Disassembly scheduling is the problem of determining the quantity and timing of disassembling used or end-of-life products while satisfying the demand of their parts and/or components over a planning horizon. The case of assembly product structure is considered while the resource capacity constraints are explicitly considered. A cost-based objective is considered that minimizes the sum of disassembly operation and inventory holding costs. The problem is formulated as an integer programming model, and a two-stage heuristic with construction and improvement algorithms is suggested in this paper. To test the performance of the heuristic, computational experiments are done on randomly generated problems, and the results show that the heuristic gives near optimal solutions within a very short amount of computation time.

Korean mobile communications industry has been a main locomotive of the drastic development of Korean IT industry and became one of core industries in national economy. To secure strong competitiveness of mobile communications industry, smooth cooperation should be reconsidered among government, universities, research institutions, and private companies. Future mobile communications technology will be evolved from IMT-2000 to system upgrade, 3.5G and 4G. And the goals of technology development are provision of mobile multimedia services based on better mobility and higher data speed rates. Therefore, Korea's technology development strategies of mobile communications should be focused on intensifying bondage of international cooperation, strengthening standardization activities, and enhancing core technology development capability to secure IPR.

1998년 9월 ITU-T TSAG의 제3차 회의에 이은 금년 4월의 제4차 회의에서도 IPR(Intellectual Property Right: 지적재산권) 논의를 통하여 ITU 지적재산권 정책에 대한 보완작업이 진행되고 있다. ITU 지적재산권 정책 보완의 초점은 특허권자가 표준화의 추진에 대하여 특허권 허여를 거절할 경우를 미연에 방지코자하는 절차 및 규정의 적용과 컴퓨터소프트웨어가 권고안에 포함될 경우의 저작권 보호 및 사용을 위한 방침의 정립에 있다. 이 두 가지 사안에 대하여 추진되고 있는 핵심 활동으로서 전자의 경우 ITU 특허정책에 대한 운용 가이드라인을 금번 4차 회의에서 보완하여 표준화된 특허성명서 양식과 함께 현재 시행하고 있으며, 후자의 경우는 독립적인 저작권 정책을 수립하고 있다. 본 고에서는 먼저 기본적인 ITU 지적재산권 정책상의 문제가 되는 배경을 설명하고, 정책 보완을 위한 3차 TSAG 회의로부터의 활동 경위와 금번 4차 회의 때의 주요 논의 내용 및 추진동향을 분석하여 소개하였다.

International technology transfer(ITT) or technology trade is a very comprehensive term covering various mechanisms and channels for shifting technologies across borders. Thus, it refers to numerous complex processes, ranging from innovation and international marketing of technology to its absorption and imitation. It includes technology, trade, and investment. Markets for exchanging technologies are inherently subject to failure due to appropriability problems, spillovers, asymmetric information, and market power. Thus, there is strong justification for public intervention. Technology developers are interested in reducing the costs and uncertainty of making transfers, along with protecting their rights to profit from such transfers. On the other hand, technology importers are interested in acquiring knowledge at minimal costs, asking for restricting sharply the exclusive rights of foreign firms to exploit technology. The purpose of this paper is to review the characteristics, risks, legal issues and contractual check points of ITT, focusing on the avoidance of commercial disputes during the very complex processes of ITT.

A new earth retention system(Innovative Prestressed Wale System) has been developed and introduced. IPR earth retention system provides an economical benefit, construction easiness, good performance and safety. IPS is a prestressed wale by using a steel wire, which provides a high stiffness to resist the earth pressure. In order to investigate the applicability and the safety of new IPS system, field tests were performed. A new IPS system applied in a trench excavation performed successfully. Basic principles and mechanism of IPS system and measure performance were presented and discussed.

Both telecommunications standardization activities and an intellectual property rights (IPRs) system are regarded as effective mechanisms for improving social benefits. Because of inherent conflicts that exist between the two, however, serious problems are generated in the international arena where the competition for technology development and markets is becoming increasingly fierce. In this paper, ways of harmonizing the relationship between the two are explored and explained. For this purpose, telecommunications standardization and IPRs protection mechanisms are described, and their positive and negative effects as well as their inter-relationship are also analyzed. In addition, IPR case studies related to international standardization are explained and analyzed. The Current status and problems of IPRs policy of major international standardization organizations are analyzed as well. Finally, based on the results of the analyses, viable policy recommendations and research strategies for more comprehensive study of the above problems are proposed.

2006년 5월 고품질 인터넷 전화(VoIP) 서비스에 사용할 수 있는 가변대역 광대역 음성 코덱 기술이 ITU-T SG16 회의에서 국제 표준으로 확정되었다. ITU-T에서 표준화된 G.729.1 코덱은 국내 IPR이 포함된 최초 음성 코덱 분야의 표준이다. 이 코덱은 인터넷 전화 서비스에서 가장 널리 사용되는 G.729를 기반으로 8-32kbps 범위 내에서 임베디드 형태로 비트열 계층을 쌓아가는 구조로 협대역 신호(300-3400Hz)부터 광대역 신호(50-7000Hz)를 압축, 복원한다. 이 기술은 기존의 인터넷 전화에서 사용하고 있는 코덱의 낮은 품질, 대역폭 확장, 품질 제어가 곤란한 단점을 개선하여 인터넷전화 서비스 시장을 활성화 할 것으로 기대된다.

본 고는 표준화 추진시 갈등 문제를 가질 수 있는 지적재산권의 처리와 관련하여 국제 표준화 기구인 ISO(International Organization for Standardization)/IEC(International Electrotechnical Commission)의 지적재산권정책 내용을 분석하여 정리한 것이다. ISO/IEC의 지적재산권정책에 따르면 ISO/IEC의 국제 표준 발행 전$\cdot$후에 특허권과 관련된 조치는 첫째, 아무런 특허권이 관련되어 있지 않은 것으로 주지하고 발행하는 표준에 대한 처리 사항과, 둘째, 표준의 준비 과정 중에 나타나는 관련된 특허권에 대한 처리 절차와, 마지막으로 표준의 발행 후에 관련된 것으로 나타나는 특허권에 대한 대처 등 크게 세 가지로 나누어 분석할 수 있다. 본 고는 이러한 ISO/IEC의 특허권에 대한 처리 지침과 저자권에 대한 처리 규정 그대로 세부 내용을 분석, 소개함으로써 최근에 관심의 대상으로 더욱 부상하고 있는 특허 등 IPR과 표준화에 관한 연구와 관련 활동에 도움을 주고자 한다.

This paper focuses on the development prospects of the UK after Europe, the development situation of the EU and the world's democratic issues were discussed. Professor Thomas believes that the impact of Britain's departure from Europe should be viewed from a dialectical perspective, and the benefits and disadvantages of China's economic development plan will be positive for the economic development of Europe as a whole. 본 논문은 표준화의 추진시 고려하여야 하는 지적재산권 문제와 관련하여 국내의 정보통신 분야 표준화에 대한 지적재산권정책의 전반적인 현황 및 동향을 분석하여 소개한 것이다. 초기 우리나라의 정보통신 표준화 관련 지적재산권정책은 정보통신부에서 정한 지침에 의하였으나, 오늘날의 급변하는 환경에 따른 시대적 요청에 부응하여 자유 시장경쟁 원리를 존중하고 민간분야 활동의 활성화를 도모한다는 차원에서 1997년 5월에 표준화와 관련된 지적재산권 처리 문제가 한국정보통신기술협회(Telecommunications Technology Association: TTA)로 이양되었다. 이에 따라 TTA에서는 자체적으로 새로운 지적재산권정책을 수립하여 시행하고 있는 한편, 지적재산권 자문위원회를 설치.운영함으로써 표준화와 지적재산권 문제 해결에 노력해 오고 있다. 본 고에서는 이러한 초기 정보통신부의 지적재산권정책 내용과 현재 시행하고 있는 TTA 지적재산권정책의 내용을 최근의 주요 동향과 함께 살펴보고자 한다.
