There are few studies on the estimation of social expenditures, since few efforts so far have been made to introduce and study social expenditures based on OECD standards. Previous studies focused on the total amount based on ILO and IMF criteria, which is limited in the estimation of social expenditures by function and in detail. Accordingly, government and research institutes have faced difficulties from the lack of relevant statistics in establishing policies and performing research. This study, therefore, aims to develop an estimation model for social expenditures, and define the scope of the social security scheme and finances. In the process of developing this model, the accuracy of the scale of social expenditures estimated according to OECD criterion was also considered. Specifically, efforts were made to secure transparency of estimation through omission or duplication of expenditures. The estimation of Korea's social expenditures is applied to this model. The estimates for the year 1997 revealed 30,918.2 billion Won or 6.82% of GDP, which is a 20.8% increase per annum.

This study intends to present a direction for the better reforming of fishers'onboard living conditions and proposals for preparing for ratification of the Work in Fishing Convention by means of making a comparison between standards on recent national fishing vessel accommodation facilities and standards on the Work in Fishing Convention and Its Recommendation, 2007, ILO. For the most part of standards on national fishing vessel accommodation facilities are somewhat insufficient to satisfy the provisions in Annex III of the Convention. Considering by items on fishing vessel accommodation facilities, the standards on insect protector, noise and vibration, heating and air conditioning, lighting, persons per sleeping room, recreational facility are not provided in national law. Headroom, separation of accommodation, sleeping room floor area, mattress size, mess room, galley and food storage are partially sufficient for the Convention. In case of sanitary facilities, national standards are not sufficient for the Convention. The other side, facilities related safety of ship and crew such as emergency escape etc., are fully sufficient for the Convention. These insufficiencies caused by different types of fishing vessel depend on originality of fishing method and practices. In the comparison between equivalent tonnage about vessel's length on convention and calculated tonnage of national existing fishing vessel, the difference are 226tons about length 24m and 501tons about length 45m. For that reason, headroom, persons per sleeping room, cabin of sicker and injured, sanitary facilities may decide to use gross tonnage in place of length (L) and the alleviating measure basis of convention. But in case of standards on sanitary facilities which are unsufficient for the Convention, specially in coastal fishing vessel length basis should be adopted with alleviating basis for less than length 24m.

This paper describes progress on formulating a national asbestos profile for the country of Vietnam. The Center of Asbestos Resource, Vietnam, formulated a National Profile on Asbestos-related Occupational Health, with due reference to the International Labor Organization/World Health Organization National Asbestos Profile. The Center of Asbestos Resource was established by the Vietnamese Health Environment Management Agency and the National Institute of Labor Protection, with the support of the Australian Agency for International Development, as a coordinating point for asbestos-related issues in Vietnam. Under the National Profile on Asbestos-related Occupational Health framework, the Center of Asbestos Resource succeeded in compiling relevant information for 15 of the 18 designated items outlined in the International Labor Organization/World Health Organization National Asbestos Profile, some overlaps of the information items notwithstanding. Today, Vietnam continues to import and use an average of more than 60,000 metric tons of raw asbestos per year. Information on asbestos-related diseases is limited, but the country has begun to diagnose mesothelioma cases, with the technical cooperation of Japan. As it stands, the National Profile on Asbestos-related Occupational Health needs further work and updating. However, we envisage that the National Profile on Asbestos-related Occupational Health will ultimately facilitate the smooth transition to an asbestos-free Vietnam.

In this paper, a voltage controlled injection-locked oscillator(VC-ILO) is proposed for wideband applications. From the control of the free-running frequency by a varactor diode, the wide frequency locking range can be obtained for low-level injected signals. The proposed VC-ILO is implemented on an FR-4 substrate with a thickness of 0.8 mm. The free-running frequencies of the oscillator is 2.39~2.52 GHz at the control voltage of 0~5 V. While the frequency locking range of over 50 MHz is presented for -10 dBm injected signal level at a fixed frequency, the locking range of over 90 MHz can be achieved for -30 dBm by controlling the free-running frequency.

The causes of accidents occurring in chemical plants vary, but 96% of industrial accidents occurring worldwide are caused by workers' unsafe behavior. The International Labour Organization (ILO) has announced 20 elements of workers' anxiety-warning behaviors that occur on multiple occasions at industrial sites in order to warn them of the risk of accidents caused by workers' anxiety-driven behavior, and to prevent industrial accidents, workers' anxiety-driven behavior should be controlled under stress In this study, major types of unsafe behavior were analyzed on the basis of information on the accident investigation history of domestic workspaces in order to find out how workers can manage their unsafe behavior. Based on the results of the analysis of the major anxiety war behavior, the root cause of causing anxiety war behavior was analyzed using the Swiss Cheese Model, and each root cause management method was proposed.
Suppressors of cytokine signaling (SOCS) family members are negative feedback regulators of the Jak/Stat pathway, which is an essential inflammatory signaling pathway. We investigated expression of eight members of the SOCS family in rat astrocytes, using two inflammatory stimulants, PMA and IFN-${\gamma}$. Only a few SOCS genes were induced by both stimulants, and we detected an increase in SOCS5 protein with PMA. PMA activated the Jnk, Erk, p38, and Jak/Stat signal pathways. In addition, it increased the level of activated-Stat3 resulting from tyrosine phosphorylation. A gel-shift assay showed that a protein in nuclear extracts from PMA-treated cells was able to bind to Stat binding elements. These results suggest that activated Stat3 binds to SOCS promoters and leads to their transcriptional induction.
Toxicology is under challenge from several new trends in science and technology, namely computer, the Internet, genome projects, genomic technologies, and combinatorial chemistry. These new trends will drastically change research style of toxicology. In addition to conventional uni cellular tests and animal tests using rodents, computer simulation, DNA chips (microarrays), in vivo tests using simple model organisms such as nematodesor flies become important routine screening tests. How to arrange these tests in tiers will become a new problem. Endocrine disruptors hypothesis is a good example for this kind of futuristic approach. Computer, particularly the Internet, is also enabling toxicologists and regulatory experts to collaborate more closely. The IPCS (International Program for Chemical Safety) which is ajoint project of WHO, ILO and UNEP, is a well-known international collaborative research for chemical risk assessments. The GINC project of IPCS is an effort to utilize the Internet for such collaborations. Some efforts were also made to establish regional collaboration network in East Asia under this project.
