International standards are established by the agreement of many nations' delegates that represent the opinions from all stakeholders such as suppliers, manufacturers, customers, beneficial groups, and governments. The international standards provide all stakeholders with a scientific basis that determines regulations regarding quality, health, environment and other necessary issues. Among many international standards, the well known ISO 9000 quality management system(QMS) has been installed in about 877,770 organizations in 161 countries up until now. This ISO 9000 QMS specifies requirements for detailed contents from supply of resources to delivery to customers for registering QMS certificate. This paper considers business values of ISO 9000 QMS by reviewing literature. We summarize issues related to installment and operation : motives, advantages, disadvantages, problems, obstacles, and lessons. We also summarize the integrated management system(IMS) issues and compare ISO 9000 with Total Quality Management(TQM). We present a comprehensive figure and tables based on the category of the main results of literature.

ISO 9000을 기초로 하여 품질인증제도로 발전시킨 QS 9000의 도입과정과 이를 도입한 기업에 대하여 설문조사를 통한 분석을 하였다. 도입의 이론적 배경, 필요성, 도입 후의 성과를 조사하였고, 조사내용은 기술통계를 이용하여 그 결과를 분석하였다.

The ISO 9000 family of international quality management standards were revised on 15 December 2000. The ISO 9001:2000 standard is used for certification/registration and contractual purposes by organizations seeking recognition of their quality management system(QMS). We summarize key contents changed in ISO 9000:2000 family standards. To comply with ISO 9001:2000, we analyze the current QMS for steel outfit industry, using audit results from ISO 9001:1994 for seven steel outfit firms during last three years. We investigate statistical relationships between ISO 9001:2000 and ISO 9001:1994 requirements from a three dimensional contingency table with audit results. We observe that the importance of requirements of the ISO 9001:2000 sections makes a difference between companies.

EC 통합을 목전에둔 선진국들은 앞다투어 ISO 9000시리즈를 채택, 활용하므로써 우리의 입장 또한 ISO 9000에 입각한 수출과 수입을 하지 않으면 안되게 되었다. 본란은 ISO 9000시리즈의 평가및 심사에 전문가인 캐빈쿠퍼의 지도교재를 위주로 공업진흥청의 국제표준화 활동 세미나자료(1992. 5)를 참조하여 정리하므로써 국내 기업들의 세계 각지역 경제블럭에 대한 수출전략에은 물론 관련기업의 품질보증체계에 참고자료로 삼고저 하였다.

ISO 9001 is being used by architectural design and engineering firms in order to strengthen the capability of business activities through the implementation of advanced ISO 9000. However, there have been significant problems in stable settlement of ISO 9000 in design and engineering company, which seem to be caused by lack of proper and comprehension. For the purpose this research was conducted by a cluster analysis of 646 audit reports out of representative 15 companies that have been audited from 1997 to 2003. The analysis showed that the most problems were generated in the areas of "Design and Development", "Production and Service Provision", and "General requirements" of ISO 9000. This research also shows that the corrective actions for disposition of nonconformities should be implemented to achive ISO 9000 standards.

오늘날의 품질보증체제 하에서는 SQC와 동시에 ISO 9000 시리즈를 활용할 수 있는 컴퓨터 시스템이 절실히 요구되고 있다. 이는 SQC가 전문적인 통계적 지식을 필요로 하고 있기 때문에 사용상 매우 불편하여 실무단계에서 적용하기에는 한계점이 있다. 따라서 본 연구에서는 SQC와 ISO 9000 시리즈를 동시에 관리할 수 있으면서 또한 전문적인 통계적 지식이 없는 경우에도 이용할 수 있는 소프트웨어를 개발하고자 한다. 이를 위해 연구내용을 크게 ISO 9000 시스템과 SQC 시스템으로 나누되, ISO 시스템의 내용은 기본 시스템의 설계, 검사 및 시험, 부적합품 추적, 불량분석 등이며, SQC 시스템의 경우 품질관리에서 공통으로 많이 사용되는 관리도, 추.검정, 실험계획법으로 제한하였다. 본 연구의 기대효과는품질경영체제의 확립, 품질의식의 변화, 대 고객만족과 신뢰도 향상 등이며, 특히 제조업 중심의 중소기업에 유용하게 사용될 것이라고 기대된다.

경제 환경의 변화로 무한경쟁시대에서 생존하기 위하여 중소기업은 자체기업경쟁력을 확보해야 하는 당면과제가 대두되고 있다. 정부는 이러한 문제점을 극복하기 위해 1992년부터 품질경영 (Q : Quality Management)제도를 새로운 시대 환경에 걸맞은 대안으로 택하여 확산시켜 나가고 있다. 본 연구에서는 ISO9000을 통하여 품질경영을 도입한 300인 이하 제조업체를 대상으로 ISO 9000 인증 취득 후의 효과에 대해 분석하였다. 그 결과 ISO 9000 인증 취득후 기업경영에 상당한 도움이 되고 있는 것으로 나타났으며, 인증취득기업은 IMF 이후 국·내외의 환경변화에 적절히 대응하고 있는 분석되었다. 또한 ISO 9000 품질시스템 구축은 부서간 Network를 신속하게 연결시켜 줌으로써 고객 Needs를 파악할 수 있었으며 , 기업경영의 체질개선 정비와 제품 품질의 향상, 부문의 업무 능률 등이 향상된 것으로 나타났다. 따라서 ISO 9000 품질시스템 인증은 21 세기를 대비하는 기업경영을 실현하는 데 중요한 전략이라 할 수있다.

The problems and difficulties encountered in implementing the ISO 9000 series in Korea have been analyzed in this paper. A lot of companies are currently rushing to apply for ISO 9000 registration. Their principal motive is to sharpen their international and domestic competitive edge by improving their QM systems. In industry itself, there are many problems associated with the assessment and implementation. The major problems are from lack of understanding, cooperation of top or related management, and/or difficulties of documentation especially in small businesses. From this study, the effective and efficient methods for the ISO 9000 registration and surveillance are proposed.
