IT투자 성과의 정량화에 대한 필요성이 높아짐에 따라 많은 학계와 연구단체에서 IT투자 성과의 화폐가치 전환 및 정량적 평가를 위한 다양한 측정방법들을 개발하여 제시하고 있으며, 이들 기법을 활용하여 IT투자 성과를 정량적으로 평가하는 기업들이 점차 늘고 있다. 그러나 이와 같은 IT투자성과의 정량적 평가 기법을 도입한 기업의 실무자들은 화폐가치로 전환되어 도출된 결과들이 가시적으로 확인될 수 있는 것이 아니기 때문에 IT가 제공하는 실 효과를 제대로 반영하여 평가되었는지에 대하여 확신하지 못하고 있다. 이에 본 연구는IT투자 성과의 정량적 평가 결과를 기존의 많은 연구를 통해 IT투자 성과의 정성적인 평가로 입증된 사용자 만족도로써 설명이 가능한지를 사례 기업의 정량적 평가결과와 사용자 만족도를 분석함으로써 상관관계를 파악하였다. 사례 연구 결과, 다음과 같은 시사점을 도출하였다. 첫째, 정보화 효과금액은 사용자 만족도와 상관관계가 있다. 둘째, 합리적인 정보화효과금액의 도출을 위해서는 조직 내에서 시스템의 효과를 정량화할 수 있는 지표 개발 및 화폐전환데이터의 관리가 중요하다. 셋째, IT ROI는 시스템간의 성과를 비교하는 것에는 부적절하며 개별시스템의 성과 및 효율성 측정 기준으로 사용한다. 넷째, 정량적 평가가 여전히 시스템의 전략적인 부분 등에 대한 평가에는 미흡하기 때문에 이를 보완하기 위한 방법으로 사용자 만족도의 사용이 가능하다.

As the need for quantitative qualities of IT investment performance heightens, numerous research organizations are developing various measurement methods for the quantitative evaluation and its currency value conversion. Corporations utilizing these methods to evaluate IT investment performance are gradually increasing. However, working-level staff in the corporations that have introduced the quantitative evaluation can not assure if the evaluation sufficiently reflects the actual effect provided by IT since the results arising from the conversion of currency value can't be visibly confirmed. This study tries to identify whether the quantitative evaluation of IT investment performance can be explained in terms of the level of consumer satisfaction proven by the qualitative evaluation by analyzing the level of consumer satisfaction and quantitative evaluation of a case company and identifying the correlation between them. As the result of the case study, the following points have been concluded. Firstly, the currency value of IT effect correlates with the level of consumer satisfaction. Secondly, in order to come up with a rational currency value of IT effect, developing an indicator as well as managing data on currency conversion that will enable the internal system's efficiency to become more quantitative is essential. Thirdly, IT ROI is not appropriate to compare the performance between systems and is utilized as a measurement standard for each system's performance and efficiency. Lastly, quantitative evaluation is still inadequate in the evaluation of the system's strategic side, and consumer satisfaction can be utilized as a supplementary method.

기업은 구성원의 업무능률 향상과 가치 증대 등 조직의 경쟁력을 높이기 위해 IT 투자를 꾸준히 늘리고 있지만 이를 통해 실제기업의 조직 및 구성원의 성과향상에 대해서는 확신하지 못하고 있다. 본 논문에서는 기업경영에서 점점 많은 비중을 차지하고 있는 IT에 대한 투자 성과를 평가할 수 있는 방법론으로 IT-ROI 모델을 이용하여 투자 성과평가를 측정할 수 있는 방안에 대해 살펴보도록 하겠다.

The aim of this paper is to develop a performance evaluation model for PPP (Public-Private Partnership) projects that appropriately reflects the important traits that are unique to PPP projects. To this end, 1) it defines a set of distinct perspectives involved in the PPP projects and their associated success factors that might differ amongst the perspectives; 2) it identifies the key performance indicators and suggests the performance evaluation criteria for each indicator; and 3) it builds a performance evaluation model by matching the success factors from each perspective with performance measure criteria as well as applies the model to the two selected BTO road projects in Korea. The process of model construction and its application confirms significant differences between the main stakeholder perspectives typically involved in PPP projects, which highlights the need for an evaluation model tailored for PPP projects by taking into account the distinct perspectives. The results from the PPP evaluation model developed in the study is compared against the results from the existing ex-post evaluation model for construction projects in general. The former shows a closer match with the results from the user satisfaction survey conducted. This new evaluation framework and the performance indicators entailed in it permits a balanced evaluation of PPP projects as it takes into account different perspectives involved in PPP projects as well as an understanding of the factors affecting the success of PPP projects. While the construction of the model is based on transport projects, it is applicable to different types of PPP projects through variation with the weight allocation amongst different success factors and/or additions or other adjustments to the performance evaluation criteria as required.

최근 몇 년 사이 정부 내의 정보화 사업규모는 기하급수적으로 증가하고 있다. 국민의 정부시절 약 2,400억 규모의 정보화 예산이 참여정부에서는 약 9500억으로 증가한 사실이 이를 반증하는 증거이다. 그러나, 이러한 정보화 사업에 대한 투자규모에 비하여, 막대한 예산을 들여 진행되는 사업에 대한 지속적인 성과관리는 체계적으로 진행되지 않은 현실이다. 오히려 성과관리라는 것이 사업의 추진을 방해하는 부정적인 요소로 인식되기도 한다. 하지만, 정보화 사업에 대한 성과관리의 부재는 장기적으로 조직의 전략목표와 정보서비스와의 GAP을 심화시켰고, 결과적으로 막대학 IT 투자 전체에 대한 회의감만을 대두시키는 결과를 가져 왔다. 2006년 IT최대의 화두인 IT거버넌스 개념 역시 IT와 비즈니스의 GAP을 줄여 IT 서비스가 조직의 목표와 전략을 올바르게 지원하도록 IT운영을 하자는 것이 핵심사상이다. 이러한 IT거버넌스 실현의 중심에 IT 투자성과관리체계가 있다. 해양수산부는 IT투자성과관리체계구축을 통하여 정보화사업 전체 프로세스를 지원하며, 각 단계별 이력관리를 통해 매년 사업 담당자가 바뀌는 상황에서도 안정적인 사업의 추진이 가능하도록 하였으며, 각 사업에 대한 평가지표개발 및 평가체계 구축을 통해 사업계획, 시행, 종료 단계에서 과학적인 정보화 사업의 투자성과평가를 지원하는 체계를 마련하였다. 이러한 IT투자성과관리체계는 기 구축된 ITA, ITAMS, IT자산관리체계와 연동하여 해양수산부 IT거버넌스 실현에 이바지 할 것으로 기대된다.

정보화 필요성을 느끼고 있는 중소기업을 중심으로 ASP에 대한 수요가 증가하고 있는 반면에, ASP도입을 고려하고 있는 기업들은 이러한 정보시스템을 도입한다고 해서 기업의 성과가 좋아질 것인가라는 의문을 가지고 있다. 이러한 의문은 기존 기업들의 투자 효과를 확인함으로써 신규 도입 의사결정에 있어서 중요한 판단 기준이 될 수 있다. 이에 본 연구에서는 IT 투자와 성과 측정의 타당성을 검토하기 위해 재무지표와 비 재무지표 간의 다중 접근을 통해 IT 투자 성과를 평가할 수 있는 ROI분석을 위한 체계를 개발 제안한다. 제안한 ASP 투자성과 평가 방법을 50인 미만의 제조업을 대상으로 적용하여 결과를 도출하고 도입 시 고려해야 할 점을 도출하였다.

Even though there are growing numbers of IT utilization in many organizations, they are required to use only constrained amount of resources due to the decrease in IT Investment, following economic recession. Besides, the CEOs in those organizations are required to assess how IT Investment, which has been gradually increased during the industrial growth, affects their organizational performances. Thus, they began to enforce IT governance so as to measure IT efficiency and minimize business risks. As a result, they improved the decision making process of IT Investment, enforced IT value assessment, and established the IT Investment-performance evaluation process as well. In this article, I aimed to make it clear how IT Investment affects the IT Performance by analyzing the effects of the factors constituting the IT Investment managing system and the Process Maturity on the User Satisfaction. This analysis can suggest a practical IT Investment-performance model, which can increase organizational performances.

지난 수년간, IT 비용의 지속적인 증가에 따른 IT 투자 의사결정 및 평가를 위한 성과 분석은 최근 가장 주요한 이슈가 되고 있다. IT 투자와 성과간의 상관 관계를 규명하기 위한 수많은 노력에도 불구하고 IT 투자 성과 측정의 어려움과 이에 영향을 미치는 요소들의 복합성으로 인하여 낮은 IT 투자 성과의 원인을 제시하는 것은 여전히 쉽지 않은 문제이다. 본 연구는 실제 IT 투자 규모와 IT 투자 성과간의 상관관계를 분석하고, 이에 조직, IS프로젝트, 사용자 요인들이 어떻게 영향을 미치는지 나타내고자 하였다. 2개 제조업체의 총 44개의 단위시스템들에 대하여, IT 투자 비용은 형태별로, IT 투자 성과는 정성적, 정량적인 효과를 정보, 시스템, 사용자, 조직효과 관점에서 측정하고 있다. 또한, 각 시스템을 구축하였던 업무 담당자들, 사용자들에 대한 인터뷰 및 설문을 통하여 조직, IS프로젝트, 사용자 요인을 측정하고 있다. 본 연구는 효과적인 IT 투자 성과를 얻기 위해서는, 절대적인 IT 투자 규모도 중요하지만 구체적인 정보전략계획의 수립, 경영진의 지원, 사용자의 적극적 참여와 같은 IT 투자 실행의 중요성을 제시하고 있다. 이들 결과를 바탕으로 IT 투자를 고려하고 있는 기업들에게 효과적인 투자 방안을 제시할 수 있을 것이다.

정보기술(IT) 인프라가 기업의 핵심 인프라로 자리 잡으면서 기업은 고객에게 다양하고 유용한 서비스 및 재화를 제공하기 위하여 개인정보에 대한 의존도 및 활용도를 높이고 있다. 더불어 개인정보를 보호하기 위한 투자 요구도 높아지고 있으며, 이를 위해서 조직은 개인정보의 보호에 대한 측정 및 평가 방법을 수립하는 것이 필요하다. 본 연구에서 다양한 정보보호 투자의 성과측정 방법 및 IT 성과측정 방법의 기존 연구를 고찰하여 개인정보보호 투자에 따른 성과측정에 가장 적절한 방안으로 경제효율성평가(WiBe) 프레임워크를 선정하고, 그 타당성을 제시한다.

This article provides a practical organizational IT ROI evaluation methodology which had been developed by Samsung Group. In order to manage huge IT investment and ROI systematically, firms should establish a management system which can measure various types of IT expenditures, tangible and intangible outcomes of hundreds of KPIs, etc. An episode about the development process and some distinctive features of the methodology were summarized. Finally, we added a real evaluation case of one Samsung affiliate company.
