Politics through Academic Career or Academic Career for Politics Focused on the current status and conditions of Media scholars' political participation (지식을 통한 정치 혹은 정치를 위한 지식 언론학자의 정치 참여 현황과 특징 연구)

  • Journalism and Mass Communication as an academic field is believed more politicized one than pure literature and natural science. With the growth of the media, there follows additional opportunities for media scholars to take a part in politics as well. Few attention was given to understand the status and mechanism of political intervention either as advisers or decision makers though. This study attempts thus to fill this vacuum. For this, first of all, it examines a various types of laws related to media politics. Total number of 164 scholars who participated in 12 councils and commissions were analyzed on the following step. Research shows that there are patterns which favor Seoul National University, U.S. trained Ph. D and geographic preference to the capital. Neither academic excellence nor commitment to public interest appear to have impact on taking those positions. Taking into account media's expansion into politics, it is inevitable for media scholars to take responsibility not only in policy making but in taking leadership. Accordingly, the question of necessity is not who but how as much as manner. The authors hope this study will be a valuable opportunity to establish a kind of ethical standards in media politics.

A Critical Review on 'Public Interest' Defense in Libel Litigation (명예훼손 소송의 위법성 조각사유로서의 공익성에 대한 연구)

  • This paper examined how Korean courts conceptualized and applied public interest defense of Penal Code to the libel cases raised by socially influential persons. For this, this paper analyzed a total of 58 libel cases in which 'public interest' was mentioned by Korean courts between 1981 and 2000. It was found that whereas truth or believed-to-be-true defense is emphasized In libel cases by politicians or public officials, public interest defense was emphasized in the cases by private figures. It was also found that Korean courts tended to think of matters related with 1) national security and social order, 2) prevention of asocial crime, 3) enlightening of public, and 4) protection of consumers' interest as public interest. Conclusively, 'public interest' is not simply applied as an independent legal defense, because Korean courts insistently concentrated on the truth of a story and did not even specifically define what is public interest. Constitution Court recently maintained that the slope of legal defense should be broadened when a story is about public matters. However, Korean courts will not be likely to accept public interest defense as an independent one for the time being.

Media Diplomacy in the Time of Digital Revolution: A Case Study about 24 Hour English News Channel's Dealing with Libya Crisis in 2011 (리비아 사태와 글로벌 정보전쟁: 24시간 영어뉴스 채널을 통해서 본 미디어 외교의 현장)

  • Recently, media diplomacy takes on a substantial role in information war not only in setting global agenda but also in delivering their favored views and frames. Focusing on its crucial impact, this study attempts to investigate empirically the relationship between national prestigious media's news coverage and it's own foreign policy particularly about the 2011 Libya conflict. The total of 530 news articles in such 24 hour English news channels as BBC World, Cnn International, Russia Today, France24, Al Jazeera English and Deusche Welle were analyzed for this study. The analyses reveal that Libya coverages of those news channels are entirely constructed in the context of the foreign policy. To put it concretely, there was the undeniable level of differences in terms of quoting relevant sources, viewpoints, attitudes and frames for the pursuit of media diplomacy helped by high quality journalism. The authors argue in this regard that protecting information sovereignty should be urgently discussed even in the time of digital revolution. To launch 24-hour English news channel like 'Korea 24' would be a possible strategy for influencing global agenda and perspective in way of supporting national interests.

Evaluating Public Support System on Media the Case of Special Act on Supporting Local Press (미디어 지원제도의 성과와 한계 지역신문발전지원특별법을 중심으로)

  • The purpose of this study is put on the evaluation of public support for media with the case of Special Act on Supporting Local Press whose main purpose can be said to help local press in crisis intending the improvement of news quality. However, it was controversial whether public support on specific media under the governmental leadership, which is related to the disputes on its abrogation with the change of the regime. Therefore, this study tries to evaluate its achievement focused on its effect on the diversity of public opinion especially with the eyes of audience. In-depth interviews were executed to find out whether it had helped local press to improve public interest for the last three years of public support. The interviewees, the readers as well as monitors of local press, answered that there had been some improvement in news quality and diversity of local press in general. However, they thought that fund support for news gathering cost was problematic and would be negative in the long-term perspective. In conclusion, the interviewees regarded Special Act on Supporting Local Press as necessary one to help local press in crisis but pointed out also that the act might not enough to change local press because the situation they were facing is so complex. Hence, this study argues that the evaluation of Special Act on supporting Local Press should be approached Abstracts 683 not on the basis of political logics but of the public interest and democracy.

An Effect of Consumers' Types of Buying Behavior Values and Types of Price Discount on Product Attitude (소비자들의 구매행위 가치관 유형과 제품의 가격할인 유형이 제품태도에 미치는 영향)

  • This study examined whether there is difference in consumers' product attitude according to the type of buying behavior values and the type of price discount among their lifestyle. First, the factors of values comprising consumers' buying behavior were derived as frugal buying, impulse buying, quality buying, and principle buying. Cluster analysis showed that the types of buying behavior value included high quality impulse buying, reasonable buying and practical buying. Second, it was found that there were differences in product attitude according to the type of consumers' buying behavior values. Third, interaction effect was found between the type of price discount and consumers' product attitude according to the type of buying behavior values. Fourth, among the factors of value comprising consumers' buying behavior, frugal buying factor has an effect on the product attitude with price discount of 50% and quality buying and impulse buying factors have an effect on the product attitude with bundle price discount (1+1). The above mentioned result of study suggests that when a company establishes a strategy of price discount, it should consider sales promotion strategy taking account of consumers' buying behavior values and type of product price discount.

Study on Translators' Acceptance of Machine Translation (전문번역사들의 기계번역 수용에 관한 연구)

  • This study delves into acceptance on neural network machine translation (NMT) such as Google Translate and Papago that uses technical acceptance model. In conclusion, it turned out that perceived usefulness impacts translators' attitude towards NMT. In other words, if translators determine that NMT is related to their work and the quality of the deliverables is guaranteed, they were more positive towards it. Unlike the existing normative approach that translators feel threatened by NMT, empirical results tell us translators perceive NMT as a business tool and such perception was largely influenced by advices of their colleagues and friends and expectations for use.

  • The social commerce is an innovative and emerging transaction. It is the result of combination with transaction and social media technology. This study analyzes Korean college students' social commerce behavior through extending technology acceptance model(TAM) with social influence(SI). We confirmed all proposed hypotheses are significant and supported by the given data through PLS path modeling method with SmartPLS. It indicates that SI is an important factor influencing intention to use, so SI should be consider for theorists to enhance explanation and prediction of TAM and for practitioners to earn higher performances as well. Finally, based on the findings, suggestions for future studies are discussed.

  • The purpose of this study is to research on the mechanism of exportation of Korean TV programs. As a result, the buying countries of Korean TV programs have been relatively diversified : 40 countries across the world. However, examining the frequency of exportation has shown that it primarily focused on few countries such as Japan and Taiwan. Furthermore, drama has been the most preferred genre by foreign countries. Fortunately, remakes, dubbing productions, publications, and merchandising have been started to develop. As for the trade partner, the portion of foreign distributors has been ranked as a the most prioritized type. Therefore, it is necessary to open the existing closed system of distribution of Korean free TV to build more diversified partnership.

Transnational Effects of Sharing on Social Capital among Young Adults: How the acts of sharing strengthen relationships between givers and recipients

  • Cross-culturally, acts of sharing are recognized as an effective method to initiate and maintain human relationships in real-life situations by promoting continuous reciprocal exchanges between donors and recipients. Specifically, this study examines the effects of sharing a media product from the perspective of the givers, as compared to effects on the receivers. "Gangnam Style," a Korean music video, is of interest because it was spontaneously shared worldwide by young adults who used it as a vehicle to build and strengthen social relationships, among young adults. While both the givers and receivers of the "Gangnam Style" benefited from bridging new relationships, the results of this study found that those who gave "Gangnam Style" benefited more in terms bonding already existing relationships, compared to those who received materials. This study provides further evidence in support of the "sender-effect" paradigm and enhances our understanding of how online sharing contributes to the construction of social capital among the young adults.

  • The article discusses the results of a quantitative analysis of open educational resources in the field of information technology. Study is based on a study of the content of ten platforms that provide access to open resources (OPs). To achieve this goal, we used the following methods: theoretical analysis and generalization of Internet sources to determine the popularity of educational platforms and resources on them; quantitative data analysis to determine the relative proportion of IT courses in various parameters: the relative weight of courses in the IT field in general and on each platform in particular, the language of instruction, the quantitative content by thematic areas. The following platforms providing access to open educational resources were subjected to quantitative analysis: Coursera, Edx, Udemy, MIT OpenCourseWare, OpenLearn, Intuit, Prometheus, UoPeople, Open Learning Initiative, Maidan Open University.
