There is a lot of concern around the world about air pollution from ships. The majority of air pollution from ships comes from fuel combustion. The combustion process produces various air pollutants such as carbon monoxide (CO), carbon dioxide (CO2), nitrogen oxides (NOx), sulfur oxides (SOx), and particulate matter (PM), each of which has adverse effects on people and is a major environmental problem. To prevent this, the International Maritime Organization (IMO) has strengthened the regulation of pollutant emissions through the Convention for the Prevention of Marine Pollution. This paper discusses the types of air pollutants emitted by ships, their current status, and the latest technologies to reduce emissions of NOx and SOx.

M/S Pusan 403(GT 243, 1000ps) was originally built as a research vessel on skipjack pole and line fishing in 1972. She had begun to serve as a fishing training ship of National Fisheries University of Pusan from 1974, since the interior structure has been remodelled and some weight articles have been removed, her stability is in doubt. The authors carried out an inclining experiment by using two pendulums at fore and aft with two weights on both sides. Each value obtained was compared with the IMO safety code for fishing vessels and safety regulation for fishing vessels of Korea. 1. The GZ value, being 0.207 m under light ship condition and 0.325 m under departure condition with full load, can be assumed as no impediment on her stability, 2. Under the light ship condition, GM decreased by 0.046 m and KG increased by 0.141 m, compared with the values determined at the time of official sea trial. Therefore, no impediment on the stability exists. 3. The GM decreased by 0.163 m and the KG increased by 0.173 m, compared with the values determined at the time of official sea trial. In no consideration of the free surface effects of liquid in the oil and fresh water tanks, no impediment on the stability exists. But, in consideration of the free surface effect, it may be regarded that some impediment exists.
In managing shipping business, the concept of seaworthiness of the vessel has developed in accordance with the development of the shipping industry. However, despite of the development of the vessel's seaworthiness, marine accident has continuously occurred at sea. International Maritime Organization(IMO) has paid attention to the research and investigation of Human Error in shipping operations in addition to physical seaworthiness of the vessel. In 1994, IMO adopted the "International Management Code for the Safe Operation of Ships and for Pollution Prevention(ISM code)" of "SOLAS 1974" Annex, to take countermeasure against this human error. In 1999, Korea adopted the 'ISM Code' and then enacted the Maritime Safety Act (previously Maritime Traffic Safety Act). The Maritime Safety Act regulates necessary qualifications of the Human Resources of shipping companies for establishment and implementation of the safety management system. However, there has been a discrepancy between shipowners and ship management companies in interpreting the legislative texts, finally causing confusion. In this paper, I would like to examine the deficiencies in the regulation on the standard of qualifications of the Designated Person under the Maritime Safety Act and thereby suggest any possible improvements in it.

According to the MAIIF report, from 1998 to 2009, 101 incidents involving entering enclosed spaces aboard ships resulted in 93 deaths and 96 casualties. IMO has therefore amended the Recommendations for entering Enclosed Spaces Entry and SOLAS 1974 Convention Chapter 3 Regulation 19, which mandates enclosed spaces entry and rescue drill on a regular basis. The training of entering such enclosed spaces should be practical, recognizing all possible risks of entering enclosed spaces aboard ships, while also considering the safety of trainees during the training. Recently, educational contents utilizing virtual reality (VR) have been applied in various fields to improve education and training effects, and these methods have proven to have advantages in actual and repetitive learning without being limited to physical space. In this study, the effectiveness, characteristics and differentiation of training of entering enclosed spaces aboard ships using VR were compared with traditional class room lectures through quantitative evaluation and questionnaires of training participants. Through the evaluation and questionnaire, it was found that participants using VR understood and learned the required training elements better than the control group, all of whom were trained through the normal class room lecture. Moreover, participants reported to display preference for training with the help of VR. As a result of the study, it was confirmed that the learning effects of VR onboard training can be used as an effective training method, especially by using video and other types of simulators.
LNG(Liquefied Natural Gas) bunkering has become an important issue with the enforcement of environment regulations in shipping industry required by the International Maritime Organization (IMO). With increased attention on LNG bunkering, many studies that focus on safety, regulation, demand forecasting, and the feasibility of LNG fueled ships have been carried out. However, most of the existing research has not included considerations of the price of LNG bunkering and its competitiveness. This paper, therefore, suggests ways to increase price competitiveness in the LNG bunkering market in the Busan Port. This paper analyzes the LNG bunkering supply mechanism by investigating various LNG bunkering terminal business in the LNG supply market. Factors that determine LNG bunkering price and its elasticity are also identified. Market players who want to operate LNG bunkering terminals in the Busan Port should introduce a merchandising trade method that is able to exclude the "Korea premium" in order to increase price competitiveness. This paper also suggests adoptable strategies such as the use of TPS (Terminal to Ship via Pipeline) type of bunkering service and the importance of location for minimizing initial investment cost.

In this study, it was simulated and analyzed the evacuation safety to identify the cadets' evacuation time by using maritimeEXODUS which is applied IMO MSC.1/Circ.1238 theory as well as the trim and heel which are the major factor of reducing the ship evacuation speed. In addition, this study carried out a simulation through the special program for fire analysis - FDS (Fire Dynamics Simulator) in order to find the effective evacuation time, i.e. life survival time. Particularly, this study did comparative analysis of the influence on the survival of cadets based on the collected simulation data by fire size and sort. As a result of the analysis, It was analyzed the Evacuation Allowable Limit Temperature $60^{\circ}C$ and resulted that there is no influence in evacuation by temperature. As a result of the analysis on visibility evacuation limit 5 m, it was found that the only one evacuation rallying point could not meet the evacuation safety. However, it derived the perfect evacuation safety under the condition of two rallying points available on wood fire. In case of Kerosene, it was satisfied the evacuation safety if the heeling was under $10^{\circ}$. Moreover, it could not meet the evacuation safety by evacuating through upper deck although there were two evacuation rallying points. When it was set by the lifeboat descending maximum angle-$20^{\circ}heel$ and $10^{\circ}trim$ which was described in SOLAS regulation, it was simulated that the wood fire having two evacuation rallying points in the center of the ship satisfied the evacuation safety.
GMDSS(the Global Maritime Distress and Safety System), which is utilizing recently developed systems such as satellite communications and positioning system, digital communication system, computer and microelectronics technology, etc., has been adopted by International Maritime Orgnization(IMO) and coordina-ted with such organization as the International Telecommunication Union(ITU), World Meteorological Organizatoion(WMO), etc. This system took effect partly on February 1st 1992 according to the 1988 SOLAS Amemdments and, after some more complementary measures, will be fully operational by February 1st 1999. Comparing with the existing communication system, the new system is mainly based on the latest scientific technologies, and therefore overall countermeasure will be necessary to accept the system reasonably. GMDSS will transform the current communication system basically and be the major factor to change the demand and supply of personnel for radio communication. To cope with the system assertively, regulations relating to the radio installation, the posting of radio operators, the bounds of their duty, etc. must be established and the demand and supply of radio operators to meet the system must be accomplished pertinently. Moreover, the technique and quality of the person-nel responsible for the system must be upgraded to carry out the obligations by international regulations as well as to ensure the safety of life and property at sea. Looking into the actual situations of our country, every regulation relating to the GMDSS has been improved, but the concerned educational institutions and administrations have not yet prepared the rational and concrete schemes on the educational methods and adquate procedures for the system. Therefore, in this thesis, the author intends to propose directions for improving the courses and contents of education of the relating educational institutions and to suggest rational schemes for balancing the demand and supply of personnel to the administrative anthorty concerned.

The maritime sector is advancing with dedicated endeavor to reduce greenhouse gas in addressing issues with regards to global warming. Since 01 January 2013, the International Maritime Organization (IMO) regulation mandatory requirement for Energy Efficiency Design Index (EEDI) has been in place and should be satisfied by newly-built ships of more than 400 gross tonnage and the Ship Energy Efficiency Management Plan (SEEMP) for all ships type. Therefore, compliance to this necessitates planning during the design stage whereas verification can be carried-out through an acceptable method during sea trial. The MEPC-approved 2013 guidance, ISO 15016 and ISO 19019 on EEDI serves the purpose for calculation and verification of attained EEDI value. Individual ships EEDI value should be lower than the required value set by these regulations. The key factors for EEDI verification are power and speed assessment and their synchronization. The shaft power can be measured by telemeter system using strain gage during sea trial. However, calibration of shaft power onboard condition is complicated. Hence, it relies only on proficient technology that operates within the permitted ISO allowance. On the other hand, the ship speed can be measured and calibrated by differential ground positioning system (DGPS). An actual test on a newly-built vessel was carried out to assess the correlation of power and speed. The Energy-efficiency Design Index or Operational Indicator Monitoring System (EDiMS) software developed by the Dynamics Laboratory-Mokpo Maritime University (DL-MMU) and Green Marine Equipment RIS Center (GMERC) of Mokpo Maritime University was utilized for this investigation. In addition, the software can continuously monitor air emission and is a useful tool for inventory and ship energy management plan. This paper introduces the synchronization and identification method between shaft power and ship speed for EEDI verification in accordance with the ISO guidance.
Recently, International institution such as IMO and major maritime countries have introduced various regulations and steps to reduce port pollution. However, recognition of environmental pollution from ports is not sufficient for Korean policy makers and port communities. The purpose of this paper is to examine solutions to port pollution problems and suggests some implications to Korean ports to become a green port. To this aim, necessity of regulation on environmental pollution from port operation; literature survey on port's environmental pollution; current conditions of international port pollution; various regulations and policies governing major ports are conducted in this paper. Our main findings are as follows; first, air pollution from ship can be reduced by providing electric power at docks while at berth, Second, in case of cargo-handling equipment, retire old equipment and switch to cleaner fuel such as low-sulfur fuel and diesel emulsions. Third, offering incentives for the installation of pollution controls and minimizing idling by enforcing idling limits or by installing idle shutoff controls can be recommended for reduction of air pollution of truck and rail at ports.

This study conducted the experiment for the development of the low pressure type SCR system. The experimental equipment of SCR system was installed, which was widely used as the nitrogen oxides abatement system, and the demonstration experiment was conducted to see that it met the Tier III regulation according to the IMO NOx Technical Code. The SCR system demonstration experiment was divided into three stages: SCR system component operation test, engine parameter test by engine load, and NOx abatement performance and ammonia slip verification test. The final performance of the SCR system was verified through analysis of NOx abatement performance and ammonia slip test results for each load variation.
