of these factors.

  • Supply chain including transportation expend the 21% of domestic energy consumption. It is necessary to diminish the excess energy usage at entire supply chain. This paper deals with the application of MFCA(Material Flow Cost Accounting) for SCM to save energy consumption. We construct the material center corresponding to each logistics function in order to apply the MFCA for GCM(Green Chain Management). We also construct the MFCA framework which consists of MFCA Database Management, MFCA Visualization, GCM Data Integration, GCM Data Tracking, and MFCA Data Predict & Assignment. We expect to help determining the range of logistics function to apply the MFCA for GCM.

  • This study analyzes introduction state of Green SCM technology in domestic and overseas area and suggests how to reduce greenhouse gases of logistics in the future. Thus, introduction state of Green SCM was reviewed by building and integrating logistic-related informatization systems such as WMS and TMS. And how to apply the system to track toxic substance in supply chain was performed to manage toxic substance. Therefore, it will be necessary to develop a device to display and collect vehicle condition & log through OBD-II, which is widely adopted, and hardware to measure, collect, and monitor carbon dioxide emission and power consumption of fixed facilities.

  • Container terminals can maximize operational efficiency when appropriate berths (lengths) and yard capacity are secured. However, some container ports, such as Busan New Port, are separated and operated individually, which limits the efficiency of logistics. In this study, it was analyzed that the efficiency of the overall terminal operation (logistics) can be greatly improved when the yard co-petition area is used for two adjacent container terminals.

  • The logistics market is continuously growing due to the development of technology and the growth of the online market. In addition, the social atmosphere that emphasizes non-face-to-face due to the pandemic situation is accelerating the growth of logistics. Delivery of goods ordered online requires delivery process through courier worker. In order for the courier worker to ship the product, the work of loading the product on the truck must be preceded. The accident caused by such delivery and loading work is increasing and it is emerging as a social problem. This study proposes a robot-based automated loading system to efficiently handle the increasing volume of courier service and to construct a more efficient and safe working environment by replacing the physical labor that was overloaded to courier workers. The proposed system replaces the loading of the courier worker and proposes the optimal loading function through the automation system.

  • In the Port Logistics system, Container Stowage planning is an important issue for cost-effective efficiency improvements. At present, Planners are mainly carrying out Stowage planning by manual or semi-automatically. However, as the trend of super-large container ships continues, it is difficult to calculate an efficient Stowage plan with manpower. With the recent rapid development of artificial intelligence-related technologies, many studies have been conducted to apply enhanced learning to optimization problems. Accordingly, in this paper, we intend to develop and present a Deep Q-Learning Network model for the Master Stowage planning of Container ships.

  • In the case of domestic coastal ships, an information system for the purpose of managing cargo loading, securing, and inspection processes is not in operation. It presents functional elements that meet the service requirements for information systems for more efficient execution of ship loading and unloading services at port. This is a study on the information system that manages the process of reservation, onboard arrangement, securing and inspection of sea freight.

  • Domestic car ferries do not operate a dedicated information system for cargo loading and management, It is impossible to arrange according to the cargo type and quantity at the time of cargo reservation due to restrictions such as the need to comply with the cargo layout drawings in advance approved by the Korean Register. For this reason, this is a study to utilize similar information systems in operation in container ships and terminals for the purpose of improving cargo shipment management tasks for car ferries.
